PETERSON AIR FORCE BASE, Colo. -- Last year, Peterson Airmen and their families received $181,000 in financial help through the Air Force Assistance Fund and its programs.

Some of the money was given as interest-free loans to help Airmen during family emergencies. Some of the money was grant-ed to Airmen for education and some of the money was used to help parents with child care during a permanent change of station move or other stressful times.

“These programs would not be available to our Airmen and their families without the contributions made to the Air Force Assistance Fund,” said Hugo Escobar, Airman and Family Readiness Center consultant who works with the Air Force Aid Society to provide emergency and edu-cational financial assistance to Peterson Airmen.

By now, all active duty Airmen and re-tired military personnel on Peterson Air Force Base have heard about the Air Force Assistance Fund campaign. A team of more than 50 unit representatives has a goal to make 100 percent contact with every Airman and all retired military personnel on base and tell them about the campaign.

There are four programs supported by the AFAF: the Air Force Aid Society; the Air Force Enlisted Village; the Air Force Village; and the LeMay Foundation.

Commander’s Corner21st space Wing

THULE AIR BASE, Greenland -- The chain of command. What does that phrase connote to you? It sounds strong, it sounds supportive, it sounds powerful.

All of those were real-life impressions of the chain of command at Thule Air Base recently when Gen. William Shelton, com-mander of Air Force Space Command, vis-ited Thule Air Base March 28 to 30. The general did something pretty ingenious: he invited the entire chain of command that supports Thule to join him.

General Shelton had as guests Lt. Gen. Susan Helms, 14th Air Force commander; Brig. Gen. Samuel Greaves, AFSPC direc-tor of Plans, Programs and Analyses; Col. Stephen N. Whiting, 21st Space Wing com-mander; and Chief Master Sgt. Thomas Trottier, 21 SW command chief. We were also fortunate to have Mrs. Linda Shelton join us to survey the quality of life for Airmen and the Thule AB community. And as an entertainment treat for the men and women serving in the frozen north, Blue Steel, part of the U.S. Air Force Academy Band, was along for what turned out to be a spectacular visit.

So, what does that have to do with GSU support? Everything.

General Shelton was able to see firsthand how his staff has organized, trained, and equipped Thule for the missions of missile warning, space surveillance, space control and the emerging mission of missile de-fence. General Helms, as the Joint Force Component Commander of Space Forces, was able to see how her executing forces were fulfilling their roles for the combatant com-mander. And, she asked probing questions on responsiveness to contingency taskings and meeting warfighter requests. General

Greaves was able to observe Thule to ensure it is right-sized to be organized, trained and equipped within our means and to meet the warfighter’s needs. Colonel Whiting was able to watch firsthand his wing members demonstrate their proficiency, profession-alism and grasp of their roles in fulfilling the wing’s mission. Finally, Chief Trottier was able to see and meet the enlisted force and pass along professional development insights and perspectives during an enlisted call for Thule Airmen.

Now, as a GSU commander, I dial in for numerous teleconferences, sit on many videoteleconferences, and must call long-distance for any number of issues. What General Shelton did was bring all the deci-sion-makers to Thule. And quite frankly, the visit accomplished, by my estimate, what a year’s worth of staffing would take.

Why is that? Well, with tongue in cheek, I have heard generals say that once you make f lag officer you never hear the truth again. And, while that may not be totally accu-rate, there are many equities in any given staffwork that are added in, as the package goes forward. Therefore, putting “eyes on” is vital for decision makers. Further, time is critical and general officers and wing commanders don’t have any to spare. To

have the entire chain of command captive on a remote island, 650 miles north of the Arctic Circle, brings a focus that you won’t get in normal staffing venues.

In fact, by the entire chain of command arriving at Thule, there is a synergistic effect that creates a surge of momentum for the unit. Basically, if the commanders are going to an area in which the staff is charged to support, the staff does hours of prep work to ensure that they are satisfied with the support. Additionally, by having the wing commander, who is responsible for six in-stallations and many GSUs, the command-ers get truth-in-advertising as they validate problems or suggest ways that other units are accomplishing the mission.

Finally, appreciation. For anyone working GSU support, you really can’t appreciate what your role is until you see the results of your support firsthand. The intersection of all those things rests on commanders who are responsible for it all. And, interestingly, the local commander gets to watch his team in action, learn where the unit might have some weaknesses, and validate the efforts of superior performers.

In conclusion, we at Thule were a little tense when we heard that our entire chain of command would be visiting at the same time. We wondered how we’d support three general officers and our wing commander simultaneously. But, the support we offered was well worth the tremendous benefits of setting up the discussions for Thule issues over the years to come. General Shelton taught us a great lesson in GSU support. Direct leadership engagement is the key to successful mission accomplishment at our GSUs.

PETERSON AIR FORCE BASE, Colo. -- Air Force Space Command named its 2010 Outstanding Airmen of the Year during a banquet held here April 1.

The award banquet at the Peterson Air Force Base Club capped a week of activities honoring the outstanding performers from around the com-mand who demonstrated extraordinary leadership, job performance, community involvement and achievements.

“This past week’s events reflect the pride and appreciation our Command has for our OAY nominees,” said Gen. William L. Shelton, AFSPC commander. “These men and women epitomize the quality and commitment we expect from Airmen throughout AFSPC and our Air Force.”

The Air Force Association honors the 12 Outstanding Airmen of the Year at its annual convention in Washington, D.C. The program was initiated at the AFA’s 10th Annual National Conference, held in New Orleans in 1956. The selection board is comprised of the Chief Master Sergeant of the Air Force, a general officer and selected major command command chiefs. The Air Force Chief of Staff reviews the selections. The 12 Outstanding Airmen are awarded the Outstanding Airman ribbon with the bronze service star device and wear the Outstanding Airman badge for one year. They also serve on the AFA’s enlisted advisory council for one year.

“I wish our AFSPC OAY winners the best of luck as they compete at the Air Force level,” said General Shelton.

WASHINGTON (AFNS) -- The Air Force’s top enlisted Airman testified be-fore the House Subcommittee for Military Construction, Veterans Affairs and Related Agencies here March 30, about quality of life in the military.

Chief Master Sgt. of the Air Force James A. Roy, alongside his sister-service counterparts,

spoke about the importance building resiliency among Airmen and their families.

According to Chief Roy, Airmen have been in Iraq and Afghanistan for nearly 10 years and in Southwest Asia for more than 20 years. This high operations tempo requires service members to constantly leave family and friends behind.

“There are certain challenges that both Airmen and their families face each and every day,” he said. “I think it’s something that we as the United States Air Force have taken very

seriously over the last couple of years.“Many of our programs are designed to con-

tinue to build resilient Airmen and families,” he added.

This focus becomes important as new chal-lenges are presented, Chief Roy said. From the sky above Libya in Operation Odyssey Dawn to the shores of Japan for the humanitarian mission of Operation Tomodachi, U.S. Airmen are continuously on the front lines.

Highlighting these versatile warriors, Roy was joined by Tech. Sgt. Frank Reilly, a former

tactical air control party Airman and para-rescueman. Reilly, who had deployed to combat locations several times in support of operations Southern Watch and Enduring Freedom, was injured during combat training in preparation for deployment. He is now a special operations recruiting liaison and is set to participate in this year’s Warrior Games.

“Resilient Airmen are better equipped to withstand, recover and/or grow in the face of stressors and changing demands, and continu-ously get the job done,” Chief Roy said.

RANDOLPH AIR FORCE BASE, Texas -- Now is the time for those interested in temporary summer employment to apply for an Air Force job. Many Air Force sum-mer vacancies are already being posted for such positions as office automation and computer clerk, laborer, lifeguard, recre-ation aide, and food service worker.

To be considered for a summer position, an individual must meet at least one of the following criteria: be eligible for the Student Temporary Employment Program, have Veteran Recruitment Appointment eligibility, be a documented 30 percent disabled veteran, or have reinstatement status.

STEP applicants must be enrolled in

an accredited high school or enrolled/accepted for enrollment as degree-seeking students, taking at least a half-time course load in an accredited technical, vocational, two- or four-year college or university, or graduate or professional school.

For Veteran Recruitment Appointment eligibility, an applicant must be a disabled veteran; or a veteran who served on active duty in the Armed Forces during a war, or in a campaign or expedition for which a campaign badge has been authorized; or a veteran who, while serving on active duty in the Armed Forces, participated in a United States military operation for which an Armed Forces Service Medal was awarded; or a recently separated veteran.

To qualify under the veterans’ 30 per-cent disabled hiring authority, individuals must have served in the military, be able

to produce proof of service and disability (DD Form 214 Member 4 copy and VA Disability Rating), and have a service-con-nected disability of 30 percent or more.

To be eligible for reinstatement, appli-cants must have held a federal career or career-conditional appointment at some time in the past. WASHINGTON (AFNS) -- Japanese Defense Minister Toshimi Kitazawa April boarded the USS Ronald Reagan to thank U.S. servicemembers for their help since an earthquake and the tsunami it caused struck Japan on March 11.

The work of U.S. servicemembers and other Americans is a testament to the half century of tomodachi -- friendship -- between the United States and Japan, Kitazawa said as he shared a statement from Japanese Prime Minister Naoto Kan.

“To all U.S. military members, on behalf of the people of Japan, I sincerely express my deep appreciation for the tremendous support provided by the U.S. military, the U.S. government and the American people at a time of unprecedented crisis in Japan,” Kitazawa said.

The USS Ronald Reagan responded immediately after the disaster, and its Sailors, as well as other servicemembers, continue their humanitarian mission in Japan “with pride and passion” and “are supporting Japan on an extraordinary scale,” he said.

Kitazawa said he received a call from President Barack Obama right after the earthquake, pledging American support.

“The entire Japanese people are deeply moved and encouraged by scenes of U.S. military members working hard in support of relief efforts,” he said. “Those in Japan and the United States are true tomodachi. ... They share basic values such as democracy and respect for human rights.”

Faced with such a disaster, Kitazawa said, “in no time like the present do I feel so strongly about our friendship with the United States. Your support is a testament of our enduring bond for more than half a

century. Japan, with your continuous co-operation, is determined to launch a full-scale effort to overcome these challenges ahead of us.”

U.S. Ambassador to Japan John V. Roos was part of the delegation that included senior Japanese military officials aboard USS Ronald Reagan April 4.

“Looking out over this spectacular view, in front of all you great Americans, I am awed to be here, and I can’t tell you how deeply moved I am by all you’ve accomplished in the last several weeks,” he said.

Roos offered U.S. condolences to the Japanese, noting that he saw the disaster’s effects firsthand in northeastern Japan. “One

cannot even begin to imagine the devastation until you witness it yourself,” he said, “...and even then it’s hard to imagine.

“I met with people who lost almost ev-erything in their lives, including their loved ones,” he continued. “I could not help but be moved by their calm dignity and resilient spirit.”

Vending machines at fitness center

Q: I am an Active Guard/Reserve servicemember with the 302nd Civil Engineer Squadron stationed at Peterson AFB. I spent 10 years on active duty in the Army as an EOD technician before crossing over to the Air Force into the same career field. I have had the privilege of experiencing both the Army and Air Force way of life. There are good things and bad things that I take away from both services and it is interesting to see the Air Force reaffirming the warrior spirit in our Airmen. The determined drive for excellence, professionalism and a fighting spirit are attributes I thought I had left with the Army. Don’t get me wrong. There are most certainly bad apples in the Army, but the overall ethical environment I experienced were those that constantly challenged me towards excellence. In the Army there is a lot of joking and poking fun at the Air Force about how we are not very military and more of a corporate entity versus a fighting military force. We are taking steps to change that perception by ramping up our standards and proving ourselves formidable assets on the battlefield both air and ground. One of the areas which we have taken leaps and bounds in is our emphasis on physical fitness and being “fit to fight”. The entire Air Force EOD program learned shortly after 9/11 that we needed to step up to the plate and do our fair share in the fight both with OIF and OEF. Huge lessons were learned early in these campaigns that drastically reformed the way we trained and operated. One of the lessons we learned was that the current Air Force physical fitness program was not acceptable. Not only EOD, but the entire Air Force has now embraced this realization. Still, some of the “old” Air Force lingers and it is a challenge leading them to new waters.

I recently confronted Peterson AFB Fitness Center management about the presence of a junk food vending machine in main hall of our base gym. At first it didn’t bother me and was actually pretty funny. A vending

machine full of candy bars, assorted chips and pastries right in the middle of our gym. As time passed, giving me time to really think about this, I became bothered by the image it presented and the message it was sending to all of our Airmen and sister services that utilize this gym. Amidst the new drive towards physical fitness and heightened consequences for falling below the standards we allow a symbol of sabotage to be displayed in this ref-uge of fitness and health on our base. Ironic and almost a joke in my opinion. To my surprise the fitness center staff along with SNCOs charged with the operation and management of the fitness center not only disagreed with my outlook, but protectively defended the vending ma-chines saying that it was a key profit center for the fitness center. I was told that without this vending machine vital functions of the fitness center would be in jeopardy due to lack of funding. They saw no problem with it in the fitness center and likened its presence in the gym to the presents of a McDonalds or Burger King on base. One SNCO said that servicemembers were all adults and able to make choice, healthy or otherwise, for themselves. I agreed with that, but said that the fitness center was not the proper venue to affirm their freedom of choice. I told him that to solicit junk food in the gym is akin to the HAWC having a cigarette vending machine available for those who choose to smoke during a smoking cessation class. He found little humor or truth to that. I told him that if patrons really needed a bag of chips and pastries after their workouts they could walk a couple hundred feet to the bowling alley. This SNCO then opened a fil-ing cabinet in his office and pulled out a box of full size candy bars. He proudly displayed them and stated that it was his choice to eat candy bars and that when he visits the gym to do his “rounds” he likes the fact that he can also pick up a candy bar without having to walk to the bowling alley. I knew then that the discussion was going absolutely nowhere.

This really isn’t about a vending machine or the fitness

center. It’s about the difference between management and leadership. A fitness center manager does what’s best for the fitness center. A leader does what’s best for the mission and their people. Whether or not this vending machine is really a vital source of funds for the fitness center doesn’t matter. It does not promote fitness and health as a fitness center should. We need to start being leaders rather than managers and lead from the front doing the hard right versus the easy wrong. Inspire ex-cellence in our Airmen and create a sense of pride to be in the most elite Air Force in the world.

A: Thank you for taking the time to contact the ac-tion line regarding the fitness center’s vending machines. Although the machines contain soft drinks, chips and candy bars, it is also stocked with healthy options, such as nuts, fruit snacks, beef jerky, vegetable juice or water. In addition, our juice bar offers smoothies, fruits, wraps and more. We believe it’s important to give our patrons choices, and we strive to offer choices that tip the scale toward good health and nutrition. But, with options, comes responsibility, which is also advocated in many nutrition programs: Enjoy in moderation.

In addition to providing customers variety, the vend-ing machines help increase revenue for the fitness center. Last year, our customers witnessed more than $1 million in renovations, including new flooring, resurfacing the courts and a new 30-piece cardio equipment room, just to name a few. In any given year, fitness center staff mem-bers organize and man more than 300 programs. From health fairs to personal training; programs are offered throughout the day to provide adequate physical fitness training programs to meet schedules and demands. The fitness center and its professionals strive to promote fit-ness in every way. There is a lot of pride in the facility and programs offered to members of Team Pete. We will continue to offer excellent programs to enhance morale, improve fitness and provide esprit de corps.

PETERSON AIR FORCE BASE, Colo. -- For most Airmen at this southern Colorado base, getting close to a C-130 Hercules means watching one take off, land and fly over head. But for 39 Air Force Reserve and Active Duty Airmen stationed here, a 302nd Airlift Wing’s Human Resources Development Council idea would change that.

The HRDC group hosted a first-of-its-kind incentive flight for both 302nd AW Reservists and Active Duty Airmen assigned to Peterson’s 21st Space Wing and 52nd Airlift Squadron. If you were Chief of Staff of the Air Force for one day, how would you change the Air Force?

I would first like to preface this statement with the fact that I consider myself very fortu-nate to work with such outstanding profession-als in an all-volunteer Air Force. That said, in view of comparable pay rates between enlisted and commissioned members in similar profes-sions around the world, I would closely analyze the difference in pay benefits between the enlisted and officer corps. I understand the value of higher education but recommend the Air Force reward members with pay com-mensurate with their professional knowledge. I recommend incremental pay bonuses for those enlisted members that have earned degrees above high school level.

What’s your favorite thing about being in the Air Force?

The people that I have met throughout my ca-reer have always been the greatest part of the job. Regardless of where I have been assigned it is the people that I work worth that make the difference.

What do you like most about being an Airman?

Getting the work done; Airmen are involved with every aspect of our nation’s military domi-nance. We have the privilege to see the highly technical and strategic application of global weapons systems as well as the longsuffering of deployments and old fashioned soldiering. We do it all.

Why selected: Tech. Sgt. William Marshall was selected for

nomination for the First Knight Award due to his undeniable dedication to his unit, its mis-sion, and its people. Sergeant Marshall exudes the confidence of an exemplary noncommis-sioned officer. Through hard work and devo-tion, Sergeant Marshall has strived to not only increase the effectiveness and efficiency of his shop including the processes. This selfless leadership is what draws his fellow Airmen to follow in his footsteps.

Not to be limited in his commitment, Sergeant Marshall is an exemplary member of the Thule Air Base community. He has dedicat-ed much of his personal time to other members of this small community through his fellowship at the Thule base chapel. In exemplifying ser-vice before self, Sergeant Marshall is also only credits shy of completing his bachelors’ degree in electrical engineering.

There also is help for retired military personnel through the Air Force Enlisted Village and the Air Force Village, both retirement communities for surviving spouses. Finally, the LeMay Foundation provides financial as-sistance to military retirees and spouses.

“The great thing about this campaign is that 95 cents or more of every dollar is spent on the AFAF mission, assist-ing Air Force members and their families,” said Master Sgt. Daniel Stellabotte, 21st Force Support Squadron and one of three AFAF installation project officers. “Our efforts that start today will help those who are serving and have served.”

The 2011 AFAF campaign on Peterson AFB runs through May 6 and the Peterson goal is to raise $91,615.

Senior Master Sgt. John Bentivegna, 76th Space Control Squadron superintendent and one of three AFAF installa-tion project managers, armed volunteer unit representa-tives with facts, brochures, posters and donation forms during an AFAF campaign kickoff breakfast meeting March 29.

There are two ways to contribute to the AFAF -- payroll deduction plan allotments and cash, Sergeant Bentivenga said. All donations are voluntary and private. Military retires also, for the first time, can use a payroll deduction to contribute to the campaign.

“That was an exciting change this year,” Sergeant Bentivegna said.

Col. Jim Jennings, 21st Space Wing vice commander, said the AFAF campaign is crucial to Peterson AFB Airmen. The last thing Airmen should worry about when tragedy hits is money, he said.

“When I was a young captain, my family and I had a tragic event in our life and (the Air Force Aid Society) helped us through it with their generosity,” he said. “And, that helped change my perspective forever of how they go out and help us - the Airmen.”

and Active Duty to our airlift mission,” Colonel Arnold said. “Everyone in the 302nd [AW] knows that our mission is tactical airlift, but not all of our mem-bers and friends on the Active Duty side get the opportunity to see just how the mission is actually performed. So this incentive program gives them both the same opportunity to see the mission firsthand.”

The day’s incentive flight included two, AF Reserve C-130H3 Hercules aircraft, on a regularly scheduled training mission that took the Airmen on a tactical mission over the Rocky Mountains. Toward the end of the flight, the Airmen witnessed a live cargo drop east of Peterson, and returned just after

an hour.While strapping herself into one of

the C-130’s web seats prior to takeoff, Airman 1st Class Teresa Monteon, a medical technician assigned to the 21st Medical Operations Squadron, said she was really shocked to be selected for the incentive flight.

“I’ve always wanted to be on one of these and have the opportunity to see an actual air drop,” the San Jose, Calif., native said. “Seeing the view and the air drop was amazing. I would definitely do this again. For those who can do this, it’s a great experience.”

Both wings are interested in continu-ing future incentive flights to further recognize top performers, and both

organizations are soliciting feedback from the flyers during the coming days. Future flights are just fine as far as Airman 1st Class Shaun Rothe is concerned, who has flown onboard a C-130 once before, but never with a cargo drop.

“I loved watching the ground move and the chutes open up with the load from the other plane zooming by us,” said Airman Rothe, a fuels techni-cian assigned to the 302nd Logistics Readiness Squadron. “I work on the ground around the planes, but rarely get to go into them. I know we drop stuff out of planes, but seeing it all firsthand let’s you better understand how it all comes together. It was awesome.”

Stop bullying campaign The U.S. Dept. of Health & Human

Services (HHS) Health Resources and Services Administration has a campaign called Stop Bullying Now, which offers ad-vice to kids, parents, school officials and others about steps they can take to address bullying. The theme is “Take a Stand. Lend a Hand. Stop Bullying Now!” Their website has a page with games and cartoon webi-sodes to help kids learn about bullying and how to stop it. Another page was created es-pecially for adults, which includes resources about bullying awareness, prevention and intervention. These resources can be found at the following link:

The Colorado Springs Area Chiefs’ Group is hosting its annual Chiefs’ Group Bowl-a-thon fundraiser on May 13 at the Peterson AFB Bowling Center and the USAF Academy Bowling Center. Five-member teams will play 3 games of “9-pin No-tap” with shifts at 1100 and 1400. Prizes include highest and lowest team score, highest and lowest individual score, most pledges, and many door prizes. Cost is $50/team and the fee includes 3 games and bowling shoes for each player. Proceeds support organizations and events including the Airman’s Attic, quar-terly and annual awards, dormitory block party, 12 OAY Recognition Week, promo-tion ceremonies, and many other enlisted functions. Armed Forces Community Run The 21st Force Support Squadron is host-
