He wants to be found saneso that his beliefs will not beconsidered the ravings of a lu-natic, and has said he wouldnot appeal the case if judgesrule that he is of sound mind.

Even though Breivik hasconfessed to the crimes, hepleaded not guilty and said hisacts were "cruel but necessary"to protect Norway from themulticulturalism his victimshad embraced.

A first court-ordered psy-chiatric evaluation concludedhe was suffering from a psy-chosis, which would mean hewould be sent to a mental asy-lum.

But a second opinion foundhe was sane enough to be con-sidered criminally responsible, meaning he could be sentencedto prison.

Regardless of the verdict,Breivik is expected to live avery regimented life at thehigh-security Ila prison nearOslo, which is building a newwing to serve as a mini-hospi-tal in case he is ordered to un-dergo psychiatric care.

Yesterday, the facility pub-lished photographs giving apeek into Breivik's currentconditions at the prison.

He has access to three cells, each measuring eight squaremeters (86 square feet), withone to sleep in, one for physi-cal exercise, and one work-space that has a laptop --without internet -- nailed to adesk.

he spent more than an hourgunning down another 69 peo-ple, mostly teenagers, attend-ing a Labour Party youthcamp.

Breivik has confessed to thekillings but his 10-week trialwas one of the most com-pelling in Norway's history asthe court tried to delve into hismind to determine whether heis sane or not.

Another of Breivik'slawyers, Tord Jordet, told thetabloid Verdens Gang that hisclient is working on a sort ofautobiography, which wouldcontain details on how he pre-pared for the attacks and reve-lations about the mysteriousKnights Templar organisation.

The book would focus onhis life as of 2002, whenBreivik claims he began hisideological crusade as part ofthe Knights Templar, thoughpolice have never been able toconfirm the existence of thenetwork of far-right militantsthat Breivik claims to havefounded in London.

The book "will containmore information than what hetold the police," Jordet said, adding that it would be writtenin English and finished nextyear, although it is not yetknown whether it would bepublished.

Breivik is also reportedlyknown to be working on twoother books, one on his ideo -logy and another on his visionof the future.

OSLO (AFP) -- Norwegiangunman Anders BehringBreivik wants to address anOslo court after it hands downits verdict against him, and iswriting an autobiography de-tailing how he prepared for hishorrific attacks, his lawyerssaid yesterday.

The Oslo district court is toannounce Friday whether the33-year-old right-wing extrem-ist will be sent to prison or aclosed psychiatric ward for theJuly 22, 2011 attacks thatkilled 77 people.

"He thought about what hewanted to say to the judges andso has prepared a few lines forevery outcome," Breivik'slawyer Geir Lippestad told thedaily newspaper Aftenposten.

It remains however uncer-tain if Breivik will be allowedto make any remarks on Fri-day.

During his 10-week trialthat concluded in June, thecourt was wary of givingBreivik a platform to expresshis Islamophobic and anti-multicultural ideology, but onseveral occasions allowed himto speak at length.

On July 22, 2011, Breivikset off a car bomb outside thegovernment offices in Oslo, killing eight people, beforegoing to the island of Utoeya, northwest of the capital, where

cases, followed by Mississippi,Louisiana, South Dakota andOklahoma, and advised Ame -ricans to take measures to pre-vent mosquito bites.

It said the number of casesis the highest recorded by thethird week of August since thevirus was first detected heremore than a decade ago, andthat it expects the toll to rise.

"Typically we see a peak inthe West Nile virus seasonaround the middle of August, and it takes some time for casesto get reported to us," CDCspokeswoman Candice BurnsHoffman told AFP. "We are ex-pecting that in the comingweeks we will see more cases."

The entire year of 2011 sawjust 712 cases and 43 deaths, the CDC said.

The outbreak has been con-centrated in and around Dallas,Texas, where authorities lastweek began using aircraft tospray pesticide.

Texas has had a total of 537cases this year, causing 19deaths, according to the CDC.Neighboring Louisiana hashad six deaths out of 73 totalcases.

Hoffman said the best wayto prevent infection was towear bug repellent and longsleeves, and to avoid goingoutside at dawn and dusk, when mosquitoes are most ac-tive.

WASHINGTON (AFP) - TheUnited States has seen at least1,118 cases of West Nile virusthis year, the most since themosquito-borne disease wasfirst detected in 1999, with 41deaths, authorities said yester-day.

The Center for DiseaseControl said Texas alone ac-counted for almost half of all

of bitter clashes between therival groups in the remote areaof Kenya.

It was not clear whatsparked the attack, but the twocommunities have clashed be-fore over the use of land andwater resources, although thescale and intensity of thekillings shocked police.

The attack happened in theReketa area of Tarassa inKenya's south-east, close to thecoast and some 300 kilometres(185 miles) from the Kenyancapital Nairobi.

"Clashes over pasture havebeen recurrent in this region,"said national police spokesmanEric Kiraithe.

The Pokomo are a largelysettled farming people, plant-ing crops along the Tana River, while the Orma are largely cat-tle-herding pastoralists.

"Our investigations haveshown that it is the Pokomowho attacked the Orma people, who live on an island" in theriver, Kitur added.

NAIROBI (AFP) - At least 52Kenyans were hacked or burntto death in ethnic clashes be-tween two rival groups, theworst single attack since deadlypost-election violence fouryears ago, police said yesterday.

Police revised an earlierdeath toll of 48 after severalpeople died of injuries sus-tained during the attack.

"Four more people havedied, in addition to the 48 whodied on the spot," said regionaldeputy police chief JosephKitur.

Speaking earlier, Kitur saidof the attack, which took placelate Tuesday between thePokomo and Orma peoples inthe rural Tana River district: "Itis a very bad incident.... Theyinclude 31 women, 11 childrenand six men."

"34 were hacked to deathand 14 others were burnt todeath," Kitur said, while se -veral huts were torched after agang of men launched the at-tack, the latest in a long history

CHICAGO (AFP) - US cornand soybean prices closed atnew record highs Tuesday asa new survey showed worse-than-expected crop damagefrom a brutal drought acrossthe country's central bread-basket.

The price of corn jumped1.7 percent to $8.3875 abushel, while soybeans fin-ished at $17.3250 a bushel,up 2.8 percent from Tuesday.

That left the corn price up68 percent from June andsoybeans 39 percent higher.

An all-time record hot Julyaccompanied by nearly threemonths of extreme droughthave baked the country'sprime farmland in the mid-western and central states, where the world's largest cornand soybean crops are grown.

Prices jumped after reportsfrom the annual Pro FarmerMidwest Tour gave analystsand traders more bad news onthe state of the crops.

"Crops in western Ohioand eastern Indiana were farbelow the norm," said ProFarmer analyst Brian Grete.

Yields in South Dakotameanwhile were called "stun-ningly low."

"The Pro Farmer tour

sparked the rally" Tuesday, said Frank Cholly of RJO Fu-tures.

"They have a pretty goodpeg at final yields," he said.

The Pro Farmer estimateswere significantly lower thanthe US Department of Agri-culture's sharply slashed fore-casts from last week.

"We are getting less pro-duction from South America,so that forces buyers to go tothe US," driving up prices,Cholly added.

On August 10, the USDAsharply reduced its produc-tion forecast for the globallycrucial crops, saying outputwould likely be at the lowestlevel in six years.

Last week, they estimatedthat 50 percent of the corncrop was in poor or very poorcondition, compared to 15percent at the same time lastyear.

For soybeans, 39 percentof the crop was in poor con-dition or worse, compared to13 percent a year ago.

The drought has also hitfeeds for livestock like hay, forcing ranchers to trim theirherds, which analysts expectcould push up the price ofmeat in the coming year.

deal -- a poison-pill agreementnever meant to remain in placebut to force a more palatabledeal between battling Democ-rats and Republicans -- politi-cians have not been able toagree on how to replace it.

And with the issues of debtand taxes at front and center inthe presidential election cam-paign, neither side is likely togive in on a compromise beforethe November 6 vote.

But that will give Congressonly a few weeks to reversefrom the fiscal-cliff course be-fore it is to come into effect be-ginning January 1 -- a fact thathas businesses, investors andpoliticians increasingly wor-ried.

If the fiscal-cliff policies arechanged, so that current taxpolicies largely stay in placeand the forced budget cuts donot take effect, the CBO pre-dicted the economy would re-main stronger in 2013 withgrowth around 1.7 percent andthe jobless rate at 8.0 percent.

However, it said, the gov-ernment's deficit would againhit $1 trillion, and governmentborrowing would continue toweigh on the economy over themedium term.

"fiscal cliff" because of thesharp return to recession alsopredicted by private-sectoreconomists -- would succeed incutting some $500 billion fromthe budget deficit next year.

The deficit was estimated at$1.1 trillion for this fiscal year, which ends on September 30,the CBO said. But the currenteconomic current growth tra-jectory of about 2.25 percentwould abruptly halt under thecurrent law, the Budget ControlAct of 2011, and the scheduledJanuary expiration of tempo-rary tax breaks.

"The outlook for the budgetdeficits, federal debt, and theeconomy are especially uncer-tain now because substantialchanges to tax and spendingpolicies are scheduled to takeeffect in January 2013," theCBO said.

"Fiscal tightening will leadto economic conditions in 2013that will probably be consid-ered a recession, with real GDPdeclining by 0.5 percent be-tween the fourth quarter of2012 and the fourth quarter of2013, and the unemploymentrate rising to about 9 percent,"it said.

WASHINGTON (AFP) - TheUS Congress's budget analystssaid yesterday that current poli-cies designed to slash thebudget deficit after January 1will plunge the country into re-cession and push up jobless-ness.

The Congressional BudgetOffice said the budget planagreed in a political deal lastyear -- sharp cuts to spendingand tax increases that will hithousehold finances -- willcause the economy to shrink by0.5 percent next year.

It would also likely send theunemployment rate to 9.1 per-cent by the second half of2013, from the current already-high 8.3 percent, the CBO said.

The plan -- known as the

hammered out a package ofspending cuts in late April, justafter the Dutch governmenthanded in its resignation.

The Netherlands aims tosave 12.4 billion euros nextyear under the agreement, which was concluded fourdays after Prime MinisterMark Rutte's coalition threw inthe towel following a break-down in the negotiations.

Approved on April 26 bythe Dutch lower house, theausterity program includes cutsto the health care budget and awage freeze for governmentofficials.

But analysts say implemen-tation will depend on how thevote turns out and how quicklya new coalition governmentcan be formed.

Leading in many opinionpolls is the far-left party ofEmile Roemer, who opposesspending cuts, saying thedeficit target should be pushedback to 2015.

THE HAGUE (AFP) - TheDutch deficit will drop to 2.7percent of gross domesticproduct (GDP) next year, go -vernment planners said yester-day, bringing it back within theEU's official limit.

The estimate by the Cen-traal Planbureau (CPB) was0.2 percentage points lowerthan a previous forecast inJune of 2.9 percent. The CPBattributed the change to a cashwindfall linked to health careinsurance.

In 2011, the public deficitstood at 4.7 percent of GDP,well above the EuropeanUnion ceiling of 3.0 percent.

"The CPB expects thedeficit to reach 2.7 percent ofGDP in 2013, or 17 billioneuros ($21.2 billion)," a state-ment said three weeks beforethe country goes to parliamen-tary polls on September 12.

Seegobin said: "Coach(Glenn) Mills gives Yohan aprogramme and it's tailoredaccording to people's wishes. It's something for the man-agers, the meeting director andsponsors.
