Brampton Safety Council Site Inspection Report
Date: Monday, December 16, 2019 – Ward 8
School/Location: Claireville Public School, 97 Gallucci Crescent
Principal: Sue Eckel Time(s): 8:45 a.m./3:30 p.m.
Phone: 905-794-8714 Weather: Clear a.m./p.m.
Requested By: Helen Baxter, Vice Principal
Nature of Problem: Request to review of Traffic Congestion on school property and the street
Observers Present: Max Kazman, citizen member (a.m./p.m.); Kim Bernard, Team Lead, Crossing Guard (a.m./p.m.); Elsetia Rhudd, Team Lead, Crossing Guard (a.m./p.m.); Renee Crones, citizen member (a.m./p.m.); Mohan Balasubramaniyam, citizen member (a.m.) and Abdul Rashid, citizen member (p.m.)
Observations: 1. Claireville Public School is located on the east side of Gallucci Crescent, south of Don Minaker
Drive. Four large and six small buses serve the school population of 673 students.
2. Fluorescent school area signs indicating speed limit of 40 km/hr are posted on Gallucci
Crescent in the vicinity of the school.
3. There are “No Parking” corner restrictions posted on the east side of Gallucci Crescent on both
sides of the entrance/exit, and “No Stopping, Mon-Fri,8-5” restrictions are posted on the west side in the vicinity of the school. The south east corner restriction appeared to be missing.
4. The two lane one-way entrance on the school property is located on the south side where
drivers can access the Kiss and Ride area, and buses can access the Bus Loading zone along the front of the school. All exits at the north side of the property lead to Gallucci Crescent.
5. A crossing guard is located at the intersection of Don Minaker Drive and Westbrook Avenue.
6. School staff assisted in the bus loading area and Kiss and Ride areas, and one monitored
the crosswalk near the driveway entrance to assist students to safely cross the driveway. The majority of staff wore vests.
10.1-1
![Page 39: Thursday, January 16, 2020 - Brampton · 2020-01-16 · Thursday, January 16, 2020 9:30 a.m. – Regular Meeting Council Committee Room – 4th Floor – City Hall Members: Patrick](https://reader033.vdocument.in/reader033/viewer/2022053013/5f10aa497e708231d44a389f/html5/thumbnails/39.jpg)
7. During both observation times, Gallucci Crescent was very congested on several occasions. Drivers blocked the north and southbound traffic for several minutes as they waited on the west side of Gallucci Crescent to enter the Kiss and Ride area. Buses had difficulty entering, as the area was full of cars, both on the street and on the driveway. Gallucci Crescent is a very narrow street.
8. Vehicles were parked in the restricted areas at the entrance and exit to the school property
which added to the congestion. South of the school near the bend in the road, cars were parked making it almost impossible for vehicles to turn. Cars tried to make U-turns or three point turns amidst the congestion.
Recommendations: 1. That the Site Inspection report be received; and
2. That, in an effort to encourage Active Transportation to and from school, the Principal be requested to contact their designated Peel Health Nurse to participate in the School Travel Plan Program in Peel;
3. That the Senior Manager of Traffic Services be requested to arrange for:
the replacement of the missing “No Parking” restriction on the south east side of the exit of the school property

Brampton Safety Council Site Inspection Report
Date: Tuesday, December 17, 2019 – Ward 2
School/Location: Sacred Heart Catholic School, 24 Kerwood Place
Principal: Michael Araman Time(s): 8:15 a.m. and 3:10 p.m.
Phone: 905-846-0802 Weather: Clear a.m./p.m.
Requested By: Principal
Nature of Problem: Request to review Traffic Congestion, Park and Ride, Safety Concerns
Observers Present: Max Kazman, citizen member (a.m./p.m.); Kim Bernard, Team Lead Crossing Guard (a.m./p.m.); Elsetia Rhudd, Team Lead, Crossing Guard (a.m./p.m.); Jason Attard, Dufferin-Peel District Catholic School Board (a.m./p.m.)
Observations: 1. Sacred Heart Catholic School is located at the intersection of Monte Vista Trail and Kerwood
Place and is attended by approximately 250 students. One large and one small bus serve the school.
2. The entrance to the school is located on Monte Vista Trail. A bus loading lane and a drive
through lane are identified with pavement markings. Fire route signage is in place. At the entrance, signage is posted restricting entry between 8:25 a.m. - 9:00 a.m., and 3:00 p.m. - 3:30 p.m., except for staff vehicles and buses.
3. A gated parking lot is located on the east side of the school and can be accessed from
Kerwood Place and the bus loading area exit.
4. Signage indicating “No Parking” is posted on Kerwood Place between Monte Vista Trail and
the exit to the bus loading exit. “No Parking” corner restrictions are also posted on Monte Vista Trail at Richvale Drive.
5. During the morning observations, several drivers ignored the no access signage at the
entrance of the bus loading area, entered the lane and stopped or parked their vehicles to drop off students. When a bus was present in the lane, parents parked behind or in front of the bus and blocked it. Drivers stopped or parked on Kerwood Place, blocking residential driveways as well and the school exit.
10.2-1
![Page 43: Thursday, January 16, 2020 - Brampton · 2020-01-16 · Thursday, January 16, 2020 9:30 a.m. – Regular Meeting Council Committee Room – 4th Floor – City Hall Members: Patrick](https://reader033.vdocument.in/reader033/viewer/2022053013/5f10aa497e708231d44a389f/html5/thumbnails/43.jpg)
6. During the afternoon observations, most vehicles parked on Monte Vista Trail and a few parked in the bus loading area. Many were observed in the restricted areas near Richvale Drive and Kerwood Place. This created congestion for the buses as they entered or exited the loading area.
Recommendations: 1. That the Site Inspection report be received;
2. That, in an effort to encourage Active Transportation to and from school, the Principal be requested to contact their designated Peel Health Nurse to participate in the School Travel Plan Program in Peel;
3. That the Principal be requested to:
Encourage and educate the school community on safety around schools
Cone off the bus loading area to allow buses to enter at arrival and dismissal times
Remove the signage at the entrance to bus loading area regarding entry exemptions; and,
4. That the Manager of Enforcement and By-law Services be requested to enforce the parking
restrictions on Monte Vista Trail and Kerwood Place during arrival and dismissal times.

Brampton School Traffic Safety Council
Site Inspection Report
Date: Monday, December 9, 2019 Ward 8
School/Location: Walnut Grove Public School, 10 Pinestaff Road
Principal: Pamela Lone Time(s): 8:45 a.m.& 3:30 p.m.
Phone: 905-796-4572 Weather: Cloudy/Snow
Requested By: Violet Skirten, Crossing Guard Supervisor, on behalf of resident Dave Samra
Nature of Problem: Review Kiss and Ride and Traffic Congestion on school property
Observers Present: 8:45 a.m. – Wendel Cole, member; Renee Crone, member; Pathik Shukla,
member; Kim Bernard, Team Lead, Crossing Guard; Elsetia Rhudd, Team Lead, Crossing Guard
3:30 p.m. – Zeenath Mahajan, member; Mohan B. member; City Councillor Williams; Kim Bernard, Team Lead, Crossing Guard; Elsetia Rhudd, Team Lead, Crossing Guard
Observations:
1. Walnut Grove Public School is located on the north east corner of the intersection of Tappet Drive and Pinestaff Road. Approximately 960 students attend this school which is serviced by 6 large and 2 small school buses.
2. Signage indicating a speed limit of 40 km/hr and “Fluorescent School Area” signage are
posted on Tappet Drive and Pinestaff Road in the vicinity of the school. “No U-turns” signage is located on Pinestaff Road and “No Stopping” restrictions are located on the north side of Tappet Drive at the entrance and exit of the bus loading area.
3. Two crossing guards are assigned to this school identified with “Advance School Crossing”
signage in the area at:
Tappet Drive and Pinestaff Road
McVean Drive and Tappet Drive
4. The entrance and exit to the Kiss and Ride is located on Tappet Drive and the bus loading
area entrance and exit is on Pinestaff Road.
5. During the morning observations, two teachers wearing vests, assisted in the Kiss and
Ride area which ran smoothly, with congestion occurring when drivers were exiting. A teacher wearing a safety vest and using a stop sign helped students cross the driveway entrance/exit.
10.3-1
![Page 45: Thursday, January 16, 2020 - Brampton · 2020-01-16 · Thursday, January 16, 2020 9:30 a.m. – Regular Meeting Council Committee Room – 4th Floor – City Hall Members: Patrick](https://reader033.vdocument.in/reader033/viewer/2022053013/5f10aa497e708231d44a389f/html5/thumbnails/45.jpg)
6. During the morning and afternoon inspections, a teacher was seen walking out to midblock, on to Pinestaff Road, using the stop sign to stop traffic and cross students/parents, instead of encouraging them to use the crossing guard positioned about 20 ft. away. The staff member had no control over the students as they ran past her. Significant safety concerns were noted for the staff person as well as the pedestrians.
7. During the afternoon, there was more congestion on Pinestaff Road. Vehicles parked on
both sides of the street, narrowing the street. Cars were queued on Tappet Drive as drivers tried to make a left turn into the Kiss and Ride zone. Drivers attempting to make a left turn from the Kiss and Ride to exit the area appeared to be aggressive and this added to the congestion.
8. During both morning and afternoon observations, parents used the bus loading area to
drop off/pick up the students. Many parents parked on Tappet Drive in the restricted areas, and others parked on Lone Rock Circle and J-walked across Tappet Drive to pick up/drop off students, rather than use the crossing guards that are available to assist.
Recommendations: 1. That the Site Inspection report be received; and
2. That, in an effort to encourage Active Transportation to and from school, the Principal be requested to contact their designated Peel Health Nurse to participate in the School Travel Plan Program in Peel;
3. That the Principal be requested to:
Encourage and educate the school community on safety around the school
Encourage and educate the school community to utilize the school crossing guards that are positioned at Tappet Drive and Pinestaff Road/McVean Drive and Tappett Drive
Advise the school staff to direct students/parents to the crossing guards for assistance to cross the roadway on to school property
Install a “Bus Only” sign at the entrance to the bus loading area and cone off the entrance until all buses have arrived and exited;
4. That the Senior Manager of Traffic Services be requested to arrange for the installation of
“No Stopping” restrictions on the east side of Pinestaff Road from Tappet Drive to the end of the school property;
5. That the Manager of Enforcement and By-law Services be requested to arrange for the
enforcement of restrictions on the north side of Tappet Drive and east side of Pinestaff Road at school arrival and dismissal times; and,
6. That Peel Regional Police be requested to enforce “No U turn” compliance on Pinestaff Road
during school arrival and dismissal times .

staff parking lot entrance/exit. It is monitored by staff during the morning and afternoon arrival and dismissal times.
4. The bus loading zone is located on the north side of Dorset Drive, west of the school exit.
Buses that were parked in the bus loading zone obstructed the view of vehicular traffic exiting the school property. Staff assisted the students to exit the school buses and helped them to cross the driveway to the designated walkway at the end of the Kiss and Ride area.
5. During the morning and afternoon observations, some congestion occurred on Dorset Drive,
due to the number of school buses parked along the north side of the road. Parents parked vehicles on both sides of Dorset Drive and this added to the congestion.

School/Location: Churchville Public School, 90 Bonnie Braes Drive
Principal: Laurie Letourneau Time(s): 3:25 p.m.
Phone: 905-796-4445 Weather: Very cold, snowy
Requested By: Brampton School Traffic Safety Council
Nature of Problem: Congestion on James Potter at Bonnie Braes Drive/Kiss and Ride Operation
Observers Present: 8:45 a.m. - Renee Crone, member; Abdul Rashid, member; Mohan B., member; Trustee Kathy McDonald, Peel District School Board; Kim Bernard, Team Lead, Crossing Guard; Elsetia Rhudd, Team Lead, Crossing Guard
3:30 p.m. – Zeenath Mahajan, member; Renee Crone, member; Trustee Kathy McDonald, Peel District School Board; Kim Bernard, Team Lead, Crossing Guard; Elsetia Rhudd, Team Lead, Crossing Guard
Observations:
1. Churchville Public School is located on the north east corner of the intersection of Bonnie Braes Drive and James Potter Road. Student population is estimated at 1,035 pupils, with approximately 120 students served by the school bus.
2. Speed limits of 40 km/hr and “Fluorescent School Area” signage are posted on both James Potter Road and Bonnie Braes Drive in the vicinity of the school. A “No U Turn” signage is posted on James Potter Road in the vicinity of the school.
3. Two crossing guards are assigned to the school with “Advance School Crossing” signage in place identifying them:
James Potter Road and Bonnie Braes Drive
Bonnie Braes Drive, east of Churchville Public School
4. The entrance driveways are located on Bonnie Braes Drive. There is a Kiss and Ride Area, parking area and separate bus loading/unloading area. The bus loading area is not identified as “Buses only”. The school property is fenced with an iron fence which helps restrict access points on to the school. A gate and a pathway lead from James Potter Road to the rear of the school for pedestrians.
5. During the morning observations, three staff members wearing vests assisted in the Kiss and
Ride area and bus loading area, and this was managed smoothly.
10.5-1
![Page 54: Thursday, January 16, 2020 - Brampton · 2020-01-16 · Thursday, January 16, 2020 9:30 a.m. – Regular Meeting Council Committee Room – 4th Floor – City Hall Members: Patrick](https://reader033.vdocument.in/reader033/viewer/2022053013/5f10aa497e708231d44a389f/html5/thumbnails/54.jpg)
6. During the afternoon, vehicles in the Kiss and Ride parked in the parking lot and blocked other cars and/or double parked. This made it difficult for cars to drive around them to exit the property.
7. During both observations, many drivers parked on both sides of Bonnie Braes Drive and
pedestrians crossed midblock instead of walking to the crossing guard. A significant number of drivers made U-turns which caused congestion.
8. During both observations, drivers parked and/or stopped on both sides of James Potter
Road in the vicinity of the pedestrian access gate. In this area of James Potter Road there were a number of unsafe practices occurring, such as, pedestrians crossing midblock on James Potter, U-Turns and drivers double parking.
Recommendations:
1. That the site inspection be received; and,
2. That, in an effort to encourage Active Transportation to and from school, the Principal
contact their designated Peel Health Nurse to participate in the School Travel Plan Program in Peel;
3. That the Principal be requested to :
Encourage and educate the school community to utilize the crossing guards assigned to the schools
Promote and encourage safety around the school
Review the possibility of closing the pedestrian gate on James Potter Road
Install signage to indicate “Buses Only” at the entrance to the bus loading area and place cones at the intrance to restrict access
4. That the Senior Manager of Traffic Services be requested to arrange for the following signage:
“No Stopping, Monday to Friday, 8-5” restrictions on west side of James Potter Road from Bonnie Braes Drive to directly across from the school northerly property line of Churchville School
“No Stopping, Monday to Friday, 8-5” on the east side of James Potter Road from Bonnie Braes Drive to the school pedestrian access gate
“No Parking Anytime, Monday to Friday, 8-5” on the east side of James Potter Road from the school pedestrian access gate to the school northerly property line
“No Stopping” corner restrictions on the west side of Bonnie Braes Drive at the school driveways.
“No U Turn” on Bonnie Braes Drive in the vicinity of the school
5. That Peel Regional Police be requested to enforce the “No U Turn” restriction on James Potter
Road and Bonnie Braes Drive at school arrival and dismissal times; and,
6. That the Manager of Enforcement and By-law Services be requested to enforce the
restrictions on Bonnie Braes Drive and James Potter Road during school arrival and dismissal times.

Brampton Safety Council Site Inspection Report
Date: Wednesday, December 18, 2019 – Ward 7
School/Location: St. John Fisher Catholic School, 330 Balmoral Drive, Brampton
Principal: David Della Rossa Time(s): 8:00 a.m. and 2:30 p.m.
Phone: 905-793-8900 Weather: Cold and Overcast
Requested By: Principal/Kim Bernard, Team Lead, Crossing Guard, on behalf of School Travel
Plan program
Nature of Problem: Traffic congestion and parking issues
Observers Present: Michael Gyovai, citizen member (a.m.); Jason Attard, Dufferin-Peel District
School Board (a.m./p.m.); Elsetia Rhudd, Team Lead, Crossing Guard (a.m./p.m.); Trustee Kathy McDonald, Peel District School Board (p.m.); Kim Bernard, Team Lead, Crossing Guard (a.m./p.m.)
Observations: 1. St. John Fisher Catholic School is located on the north side of Balmoral Drive at Avondale
Boulevard. The school shares a parking lot and entrance/exit with St. John Fisher Catholic Church. A swing gate links the church and the school. The gate was closed, but not locked.
2. A crossing guard is located at the All Way Stop intersection of Balmoral Dr and Avondale
Blvd. with advance school crossing signs in place.
3. Fluorescent school area signage and speed limit of 40 km/hr are posted on Balmoral Drive
in the vicinity of the school.
4. The one way access to the school property is located on Balmoral Drive and leads to a bus
loading lane. A two lane Kiss and Ride area runs parallel to the bus lane, separated by a concrete island, Kiss and Ride drop off and a drive through lane.
5. The Kindergarten area is located on the east side of the school and a lay-by is in place for
parents to drop off children. This is located just before the bus loading area.
6. A painted cross walk is provided at the exit of the Kiss and Ride/bus loading area. A staff
member wearing a vest and using a stop sign, assisted students/parents to cross during both morning and afternoon observations.
10.6-1
![Page 61: Thursday, January 16, 2020 - Brampton · 2020-01-16 · Thursday, January 16, 2020 9:30 a.m. – Regular Meeting Council Committee Room – 4th Floor – City Hall Members: Patrick](https://reader033.vdocument.in/reader033/viewer/2022053013/5f10aa497e708231d44a389f/html5/thumbnails/61.jpg)
7. During morning observations, parents parked their vehicles in the Kiss and Ride area, and walked children to either the front door or the Kindergarten area, which caused congestion in the lane.
8. During the afternoon observations, the Kindergarten group was dismissed 15 minutes earlier
than the rest of the school, which lessened the congestion. The Kiss and Ride area was not supervised in the afternoon. A member of staff assisted students to cross at the walkway.
9. Many students and parents walked between cars in the church parking lot to their vehicles,
rather than use the walkway to the sidewalk to access the parking lot.
10. Students walked between buses to waiting cars in the Kiss and Ride area rather than walk to
the walkway, where a teacher could cross them to the island to walk to cars.
11. The gate between the church and the school was closed. Cars parked and blocked other
parked cars as parents waited for students to be dismissed.
Recommendations: 1. That the Site Inspection report be received;
2. That, in an effort to encourage Active Transportation to and from school, the Principal be requested to contact their designated Peel Health Nurse to participate in the School Travel Plan Program in Peel; and,
3. That the Principal be requested to :
Encourage and educate the school community on safety around the school
Encourage parents to use the walkway that is managed by a staff member for assistance to walk to the sidewalk and access the church parking lot
Ensure that the gate that separates the parking lot from the school remains closed at all times
Encourage parents to use on street parking to pick up or drop off their children.
