opinion on this. I think we can’t sustain these price increases without a correlated rise in wages. If workers are not

earning more, they can’t pay more. The average income is 10% less than 10 years ago. low interest rates are helping current buyers, but rates will increase and requirements will get stiffer. Home prices are nowhere near where they were at the top of the last bubble. If we are seeing that dreaded double bubble, it isn’t as severe as the last. If you are holding out for higher prices, you may want to re-think that. Call us. This is worth an in-depth discussion.

Helpless in Seattle, Neighbors Had Their Back

Two weeks ago, my family flew to Seattle for a funeral. An hour after we

landed, our pet sitter called to say our labradoodle, Cooper, had fled through their view fence and never stopped running. They live off Memorial Drive near the high school and we live in Tramonto. Of course, we were panicked and completely helpless in Seattle.

Our dog is an indoor lap dog and has epilepsy for which he receives medicine twice per day. Our dear friends and family put up signs and searched for Cooper for two days. Cooper was listed on Anthem Pets [site] and a notice went out immediately.

On Saturday night, my friend suggested I put up a notice on [a community] Facebook page. There was a huge outpouring of sympathy, prayers and help from so many people in this community. Barbara from Anthem Pets constantly checked in with me and encouraged me. People I didn’t know offered to look.

On Sunday morning, we got the call that Tammy [last name withheld] spotted him in the wash south of Daisy Mountain by CVS. People from everywhere grabbed leashes and water, snacks and dogs, and came to look.

Don and Candace [last name withheld] searched for an hour in the wash with their dog and almost caught him.

Eventually, my friend’s daughter caught him and he was perfectly OK. He didn’t seem to have had a seizure and, other than an eye issue, is in perfect health according to his vet. We are so grateful for Anthem Pets and our entire Anthem/Tramonto/Desert Hills community, and wanted to say that we made a donation to Anthem Pets on behalf of our community for Cooper. And, we’re looking to become sponsors of Anthem Pets with our business.

We can’t thank our community enough for all of your thoughts, prayers and help!

In confusion over a recent real estate transaction, a buyer was told by Anthem

Community Financial Officer Doug Greenstein, “Frankly, in my two years here, I have never heard of a sales transaction where the buyer paid the [enhancement] fee―except in a few instances.”

Similarly, when questioned why Anthem groups would have to pay rent to use space in the civic building after their enhancement dollars paid for the purchase and renovation of the building, Spokesperson Shannon Wallace countered, “The funding to purchase the building came solely from the enhancement fund, which is funded by sellers moving out of Anthem via one-quarter percent of the resale value of the home.”

While this might have been the trend many years ago, the market has changed significantly. And with it, so has the source of the burgeoning enhancement fund. As it turns out, a large percentage of real estate transactions in this market involve buyers paying the fee.

Kristine Delany, senior escrow officer and branch manager at American Title Service Agency said while

she doesn’t have statistics for precisely who is paying the fee, there’s been a definite shift. “About 10 years ago the seller almost always paid the enhancement fee, but in today’s market it seems like the buyers pay it more often, or it’s split between buyer and seller,” she said.

The buyer often gets saddled with this cost in the case of a foreclosure or short sale, and there have been no shortage of those in Anthem.

The one-time fee of one-quarter percent of the sales price is paid with the transfer of any real estate property title in Parkside, Country Club, the Village and non-residential lots overseen by Council.

The $3.8 million purchase and renovation of this building on Venture Court which houses Council and HOA offices, is, so far, the only use of the enhancement fund—a fund designed to benefit the entire community.

While the Anthem Community Council’s governing documents put the burden of the fee on the seller, this requirement is not binding. Realtors say the fee is often part of the negotiation process.

“The CC&Rs guide the ACC as to who to look to for the fee in the event it is not paid within a qualifying real estate transaction. However, in common practice, within the real estate sales contract between a buyer and seller, those parties can elect to mutually agree to an alternative handling―and if they did so, the ACC would not be a party to such a contract agreement,” Greenstein wrote in an email.

The ACC has the authority to use the enhancement fund as it sees fit for the benefit of the community. The purchase

and renovation of the building on Venture Court (housing Council and the community associations) is, so far, the only project funded by the enhancement fund.

Section 6.6(c) of the Community Guidelines states enhancement funds could be used for preservation and maintenance of natural areas, programs, services or activities which serve to promote a sense of community, social programs, community outreach and operating and maintenance costs. That is the legal description, according to Greenstein and, “in practice, every ACC board has chosen to view the enhancement fund as a vehicle to add or improve amenities for the overall Anthem population.” io

“We found our customers are more interested in browsing and probably more interested in subject matter and, in the case of fiction, author and genre, so this system will serve them better,” said Nelson Mitchell, spokesperson for the Maricopa County Library District.

The new system will also make titles more accessible by moving them down from the ceiling and up from the floor. When titles are at eye-level, they get checked out. When they’re on the top or bottom shelf, they get ignored.

The shelf-logic system will allow the library to visually determine which titles are most popular and stock up on those, and clear out those which are least popular.

Other changesAn area in the far corner will be

redesigned with teens in mind. The addition of tablet armchairs will make portable computing more comfortable for library customers, and wheeled A-frame media units for DVDs will provide space flexibility.

If your teen has just begun to take the wheel with a new learner’s permit,

or is a newly licensed driver―there’s an app for that.

Pattee Folkman’s son Donovan, age 15, started his driving instruction with mom and dad shortly after he received his learner’s permit in April. With already 30 hours in his driving log, Folkman said patience is the key when parents are sitting in the passenger seat.

Folkman’s advice for other parents: “Start off slow, maybe driving in a parking lot, then around Anthem to build the child’s confidence before venturing out on the freeway. Of

course it helps to have a bottle of wine stashed at home, too, [for afterward],” she said jokingly. “It is a very nerve-wracking time, but also an exciting one for your child.”

With driver’s education programs no longer offered by local high schools, parents either enroll their teen in a nearby driving school, or white-knuckle it on their own. Folkman added that she and her husband haven’t ruled out enrolling Donovan in one of the local driving schools.

Justin Simons of State Farm recommends parents work with their child honing driving techniques as often as possible during the permit phase, even if they’ve chosen to lean on a driving school for instruction.

It’s been a (very) long time since I was a teenage driver. If I remember

correctly, I started out a first class, hall-of-fame caliber expert. Never did I scrape a curb, roll a stop sign, hold my hands anywhere but 10 and 2, or let the speedometer tip a hair past the posted limit. I’m also fortunate that there are few witnesses remaining to contest my slightly less than accurate recollection.

Now that I’ve got my first teen driver, it’s important I right-size my expectations and at the same time, try and minimize the downside that inevitably comes along with this most stressful milestone. I’m fortunate that my oldest is atypical of the stereotypical first-born. She’s cautious, responsible and, thank goodness, not a boy. I cringe at the thought of my youngest progeny (all boy) hitting the road. Luckily, that’s still a few gray hairs into the future.

I think it’s important to realize that scrapes and dings, fender benders, and

a handful of lost keys come with the territory. That said, I’ve set limits and implemented ironclad rules to help keep her nose between the ditches.

Anthem isn’t the worst place to cut your teeth behind the wheel, as most streets are 35 mph and under. We’ve limited the driving to the friendly confines so there’s less chance of a newbie’s mistake becoming a tragedy. Texting while driving (and we check the phone) means instant revocation of privileges, no ifs, ands, or OMGs about it. There are also limits with regard to friends with whom, places to which, and times of day when she can drive.

I’m sure I won’t sleep well until she’s in her 40s, but I take some comfort knowing every single driver on the street was once just like her, and like me, a too-hard braking, too-quick turning, and too-damn-young-to be-on-the-road rookie. And, like me, they are all still here to inaccurately recollect it. io

Walk through the front door and you are greeted with black and white décor. Memories of a slower era come to mind as you gaze across the menu boards and read a familiar admonishment turned on its ear: “Welcome to the Chaparral, Where It Is Understood – No Dinner Until You Eat All Your Dessert.”

The sign is a playful reminder that the ice cream is the star attraction. All the traditional flavors (vanilla, cookies & cream, etc.) are accompanied by family special flavors such as chocolate brownie chunk, Hassayampa mud and their most famous flavor— prickly pear. The color of the purple boysenberry is specifically made to honor Wickenburg High School Wranglers. Ice cream made specifically to honor the local high school… Is there anything better than small-town America?

The Rovidas are hands-on owners of the parlor, and chances are good you will meet them both when you get there. As you’d expect, only the best ingredients go into their offerings. No pre-made food is served. No high-fructose corn syrup to be found. After dessert, there is a full lunch and dinner menu with unique menu items, such as the Jail Tree Sandwich. (You’ll have to go taste for yourself!)

The Wickenburg Chamber of Commerce awarded it the “Tip of the Stetson” in 2010. More notable is the “Certificate of Excellence” award from TripAdvisor for the past two years.

Most Anthem residents are acutely aware of how an HOA slices both ways: The neighbor’s rusted Chevy, thankfully, will never be retired in the front yard. Yet, are we really being fined for

a basketball hoop in the driveway? And, can someone please shut that dog up?! (Our dog never barks when we’re not home.) Running an HOA community is certainly not for the thin-skinned and is nobody’s dream job.

Unless, maybe, your name is Annette McCarthy.

IO: How long have you been a community manager in Anthem?’AM: Since February 2009. From July 2003 until February 2009 I was a compliance manager here so I’ve been with the community association for 10 years.

What exactly are your responsibilities?

I manage the Parkside compliance managers and support staff, facilitate maintenance and repairs of common areas within Parkside and the 32 neighborhood parks, manage the budget, approve and facilitate payment of bills, water management, negotiate contracts, inspect the parks for safety issues, etc.

You are also a problem-solver, dispute-manager and compliance enforcer, correct? How do you handle so much conflict and stay sane?

About 95 percent of the time, my conversations with homeowners is in a spirit of how we can help them resolve an issue or help them get approval for a modification. I try to focus on what I can do for them as opposed to what I can’t do. Of course, there are some instances when I cannot give the homeowner what they are asking for and it’s tough to deal with that conflict, but it is a very small percentage.

so many times other community managers are surprised at our size. I am very proud of the Anthem Parkside community and it is a privilege to be a part of it.

How many emails/phone calls do you get in a typical day?

Emails are crazy… I get around 150 per day. Phone calls for me personally: around 20 per day, but the compliance managers and administrative assistant handle most calls. The Parkside team receives about 120 phone calls in a day.

How on earth do you manage? I love being busy and frantic busy

is what I like best, (there may be medication for this). Every day is different here at the HOA and always interesting. I try to let my focus be on the positives such as moving a park improvement forward, or the many, many wonderful people I have met in this community.

What are some of the strangest requests/complaints/violations you have had to handle?

The strangest issues have been between neighbors: neighbors talking too loudly, kids playing too loudly, [people] smoking too much, looking into their yards, having too many guests or parties too often… While we understand frustrations when we live so close to our neighbors, many of those things are not violations of the CC&Rs.

What is the biggest challenge?Finding a balance between providing

outstanding services and keeping costs down. Anthem homeowners expect and deserve a high level of maintenance and service in this beautiful community. But keeping our quarterly dues steady is of utmost importance.

Of what are you most proud? During the economic downturn,

Anthem Parkside kept costs down and did not have to raise dues. I am proud to have been a part of the Water Rate Panel to keep the water rates as low as possible (which helped us keep our costs down as well).

If you could remove one type of complaint from Anthem’s existence, what would it be?

Dog barking issues are the toughest to handle; I wish I could take that out.

If you could tap your heels and have everyone in Anthem Parkside comply with just one rule, what would it be?

I wish I could magically give everyone a garage and driveway to hold eight cars and there would be no more street parking. I say this, not because it’s the most terrible offense, but because it is such a tough rule to live by and enforce.

What do you envision doing in your next dream job?

I envision coming to work 20 years from now to the Anthem Parkside HOA with my walker and oxygen tank! This is my dream job.

Is there anything weird, interesting, fascinating, unbelievable about your job that people might not know?

All of those words describe every day here at the Parkside HOA! Something people might not know: I recently met the man who designed the train system in the main park. He is friends with my husband and he invited us to bring my 3-year-old grandson to his home and he has a complete train system in his backyard similar to the Anthem train. He took my grandson for a ride. It was amazing to see. io
