Dear Lakeland Downtown Development Authority:

115 and 117 W. Pine St, Lakeland, FL 33815, were developed in the early 1940s as a pair of auto repair shops. The property at 115 W. Pine is a building of approximately 3900 square feet and lies outside of the Munn Park historic district, but within the LDDA boundary. The adjacent property at 117 W. Pine is a foundation remnant of approximately 5000 square feet.

Both properties are owned by ASC Real Estate Partnership, who has leased them to Swan Brewing, LLC for a term of five (5) years. ASC and Swan Brewing will be building out both properties for Swan Brewing to occupy as a microbrewery and taproom. The project is expected to be completed by September 2017.

The assessed value of 115 W. Pine St. is currently $103,507. The assessed value of 117 W. Pine St. is currently $58,899. Between ASC and Swan Brewing, the hard costs to adaptively re-use and renovate both properties is approximately $300,000 with additional approximate soft costs of approximately $50,000 bringing the total redevelopment costs to $350,000. Redevelopment of the Pine St. building will expand the tax base for the city of Lakeland, and open the door for future development of the Lake Wire district.

We view the development of 115 and 117 W. Pine as a critical catalyst for growth downtown, west of S. Florida Ave. We foresee continued development around Lake Wire as businesses look to capitalize on the atmosphere created by a thriving microbrewery and taproom. This redevelopment aligns with the downtown redevelopment plan while adding significant character to a fairly blighted area. For these reasons, we respectfully request the benefits of the Tax Increment Finance Program.

As you may know, at the City Commission’s Policy Meeting of March 6, 2017, the Committee heard the Administration’s recommendations on Parking Citation rates and time to pay, and the potential for raising these parking citation rates and time to pay. The Committee tentatively endorsed the rate schedule as noted on the attached matrix. Further, the Committee wanted to ensure that you and your representative groups (Neighborhood Association Coalition, Lakeland Downtown Development Authority, and the Downtown Lakeland Partnership) be aware of these potential changes and have the opportunity to comment on them, prior to the Administration formally proposing these changes. It is anticipated that the First Reading of the Draft ordinance by the full City Commission would be in late April or early May. We would appreciate receiving your comments on or before Friday, March 24th such that we can incorporate them into our formal report to the City Commission. Thank you in advance, Angelo.

DesignGuidelines:JimEdwardshasagreedtoworkwithLDDAtorefinetheDesignGuidelinesfortheLDDA

areasoutsideoftheHistoricDistrict.IhavemetwithMr.Edwardsandheisreviewingthecurrentguidelines.Thenextstepistomeettodiscusshowtoapplywhatwecurrentlyhaveandmakechangesbasedonthecharacteristicsofthesub-districtswithinLDDA.
