The Estonian Motor Vehicles Registration Centre was established in April, 1991. Since January 1, 1998 the Estonian National Motor Vehicles Registra­tion Centre is a government office acting under the jurisdiction of the Minis­try of Transport and Communication of the Republic of Estonia.

The Vehicles Registration Centre is set up of the Center and 17 Bureaus: one in every county and one in Tallinn and one in Narva. Up to now the following office buildings have been renovated: in 1996 in V6ru, Taebla and Kardla; in 1997 in Rapla, Saue and Rakvere; in 1998 in Viljandi, Kuressaare, P6lva and Narva. In autumn, 1999 construction of the building of Johvi Office was started and it will be completed in May-June, 1999. Con­struction of the rest of the office buildings is expected to be completed by 2002 to ensure a better quality of client service.

Together with the development of the Vehicles Registration Centre and the Bureaus also the data processing and statistical analizes is improving.

In 1991, when the Vehicle Registration Centre was established, there was no adequate statistics about the vehicles. not to say anything about data processing and analyzes. The number of the vehicles was derived from the total amount of vehicles having passed the technical inspection and from the cards included in the manual filing system.

The present statistical review of vehicles is the second annual book compiled by the Ve­hicles Registration Centre. We are currently issuing monthly publications of the statistics concerning vehicles, especially their initial registration and the reregistation in the Regis­try in press.

This set of documents includes a short review of the vehicles entered into Estonian Vehicles Registry as at January 1, 1999 and also the tables compar­ing respective data of the previous years. For the first time the statistical data of the vehicles that have passed the annual technical inspection are added, which should provide quite reliable information about the vehicles used in our everyday traffic.

The increase in the number of vehicles in 1980s was small: consisted of the new vehicles sold in Estonia and mainly the used vehicles bought from the former Soviet Union. The number of vehicles began to grow steadily in 1988 when the boarders were "opened". The main country from where the vehi­cles were imported in great numbers was Finland.

The top years for initial registration of vehicles, especially cars, were 1993 and 1994. In 1995 the number of initial registration began to slow down significantly. It was evidently caused by the new customs regulations and the resulting increase in taxes in Estonia and also by establishing stricter cus­toms regulations and tax rise in Russia and therefore the vehicles export and suppling through Estonia was decreased.

In 1998 32,589 cars were initially registered, which shows continuous de­cline in initial registrations. At the same time the situation concerning the imported vehicles' make started to change. Estonians who were interested in obtaining a car, turned to the western Europe. When earlier mainly used Ladas were imported from Finland, then with the orientation to the western car market, Ford, Opel, Volvo, Mercedes and other well-known car makes began to dominate.

In 1998 the first place in initial registration was taken by Ford. The next in numbers were Opel and Volkswagen. Due to this new orientation there were also changes in General Registry by car makes.

When earlier in the Registry there were mostly VAZ-type cars, then in 1998 the second place was takend by Ford, leaving Moskvitch in the third posi­tion.

Unfortunately the situation concerning the age of vehicles is still pretty poor. The average age of imported cars is still 7-11 years. At the present moment the average age of the cars in the Registry is more than 10 years, which make 78% of the total number of cars. The per centage of the cars with the age of up to 3 years is only 5. The age of buses is also quite high. The buses, which are older than 10 years, make up 77% of the Registry and the number of new buses form 3%.

Up to now the total number of cars registered in Estonian Vehicles Registry has gone up approximately to 580 thousand. There are over 450,000 cars, over 80,000 trucks, 6,306 buses, over 35,000 trailers and 6,118 motorcycles in the Registry.

The actual total number of the vehicles is difficult to ascertain. It is caused by the fact that there are plenty of vehicles that have not been included in the electronical Registry. These are the vehicles which have obviously been out of use for years or decades, lying about backyards, left as useless in dumping grounds (this statistical data do not include the mentioned cars). These cars are polluting the living environment and also the Vehicles Registry. We are addressing to all car owners: if you do not use your car any more and have no

plans of renovating it, please turn to the nearest local Vehicle Registration Centre's Bureau to exclude your car from the Registry. After deregistration it is correct to sell the wreckage car to scrapping place to give other car owners the opportunity to obtain useful spare parts they need for repairing their cars.

By January 1, 1999 there were 50 technical inspection stations in Estonia, two of them (Taebla and Kardla) belong to the Vehicles Register Center, the others are a private property. One task of the Vehicles Registration Center is to organize the vehicles technical inspection and supervision.

In 1998 318,949 vehicles were presented for technical inspection, from which 27 4,591 passed at the first time. The results of the vehicles technical inspec­tion will be inserted to the Registry, which enables to analyze not only the vehicles having or not having passed the technical inspection, but also most common technical defects etc. It enables to foresee and avoid road accidents and to ensure traffic safety.

In 1998 31 ,365 persons took a traffic examination, of which 25,032 passed at the first time. By January 1, 1999 there were issued 95,644 provisional and 360,236 permanent driving licences. A separate registry is kept for is­sued driving licences, which include the data about the owner of the driving licence, note about the provided category of vehicle, the validity date of the driving licence etc.

Unchanged driving licences dating back to Soviet times also constitute a serious problem, the supposed number ·still in use should be 60-80,000. We ask all owners of the old driving licences to exchange these as soon as possi­ble, giving your contribution for updating the Registry of Driving Licences and the statistics concerned.
