Analysis of tiger poaching cases reported in recent years reveal that most of the tiger poachers and 1st level middlemen are from Bawariya and Pardhi communities. Besides poaching of tigers, they are also involved in opportunistic hunting of other wild species. Bawariyas are a semi-nomadic group scattered over North India especially in the States of Panjab, Haryana, Rajasthan and Western UP. They are mainly active in Northern wildlife landscapes but sporadic movements have also been noticed up to Arunachal Pradesh in east and Kerala in south. Lately, some of them have taken the role of traders and taking the wildlife articles up to Nepal to deliver directly to international traffickers based in Nepal. Pardhis involved in tiger poaching are mainly from M.P. and Maharashtra. They are active in central and southern Indian wildlife landscapes. Their activities haven’t been noticed in Northern and North – eastern regions. Recent inputs indicate involvement of some Pardhis in Red sanders cutting activities in A.P. Recidivism is very high among the poachers of these communities. Once on bail, most of them resort to poaching again. During interrogation, some of the poachers stated that wildlife habitats are their banks and whenever they require money they go to these areas and poach. Tiger being their prime target. In case of Bawariyas, there is tendency to cache poaching tools & other logistics inside the forest itself to reuse whenever required. Hence, it is imperative that their release from prisons is monitored and their movements & activities around wildlife habitats especially Tiger Reserves kept under watch to save tigers and other wildlife from poaching. Though tiger poaching cases have been reported round the year, but these groups are especially active during the months of May & June and immediately after monsoons. These groups usually return to their native places for holi festivities during which reportedly divide areas for their poaching activities. After holi, they disperse to various parts of the country and difficult to trace their movements. Based on the inputs available with it, the Bureau has shortlisted important active poachers/ middlemen/ suspects involved in tiger poaching and illegal trafficking of its parts, whose movements and activities need to be closely watched and shared with concerned agencies on regular basis for effective combating of wildlife crimes.Details of active tiger poachers, smugglers and their associates

Modus Operandi for hunting tigers and trade in their parts

Bawariyas and Pardhis typically move to the targeted areas by trains in groups and the party includes women & children. They set up their temporary settlements near railway stations, bus stands, nalas and places used for dumping garbage etc in the vicinity of TRs and tiger inhabited areas, but at relatively safe distance from the watch/ suspicion of wildlife crime enforcement agencies. To conceal their real intentions they generally set up temporary shops selling cheap jewellery, country medicines, balloons, daily needs items, decorative items e.g flower pots, murtis /rudraksh etc. Since they have been visiting the targeted areas repeatedly, they have good knowledge of its geography and have local acquaintances to help them in locating presence of wildlife in the area. Prior to poaching, surveillance on the movement of tigers in the area is conducted by a group of men up to 4 in numbers. However, there are instances when such expedition was solo and successful. They venture into the deep forest during evening hours with all the requisite materials and camp at comparatively inaccessible forested areas which remain unpatrolled in the normal course. The essentials carried normally include ration, cooking utensils, bed roll, torches, iron traps, ropes, knives, sacks etc. It takes them just a few days to locate tiger movements in the area and once the movement of the tigers/leopard located killing is mainly by laying the traps. They lay iron traps at two or three different probable tiger trails. They have often stayed in the forest for many days without being detected by the forest personnel. Tiger once trapped is beaten to death with the long sticks/spears. De-skinning is usually in same vicinity and skins are carried back whereas bones are often hidden within the forest area to be retrieved later. The left over logistics and traps are hidden safely in the forest to be used again in future. Their female folks are used for transportation of contrabands as they are not easily suspected.

Body parts are transported by road or by train and delivered to the middlemen or traders at urban centres especially in Delhi. Of late, traders are being informed telephonically once the material is ready and the traders then get the same collected by sending carriers. Some of the poachers/ middlemen are now directly taking the articles to Nepal by passing traders based in cities in India. This is especially the tendency observed among Bawariyas. Wildlife traders dealing in tiger parts generally have their trusted poachers whom they even pay full amount in advance. Some of such trusted poachers have become middlemen themselves and after taking advances from traders they purchase articles from other poachers of Babaria and Pardhi community. The city based traders have links with Tibetan/ Nepal purchasers, who visit them to collect the articles. Majanu ka Tila in Delhi, still remains an important hub for exchange of wildlife articles. Darchula (Uttarakhand) and Siliguri (West Bengal) are other hubs for trade with international buyers.

Vulnerable areas

It has been observed that the Tarai belt of UP and Uttrakhand is highly vulnerable for poaching by Babariyas. Bawariyas are in regular contact with the Gujjars of Tarai belt who often resort to revenge killings of tigers through poisoning or to fulfil the demand of placed by Babariyas and other nomadic poachers such as Kanjars, Banjarsa, Behlias etc. Therefore, profiling of Gujjars in and around tiger habitats in the region is essential. Babariyas are also active in and around Tiger reserves/ National Parks along Indo-Nepal border. Of late, Babariyas have been found moving down to Southern and North – Eastern States as well. Tigers in central India and southern India especially in Karnataka are being targeted by Paradhis. They generally concentrate on fringe areas of Tiger Reserves where enforcement level is relatively less and local population is supportive due to man-animal conflict issues. In view of the above, it is requested that the field formations under your control may be suitably advised to exercise increased vigil and take preventive action. Above information has been compiled from the inputs received by the Bureau from various agencies at different times. Hence, in some cases, the current information status may have changed. Any anomaly or status change observed may be brought to the notice of the Bureau to be circulated for the benefit of all concerned. WCCB may also be kept informed of any significant development in this regard for further action.
