PLACE: Port of Tillamook Bay (POTB) Conference Room

MEMBERS PRESENT: Ken Henson, Tom Jayred, Justin Kanoff (Alternate for Sarah Beaubien), Dave Larmouth, Robert Poppe, and Clyde Zeller

MEMBERS ABSENT: Sarah Beaubien, Linda Kozlowski and John Longfellow

STAFF PRESENT: David McCall (SW Program Manager) and Sue Owens (Recorder).

GUESTS PRESENT: Karen Reddick-Yurka, Paul Carbaugh; John Goertzen and Roger Miller Master Recyclers and SWAC member candidates; Julian Macassey, SWAC member candidate; and, Leslie Kochan and Daniel Hough, DEQ Representatives.

AGENDA ITEM 1: CALL TO ORDER AND WELCOME AND INTRODUCTIONS: Chairperson Jayred called the meeting to order at 3:00pm with a quorum present shortly after. Introductions were made. AGENDA ITEM 2: APPROVAL OF MINUTES: The minutes of January 10, 2017 were presented. On approval of a motion made by Zeller, and seconded by Poppe, it was agreed to accept the meeting minutes as presented. Motion carried (6/0). AGENDA ITEM 3: DEQ PRESENTATION McCall introduced Ms. Kochan who elaborated that she had officially retired in 2016 but had continued on to help Mr. Daniel Hough who will be replacing her. She then presented information regarding the impact of Senate Bill 263 which was passed in 2015. She shared the timeline, updated State goals and noted that an increase in tipping fees had allowed DEQ to offer grants, three of which Tillamook County entities received. There are now four new requirements for local government recycling programs in addition to the previous nine. Since these requirements are for cities of 4000 or more, Tillamook County will feel little impact of the changes.

All waste sheds will now be now required to have a City or county-wide education and promotion program as well implement a number of six other program options, depending on population and distance from Portland. Another change is that the 2 percent credits offered in the past will no longer be available. The new requirements will go into effect January 1, 2018. She noted that the State recycling goal is 52 percent for 2020 and 55 percent in 2025; Tillamook County’s is 35 percent for 2020 and 37 percent by 2025. It was stressed that these goals are aspirational and not required. Some discussion followed. AGENDA ITEM 4: BENCHMARK REPORT: McCall stated that the benchmark committee had met and reviewed the financial status of the satellite transfer stations. Even though the goal for self-hauling has not been met, it is their recommendation to continue with an increase in fees as noted in the SWAC Pack. The committee also recommends the franchised haulers provide service information in an effort to encourage self-haulers to utilize them. McCall elaborated that even though the stations were losing money, they are not losing it at the rate he had originally anticipated. Discussion followed. AGENDA ITEM 5: 6 MONTH BUDGET REPORT: McCall noted that as the SWAC pack indicates, he still had no answer to his question regarding the interest rate increase. He reported that even though the budget was on target, it was the recommendation of Commissioner Baertlein and the County Treasurer that funds not be channeled into the sinking fund until after all the end-of-year expenses have been accounted for. There was some question and discussion as to why this change in procedure. There weresome concerns that this interference would become a future trend but seeing no downside to it,it was agreed to comply. AGENDA ITEM 6: PUBLIC COMMENT: It was noted that there were no transfer station reports. It was agreed that they should be a standing agenda item beginning with April’s meeting. Larmouth noted that there was no report on the potential split of Solid Waste from Public Works as noted in last month’s minutes. McCall explained that he had hoped to have more information by this time but as of yet, there are still too many variables to have an informed discussion. AGENDA ITEM 7: ADJOURN: Meeting adjourned at 4:40 pm. The next SWAC meeting will be March 14, 2017 at the Port Conference Room. The next Recycling Subcommittee meetings will be at 11:00am - 1:00pm location TBD on these dates: April 5, May 3, June 7, and July 5, 2017 Minutes submitted by Sue Owens

To the Solid Waste Advisory Committee

I. Hazardous Waste We had a very good HHW collection on Saturday, with more than 100 vehicles dropping off significant quantities of hazardous waste, especially paint and light tubes. Friday, March 3rd was also a business hazardous waste (CEG) collection event. This was by far the most successful CEG event to date, with 14 businesses participating. Several of the businesses brought in more materials than they had initially indicated, and only 10 of the businesses had pre-registered, which all resulted in the Stericycle team working until evening packaging CEG waste, and having so much material that they were not able to haul away all of our waste from the Saturday event. One of the benefits of having a fixed facility shows itself in the ability to store packaged materials like this, until the next collection event.

II. Debris Management Plan (DMP) I am awaiting responses to the draft Debris Management Plan, from our franchised haulers, as well as the cities and other departments. Because of the size of the document, I am not sending it to you, but rather providing you with a link to access it. III. EPS (Styrofoam) Densifier We are still getting to know our densifier better, processing Styrofoam collected at CARTM, during our HHW events, from All Star Appliances in Tillamook, and at the Pacific City Transfer Station. We also spent a day with Agilyx in Tigard, working with them on materials they have collected.

IV. SWAC Visioning Process Our Request for Qualifications was put out February 15, and is open until March 30, 2017. We hope to obtain a list of 3-6 qualified consultants, from whom a more extensive Request for Proposals would be requested.

V. Master Recycler Class Our recent Master Recycler class was in a new, experimental format. The first day of the class served as not only the first day of our class, but also an independent Introduction to Waste Management Continuing Education class and the second day of the accredited AG225 Organics Waste Management class. We are pleased to introduce three new Master Recyclers, one of whom came to us through the AG225 class.

VI. New SWAC Member

We would like to welcome Julian Macassey as our newest SWAC member, replacing Susan Walsh as the representative for the transfer stations and recycling industry. Julian was selected from a pool of three strong applicants.
