Theme: Fulfilling the goal of the UPU’s An Address for Everyone campaign launched in 2012, the countries of the world hereby pledge that by the opening of the UPU Congress in 2016, every residence, and every person, worldwide, will have an address at which they may receive postal service and which may serve as an identification element for purposes of the individual’s full participation in the social, political and economic life of his or her nation. In the alternative, that the country will have a concrete plan, which is funded, to accomplish the same.

1. Overview of the availability of an address: survey of address-penetration among the nations of the world, from the most developed to the least. Correlation with economic development index.

2. The World Bank/traditional model of street naming and numbering. Explanation and case study. Why it’s a good model. BUT, counter speaker: why it’s too cumbersome, old-fashioned, expensive. We need to figure out how to do this more inexpensively.

3. UN-Habitat: how the addresses can contribute to - make cities more resilient- urban equity- sustainable management of land use- plan public services and mobility- manage the natural hazards, risk assessment, vulnerability, etc4. African Union Commission: presentation of the guidelines on the addressing and postal codes systems in Africa. Solutions to empower the development of address infrastructures in Africa.

5. New methods/technologies to address the city cheaper and quicker (case studies) .How do we modify the classic method of address allocation to reduce implementation costs but still keep the core benefit? Does the market offer a solution?6. Why is this the Post’s exclusive responsibility, given the uses to which all government agencies put the address? Who else should be helping to fund it? 7. Geocoding. Methods and solutions, costs, advantages and disadvantages. Case studies. Why do they work, and why not? What are the costs of implementation? What are the limits of the solutions? Is a residential geocode enough to give the individual full legal, social and economic participation rights? Case studies

8. Debate - round table: Political obstacles to address system development. Tough love and frank talking. What are the problems and the solutions? How to manage the issue the slums and/or refugee camps 9. What is the address worth to an economy? From the urban shape, to the rural areas, going through international advantages to have good address databases [Call for papers; Need lead time; Prize for best judged papers?] Studies to date related to how much money these systems save postal operators and businesses. How much more well-being does it bring the individual? How much do they contribute to the general economy? 10. Business use of addresses; business costs of getting access to data. What does this tell us about developing systems and the role of businesses in creating data? Businesses supporting the data creation? Advantages and disadvantages. Limits of their contribution. Interest survey. (including Banks)

11. The growth of international ecommerce and individual cross-border purchasing. Impacts at international level. What new obligations of address validation and correction do/should postal systems share? Should we not aim for “zero-errors” in online address capture? If so, what are the operational needs and obligations of posts vis-à-vis the private sector? What rules/regulations must be changed? 12. How can we finance address system development? Development banks possible interest? Crowd-source finance? Build-operate-transfer? Long-term development borrowing? UN funds? Major international foundations?13. Present to the audience video interviews with people who recently were given addresses, talking about the impact on their lives. The session commentator will present the videos and then offer commentary on the necessary civil society and human rights development role of the address, well beyond delivery of things by the post. Perhaps our Ambassadress?
