    A pril 13, Wednesday is the Tamil Nadu Assembly election day.The people of Tamil Nadu decide on April 13 that who will rule thestate for the next 5 years. The verdict comes out everyones mouth thatDr.Kalaingar will become the Chief Minister of Tamil Nadu for the sixthtime.

    Peoples tongue rolls, heart hymns. There is a ood of people. Thewarm breeze favourable to the DMK alliance sweeps across the 234constituencies.

    Everyone talks about the grandeur of Kalaingar rule in the peacepervading garden of Tamil Nadu.

    His adversaries acknowledge by the dictates of their conscience thatthe benevolence of Kalaingars rule and wholeheartedly compliment him.It is not because that the Kalaignar is the leader of DMK and democraticprogressive alliance that we praise him. It is neither our custom norculture to talk what is not facts.

    All the leaders undoubtedly accept that Kalaingar is an unique leader.Ripened in age and wisdom, he lives among us as a moving encyclopedia.He is shrewd, intelligent and tactful democrat.

    He is a civilized politician and he is a think-tank endowed with thecapability of attracting even his opponents to his side.

    He knows the minute details of the problems of Tamil Nadu and as aguiding diplomat he nds solutions through experience. Above all, he is a great leader who re ects the history of Tamil Nadu,

    literature, language, culture and heritage.He stands foremost to solve the problems of minorities whether they

    are Muslims, Christians or any other class of people and he respectstheir feelings and accepts their reasonable demands.

    Under his benevolent rule, the relation between the centre and thestate has been re ned, the state has bene ted and the centre has gainedstrength.

    Due to his benevolent rule, Tamil Nadu has become a good modelstate in all the elds for all other states in India. If this benevolentrule continues bene ts will continue to reach to each and every homein Tamil Nadu. Happiness will grow in the hearts of the poor. All will

    progress happily. Victory with huge margin for democratic progressive alliance in all

    the 234 constituencies will be certain. Tamil Nadu will continue to enjoygood governance. That is the hope of everyone.

    Hard work is essential to translate the hope into action. The allianceleaders from every district have been sending the message that theIndian Union Muslim League workers are toiling hard for the victory of the alliance candidates.

    Our heart lls with joy to hear the message. Tamil Nadu Muslimcommunity on December 11, 2010 had taken a decision in the IUMLconference and the same was announced to the public.

    The conference declared that the minorities had resolved to work forthe continuance of the DMK rule in Tamil Nadu.

    April 13, 2011 is the day for implementing the declaration.

    It is not the rst time that IndianPrime Minister blended cricket andpolitics to break the impasse in theIndo-Pak relations.     Ashfaqulla Khan wasborn on 22nd of October 1900 toSha qulla Khan in Shahjanpur inUttar Pradesh. Ashfaq was in schoolwhen Mahatma Gandhi Called theNon co-operation movement. aMovement wherein he called theIndians not to pay taxes to theBritish and not to cooperate withthe British government in any way.This call of Gandhiji had kindledthe re of freedom in the heartsof many, but the Chauri Chauraincident of 1922 where approx22 policemen were burnt alive ina police station deeply saddenedGandhiji that the called off theNon-cooperation movement.

    A lot of youth of the countryfelt dejected on the withdrawalof the movement Ashfaq was oneof them. He felt that India shouldbecome free as soon as possibleand so he decided to join therevolutionaries and also win thefriendship of Pundit Ram Prasad

    Bismil a famous revolutionary of Shahjanpur.Ram Prasad Bismil was a

    member of the Arya Samaj andwas eager to explain the greatnessof the Hindu religion to thosebelonging to other religion thiswas a dif culty for Ashfaq whowas a devout Muslim.

    But the common intention of both Ram Prasad Bismil and Ashfaqi.e. Freedom to India helped himto win over the friendship of RamPrasad.

    The revolutionaries felt that softwords of non violence could notwin India its Independence andtherefore they wanted to makeuse of bombs revolvers and otherweapons to instill fear in the hearts

    of the Britishs empire. The BritishEmpire was large and strong. Thewithdrawal of the no cooperationmovement united revolutionariesscattered in the country. Thisrevolutionary movement requiredmoney to support its need. Oneday while traveling on a trainfrom Shahjanpur to Lucknow

Ashfaq wanted to moveabroad to learn engineering tofurther help the freedom struggleand so he went to Delhi to nd outways to move out of the country.he took the help of one of hisPathan friend who in turn betrayedhim by informing the police abouthis whereabouts.     The case for the Kakori dacoitywas concluded by awarding deathsentence to Ram Prasad Bismil,

    Ashfaqulla Khan, Rajendra Lahiriand Roshan the others weregiven life sentences. The Wholecountry protested against thesentence but British Imperialismwas Thirsting for the blood of therevolutionaries

    In the 1970s, when the CPI(M)rst came to power in West Bengal,the state used to rank eighthamong all Indian states in termsof per capita income. It droppeddown to eleventh in the 1990s,a position from which it has notrisen until now. Yet, relative to itslevels of income, West Bengal hasa lower poverty rate. Gujarat witha much higher level of per capitaincome, has more hunger thanWest Bengal.

    West Bengals failure, however,is re ected in the high levels of absolute deprivation as well aslow levels of human development,particularly in the Muslim minority.

    According to census data, WestBengals literacy rate is 69 percent.

    Around 15 percent of the stateschildren have never enrolled inschool. For Muslim children, thispercentage doubles to 30. Twentypercent of all children that enroll ina school do not complete primaryschooling; this share for Muslimchildren has reached 50 percent.Only 12 percent of eligible Muslimchildren complete matriculationcompared to over 40 percent forHindus, excluding the scs/sts.

    Of the 90 minority-concentrated

    BENGALS M INORI TY REPORTdistricts in the country, West Bengalhas 12 but incredibly, the WestBengal government has not even

    used 20 percent of the funds madea available for these districts.

    Overall, work participationrates in West Bengal are lowerthan the national average. Manypeople migrate out of the state insearch of jobs. In terms of sectoralemployment the share of Muslimsin wage-earning employmentin manufacturing and industrialenterprises is relatively higherthan of Hindus but the longer termtrend shows reduction in totalemployment due to closures andmodernization industry. Most of

    the Muslim labour force in the stateis self employed. A staggering 55percent of the states Muslims fallinto this category with almost nolinks to modern markets. Incomegrowth in this sector is marginal.

    The most worrying statistic forMuslims in West Bengal is thefact that they constitute only 2-3percent of the state governmentsemployment, while their share inthe populations over 25 percent.There appears to be discreteand consistent discriminationin employing Muslims for gover

    nment positions. The West Bengal governments recent promiseto set aside 10 percent of

    government jobs for Muslim byincluding a majority of then in theOther Backward Castes list (OBC),and increasing the OBC quota inthe state from 7 percent to 17percent is farcical. It should bechallenged.

    The of cial claim is that thenew OBC list has ensured that85 percent of the states Muslimswould be categorized as OBC. Butaccording to data available fromthe National Sample surveys, only2.5 percent of the states Muslimshave identi ed themselves as

    OBCs. So the claim that 85 percentof Muslims will be covered underthe OBC quota is a blatant lie.Further how can 65 per cent of the OBC quota be earmarkedfor Muslims. When their share inthe total population of the stateis not greater than Hindu OBSs?If implemented in this manner,the policy will discriminateagainst Hindus which disastrousfor integrating Muslims into themainstream.

    The states Left Front government has deliberately, for some

    unknown political reason,denied its citizens both Hindusand Muslims- bene ts of the

    OBC quota which have becomeavailable since the implementationof the Mandal Commission. Onefails to understand what kind of pro-poor policy the governmenthas followed, wherein the guiseof caste/religion-neutral ideology,opportunities have been deniedfor a whole generation of citizens,especially the Muslims.

    The government in powercannot impress the electorateon the pretext that it has offeredsafety and security, while robbingthem of their jobs and economic

    opportunities by refusing topromote mass employmentschemes such as the MahatmaGandhi National Rural EmploymentGuarantee scheme. The state ranksthird from the bottom in termsof effective implementation of NREGA among the major states of India. The electorate will inevitablytake note of such exclusionarypolicies would actually bene t themarginalized and excluded in WestBengal.

HakeemSaheb realized that acquisition of professional education and soundhealth were necessary to lift theIndian Muslims out of the morassof despondency and helplessness.With single-minded devotion, hewent about the task of establishinga host of educational institutionsand a hospital, named after hisfather, Hakeem Abdul Majeed.

    In May 1989, Shri Rajiv Gandhipresided over the transformationof this place into a DeemedUniversity.

    Apart from Unani Medicine,Islamic Studies, Nursing andPharmacy new faculties of Science, Management Studies & Information Technology and AlliedHealth Sciences were added.     Ahamed congratulated the ViceChancellor on establishment of a new medical college and hope

    that it will see its rst batch of MBBS in the coming year.

    It quite heartening thatthere are 5000 students onthe rolls of the University,out of which 300 are foreignstudents, hailing from 28countries of the world.

    Education and Health are thetwo key concerns of our NationalCommon Minimum Programme.Both these elds are dealt atJamia Hamdard. This is a tributeto the vision of Hakeem Saheb.The country, particularly, theMuslims of India, can never forgetthe pioneering role of HakeemSaheb in channelizing privatefunding of educational institutions.His gesture was modern, sel ess,and a model of self-reliance. Weare in the process of working on asystem that could strike the rightbalance between encouragingprivate initiative and at the sametime avoiding commercialization of higher education. Hakeem Sahebs

    vision gives us a good option,which serves the twin objectives,and helps in increasing access tohigher professional education.

    The Dept. of Computer Scienceof Jamia Hmdard has beenorganizing NERDZ and this is thetenth time. This festival aims atbringing together students fromvarious universities and collegesacross the country to exhibit theirskills. Jamia Hamdard University isa unique blend of India Traditionsand Western modernity. Hence, itis also an opportunity to showcaseyour institution.

    Chief Minister V.S. Achuthanandans instructions to DGP JacobPunnoose to expedite enquiriesinto the ice-cream parlour sexscandal case involving IndianUnion Muslim League stategeneral secretary P.K. Forexample Dr. Kalaignars alliterativelanguage, Mr. Kannadasans poeticexpressions and Mr. Abdul Samadssweet and power packed artistrymesmerized readers like me.

    Though the subject underdiscussion is different I mentionall this to say the fact that thepeople connected with Dravidamovements and Islam havebeen working together in socialand political elds of activity. Itis heartening to note that eventoday the same camaraderie existsamong Muslim League and DMK leaders and followers. Insha Allahit will continue as it is based moreon ideology and less on politics.Political connections may changebut not ideological.

    Coming to the main issue, theMuslim League has never failedto protect the causes dearerto the Muslim community, i. e.Muslim personal law, minorityrights in educational institutions,reservation, safe-guard for Urdu,

    Arabic and Persian, etc. Eventoday prof. K.M. Kader Mohideen,who is the President of the TamilNadu unit of the Muslim Leagueis protecting the interest of theMuslim community well. The 3.5%reservation for Muslims in educationand employment sanctioned by theDMK government at the instance of the Muslim League is paying gooddividends. The lacunae found inits implementation are brought tothe notice of the Honble TN Chief Minister and he has set up a highlevel committee headed by the

    State Chief Secretary to monitorits effective implementation. He

    has also announced acceptingthe Muslim League demand forincreasing the reservation to5% that it would be consideredpositively at the earliest. Muslimsstrongly believe that they willget this bene t as he is a betteradministrator and a trustworthyleader who understands theirfeelings and respects theirsentiments.

    Even in the present electionscenario, the Muslim Leagues largeheartedness in coming forwardto accept two constituenciesinstead of three allotted alreadyto accommodate another politicalparty is a testimony to the factthat it is a cooperative anddependable ally. That it got threeseats later is a different matter.Now the three Muslim Leaguecandidates Mr. H. Abdul Basith, Mr.M. Mohammed Sheik Dawood andMr. Althaf Hussain are contestingin three assembly constituencies

    Vaniyambadi, Nagappattinam andChennai Harbour respectively.

    Insha Allah they will come outsuccessful along with othercandidates of the DMK alliance.

    The message the MuslimLeague conveys is simple andcrystal clear. That is unity isstrength. It will not be possiblefor any community to attain abetter position in society unlessit is united and works to achievewhat it wants in the educational,economical and political arena inthe present highly competitive andmaterialistic world.

    wheels. A part of the powerprovided to the traction wheels isfed back to rotate a shaft on whichare mounted the seed cups. As theshaft rotates the individual cupspick up the seed potatoes anddistributes them along the threefurrows.
