MUSCAT: “Suddenly the pillar broke and the ceiling collapsed.”
These words by survivors, en-capsulated the dramatic moments before the first floor of a building collapsed on workers in Muscat, killing one.
Crushed to deathRescuers worked through the night in an attempt to save Shomon Shuthradho after he was crushed under the falling rubble of the building. But eight hours af-ter the accident, at 2am on Thurs-day morning, the search ended in tragedy when the body of the Bangladeshi construction worker was recovered.
Workers were concreting the first floor of the building in Ghala,
according to eyewitnesses.An employee from the construc-
tion site who did not want to be un-identified, said, “The accident hap-pened when three of our workers were tightening the pillar which provides support to the ceiling.
“When we were concreting the roof, we felt that the pillar to support the ceiling was not tight enough. Three of our workers went down to tighten the pillar but suddenly the pillar snapped and the ceiling collapsed.”
Shomon Shuthradho had been working in the company for more than three years.
The under-construction build-ing is located opposite Savoy Hotel in South Azaiba, Ghala.
“The equipment we were using
is new but the accident occurred because of the heavy load,” as-serted workers.
There were around 25 workers in the building when it collapsed.
According to Public Authority of Civil Defence and Ambulances (PACDA) the body was found at around 2am on Thursday while the building had collapsed at 4pm on Wednesday.
Experts in Oman say the coun-try needs to strive harder to em-brace health and safety measures.
Meanwhile, an official from
the Bangladeshi embassy said that Shomon was a supervisor-level employee and a document-ed worker.
“What we heard was that he had gone to supervise the work that evening. While he was standing in-side the building the ceiling fell on him. He was trapped and only after eight hours did the rescue team manage to extricate his body,” said the embassy official.
“The paperwork to repatriate the body and to claim the work-place accident compensation will be done in the coming days,” added the official.
Recently, four Bangladeshi workers died, three of them on the spot, while four others were injured in Yiti, when the JCB
machine in whose bucket they were travelling, toppled over as it was being driven by an inexpe-rienced driver.
Of the seven workers travelling in the JCB bucket to their work site, who accidentally fell, three were crushed to death on the spot, while one succumbed to injuries at a hospital in Muscat.
Bangladeshi migrantAll the victims, including the in-jured and the dead, were identified as Bangladeshi migrant workers who were employed at a landscape project in Jebel Sifah.
In all, there are 563,344 Bang-ladeshi workers in Oman, ac-cording to the Oman govern-ment’s latest data.

MUSCAT: “As a few of us man-aged to climb on the fence on the Street 204, we escaped from being crushed to death in the stampede, but the tragedy we witnessed lat-er on, is an unforgettable one in our lives.”
These were the words of Basheer Faizy Deshamangalam, an Indian Islamic scholar and Haj pilgrim, who managed to es-cape from the Mina stampede, which has claimed 717 lives so far and causing injuries to an-other 800, on Thursday.
Deshamangalam said he and some others saw pilgrims being crushed in front of them by oth-ers who were running in panic.
“Within seconds, we saw one
of the biggest human tragedies unfolding right before our eyes,” Basheer told the Times of Oman from Mina over the phone.
“We were left speechless. We saw bodies of people belong-ing to different races lying on the ground together. I have never seen such an awful scene,” he said.
According to Basheer and other witnesses, they were among the thousands who were on their way to perform “Stoning the Devil” ritual. “It is a one-way route. Meanwhile, we heard that some, who were returning after the ritual, had taken a short cut to avoid a long walk and entered our street, which led to Jamarāt. This re-portedly created confusion and resulted in the stampede,” said Basheer. >A3

MUSCAT: The bodies of two young girls, who had drowned in Wadi Al Jizi in Sohar, have been recovered, rescue personnel in-formed on Twitter.
This information was shared by the Public Authority of Civil Defence and Ambulances in a tweet at around 1:45pm.
The nationalities of the vic-tims are not known as yet.
Last Tuesday, talking exclu-sively to the Times of Oman, the police had urged citizens and residents to stay safe, drive re-sponsibly, and swim safely, and desist from playing with fire during the long weekend.
Last year, during the Eid Al Adha holidays, nine people had drowned in different incidents.

OMANEid sermon stresses on moderation
MUSCAT: The Sultanate cel-ebrated the blessed Eid Al Adha. His Highness Sayyid Fahd bin Mahmoud Al Said, Deputy Prime Minister for the Council of Minis-ters, performed Eid Al Adha prayers at the Al Khour Mosque in Muscat on Thursday.
His Highness Sayyid Fahd was ac-companied during the Eid prayers by a number of their highnesses, their excellencies, ministers, advi-sors and prominent figures.
Sheikh Dr. Ishaq bin Ahmed Al Busaidi, Chairman of the Supreme Court and Deputy Chairman of the Supreme Judiciary Council, who led the Eid prayers, began the Eid sermon (Khutbah) with Takbir (ex-claiming God is Great), glorifying and thanking Allah the Almighty for His many blessings.
The Eid sermon touched upon the
sacrifices of good believers at Haj rituals and the scene, which displays the unity of the Muslims at Arafat. It also called for unity of the Ummah’s world starting from the family and adopting moderation. It also covered the stability, security and safety enjoyed by the Sultanate.
Blessed days He also said that the 10th of Dhul Al Hijja is one of the blessed days that have its unique status in Islam.
Sheikh Dr. Ishaq affirmed that the unity of the ranks, having con-sensus and discarding fanaticism, are among the main aims of Islam. “The unity of the work for this na-tion starts from the Muslim family, therefore we should take care of the family. Allah has also warned us against ignoring the rights of our relatives and considered it as
punishable corruption of earth.” He also added that the Islamic
Sharia has been known for its mod-eration — without any exaggeration or deviation.
He also pointed out that the af-fairs of the nation as a whole are based on maintaining justice and equality principle.
He also pointed out that the na-tion’s stability and social solidarity are among the great blessings of Al-lah and that stability ensures fur-ther progress and welfare for eve-ryone. He stressed the importance of preserving this by following the noble values.
At the end of his sermon, he called upon praying men to seize the op-portunity of Eid and visit their rela-tives and promote understanding.
After the Eid prayers, Sayyid Fahd received the well-wishers on this occasion. They expressed their best wishes to His Majesty Sultan Qaboos bin Said, praying to Allah the Almighty to grant His Majesty continuous good health, happiness and a long life .
Sayyid Fahd thanked all well-wishers, wishing them a blessed and happy Eid. He prayed to Allah for the return of this happy occasion and similar other occasions on His Maj-esty the Sultan with blessings and wellbeing, praying for his success for the good of this dear country and to achieve further progress and stabil-ity for Oman and its people under his prosperous reign. -ONA

An array of debts ranging from mortgages, student loans, cars and credit cards is
weighing down on most Oma-nis. What’s more, the age of loan applicants is getting younger. According to statistics, the average age of loan applicants between 2004 and 2008 was 26 years but compared to the subsequent five-year period to 2014, it dropped to 22 years. Student loans have pushed down the age of applicants as more of them now seek finan-cial help from the banks to pay for their degree courses. About 62 per cent of 7,200 school leavers enrolling to higher education miss out government scholarships every year. Most of them resort to bank loans to upgrade their education so they can get better jobs.
The Central Bank of Oman’s figures show that total credit extended by local banks in the second quarter of 2015 was OMR17.8 billion — up from OMR17.4 billion in the first quarter of the same year. More than 60 per cent of the total loans are classified as personal loans extended to individual borrowers in both quarters of 2015.
Young affectedWith rising property prices, the average mortgage sanctioned by local financial institutions has gone up by 35 per cent in the period of 2009 to 2014 to OMR68,000 per applicant, compared to the five-year period of 2003 to 2008. Young families are mostly hit by the steep rise of the asking prices of properties who prefer to buy than rent. The problem is that mortgage is only an extension of their financial woes. It is the second repayment aggregating with the student loan that is carried forward as part of the monthly instalment. It is not uncommon for one person to be laden with a car loan as well and credit card monthly payments
on top of the financial burdens heap. Most of the banks would
be happy to approve several loans to one customer and then consolidate all the credits into a one repayment system that bogs down debtors.
With annual inflation taking a big bite from salaries, families ensnared in debts find it dif-ficult to pay for their domestic bills. It means their financial miseries would spill over to other providers such as the Public Authority of Electricity and Water who would occa-sionally be forced to disconnect the essential services to their homes. The sad fact is that loan defaulters are faced with imprisonment, loss of their homes, car repossessions and eventually end up on the black-list of banks.
There seems to be no end to it unless the government comes up with a solution. At the mo-ment, the Ministry of Manpow-er’s decree only requires the private sector to increase just 3 per cent of the basic salaries per year to their employees. For example, with a basic sal-ary of OMR400 per month, a worker in the private sector would expect only OMR12 as an annual increment. It would not make any difference at all to their repayment system. Since the biggest loan for most Omanis is the mortgage, the government needs to look into building low-cost housing that has easy repayment system for the underprivileged. Anything short of that, would leave bor-rowers with low income in a spiral of debt that can only get worse — not just financially but physically and mentally as well.
The statistics in the govern-ment’s hospitals show that more than half of the admitted patients suffer from illnesses caused by stress and anxieties ranging from stomach ulcers to strokes. Although Omani doctors have not particularly pinned down financial difficul-ties which cause illnesses to their patients, they are pretty confident about it.
Unmanageable debt is not always the fault of borrowers. For the poor, it can be a lifeline in the rough sea of a financial crisis that can sink them or make them stay afloat.
Rising indebtedness weighing heavy on Omani population
C O M M E N T A R Y Iran, Oman plan cooperation in use of stem cells
ELHAM POURMOHAMMADI [email protected] MUSCAT: Cooperation on the use of stem cells in medical treat-ment and storage of cord blood, which is a rich source of these life-saving cells, is being discussed by Oman and a leading research and treatment centre in Asia.
Preliminary discussions are being held on establishing a cen-tre in Oman and offering train-ing to Omani specialists as well, Seyed Vahid Askari from the in-ternational affairs department of Royan Stem Cell Technology Co., told Times of Oman.
He was speaking during the 5th edition of Oman Health Ex-hibition and Conference, which was recently held at the Oman International Exhibition Centre in Muscat.
Royan Institute is based in Iran and was established in 1991 as a research institute for repro-ductive biomedicine and infertil-ity treatment.
Askari said that the planned cooperation between Royan and Oman would focus on infertil-ity treatment, use of stem cells in the treatment of various medical conditions as well as storage of umbilical cord blood, which is a valuable source of stem cells.
Stem cellsStem cells are special blood cells, which are the body’s building blocks for blood, organs, tissue and the immune system and are genetically unique to each baby.
When a baby’s cord blood is stored, a unique biological re-source is preserved that is like a
self-repair kit for the child and other possible family members.
Royan Stem Cell Technology Co. was founded in 2005 to take, proceed and fulfil the required steps in cord blood banking. The centre has covered the pre-liminary steps including storing more than 55,000 samples in its public and private banks and opening branches in more than 23 cities nationwide.
Askari explained that cord blood collection is easy and does not pose any medical risk to the mother or the newborn baby.
If stored, cord blood stem cells will be readily available when-ever needed, he added.
Cord blood transplantsDoctors have increasingly turned to cord blood stem cells as an al-ternative to bone marrow trans-plants. Cord blood stem cells are used in disease treatment to fight over 80 diseases including many forms of malignancies such as leukaemia, autoimmune dis-eases, lupus, and inheritable dis-eases such as sickle cell anaemia.
AdvantagesOne of the advantages of cord blood transplants is that they do not require a perfect match and can be performed in cases that the donor and the recipient are partially matched.
In addition, the immune cells in cord blood seem to be less likely than those in bone mar-row from unrelated donors to attack the patient’s own tis-sues. Cord blood transplants are also associated with lower
risk of viral infections.
Omani patients Askari said that Royan centre is ‘unique’ in the Middle East and even Asia in terms of research and treatment, especially infer-tility treatment.
“We receive patients from Oman, especially for eye disorder treatment and infertility treat-ment through in-vitro fertilisa-tion (IVF). Now we are trying to promote treatment of certain skin disorders with stem cells,” the official noted.
International specialists and researches who participate at Royan’s conferences have been impressed by the centre’s achievements, he said, adding, “We feel it is important to trans-fer this know-how to our neigh-bouring countries and cooperate with them.”
Seminars Askari said that the institute is keen to share its expertise with universities and health and re-search centres in Oman and is ready to hold short and long-term seminars in the Sultanate.
Iran has made great progress in medical fields over the past years despite the sanctions, he stated, expressing hope that this potential would be utilised fur-ther after the implementation of the nuclear deal between Iran and world powers. Askari also noted that the health exhibi-tion in Muscat provided a great networking opportunity for rep-resentatives of medical centres from different countries.

Street 204, where the stampede occurred, is one of the two main arteries leading through the camp at Mina to Jamarat, the site where pilgrims ritually stone the devil by hurling pebbles at three large pil-lars. In 2006, at least 346 pilgrims died in a stampede at Jamarat.
Meanwhile, Jabir Ali, a Haj pilgrim volunteer group captain, who is still engaged in rescue and assistance operations, said that injured pilgrims are still trickling into the hospital.
“All the three hospitals in Mina are flooded with bodies and in-jured people. Identification of the victims is still going on. There is chaos in the area,” Jabir, the cap-tain of Risala Study Circle’s volun-teer group, told the Times of Oman.
“The incident might have hap-pened at around 10 am. We volun-teers are not supposed to enter the street. However, after the incident, at around 11 am the rescue teams al-lowed us to enter the street to assist in rescue operations,” said Jabir.
According to Jabir, at least four or five bodies and the injured were transported to nearby hospitals in every available ambulance.
“When we reached there, we did not know what to do. We were find-ing those alive and pulling them away from the dead. However, it was quite difficult. We will never forget those moments,” added Jabir.
He said that more than 220 am-bulances and 4,000 rescue workers were deployed in the stampede’s location to help the injured.
Meanwhile, there are reports that five Haj pilgrims from Oman who were injured and hospitalised were discharged. However, still there is no further confirmation on the missing pilgrim from Oman.

12.9% rise in power output
MUSCAT: Total production of the Sultanate in the electricity and wa-ter sector recorded a significant in-crease at the end of July 2015.
Sultanate’s total production of electricity increased to more than 18.088GW, logging a 12.9 per cent increase, compared to the produc-tion recorded in 2014.
The same applies to the water sector in which the production grew to exceed 190.5 million cu-bic meters with an increase of 6.2 per cent, according to the latest statistics released by the National Centre for Statistics and Infor-mation (NCSI).

MINA: Saudi Arabia deployed large numbers of special forces Saturday as pilgrims performed the final rituals of a Haj marred by double tragedy, with the death toll from a stampede rising to 769.
Health Minister Khaled Al Falih announced the new figure, an increase from the previous toll of 717.
The number hurt rose to 934 from 863 recorded just after the deadliest incident in a quarter-century to strike the pilgrimage.
Dozens of special emergency force personnel were seen on one level of Jamarat Bridge, a five-storey structure in Mina where pilgrims stone the devil, and on which hundreds of thousands were converging when Thurs-day’s stampede occurred nearby.
Many more patrolled the net-work of roads leading to the structure, which resembles a parking garage.
The interior ministry has said it assigned 100,000 police to secure the Haj and manage crowds.
But pilgrims blamed the stam-pede on police road closures and poor management of the throng, during searing temperatures.
Crane collapseThe disaster was the second deadly accident to mar the Haj. A mas-sive construction crane collapsed on the Grand Mosque in the near-by holy city of Mecca days before-hand, killing 109 people, many of them pilgrims.
Pilgrims in Mina still flooded the area to perform the stoning for a third time, on the last day of the Haj which this year drew about
two million people. Most pilgrims began leaving on Saturday, re-turning to Mecca where they cir-cumambulate the Ka’aba before going home.
Traffic was hardly moving as crowded cars and buses jammed the route, with some pilgrims on the roofs of their buses.
“We are thankful to our broth-ers in Saudi Arabia for this effort,” Abdullah Ali, a 38-year-old Emi-rati said in Mina. He blamed other pilgrims for the stampede and urged more awareness.
“As you can see, people come from different backgrounds. They are affected by their cultures.”
Abdullah Al Sheikh, chairman of the Shura Council, which ad-vises the government, stressed that pilgrims must stick to “the rules and regulations taken by the security personnel”.
That echoed comments on Friday by Health Minister Falih, who faulted the worshippers for the tragedy, saying that if “the pil-grims had followed instructions, this type of accident could have been avoided”.
‘Beyond human control’ Saudi Arabia’s top religious lead-er, Sheikh Abdul Aziz Al Sheikh, told Crown Prince Mohammed bin Nayef that the incident was beyond human control.
“You are not responsible for what happened”, SPA quoted Sheikh as telling him.
“Fate and destiny are inevitable.”The prince chairs the Saudi Haj
committee and has ordered an in-vestigation into the stampede.

revision” of how Haj is organised.Authorities have yet to provide
a breakdown of the nationalities of pilgrims killed in the stampede, as the difficult process of identifi-cation continues.
But several countries, largely African and Asian, have an-nounced deaths.
Only around 250 deaths in total have been officially confirmed by foreign officials.
Sudanese pilgrim Abdulmah-mud Rahman, 52, said he was happy to have carried out the Haj rituals but “pained that some pilgrims had died in such cata-strophic circumstances”.
Warning signsRahman suggested that when police close roads, it should be done from far away with signs warning pilgrims, so they do not find themselves crowded into the same area.
Interior ministry spokesman General Mansur Al Turki said “a large number of pilgrims were in motion at the same time” at an in-tersection in Mina.

Riyadh launched air strikes against the Houthis six months ago to support President Hadi’s in-ternationally backed government that was losing ground.

But the rebels have lost territory since late July when the coalition began deploying ground troops in support of local forces.

Two Egyptian policemen killed in IS bombingCAIRO: Two Egyptian police-men were killed in a roadside bombing in the Sinai Peninsula on Saturday, the interior minis-try said, in an attack claimed by the IS group.
The ministry said 16 po-licemen were also wounded when the bomb hit their con-voy in the north of the penin-sula, where security forces are struggling to quell an extremist insurgency.
The IS’ Egypt affiliate said on Twitter that its militants had detonated the bomb as police tried to set up a checkpoint.
Militants loyal to the IS group, which controls swathes of Iraq and Syria, have killed hundreds of soldiers and policemen since the army ousted president Mo-hamed Morsi in 2013.

Toll of Indian Haj pilgrims in stampede rises to 18
MINA: The death toll of Indian pilgrims in the horrific stam-pede during Haj rose to 18 on Saturday as Saudi Arabia grap-pled to come to terms with the worst tragedy to hit the annual pilgrimage in 25 years that has claimed 719 lives so far.
“Our officials on the ground in Mecca have been working continuously to ascertain infor-mation and reach out to family members of missing pilgrims.
According to the latest infor-mation, 18 Indians have died in the tragedy,” External Affairs Ministry Spokesperson Vikas Swarup said on Saturday.
“Our mission is working with Saudi authorities and family members to confirm the identi-ties of the deceased and expe-dite formalities for release of the mortal remains,” he said.
Of the 18 Indians killed, 11 were from Gujarat, three from Tamil Nadu and one each from Telangana, Kerala, Jharkhand and Uttar Pradesh. Out of the 18 Indians killed, four persons, who were later found among the dead, have been identified as — Rasul Ali from Jharkhand, Moinuddin from UP, Hafijaba-hen Satarsha and Syed Abdul Hussain from Gujarat. - PTI

SHIMLA/NEW DELHI: In an unprecedented action on a serv-ing chief minister, CBI on Satur-day raided the official residence of Himachal Pradesh Chief Min-ister Virbhadra Singh in Shimla and 12 other places in connection with an alleged disproportionate assets case on a day his daughter was getting married.
Searches were carried out at his
official residence Delhi, his ances-tral place Padam Palace in Rampur and a farm house in Mehrauli in South Delhi which is in the name of his son Vikramaditya Singh.
An 18-member CBI team swooped on the 81-year-old Chief Minister’s residence in Shimla within minutes of his leaving with relatives for Sankat Mochan tem-ple at 7.30am to solemnise mar-riage of his second daughter.
“This FIR was the outcome of a Preliminary Enquiry (PE) which revealed that then Union Min-
ister while serving during 2009-2012 (UPA rule) had allegedly accumulated assets worth Rs6.03 crore (approx) in his name and in the name of his family members which were found to be dispro-portionate to his known sources of income,” CBI spokesperson Dev Preet Singh said.
The FIR filed with a designated court in Delhi under the Preven-tion of Corruption Act, named Singh, his wife Pratibha Singh, LIC agent Anand Chauhan and Chunni Lal Chauhan.
In a statement, CBI spokesper-son said it was further alleged that Singh had invested his unaccount-ed income in LIC policies in his name and in the name of his wife and other family members through a private person by showing the same as agricultural income.
“This was done by creation of a MoU purportedly dated June 15, 2008 for maintenance of an apple orchard, with the said private per-son (Chauhan) for a period of three years. The private person had al-legedly deposited Rs five crore cash (approx) in his own bank account and debited the same through cheques for purchas-ing various LIC policies in their names,” CBI said.
It said Singh allegedly attempt-ed to legitimize the same as agri-cultural income by filing revised Income Tax Returns in 2012.
“The agricultural income as claimed by him in his revised ITRs was not found to be tenable. The then Union Minister had allegedly accumulated other assets dispro-portionate to known sources of income,” CBI alleged.
Terming the action as “highly vindictive”, senior Congress leader Ghulam Nabi Azad said it is part of “Prime Minister Narendra Modi’s hate agenda and political vendetta
against Congress Party and its leaders (which) has reached its zenith on Saturday with CBI raids at the residence of India’s senior most chief minister.
Azad told reporters the action has set a “shocking example of politics stooping to its lowest ebb”, as the CBI moved in at a time when his daughter was getting married.
“On one side, entire family in-cluding guests from bride and bridegroom`s sides were proceed-ing to the temple for marriage.
Modi government, blinded by personal revenge, was raiding the residence of Singh.”
“Modi government`s lust for set-tling political rivalry has made it alien to India’s culture and tradi-tion of not disrupting marriage of a daughter. This inhumane, cruel and revengeful behaviour is char-acteristic of personal style of the Prime Minister,” Azad said.
Upping the ante, BJP demanded immediate resignation of the Chief Minister. “It is a clear case of cor-ruption. It is evident that he mis-used his position as Union Steel Minister during UPA’s rule and indulged in corruption which has been exposed now in this case. BJP MP alleges party tickets were sold to criminals in BiharPATNA/NEW DELHI: In po-tentially damaging remarks for BJP ahead of the high-stakes Bi-har polls, its MP R. K.Singh on Saturday alleged party tickets were sold to criminals, a charged dismissed as “baseless” by the party but termed “exceptionally grave” by rivals.
Singh, a first-time Lok Sabha MP from Ara in the state and for-mer Union Home Secretary, left BJP acutely embarrassed when he said criminals were rewarded with tickets at the cost of genuine party workers which, he contend-ed, obliterated the distinction be-tween his own party and RJD chief Lalu Prasad, who was being target-ed for having established a ‘jungle raj’ when RJD ruled the state.
Injustice to the people“Criminals have been given tick-ets even before they joined the party. This is injustice to the peo-ple of Bihar. Some people have sold tickets. What is this? How will we get clean administration?
“You have given tickets to crim-inals. How will you give a clean administration in Bihar. No rea-sons have been given why crimi-nals were allotted tickets. It is not that only criminals can win elec-tions. We as residents of Bihar are concerned. What is the difference between you and Lalu Prasad,” Singh said in Patna.
BJP, despite the seriousness of the allegation, was temperate
in its reaction, with Union Home Minister Rajnath Singh asserting tickets were distributed “fairly”.
“In BJP, wherever there is tick-et distribution, it is done fairly and after considering all aspects.As far as Bihar is concerned, the BJP-led NDA will win a comfort-able majority. It has the support of the people of Bihar,” he said.
Union Minister Ravishankar Prasad, who was in Bihar for campaigning, and Sushil Kumar Modi, dismissed Singh’s claim about tickets having been sold to criminals.
Prasad, a Rajya Sabha member from the state, said “In BJP, ticket is given to a nominee after transpar-ent discussion by senior leaders.”
BJP spokesman Siddharth Nath Singh said the party fol-lowed a democratic and transpar-
ent process in deciding its nomi-nees and advised Singh to follow party discipline and restraint.
“Every leader in Bihar needs to ensure that Jungle Raj part II doesn’t come and, at the same time, it is important that party discipline and restraint is main-tained,” he said.
Rival JD(U) was quick to pounce on BJP following Singh’s comments, describing them as “exceptionally grave” and alleg-ing that BJP chief Amit Shah wants to win the election by “hook or by crook”.
Singh’s remarks come on the heels of RSS chief Mohan Bhag-wat’s call for a review of the res-ervation policy which created a political storm that prompted BJP and the Modi government to distance themselves from it. - PTI

Ex-PM Lal Bahadur Shastri’s death was not natural, claims his familyNEW DELHI: Claiming that prime minister Lal Bahadur Shastri, who died in Tashkent af-ter signing a peace pact with Paki-stan, could have been murdered, his son Anil Shastri on Saturday demanded a thorough probe into the incident and that all related files be declassified.
“I do urge the Indian prime minister to release the docu-ments. Not a bad idea to have an inquiry into his death, question all remaining witnesses and clear all speculation and at least establish the negligence,” Shastri, a Con-gress leader, told news channel CNN-IBN in an interview.
Cardiac arrestShastri and then Pakistani presi-dent, Field Marshal Ayub Khan, had been invited to Tashkent by then Soviet premier Alexei Ko-sygin for peace talks following the Indian-Pakistan War in 1965. An agreement was signed on Janu-ary 10, 1966 but Shastri was found dead a few hours later, having suf-
fered cardiac arrest. Lal Bahadur Shastri’s family, while demanding declassification of all documents related to his death, indicated that blue marks and white spots seen on his body were signs of foul play.
Recalling the scene, Anil Shas-tri said: “When his body (Lal Ba-hadur Shastri) came to the Palam airport, we found that the body had turned blue and there were white spots on his temple.”
“The moment my mother (Shastri’s wife Lalita Devi) saw the body, she knew it was not a natural death. She told us it was a murder, there was out and out foul play,” he said.
Anil Shastri called it “unbeliev-able” that the prime minister’s room in the capital of then So-viet Uzbekistan had “no call bell, no telephone, no caretaker in his room and no first aid.
He had to walk up to the door himself. “He alleged that the death was due to fault done by the Indian embassy and termed it as “height of negligence”.
“His death was badly han-dled by the Indian government. It hurts me to a great extent,” he said.
Death ‘badly handled’Opining that Shastri was not taken “seriously”, he said: “Post-mortem could have been done in Tashkent if there was a request from the Indian government or a request from the Indian doctors.”
“...some close associates feel that suspicion revolves around an Indian hand or a foreign power,” he said.
Anil Shastri claimed that his father had come to know about a scam involving a shipping tycoon Dharam Teja.
Citing an article by eminent journalist Khushwant Singh, Shastri claimed Teja was in Tashkent at the time of his fa-ther’s death.
He also claimed that the prime minister was likely to take action and order an inquiry against Teja after his return to India. - IANS

Modi presses for UNSC reforms
NEW YORK: Prime Minis-ter Narendra Modi on Saturday pressed for United Nations Securi-ty Council (UNSC) reform within a “fixed timeframe” in the current session of the UNGA, saying the world body reflects the mindset of a century “we left behind” and is not in tune with new concerns like terrorism and climate change.
Hosting a Summit of leaders of Germany, Japan and Brazil under the G-4 format here, he said the UNSC “must include the world’s largest democracies, major loco-motives of the global economy, and voices from all the major conti-nents” to carry “greater credibility and legitimacy”.
It will make it more representa-
tive and effective in addressing the challenges of the 21st century, he said at the Summit meeting with Germany Chancellor Angela Merkel, Japanese Prime Minister Shinzo Abe and Brazilian Presi-dent Dilma Rousseff.
Modi noted that “some move-ment” had been witnessed recent-ly in the decades-old endeavour
when the UNGA took the “sig-nificant step” to commence text-based negotiations on the reforms but said it has to be taken to its log-ical conclusion during the current 70th session of the global body.
“Our institutions, approaches, and often mindsets, reflect the wisdom of the century we have left behind, not the century we live in. This is especially true of the Unit-ed Nations Security Council,” the prime minister said.
Opportunities “The reform of the Security Coun-cil within a fixed time frame has become an urgent and important task,” he said, while talking about the modern age challenges like trends in demography, urbaniza-tion and migrations.
“Climate change and terror-ism are new concerns. Cyber and Space are entirely new frontiers of opportunities and challenges,” he said.
G-4 is a grouping which has been jointly pushing for reform of the UN Security Council to make it broad-based by including them
as permanent members. The G-4 “noted with concern that no sub-stantial progress had been made since the 2005 World Summit where all the Heads of State and Government had unanimously supported early reform of the Se-curity Council as an essential ele-ment of the overall effort to reform the United Nations.”
Leaders of the 11-year-old grouping, which has been jointly pushing for UNSC reform and their entry into it as permanent members, “expressed determi-nation to redouble their efforts towards securing concrete out-comes during the 70th session of the General Assembly”.
They felt that legitimate reforms can be “achieved by reflecting the realities of the international com-munity in the 21st century, where more member states have the ca-pacity and willingness to take on major responsibilities with regard to maintenance of international peace and security.”
The four nations pledged to work together with all member states and to accelerate outreach
towards achieving an “early and meaningful reform” of the UNSC, the joint statement said.
Africa’s representation They supported Africa’s repre-sentation in both the permanent and non-permanent membership in the UNSC, while noting the importance of adequate and con-tinuing representation of small and medium sized member states, including the small island devel-oping states, in an expanded and reformed Council.
They also affirmed their resolve to continue contributing to the ful-fillment of the purposes and prin-ciples of the UN Charter, it said.

Pakistan to hang man who claims
he was 15 at the time of murder
ISLAMABAD: Pakistani authori-ties are set to hang a man who says he was 15 when he was arrested for a murder he claims he did not commit, lawyers said on Satur-day, in the latest case to shine a spotlight on Pakistan’s crumbling criminal justice system.
Ansar Iqbal says he was 15 when he and a friend were ar-rested 16 years ago for the murder of neighbour, which the victim’s family said was over an argument at a cricket match.
Iqbal says police framed him because he was poor by planting two guns at his house.
Pakistani law forbids the ex-ecution of juveniles, but the country’s courts have refused to examine Iqbal’s school records
and birth certificate because they say they were submitted too late, said Maya Foa of British legal aid group Reprieve.
His old school record and a new birth certificate issued this year give his age as 14 and 15 re-spectively. Record keeping in Pakistan is poor and records are easily forged. Instead, the court concluded he was in his early 20s based on a policeman’s estimate at the time of his arrest, Foa said.
Iqbal’s friend was tried as a juvenile.
“The onus has to be on the government and prosecution to prove that the individual facing the gallows is not a juvenile if all the available evidence points otherwise,” she said.
“Otherwise it puts the defend-ant in an impossible position.”
Iqbal’s lawyer, Munir Basit, confirmed his client had been tried as an adult and had been no-tified he was to hang at Sargodha jail next week.
“He has received his black war-rant in the concerned jail,” Iqbal’s lawyer said.
Court and prosecution officials were not available for comment.Pakistan brought back hanging in December as a way to crack down on militancy after Taliban gun-men massacred more than 130 pupils at an army-run school.But very few of the 240 people hanged have any links to militancy.

Nawaz to address UNGA session on September 30
NEW YORK: Prime Minister Nawaz Sharif on Saturday ar-rived in New York to lead the Pakistan delegation at the 70th session of the United Nations General Assembly (UNGA), Radio Pakistan reported.
Pakistan’s Ambassador to the United Nations Dr Maleeha Lo-dhi, Pakistan’s envoy to US Jalil Abbas Jilani along with senior officials of the Pakistan mission received the prime minister at the John F Kennedy Interna-tional Airport.
The ambassador said that the UNGA session would be an op-portunity for Pakistan to put its stance on the world stage.
Calling it a historical event, she said that around 160 world lead-ers are scheduled to attend this year’s session.
The prime minister will ad-dress the UNGA on September 30, Foreign Secretary Aizaz Ahmad Chaudhary announced in New York, adding that he is expected to present Pakistan’s foreign policy agenda and its position on several
international and regional issues. While the premier will highlight the situation on the Line of Con-trol and the working boundary, and raise the Kashmir issue, the Foreign Secretary said the prime minister will also meet several world leaders including the presi-dent of China on the sideline of the UNGA session.
Responding to a question, the foreign secretary said Pakistan supports constructive reforms in UN but increasing the num-ber of permanent seats at the UN Security Council is no solu-tion to any problem.
The prime minister is also expected to attend a high-level roundtable on South-South Co-operation, and the Global Leaders’
Meeting on Gender Equality and Women’s Empowerment, hosted by President of China Xi Jinping.
The prime minister will pro-pose new measures to defuse ten-sions along the Line of Control (LoC) and working boundary dur-ing his address at the UN General Assembly session next week.
“Premier Nawaz will propose to India a series of new steps to bring the situation along the LoC and working boundary under con-trol,” a senior official who has seen the draft of the prime minister’s speech said.
Although the official did not provide any details, Nawaz is ex-pected to suggest better coordi-nation mechanisms to avoid fre-quent ceasefire violations.
The intensity and frequency of ceasefire violations along the LoC and working boundary have seen an unprecedented increase over the past few weeks, leaving scores of civilians dead on both sides.
Both sides accused the other of triggering the hostilities.
According to the official, Nawaz, in his address, will high-light Pakistan’s policy of a peace-ful neighbourhood.
“Pakistan does not want that situation to get out of control, even if there is no resumption of composite dialogue,” he said.

Malala to world leaders: Do more on Syria NEW YORK: Teenaged Nobel laureate Malala Yousafzai ap-pealed on Friday for leaders to do more on Syria, saying that the drowning of a toddler showed the world had “lost humanity.”
The 18-year-old Pakistani, who was shot by the Taliban for defi-antly going to school, said she was so upset by abuses of girls at the hands of extremists in Syria and Iraq that she has stopped watch-ing the news.
But she saw and remained haunted by the picture of Aylan Kurdi, the Syrian toddler whose body washed up on a Turkish beach in an image that became emblematic of the risky exodus of refugees seeking safety in Europe.
“We lost humanity on that day when... nowhere a child is wel-comed,” she told reporters at the United Nations.
“It is important that people open their hearts and people open their lands to people who are now needing more support and who need the right to live,” she said.
Malala appealed to world lead-ers to imagine their own children
suffering the abuses meted out by the IS, which has enslaved girls from minority groups.
“The first thing is that the world leaders need to take all these is-sues more seriously,” said Malala, who brought with her four girls including a Syrian refugee.
“They should think about their own children.”
Malala came to New York for
the adoption of a new UN devel-opment agenda, which aims to end extreme poverty in 15 years.
She met on the sidelines with German Chancellor Angela Mer-kel, who has emerged as the lead-ing European force in support of welcoming refugees. The young-est-ever Nobel Peace Prize win-ner explained her fund that sup-ports girls’ education during the
15-minute meeting with Merkel, a German government source said.
Malala has not returned to Pa-kistan for three years amid con-cerns for her safety, instead study-ing in Birmingham, England.
She said she took two days off to come to the United Nations.

Government to set up
microfinance company
ISLAMABAD: The government is considering setting up the Pa-kistan Microfinance Company, in line with the business model of renowned Grameen Bank of Bang-ladesh, in an effort to provide small loans to farmers and businesses.
In a meeting of the federal cabi-net held on September 15, a partic-ipant told Prime Minister Nawaz Sharif that in a bid to reduce the cost of loans, a credit guarantee scheme for small and marginalised farmers was already in place and its scope was being extended to benefit 300,000 households with small landholdings.
“An amount of Rs100,000 will be provided without collateral under this scheme,” the official said.
This would lead to total dis-bursement of Rs30 billion where-as the government had set aside Rs5 billion in the budget to provide risk cover to the financial institu-tions extending loans without de-manding any guarantees, he said.
The cabinet was also told that
the federal government was mulling over setting up Pakistan Microfinance Company by fol-lowing the business pattern of Grameen Bank.
This year, the government is pushing up the size of overall ag-ricultural credit to Rs616 billion compared to Rs516 billion last year, an addition of Rs100 billion, which will primarily be meant for small farmers with landholdings of up to 12.5 acres.
Despite historically low inter-est rates in the country, consum-ers are not enjoying the benefits as they are forced to borrow at a rate as high as 18 per cent per annum.
In order to ease the pain felt by the small farmers, the government has decided to reduce the cost of production loans by 2 per cent. The State Bank of Pakistan and provincial governments will also join hands and start one-window operations to facilitate and pro-mote credit flow to borrowers in the agriculture sector. - Express Tribune

Obama spokesman Josh Earnest, by contrast, has said that Russia’s aggression in Ukraine will be high on the US president’s agenda. He has portrayed Putin as “more desperate,” even waxing sarcastic about the Russian leader’s body language during a re-cent meeting with Israeli Prime Minister Ben-jamin Netanyahu -- “less than perfect posture, unbuttoned jacket, knees spread far apart to convey a particular image.”
Puerile as the public tit-for-tat may seem, both sides offer a grain of truth. Obama wouldn’t be meeting with Putin purely out of politeness or condescension (the bad chemistry between the two is well known), and there’s nothing new to say about Ukraine that couldn’t be said on the phone. On the other hand, it’s true that Putin needs the meeting more than Obama does.
Apart from showing he’s still an influential player, not a universally ignored local tyrant suf-fering a harsh comedown from an oil high, the Russian leader must try discussing a situational alliance in Syria.
Acting alone in Syria would be extremely risky for Russia. Putin can ill afford an un-successful military operation. Coordina-tion with the US would greatly increase the chances of success.
For the US, though, an alliance with Putin comes with strings attached: Once IS is defeat-ed, Washington would need to discuss the post-war setup with Moscow, and they have a poor record of agreeing on anything.
Also, if Obama retreated on his commitment to bring down Syrian President Bashar Al As-sad and agreed to a smooth transition of power in Damascus, he would give Republicans a new pretext to accuse him of weakness.
The meeting will undoubtedly be about Syria. Ukraine will be an afterthought, not even a bar-gaining chip: Putin cannot count on Obama to make any concessions there, because Russia is negotiating from a position of weakness. At the same time, the language from the White House indicates that it would be wrong to get one’s hopes up about the meeting: It would be strange to stress Ukraine and avoid mentioning Syria if Obama and his people expected the talks to achieve a breakthrough in the Middle East.
Given Obama’s reluctance, it’s interesting that Putin still wants to talk. He’s done a lot of homework, talking in quick succession with the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud of Saudi Arabia, Netanyahu and Turkish Prime Minister Recep Tayyip Erdogan, who came to Moscow for the opening of a large new mosque. He’s making sure the ceasefire holds in Ukraine.
He hasn’t acted in Syria, apart from bring-ing in some hardware and a limited number of troops (there have been no confirmed reports of the Russian forces doing any fighting). He has also found an unlikely ally in German Chancel-lor Angela Merkel, who has suggested talking to Assad as well as his allies in Iran and Russia to resolve the conflict. Merkel needs peace in Syria to help her deal with the refugee crisis that threatens to undermine her in Germany.
Putin must demonstrate to all these leaders that he has tried to find a negotiated solution before he takes military action on Assad’s side. Obama, for his part, can’t assume that Putin’s move into Syria is merely a bluff. Rebuffing the Russian leader might mean exacerbating the situation both in Syria and in Ukraine.
The US president wouldn’t have to concede much -- just to signal that he might be prepared to “rethink Syria,” as his former Middle East co-ordinator Philip Gordon suggested Friday in a lengthy Politico article. Gordon’s idea is for the US to stop insisting on quick regime change and look for a compromise, which would involve co-ordination with Russia and Iran.
On the surface, the meeting will pit Obama’s obstinacy against Putin’s desperate machismo. Yet it might be the beginning of a peace process that would benefit everyone -- Putin, Assad, Obama and Merkel. - Bloomberg View

Detained man key suspect: Thai cops
BANGKOK: Thai police on Sat-urday said a foreign man detained over last month’s deadly Bangkok attack was the main yellow-shirt-ed suspect seen on CCTV leaving a rucksack at a shrine moments before the blast.
Authorities said they were now “convinced” their first arrest, a man named as Adem Karadag, planted the bomb on August 17 which killed 20 people after weeks of an often confusing and contra-dictory police investigation.
Earlier police said it was un-likely that either of the two for-eign men held in custody over the unprecedented and unclaimed
attack on the Thai capital were the key suspect as they issued arrest warrants and hunted for several others.
But on Saturday national po-lice spokesman Prawut Thavorn-siri said further probing had revealed Karadag, whose nation-ality remains unconfirmed, was the bomber.
“It is confirmed that Adem is the man in the yellow shirt based
on CCTV footage, eyewitness ac-counts and his own confession,” Prawut said.
“After he placed the bomb at the shrine he called a motorbike taxi and changed his shirt at a re-stroom in (nearby) Lumpini Park” before travelling to the flat on the outskirts of Bangkok where he was arrested last month.
On Saturday afternoon Karadag was taken on a reenactment of his
alleged role in the crime — a stand-ard Thai police procedure -- sur-rounded by dozens of reporters and passers-by.
Handcuffed and wearing a yel-low t-shirt beneath a black bullet-proof vest he was escorted around the Erawan shrine, nestled be-tween luxury malls and hotels in a bustling downtown district, before being driven to Lumpini Park.
Karadag now faces up to eight
charges including premeditated murder, said Prawut, a crime that carries a maximum penalty of death.
Motive unclearOn Saturday national police chief Somyot Poompanmoung said “po-lice were convinced Adem’s con-fession is true”, weeks after they said evidence including DNA tests could not confirm Karadag was the bomber.
But the suspect’s lawyer said he didn’t believe his client — who he says is called Bilal Mohammed and was not in Thailand at the time of the attack — had confessed.
Chuchart Kanphai added that he was denied access to Karadag earlier this week by officials at the military barracks in Bangkok where he is being detained be-cause the suspect was “sick”.
The blast last month has left Thailand stunned and dealt a fresh blow to its reputation as a tourist haven — the majority of the fa-talities were Chinese visitors, who believe prayers at the shrine bring good fortune
The motive is still unclear but security experts have increasingly suggested links with militants from China’s Uighur minority — or their ethnic Turkish supporters — with the passports, ethnicity and travel plans of key suspects ap-pearing to point in that direction.
They have speculated the attack was revenge for Thailand’s forced
deportation of 109 Uighur asylum-seekers to China in July, a move that ignited anger in Turkey where nationalist hardliners see the mi-nority as part of a global Turkic-speaking family.
Karadag’s lawyer has previ-ously said his client was born in the western Chinese region of Xinjiang, home to around 10 mil-lion Uighurs, but moved to Tur-key in 2004 where he received Turkish nationality.
The other man in custody has been identified as Yusufu Mieraili, who was seized with a Chinese passport marking Xinjiang as his birthplace. Police believe the pass-port is real but have not confirmed his nationality either.
Thai officials have strenuously avoided using the word Uighur largely, analysts say, for fear of putting off tourists or angering China — one of the ruling junta’s few international friends.
Police chief Somyot linked them to the attack for the first time last week but only in reference to their theory that the blast was conduct-ed by a gang of people-smugglers in revenge for a Thai crackdown on their lucrative trade, including the transfer of Uighurs.
The mostly Muslim minority have long accused Beijing of reli-gious and cultural repression in Xinjiang, with hundreds believed to have fled in recent years, often heading to Turkey via Southeast Asia. -AFP

Ex-Nepalese PM quits party, House KATHMANDU: Nepal’s former Maoist premier Baburam Bhatta-rai on Saturday resigned from his party and parliament, days after announcing his support for pro-testers fighting to bring changes to a new constitution.
The protesters, who belong to the Madhesi community, are angry about plans to divide the country into seven federal prov-inces under the charter adopted on Sunday.
Former Maoist rebel Bhattarai has consistently attacked law-makers — including members of his own party — for not taking minorities’ concerns into account while drafting the constitution.
“Effective from today’s date I have resigned from all obligations, responsibilities at all levels as well as general membership of the UCPN Maoists,” Bhattarai told a press conference, referring to the Unified Communist Party of Ne-pal (Maoist), in which he had been a senior member.
“There is no option of return-ing to a house you have left, an old house, a damaged house,” Bhatta-
rai said, announcing his resigna-tion from Nepal’s national parlia-ment as well.
“I will now do what I can as a citizen of this country... as long as I am alive I will work for the coun-try and the people,” he said.
The new charter, Nepal’s first to be drawn up by elected repre-sentatives, is the final stage in a peace process that began when
Maoist rebels laid down arms in 2006 after a decade-long insur-gency aimed at creating a more equal society.
But the constitution’s adoption has been marred by weeks of vio-lent protests in Nepal’s southern plains, home to half of the coun-try’s population.
More than 40 people have died in weeks of clashes between
police and protesters from the Madhesi and Tharu communi-ties, ethnic minorities who say the new internal borders leave them under-represented in the national parliament.
Protesters in Birgunj town, 90 kilometres south of Kathmandu, on Friday blocked a major hub for oil and food imports into the Himalayan nation. The move-ment of cargo through other bor-der checkpoints has also declined.
Fears of a fuel shortage saw dozens of commuters line up at gas stations in Kathmandu while the ongoing protests have sparked concern in India, which has tradi-tionally exerted significant politi-cal influence in Nepal.
Work on the constitution be-gan in 2008 after the Maoists won elections and abolished the mon-archy. But power-sharing squab-bles between parties stymied pro-gress on the draft.

UN official puts off visit to Australia GENEVA: An independent UN investigator into the human rights of migrants has post-poned an official visit to Aus-tralia that was due to begin on Sunday, citing a lack of govern-ment cooperation and “unac-ceptable” legal restrictions.
Asylum-seekers have long been a lightning-rod political is-sue in Australia, although it has never received anywhere near the number of refugees current-ly flooding into Europe from war-ravaged areas of the Middle East and North Africa.
UN Special Rapporteur Francois Crépeau had planned to gather first-hand informa-tion about the situation of mi-grants and asylum-seekers in the country and in Australian off-shore detention centres in neighbouring Nauru and Papua New Guinea.
He had asked for access since March but Australia denied him access to any offshore centre.
Crépeau also blamed Aus-tralia’s 2015 Border Force Act, which discourages detention centre service providers with the threat of a two-year court sentence if they reveal “protect-ed information”, for preventing him from doing his job. US, EU seek Iran help over Syria as Russia boosts military buildup
NEW YORK/DAMASCUS: US and Western diplomats scrambled to cobble together a diplomatic strategy to end the war in Syria on Saturday after the latest humiliat-ing blow to their military plan.
Secretary of State John Kerry and his European counterparts reached out to traditional foe Iran on the sidelines of the UN General Assembly in New York.
Iran and Russia back Syr-ian strongman Bashar Al Assad, whom Washington sees as the in-stigator of a civil war that has left half his country in the hands of the IS group.
Unwilling to countenance a peace process that would leave Assad in power after he alienated or killed so many of his people, the US has backed small “moderate” rebel groups.
But that strategy appeared in tatters on Saturday after the Pen-tagon admitted the latest US-trained fighters to cross into Syria had given a quarter of their gear to Al Qaeda.
In contrast to the lackluster US effort to shore up its allies on the ground, Russia and Iran have proven good friends to Assad, who clings to power in Damascus.
Iran has dispatched militia fighters trained and helped by its Revolutionary Guard, and Russia has deployed a powerful military presence to a base on Assad’s territory.
With the initiative falling away, Kerry and his allies came to New York hoping to persuade Tehran and Moscow to push for a broad political solution to the conflict.
Kerry and European diplomatic chief Federica Mogherini met sep-arately with their Iranian coun-terpart Mohammad Javad Zarif to make the case.
“I view this week as a major op-
portunity for any number of coun-tries to play an important role in trying to resolve some of the very difficult issues of the Middle East,” Kerry said Saturday, at a joint ap-pearance with Zarif.
A way forward“We need to achieve peace and a way forward in Syria, in Yemen, in the region itself and I think there are opportunities this week, through these discussions, to make some progress.”
According to an EU statement, Zarif told Mogherini that Iran will assist United Nations-led ef-
forts to broker a political compro-mise that would end the civil war in Syria.
But, before his talks with Kerry, he made it clear that Iran’s focus in its dialogue with Washington is still on the implementation of the nuclear deal it signed in April with five world powers in exchange for sanctions relief.
Meanwhile, Moscow pressed its military buildup at a new airbase in Syria on Saturday.
Saturday was the 15th straight day that Russian transport aircraft had flown in troops and equipment to the Hmeimim base in Latakia province on the Mediterranean coast, a military source told AFP on condition of anonymity.
“For the past two weeks and again today a Russian cargo plane has landed every morning at
Hmeimim,” the source said, add-ing they all had fighter escorts.
At least some of the cargo was then unloaded and transported out of the airport, the source said.
US satellites have recorded in-creased activity by Russian forces at the base inside the Bassel Al As-sad civil and military airport.
On Wednesday, the Syrian army used Russian-delivered drones for the first time, a security source in Damascus said.
Washington and NATO say recent spottings of helicopters, bombers, ground attack aircraft, tanks and soldiers prove Russia is building an airbase in Latakia, the Assad regime’s coastal heartland.
Russian military aircraft have conducted reconnaissance flights over Syria but not yet launched any strikes, the Pentagon said. — AFP

Xi pledges $2 billion for poor countriesUNITED NATIONS: Chinese President Xi Jinping on Saturday pledged $2 billion for a new devel-opment fund for poor countries on a UN visit aimed at showcasing Beijing’s growing global role.
Xi’s announcement, made in his first-ever address to the United Nations, follows long-standing criticism from the United States and other developed countries that China has not taken respon-sibilities in line with its aspira-tions for a greater global role.
The speech is the latest high-profile move for Xi on a trip that has included a White House state visit and will see him chair a UN forum on women’s rights on Sunday.
Addressing a UN summit on development, Xi said China would act “by putting justice before in-terests and joining other coun-tries in a concerted effort to real-ize the post-2015 agenda.”
Xi said that China would launch an assistance fund for developing countries with an initial invest-ment of $2 billion.
The Chinese leader said that
his country would also step up investment in UN-defined least developed countries -- which are mostly in Africa -- by at least $12 billion by 2030.
China has been an increasingly active investor around the world, although it has generally focused on seeking resources rather than broader humanitarian goals.
Xi said that China would also relieve debts owed by least devel-oped countries this year. He did not provide a figure on the debts or say which countries would be affected. The United Nations on Friday set a goal of ending ex-treme poverty by 2030, an effort that the global body says could re-quire up to $5 trillion a year.
China’s economy has soared over the past 15 years to become the world’s second largest af-ter the United States, although concerns have been rising in re-cent months over the country’s financial markets and long-term growth.
China has increasingly taken an assertive role in the world, espe-cially in myriad disputes with its neighbors, but retains little stake in the World Bank and Interna-tional Monetary Fund.
With a reform plan for the Washington-based institutions blocked by US Republican law-makers, China has set up its own lender, the Asian Infrastructure Investment Bank.
The bank, which Xi reaffirmed would open soon, has widely been seen as a way for China to dilute the influence of the United States and Japan, the most prominent holdouts from the new lender.
“It is important to improve global economic governance, in-crease the representation and voice of developing countries and give all countries equal right to participating in international rule-making,” Xi said. China’s aid commitment remains far below levels of Western countries.
Developed countriesThe United States in 2013 pro-vided more than $30 billion, and Britain, France, Germany and Japan all gave more than $11 bil-lion, according to the Paris-based Organisation for Economic Coop-eration and Development.
Xi called on developed coun-tries to remain “the main chan-nel” for assistance to poor nations.

MUSCAT: As Oman’s campaign in the second round qualifiers for the 2018 World Cup and 2019 Asian Cup reaches the halfway stage, Paul Le Guen is expecting his wards to be ready for tough battle against Iran in their next Group D match.
Ahead of October 8 tie, a fourth outing for both in the five-team group, Iran and Oman have seven points each, same as Guam who had played one match more than the two.
The match, to be played at the Sultan Qaboos Sports Complex in Bausher, is a crucial tie considering both fancied Iran as well as Oman will be hoping to stamp their author-ity and seal a win. The match is most likely to decide which team will be in pole position to top the group and clinch a direct berth in the Asian Cup and a place in the third round qualifiers for the World Cup.
Though Oman will be travelling to Iran next March for their final group outing, which - a virtual group final - will again be vital for the fortunes of both teams.
In between, Oman will also be playing a home match on October
13 against India, an away game on November 17 in Turkmeni-stan and another home match on March 24 against Guam.
For the record, Oman had already beaten India and Turkmenistan by 2-1 and 3-1 margins though they were held to a goalless draw in Guam. Though expectations are high, as Oman will be playing at home against Iran, Le Guen is considering the hosts as under-dogs who needs to be ready for a ‘tough battle’.
French coach, while announcing his list of probables for the camp ahead of Iran and India matches on Saturday, said: “We will be play-ing two tough games. Especially Iran match will surely be tough.”
“India comes next. But fist we have to deal with Iran match,” Le Guen said. “We are underdogs. But we have to prepare well and be ready to fight for full points.”
“We have already dropped two points against Guam,” Le Guen said referring to a goalless draw against Guam in their previous match.
“We cannot afford to do that any more if we want to finish on top of the group or as one of the four best runners-up to advance further.”
Lack of match practiceLamenting the lack of match prac-tice for most of the national team players, Le Guen expressed his de-light in the fact that Oman Football Association (OFA) is able to ar-range a friendly match with Syria ahead of Iran match.
“The situation here is little diffi-cult,” Le Guen said referring to the late start of the domestic season and some players being busy with the military teams.
“Between May and till the end of October, some of the play-ers, like (star striker) Abdulaziz Al Maqbali, get to play only one ‘competition game’. That is with-out taking into consideration the national team matches.
“That’s the reality here. But we
cannot make excuses. We have to work hard and train hard to be ready for the match.
“That’s why I am happy the OFA is able to arrange a friendly match with Syria before Iran tie.”
Asked whether it is right to play a friendly (on October 2) less than a week before an important quali-fier, he said: “Considering the situ-ation, it is better to play a match against tough opponents than not play at all.”
Concerns in attackContinuing with his oft-repeated complaints over lack of fire power or ‘lack of efficiency in front of the goal’, Le Guen said: “Obviously the main concern is the way we attack. It is a problem not just with the
national team players but other domestic players as well.
“We need to focus more... on (ball) possession and control.”
When asked whether there is dearth of talent in that depart-ment, Le Guen referred to forward Saud Al Farsi’s performance to make his point.
He said: “When I picked Saud, he showed a lot of promise.
“He played around 45 minutes against Syria (friendly in June) and around 30 minutes in Turk-menistan match. But frankly I thought he should have done bet-ter than he managed to do in those two matches.”
Le Guen, however, stressed the point ‘we need to be patient with the players like him’ and ‘he can
compete with Imad (Al Hosni) and Abdulaziz (Al Maqbali)’.
Le Guen expressed his prefer-ence to play both Iran and India matches at the Sultan Qaboos Sports Complex (SQSC). Oman is scheduled to play India at Seeb Sports Stadium.
“The Bausher complex ((SQSC) is the main stadium. I prefer Oman play their matches their. And I also think that the pitch at Bausher complex is better than the one at Seeb stadium,” he said.
Team manager Mohammed Al Alawi, meanwhile, revealed that following the ‘coach’s request’ the OFA is trying to shift Oman-India match to the SQSC.
Against Iran, Le Guen will be missing the services of Abdulaziz Al Maqbali and fellow forward Azan Al Balushi, both of whom will be away in South Korea represent-ing the Sultanate’s football team in the 6th Military World Games to be organised in the city of Mungyeong from October 2 to 11.
It may be mentioned Al Maqbali emerged the best player of the tournament when Oman finished runners-up to Iraq in the Military World Cup in Azerbaijan in 2013. Oman will be hosting the next edi-tion of the military football tour-nament in 2017.

Fatma clinches back-to-back titles in India
MUSCAT: Omani tennis star Fatma Al Nabhani won back-to-back titles in the south Indian city of Hyderabad when she lifted the singles crown at the $10,000 ITF Pro Circuit Phoenix Live wom-en’s tournament on Saturday.
In the final played at the Leo-nia Holistic Destination courts in Shameerpet, Hyderbad, the Om-ani sensation conceded just four games in her straight sets victory over Rishika Sunkara of India.
Though the second seeded lo-cal girl tried to match the Omani top seed in the first set, Fatma stamped her authority in the sec-ond set to win the title with a final scoreline of 6-3, 6-1.
Earlier in the semifinals, Fat-
ma defeated India’s Riya Bhatia 6-4, 6-3. In the quarterfinals, she overcame a tough challenge from another Indian girl Chilumula Nidhi for 7-6 (4), 6-0 victory.
In the first tournament, which was organised from September 14 to 20, Fatma had found title success. In fact, she completed a double in that event winning the singles and the doubles crowns.
In the final of the singles event, where she was seeded number one, Fatma defeated her doubles partner and either seeded Indian Prerna Bhambri 6-4, 6-0. In the doubles final, second seeded Fatma and Prerna overcame Indian top seeds Sharrmadaa Baluu and Pra-rthana G. Thombare 7-5, 6-2.

Natural gas production, imports grow 5.3% in Oman

MUSCAT: Oman’s natural gas production and imports rose 5.3 per cent to 26,269 million cubic metres (MNCM) for the first eight months of this year, from 24,942 MNCM in the same pe-riod last year.
Of this, while non-associated gas showed a growth of 6.7 per cent to 21,675 MNCM, associated gas production declined 0.8 per cent to 4,595 MNCM, according to statistics released by the Na-tional Centre for Statistics and Information.
A sizeable portion of the natu-ral gas in Oman is used by various mega industrial projects, which
stood at 14,536 MNCM for the first eight months of 2015, against 13,847 MNCM for the same pe-riod last year. Natural gas is also used in oilfields either as fuel or for re-injection.
First eight monthsFor instance, in the first eight months, as much as 5,643 MNCM of natural gas was used in oil fields, against 5,182 million cubic metres units consumed for the same period in 2014. Other major consumers of natural gas in the country include power producers, small-scale industries and lique-fied natural gas plants.
Natural gas used by power and desalination plants stood 3.1 per
cent higher at 5,650 million cubic metres for the seven-month pe-riod of this year.
OPWP estimatesThe Oman Power and Water Pro-curement Company (OPWP), es-timates gas consumption in the electricity and water desalina-tion sector to rise substantially in the next five years, mainly due to higher production to sup-port growing demand for power and water.
While the national demand for gas will rise sharply over the com-ing five years, the rate of increase is by no means evenly distributed, with requirements set to spike in some regions.
In fact, the Ministry of Oil and Gas is responsible for supplying gas to various consumers and the obligations are set out within the agreements.
The Sultanate of Oman’s natu-ral gas production this year is pro-jected at 120 million cubic metres per day, which is 15 million cubic metres higher than that of last year. The Sultanate produced and imported 37,687 million cu-bic metres of natural gas last year (equivalent to 105 million cubic metres per day).

MUSCAT: India’s C & C Con-structions has been awarded a project by Engineering Projects (India), for road and civil works in the Sultanate, said the Gurgaon-based infrastructure company in its filing.
The contract value of the project is $141.28 million, according to re-ports carried by the Indian media.
C&C Constructions operates as an infrastructure development company in India. The company engages in the construction of highways and airports, installing of optic fibre cables and mainte-nance of telecom networks, said the Mint newspaper.
The order value is quite high compared to its current market capitalisation of Rs350 million.
In the quarter ended June 2015, it has reported a consolidated loss of Rs406 million against profit of
Rs516 million in the same quarter last year. Revenue during the same period declined to Rs3,059 million from Rs 4,315 million.
Revenue from its domestic op-erations fell more than 50 per cent, from Rs3,697 million to Rs1,786 million, year-on-year, whereas revenue from overseas operations
more than doubled to Rs1,273 mil-lion from Rs617.7 million. Accord-ing to its consolidated statement of assets and liabilities for June quarter, the companies’ long term borrowings declined to Rs17,538 million from Rs19,026 million. The company’s shares surged ahead after the announcement.

Moody’s keeps junk rating for Greece debt
LONDON: Moody’s has main-tained its deep junk ‘Caa3’ credit rating for Greek government debt, but has upgraded its outlook fol-lowing recent political break-throughs. “Moody’s Investors Ser-vice has today confirmed Greece’s government bond rating at Caa3 and changed the outlook to stable,” the agency said in a statement is-sued Friday.
“The key drivers behind the con-firmation are the approval of the third bailout programme, and the emergence of a political configura-tion that is slightly more supportive than its predecessors for the im-plementation of reforms which the programme will require,” it added.
Third bailoutMoody’s cut its credit rating for Greece to deep-junk — jut two steps above ‘default’ — in July, shortly before a referendum on the terms of the third bailout.
“Notwithstanding the positive developments the Caa3 rating continues to incorporate a high level of implementation risk given Greece’s weak institutions and past poor track-record of imple-menting conditions of financial support,” added the statement.
Newly re-elected left-wing Prime Minister Alexis Tsipras said on Friday that Greece must “quickly implement” the terms of the tough European Union bailout agreed in July.
Tsipras won Sunday’s general election, picking up between 33 and 35 per cent of the vote.
Meanwhile, Greece and Bul-garia hope to reach an agreement by the end of the year on a gas pipe-line connecting the two countries, says state gas supplier. - Agencies

Need to diversify to boost trade
flows, Indian exporters urgedSINGAPORE: Indian manufac-turers and exporters should di-versify more and become part of regional multi-lateral trade pacts to boost shipments of their prod-ucts globally, India’s top envoy in Singapore has said.
“It is for the business commu-nity of India and Singapore to identify more opportunities and further increase trade flows,” India’s High Commissioner Vi-jay Thakur Singh told some 200 delegates at the ‘India-Singapore Trade: Challenges and Opportu-nities’ business forum.
Underlining the wide range of initiatives and thrust of India’s
trade foreign policy, Vijay called on the manufacturers and export-ers to diversify and be part of the regional multi-lateral trade pacts to boost shipments of their products globally.
Vijay also reiterated the govern-ment’s target of further increasing shipments of merchandise and services as there are plenty of op-portunities to do so. “The trade policy aims to increase the share of Indian exports in world markets to 3.5 per cent by 2019-2020, dou-bling it in five years,” Vijay said.
In value terms, the increase in exports would be approximately $900 billion by 2019-2020, al-
most double from $461 billion in 2013-14. Some 175 Indian manufacturers and exporters are showcasing their products at the Singapore International Indian Shopping Festival being held from September 24-27.
Ajay Sahai, director general and chief executive officer of the Fed-eration of Indian Export Organi-sations, also called on the manu-facturers and exporters to adopt strategies to further boost their exports. MUSCAT: Information Technol-ogy Authority (ITA), represented by Dr Salim Sultan Al Ruzaiqi, chief executive officer of ITA, and Oman Broadband Company (OBC) represented by Eng. Said bin Abdullah Al Mantheri, chief executive officer of OBC signed an agreement for implement a private and resilient fibre optic backbone for Oman Government Network (OGN).
This agreement will be directly implemented to connect the cur-rent 63 government entities host-ed by OGN providing high-speed connectivity and linked to the Na-tional Data Center at ITA in addi-tion to another backup data centre.
On this occasion, Dr Salim Sul-tan Al Ruzaiqi, chief executive of-ficer of ITA said: “We are pleased to sign the first phase of the high speed government network with OBC to implement and operate the current active network. The first phase of this implementation will cover 63 headquarters for all government organisations in the Muscat region replacing the cur-rent lower speeds of OGN. The new network will connect the mentioned headquarters with the previous 1GB connectivity and will connect them to the ITA Na-tional Data Center (NDC) with a 10 GB backbone.”
“This new service will enable government organisations to en-hance the service quality and hence better customer satisfac-tion for their provided services. It will also enable government organisations to integrate by ex-changing data to facilitate a true
end-to-end service delivery for their customers. The new ser-vice will also enable government organizations to focus on their core business by taking part of the Government Cloud and the Na-tional Government Data Center state-of-art managed services.ITA looks in the near future to connect regional office of all gov-ernment organisations with simi-lar speeds in multiple phases of the project,” he added.
eTransformation“This new service is also an es-sential milestone in the imple-mentation of eTransformation plan adopted by ITA, as it will help transfer data and procedures in high speed. We, at ITA, will spare no effort to facilitate the comple-tion of this project successfully through following-up, support, guidance and consultation,” Dr Al Ruzaiqi said.

theri, chief executive officer of OBC pointed out that this step is one of the important objectives of the national strategy for broad-band and to support and enable government services.
The implementation of this network will work to remove ob-stacles related to fast data transfer which is currently a challenge to the implementation of eGovern-ment services. “This network will transfer data between these gov-ernment entities significantly as this would serve to unite all gov-ernment data in a unified national data centre,” Mantheri added.
While providing each govern-ment entity with one Gbps, which stands for Gigabits per second throughout fibre optic connec-tion and is faster than the current speed by 1,000 times, the period of implementing the intercon-nection project will not exceed12 months from the date of signing the agreement.

Tesla chief calls for ‘random emission’ testing
TILBURG (Netherlands): Tesla chief executive Elon Musk has called for fossil fuel-powered cars ‘to be tested at random’, as German giant Volkswagen’s worldwide pol-lution cheating scandal continues to reverberate around the globe.
“The obvious move is to pick cars at random and then test the emission in transit,” said Musk at the unveiling of the US-based elec-trical carmaker’s new plant in the Netherlands, the first in Europe.
The CEO’s comments come in the wake of revelations that Volk-swagen equipped 11 million of its diesel cars worldwide with soft-ware that can switch off those pol-lution controls — except when it detects the vehicle is undergoing official testing.
“Clearly emissions-testing needs to be more rigorous,” Musk said after the shock discovery, which has thrown the focus on electrical cars and their environ-mental advantages.
The scandal broke a week ago when United States officials pub-licly accused Volkswagen of cheat-ing and launched a probe into the scam. The US has since been joined by a growing list of countries launching similar investigations.
“What we’re seeing with diesel is that we’ve hit the limit,” said Musk, whose new factory in Til-burg in the southern Netherlands will be able to pump out 450 high-end electrical cars a week.
He said he believed the German car giant “was under a lot of pres-sure to make improvements” in emission levels. - AFP

MUSCAT: There were 11,335 commercial registration certifi-cates registered by the department in the Dhahirah governorate till the end of July 2015, said an official.
“Most of the commercial and economic activities in the gover-norate are centred around build-ing materials and construction activities, in addition to shopping centres, public service shops and other commercial activities,” said director of the Trade and Indus-try Department at the governo-rate, Said bin Homoud bin Said Al Qassabi said.
Dhahirah has all the suitable means and facilities for invest-ment in all industrial and commer-cial sectors. Certain legislations
have been issued to ensure invest-ment and facilitate the procedures.
The governorate is the northern gateway of the Sultanate with the Gulf Cooperation Council (GCC) countries. It has many natural resources and raw materials, in-cluding oil, gas, gold, and copper, apart from chrome, marble, clay mud, gypsum and stone salt.
The governorate will contrib-ute in increasing the added value generated from local resources enjoyed by the governorate.
This will see the emergence of numerous industries and accom-panying services.
The economic zone that com-prises the industrial and logistic sector in the governorate com-prises the biggest investment projects that will be witnessed in
the near future. It will increase in-vestment opportunities, encour-age youth to set up projects and provide job opportunities.
Modern roadsIn the recent past, the governorate has witnessed a positive trend in commercial and industrial activi-ties. This has helped in increas-ing the commercial movement thanks to modern roads that have recently been constructed in the governorate, said Al Qassabi.
“There is a direct connection between the four main roads and the biggest Omani governorates including Al Batinah. The Ibri-Hafeet road leading to Al Buraimi governorate will ease connectiv-ity by land with the United Arab Emirates and Saudi Arabia. There
is also a direct open road to the markets of Dakhiliyah governo-rate,” he added.
Commercial sector“Most of the industrial activities at Dhahirah focus on the small and medium industries like work-shops, bricks factories and other activities. The governorate has four industrial services zones including industrial service ar-eas in Ibri, Tanim, Al Tayeb and Dhanak,” said the official.
“These zones are witnessing an expansion currently with the es-tablishment of some new projects. In the near future, more projects will come up in these areas on the completion of necessary services like road, water and phone net-works. The Ministry of Regional Municipalities is paving these ar-eas. The plans of industrial servic-es at Tanim have been completed. The industrial services area at Al Tayeb is also semi-complete. Work is in progress in Ibri,” point-ed out Al Qassabi.
He indicated that the industrial area that is set to be established on the Empty Quarter road leading to the Saudi Arabia is a start for the governorate to activate this sector.
“From the beginning of 2014 till the end of July, 1,156 certificates of origin were issued by issuing the necessary licences and permits, in co-ordination with the competent authorities. Certificates of origin for national products and indus-tries have also been issued for the purpose of exporting them to the
GCC and other Arab countries,” he said.
Market inspection “The role of the Commerce and Industry Department at Dhahirah is not limited to issuing licences that regulate commercial work alone. Rather, it includes effecting field inspection tours for the mar-kets of the governorate. The mar-kets and commercial centres are inspected in collaboration with the suppliers to ensure the avail-ability of the different consumer goods. Licences of sales and pro-motions are also followed up,” ex-plained Al Qassabi.
“Last year, 789 commercial reg-istration certificates were issued, while from January to July 2015, 242 were issued. In the past year, 1,494 trade names have been issued, while 814 were issued from Janu-ary to July 2015,” he pointed out.
“Last year, 184 commercial and private licences were issued, apart from 84 till July 2015. For nation-al products and industries, 355 certificates of origins were issued. From January to July 2015, 801 certificates of origin have been is-sued. For cement shipments, 150 certificates of release were issued last year, while another 1017 were issued till July 2015,” he added.

Oracle lowers Larry Ellison’s pay in first year as tech chiefNEW YORK: Oracle’s highest-paid executives were awarded less in fiscal 2015 as the software mak-er granted performance-based stock in place of some options.
Founder Larry Ellison, who stepped down as chief executive officer in 2014, saw his compen-sation fall to $62.1 million from $100 million in the previous year, according to the Bloomberg Pay Index, a ranking of the 200 high-est-paid United States executives that prices equity grants as of a company’s fiscal year-end.
His co-replacements Mark Hurd and Safra Catz were each awarded $56.9 million. The previ-ous year all three were among the 20 highest-paid US executives, each receiving more than $70 mil-lion, the index shows.
Oracle, the world’s largest da-tabase maker, paid Ellison almost entirely in options until last year. The Redwood City, California-based company introduced per-formance-based restricted stock after he stepped down to become chief technology officer and
named Hurd and Catz co-CEOs. Excluding Ellison’s shares, Oracle investors have never approved the company’s compensation plan in advisory say-on-pay votes.
Oerformance-based stocksDeborah Hellinger, a spokeswom-an for Oracle, declined to com-ment. The performance-based stock awards were contingent on revenue and operating cash flow growth compared to a group of competitors that included In-ternational Business Machines,
Salesforce.com and Intel. The shares will be paid out over a four-year period if targets are met.
Ellison received 3 million op-tions to purchase Oracle shares, and Hurd and Catz were each given 2.75 million, granted with strike prices between $38.89 and $40.47, according to the filing. The year earlier, Ellison received 7 mil-lion options, and Catz and Hurd received 5 million options apiece. The most- recent option grants are valued on the Bloomberg Pay In-dex using Oracle’s fiscal year-end
price of $43.49 a share.Oracle returned 4.8 per cent to
shareholders during its fiscal year, trailing the Standard & Poor’s 500 Index, which returned 12 per cent.

Food trucks struggle to fit inMEXICO CITY: In a colourful truck painted with flowers, chef Luis Castillejos serves tlayudas — a toasted corn tortilla topped with shredded beef, avocado, cheese and hot salsa — to customers in Mexico City.
He has dubbed his truck Nanix-he, which means ‘delicious’ in the indigenous Zapotec language, and the former accountant proposes to serve traditional food with ‘a gourmet touch’. But instead of driving around the city to find hungry office workers, his vehicle is stuck in a parking lot along with other food trucks.
While the sidewalks of Mexico City are crowded with small food stands that draw big lunch crowds, it has found little space in its heart for gourmet food trucks, which have become mainstays in other major cities such as New York.
The kitchens-on-wheels are in a legal limbo in the mega-capital, where police chase them out of the streets while lawmakers fail to regulate their businesses, forc-ing them to huddle in places like parking lots or street fairs.
“We want to work in a legal
way,” Castillejos said.

He doubts that the city govern-ment will ever give permits to food trucks. “It’s more interested in votes to stay in power than al-lowing a nicer offering” for food-ies, he said.
When food trucks park on a street, “transit police or a borough authority arrives” to kick them out, said Fernando Reyes, presi-dent of Foodtrucks DF, an asso-ciation that represents dozens of the city’s nearly 300 food trucks.

BlackBerry unveils Android phone in new reboot effortWASHINGTON: BlackBerry an-nounced plans Friday to sell an Android-powered smartphone, in the latest reboot effort from the faded star of the sector.
The Canadian firm said its would begin selling “Priv,” de-scribe as “a flagship handheld de-vice that will run on the Android operating system with BlackBerry security,” expected to be available later this year. “Priv combines the best of BlackBerry security and productivity with the expansive mobile application ecosystem available on the Android plat-form,” said John Chen, executive chairman and chief executive.
BlackBerry said however it “re-mains committed to the Black-Berry 10 operating system, which
enables industry-leading security and productivity benefits.”
Platform updatesThe company said it “will con-tinue to develop and enhance the BlackBerry 10 operating system and is confirming plans to release platform updates focused on secu-rity and privacy enhancements,” in March 2016.
The BB 10 operating system was unveiled in 2013 as part of an effort to regain market share lost as con-sumers around the world shifted to devices running on Google An-droid and Apple’s iOS.
But the operating system share has fallen further, and now rep-resents less than one percent of smartphone users.
BlackBerry, one of the early pio-neers of smartphones, has been struggling for years. It has made several efforts to find new custom-er niches, with low-cost devices, tablets and by shifting its empha-sis to software and services.
In releasing its quarterly results, BlackBerry said it swung to a profit of $51 million for the three months to August 29, compared with a loss of $207 million in the same period a year ago. But the profit came from a one-time credit from an adjustment in the value of some of its debts. Revenues for the period slumped 46 per cent from a year ago to $490 million.
“I am confident in our strat-egy and continued progress, high-lighted by our fourth consecutive
quarter of year-over-year double digit growth in software licens-ing revenue and sixth consecutive quarter of positive free cash flow,” Chen said.
Making faster progress“At the same time, we are focused on making faster progress to achieve profitability in our hand-set business.”
BlackBerry said it sold 800,000 smartphones at an average price of $240. That represents a tiny frac-tion of a global smartphone market of some 300 million per quarter.
The company said 15 per cent of its revenue came from software and services, 41 percent for hard-ware, and 43 per cent for service access fees. — AFP

Wall Street braces for grim earnings season
NEW YORK: Wall Street is brac-ing for a grim earnings season, with little improvement expected anytime soon.
Analysts have been cutting projections for the third quarter, which ends on Wednesday, and beyond. If the declining projec-tions are realised, already costly stocks could become pricier and equity investors could become even more skittish.
Forecasts for third-quarter S&P 500 earnings now call for a 3.9 per cent decline from a year ago, based on Thomson Reu-ters data, with half of the S&P sectors estimated to post lower profits thanks to falling oil pric-es, a strong US dollar and weak global demand.
Expectations for future quar-ters are falling as well. A rolling
12-month forward earnings per share forecast now stands near negative two per cent, the lowest since late 2009, when it was down 10.1 per cent, according to Thom-son Reuters I/B/E/S data.
Above historic levelsThat’s further reason for stock investors to worry since market multiples are still above historic levels despite the recent sell-off. Investors are inclined to pay more for companies that are showing growth in earnings and revenue.
The weak forecasts have some strategists talking about an “earnings recession,” mean-ing two quarterly profit declines in a row, as opposed to an eco-nomic recession, in which gross domestic product falls for two straight quarters.
Earnings recessions“Earnings recessions aren’t good things. I don’t care what the state of the economy is or anything else,” said Michael Mullaney, chief investment officer at Fiduci-ary Trust Co in Boston.
The S&P 500 is down about nine per cent from its May 21 closing high, dragged down by concern over the effect of slower Chinese growth on global demand and the uncertain interest rate outlook. The low earnings outlook adds another burden.
China’s weaker demand out-look has also pressured commod-ity prices, particularly copper.
This week, Caterpillar slashed its 2015 revenue forecast and an-nounced job cuts of up to 10,000, among many US industrial com-panies hit by the mining and en-ergy downturn. Also this week, Pier 1 Imports cut its full-year earnings forecast, while Bed Bath & Beyond gave third-quarter guid-ance below analysts’ expectations.
“We are continuing to work through the near-term issues stemming from our elevated in-ventory levels and have adopted a more cautious and deliberate view of the business based on our first-half trends,” Jeffrey Boyer, Pier 1 chief financial officer, said in the earnings report.
On the other hand, among early
reporters for the third-quarter season, Nike shares hit a record high after it reported upbeat earn-ings late on Thursday.
Negative outlooksNegative outlooks from S&P 500 companies for the quarter out-number positive ones by a ratio of 3.2 to 1, above the long-term aver-age of 2.7 to 1, Thomson Reuters data showed.
“How can we drive the market higher when all of these signals aren’t showing a lot of prosper-ity?” said Daniel Morgan, senior portfolio manager at Synovus Trust Company in Atlanta, Geor-gia, who cited earnings growth as one of the drivers of the market.

US economic growth hits 3.9%
WASHINGTON: US economy struck a peppy 3.9 per cent annual growth rate in the second quarter, faster than originally thought and providing more fuel for a Fed rate hike, the Commerce Department said on Friday.
The new data confirmed the economy’s rebound from a first-quarter stall, though since then it has settled to a more modest pace as global growth has slowed.
It also suits the Federal Re-serve’s plans to begin increasing interest rates despite weakness and market turmoil elsewhere.
Both investment and consumer spending — keys to economic strength — were stronger in the April-June period than in the pre-vious growth estimate, which was 3.7 per cent.
Investment in inventories was lower than previously thought,
but that only suggested that in-ventory spending would remain solid through the current quarter.
The revised figure was better than expected, adding to argu-ments that the US economy re-mains strong, despite weakness elsewhere in the world.
Still, US growth for all of 2015 is expected to be modest, 2.1 per cent in the Federal Reserve’s lat-est forecast. — AFP

A negative headline inflation reading, which would be the first since March, would fuel specula-tion about further European Cen-tral Bank stimulus, six months after the euro zone’s central bank launched a one trillion-euro-plus asset-purchase programme.
On Wednesday, however, a sur-
prisingly hawkish-sounding Mario Draghi said the ECB needed more time to assess whether China’s slowdown, particularly its impact on commodity prices, cheap oil and a rising euro, would slow infla-tion further. Even if inflation turns negative again, deflation risks re-main low, Unicredit analysts said in a note, with a fading of the base effect from 2014’s plunge in energy prices likely to push the headline rate higher by year-end.
Friday’s non-farm payrolls data is expected to show the US econ-omy added 203,000 jobs in Sep-tember with the unemployment rate holding steady after falling in August to 5.1 per cent, its lowest since April 2008. Buoyant labour market data would revive expecta-tions of a first US interest rate rise in nearly a decade, after a sharp selloff in global financial markets sparked by worries about China’s economy prompted the Fed to hold fire this month.
Fed Chair Janet Yellen said on Thursday she expects the US cen-tral bank to begin raising rates this year as long as inflation re-mains stable and the US economy is strong enough to boost employ-ment. Her comments lifted the dollar on Friday. — Reuters

How to Use a Treadmill ProperlyTreadmills provide you the effect of walking indoors. Walking on a moving belt is considered equivalent
to taking a morning constitutional or an evening stroll as it helps you quickly burn calories in one spot.
But you need to be careful while using this simplest of gym equipment that can produce all round health benefits,
like improving cardiovascular health, enhancing blood circulation, strengthening the spine, tightening
the abdomen, and building muscles of the lower limbs.

BEGIN SLOWLY: Most modern treadmills have controls that
enable the user to adjust the speed as per one’s comfort level. Start at
a slow pace and slowly speed up.
DON’T READ: Reading while on a treadmill is a risky proposition that can make you lose balance or sideline your feet.
HANDS OFF HANDRAILS: Keep your hands off the handrails, you don’t need support. Walk as if you would normally walk without
holding onto anything.
DON’T STAGNATE: Slowly improve the time you spend on the treadmill as well as the speed during each session. Don’t get stuck with the same boring routine.
LOOK AHEAD: Watching the movement of your feet is not
good, just look straight ahead and keep moving. If you need
to answer anyone, do it without turning around.
DON’T JUMP: Never jump or try to take long strides to cover more distance. The most efficient speed should enable a maximum of three steps per second.
EXPECT DIZZINESS: It’s normal to feel a bit dizzy after you step off. So slow down before you
step off, and rest a little before getting onto another routine.
DON’T HUNCH: Leaning forward is dangerous as it could throw you off balance. Maintain an upright posture while walking/jogging.
ALWAYS WEAR SHOES: A good pair of walking shoes is all
you want while using a treadmill. Going bare feet is not good as
sweat can cause you to slip.
DON’T OVERDO: Soreness of muscles/aches, accelerated heart beats, are signs to slow down and stop. You may resume after some rest but never go beyond your capacity.
