1. Enhancing working relationships with all spheres of government.

2. Identify opportunities for financial reform between all of the Governments.

3. Facilitate the continued development and enhancement of Local Government.

4. Promote a positive image of, and participation by all in Local Government.

Waste is a priority !

Why?

1. Every council

2. Very public

3. Legislation and regulation (such as EPA landfill guidelines)

4. State targets (SASP and State Waste Strategy)

5. $100M per annum (financial sustainability) = approx 10% of council expenditure

This is a sector with plenty of challenges!

Bigger than the levy !

While the solid waste levy is an important issue it is only a component of the bigger picture

(That said the LGA levy strategy is still on track)

The Bigger Picture

1. Bill Cossey engaged to deliver ‘Future Directions in Waste Management’ to provide advice and recommendations on key issues.

• Capacity for Local Government to contribute to SASP and SA Waste Strategy targets via practical approaches and building on current successes

• A more coordinated set of arrangements between State an Local Government and greater access to available funds

• Greater clarity and consistency for ratepayers on their contribution

• due in time for Bi-lateral discussion for next budget

2. SACES engaged to review capacity of the SWL to drive change in the municipal sector

• Does the SWL drive ratepayer behaviour?

• What mechanisms might be preferable - differentiation?

• Supported by 3 Council case studies.

3. LGA negotiated for waste management inclusion on the Schedule of the State and Local Government Relations Agreement

• Strategy for meeting the challenge of closing regional landfills

• Assessing progress towards SASP and SA Waste Strategy targets

4. Clearly we are faced with challenges and Local Government can’t go it alone. The LGA is forging the necessary partnerships needed to tackle these issues.

• aligning the strategic focus of the EPA, Zero Waste SA (ZWSA) and Local Government to achieve outcomes

• Consulting with ZWSA to align LG objectives with annual ZWSA business plans

• Agreed program of works to free funds from WRF

Conclusion

The LGA is developing a strategy, building the partnerships and chasing the $$ that will hopefully deliver;

• Alignment of State and Local Government objectives

• A greater capacity for regional issues to be dealt with efficiently

• Funding to assist with priorities (regional landfill closures & development of alternative methods)
