This rulemaking by the Commission on Peace Officer Standards and Training (POST)amends sections in Title 11 of the California Code of Regulations regarding field trainingprogram and certificates. POST is incorporating three forms by reference: POST—Approved Field Training Program (FTP) Or Police Training Program (PTP) Application,POST 2-229; Request For Reissuance of Post Certificate, POST 2—250; and CertificateApplication — Reserve Peace Officer, POST 2-256. The regulation text is amended toupdate the form names and revision dates, as applicable.

OAL approves this regulatory action pursuant to section 11349.3 of the GovernmentCode. This regulatory action becomes effective on 10/1/2016.

1004. Field Training Program.

(a) Program Requirements,

Any department which employs peace officers and/or Level | Reserve peace officers shallhave a POST—approved Field Training Program. Requests for approval of a department'sField Training Program shall be submitted on POSillfermg POST-Approved Field TrainingProgram (FTP) or Police Training Program (PTP) Application, POST 2-229 (Rev:98l981212012), isherein incorporated by reference, signed by the department headattesting to the adherence of the following program requirements:

(B) One year previous experience performing general law enforcement uniformedpatrol duties.

Requests for an exemption shall be made on POST-Approved Field Training Program(FTP) or Police Training Program (PTP) Application, POST 2—229 (RevT04710212l2012),signed by the department head, along with written documentation attesting to thedepartment's qualification(s) for an exemption. in the event that a department no longermeets the exemption criteria, a request for POST—approval of the department's FieldTraining Program shall be made as outlined in PAM Section D-13.

(B) Application Requirements

An applicant (or an applicant's employing department) shall submit a completedCertificate Application — Reserve Peace Officer, POST 2—256 (Raw 0/2010). If thetraining required in subsection 1011(a)(12)(A)3. is not reflected on the applicant'sPOST Profile, the application shall include supporting documentation that verifies thetraining has been completed (Le, a certificate of completion).

(f) Certificate Replacement

Individuals who have lost or misplaced a professional certificate or who possess adamaged professional certificate may request a replacement. The request must besubmitted on a Request for Reissuance of POST Certificate, POST 2—250 (Rev—06/2014),herein incorporated by reference, to the POST Certificates Unit.
