System Design:
WiFi for majority of data traffic and Femto for Voice / Low Volume Data
System engineered based on the agreed 120mE call model
System Performance:
End-users using PS as a substitute for WiFi, experience unsatisfactory
Average traffic levels presented to the system >205mE, mainly PS
Solution:
Coach Telkomsel end-users to use WiFi for heavy duty data
Re-design system based on actual traffic profile and upgrade to hi-capacity Femto-cells
Outcome:
System upgraded to hi-capacity Femto-cells over week-end 14/15th February and new services launched for start of business day Monday 16th February
System monitoring / tuning on-going
Telkomsel staff on 4th floor have acknowledged an improved to end-user experience

RF Design Targets
• 165 mE voice/data traffic per user
• Ec/No of -12dB in 95% of the main seating area (excluding elevators, service areas, toilets and emergency stairwells)
• 50% loading of the small cells assumed
• RSCP of -85dBm in 95% of the main seating area (same exclusion as above)
• Voice capacity at 2% blocking

PS traffic 10-15x the CS traffic during busy hr - Peak of CS traffic (10am-11am and 3pm) and adding to UL interference.
CS traffic driving the PS capacity down by preemption (design intent)
Higher mobility due to end user looking for higher data speed
Degraded end user experience
15-50 users on 5th floor are also using the system
