    BY virtue of "'l'he Navigation Act, 1904," I, the saw Governor, acting with the advice of the Executive Coun-cil, do hereby proclaim anel declare that the following new Rules shall be added to the Second Schedule of the saW Act, ancl shall be of the same force as if enactecl in the said Act, that is to say:

    1.
