TANGEDCOProceedings No.6, dated the 19th March 2018 revising the Pay Band of Part-TimeConservancy Workers from Rs.1300-3000+Rs.300/- (Grade Pay) to Rs.4100-12500with notional effect from 01.12.2015 (fixed on 01.01.2016) and monetary effectfrom 01.10.2017, the Chief Engineers and Superintending Engineers are instructed tofix the revised pay to the part time conservancy workers as per the pay matrixenclosed herewith.

WORK ALLOCATION & DESIGNATION

Executive Engineer/Civil/Division-I/Captive Coal Jetty and Pipe Conveyer System:

EE/Civil will be in charge for all the civil works related to captive coal jetty andthe major civil works are given below.

Various studies includes Topographic survey, Geotechnical Investigation,Bathymetric survey, Physical Model Studies and other Site Development

activates like Site clearance works Site grading, Fencing/Compound wall &Approach Bund for road, etc as per the specification

Jetty with two berths of total length 555 m and 25 m wide with two wings of180 m x 10 m. The width of the wings shall have to be suitably increased asper requirements of structures to be accommodated.

Breakwater of about 915 m length to protect jetty.

Approach Bridge of 10.10 m width for a distance of about 7.90 km for providingtwo streams of pipe conveyor, water line, electrical cables, cooling water outlet pipe for a distance about 1.30 km also for vehicle transport to attendmaintenance work at coal jetty and along the entire pipe conveyor systems.The approach bridge shall be widened by 4.25 m at every 500 m for bye-passing /parking a vehicle.

Maintenance Operations Jetty of 20m x 6m shall be provided near landfallpoint of Approach Bridge.

Civil, structural and architectural works for Coal handling systems, ConveyorGalleries/Trestles at jetty and Junction tower (JNT-I), etc as per the specification

All other buildings, structures and works necessary for construction, operationand maintenance of the Captive Jetty and coal handling system conforming to thespecification.

Scrutinizing the invoice and Billing of the entire project works respect of Civilworks and up keeping the records and participating in the site related Civil aspects,also arranging the site co-ordination meeting.

PROCEEDINGS:The Contract Labourers/Temporary Casual Labourers who have been directly

engaged by the Board on need basis on daily wages @ Rs.250/- (now Rs.380/-)based on the Court orders and as per the approval of the Committee constitutedvide (Per.) B.P (CH) No.9 (Adm. Branch) dated 09.01.2008, are absorbed as Mazdoor(Trainee) and subsequently they are posted as Mazdoors. Later on, as per the approvalof the Board, these Mazdoors are promoted as Field Assistants by relaxing theprescribed educational qualification (i.e.) ITI with NTC/NAC.

2) Besides this, certain individuals who have not possessed the minimumeducational qualification of 8th Std. pass are also appointed as Mazdoors oncompassionate grounds, based on the Court orders and as per the TANGEDCOProceedings 1st and 2nd read above.

3) Based on the demands of the Unions, a clause was included in theMemorandum of settlement secured with the Unions under section 12 (3) of the IDAct, 1947 dated 22.02.2018, and it has been agreed to merge the post of Mazdoorwith the post of Field Assistant.

4) While merging the post of Mazdoor with the post of Field Assistant, thefollowing procedure shall be followed:

i. The Mazdoors who have completed 58 yeas/relinquished their rights forpromotion as Field assistant shall be continued in service as Mazdoors till theirage of 60 years.

ii. The Mazdoors who were undergoing punishment for 3 years, as (Per.) B.P(F.B.) No.27 (Adm.Branch) dated 07.11.2002 shall be continued as Mazdoorsand after completion of the punishment period, they shall be posted as FieldAssistant subject to their eligibility.

iii. The Mazdoors who are not willing to join as Field Assistant shall be permittedto continue as Mazdoors till their age of 60 years after obtaining an undertakingfrom them.

iv. The remaining Mazdoors who have not completed 58 years shall be postedas Field Assistant by relaxing the prescribed educational qualification (i.e) ITIwith NTC/NAC.

5) The above orders shall take effect from the date of settlement (i.e.)22.02.2018.

6) Consequent to the merger of Mazdoor post with the Field Assistant post,there will be no further appointment/absorption of mazdoor in future, except thosewho are covered in para 4 (i) (ii) & (iii).

In the reference cited, among others, the following orders have been issued:

It has been brought to the notice that, the above process of furnishing theapplications to the Pension Sanctioning Authorities and in turn forwarding the sameto the Chief Internal Audit Officer/Audit Branch for authorization causes undue delay.The Pensioners’ Association have, therefore, requested to issue modified instructionsdispensing with submission of applications as ordered. The same has been examinedand it has been decided to issue necessary amendment to this effect.

3. Accordingly, the following amendment is issued to (Per.) CMD TANGEDCOProceedings No.52, (SB) dated 02.03.2018:

AMENDMENTFor the expression in para 10 (i), (ii) and (iii), the following expression shall

be substituted:

In the proceedings read above, orders were issued delegating powers to theChief Engineer/Information Technology to sanction the estimate and execute theNew LAN Cable Laying and maintenance works of Computer Networks in Headquarterswith monetary powers not exceeding Rs.2.00 Lakhs per annum.

2. The Chief Engineer/Information Technology has stated that the supply andlaying of new LAN Cable as well as troubleshooting of existing LAN Cable works arebeing dealt with in the Computer Centre by utilizing the above monetary powers, forproviding the Internet/Intranet connectivity to the new/existing nodes in theHeadquarters Offices. In the present Scenario, the users of computer network haveincreased manifold, which in turn increased the need for laying of new cables andtroubleshooting of existing faulty LAN Cables. Moreover, due to ageing factor, it hasbeen proposed to change the LAN Network Cable by core Ethernet Switches, CoreSwitches etc. and to use Optical Fibre Cable (OFC) to connect the core switches inthe new proposed LAN network architecture, so as to attend and rectify the failure infuture.

3. Further, the critical servers like Online Payment Server, Email Server and itsrelated hardware and network equipments housed in the Legacy data centre wereshifted to R-APDRP Data Centre by connecting through Fibre Optic Cable laid betweenthem, so as to maintain uninterrupted connectivity in the Headquarters premises. As,the existing monetary powers of the Chief Engineer/Information Technology isinsufficient to meet the requirement of the users of Headquarters Offices, theChief Engineer has proposed to enhance the existing annual limit for sanction ofestimate and execution of supply, laying and maintenance works of LAN Cable forcomputer works in Headquarters from Rs.2.00 Lakhs Rs.5.00 Lakhs per annum andto delegate the above monetary powers of Rs.5.00 Lakhs for new supply, laying andmaintenance works of Optical Fibre Cable (OFC) with accessories at Headquarters.The Board has approved the above proposal.

4. To release the retention amount of Rs.10.65 crores for completed andoperational sugar mill modernisation projects at 7 sugar mills viz Salem,Subramaniya siva, kallakurichi I, Kallakurichi II, Dharmapuri, Vellore andChengalrayan sugar mills after deducting Rs.1.70 crores for pending works(Work pending with 6 sugar Mills out of 7) in a phased manner based on theprogress in order to speed up the Co-generation Projects along with sugarmill modernisation at Arignar Anna, Tanjore and Perambalur on obtainingundertaking from M/s. WIL agreeing to utilize the above said Retention amountonly for Arignar Anna, Tanjore and Perambalur Co-generation projects alongwith sugar mill modernization or else the SD cum PG already submitted byM/s. WIL may be appropriated by TANGEDCO.

3. After release of first instalment, expenditure incurred in the site will be monitoredand accounted for every fortnight by the EPC consultant. Based on theprogress, subsequent instalment of retention amount may be released.

4. Out of Rs.10.65 crores, Rs.9.04 crores required for completion of ArignarAnna, Tanjore and Perambalur Co-generation projects along with sugar millmodernization and balance amount may be utilized for remaining 7Co-generation projects along with sugar mill modernization works.

In continuation to the letter 2nd cited, the Managing Director, TAHDCO hasrequested to effect agricultural service connections to 45 Scheduled Tribe farmersunder Fast Track Supply Scheme and remitted an amount of Rs.4.50 lakhs (Initialamount of Rs.10,000/- per service connection) vide Cheque No.934722 dated10.04.2018 to Headuarters Account.

The list of 45 beneficiaries based on G.O.251 dated 09.10.2017 for the year2017-2018 are enclosed.

The following instructions based may be followed for effecting service connection.

1. 90 days notice shall be issued to the 45 applications before 15.05.2018 andconfirmation for serving 90 days notice may be sent to this office. Nametransfer, SF change are not permitted. If there is any deviation in the detailsmentioned in the list, notice need not be issued and the concerned DistrictManager/TAHDCO, may be addressed for clarification. Only after gettingclearance from District Manager/TAHDCO, the notice has to be issued.

2. Readiness entered details shll be informed to Head Quarters as on 20th ofevery month (Report has to be sent before 25th of every month), as balanceRs.65,000/- per service has to be paid by TAHDCO Head office to TANGEDCOHead office. Work has to be taken up after receipt of balance amount fromTAHDCO.

3. It is informed that maximum of 180 days as accepted by TAHDCO is onlypermitted for entering readiness under this scheme and time extension afterexpiry of 90 days notice period has to be got approved from the ChiefEngineers/Distribution concerned by the Superintending Engineer/EDC. It shallbe specifically noted that 5 years and 90 days period is not applicable to thisTAHDCO Fast Track scheme. After expiry of 180 days, the applications haveto be transferred to normal category.

4. Sanction of estimate for taking up works has to be done after getting intimationfrom CE/Plg&RC regarding receipt of balance Rs.65,000/- per beneficiary.

5. Supply shall be effected to the above 45 beneficiaries in separate priority andthe same shall be accounted under normal category based on the seniority ofthe readiness reported by the applicants. G.O.Ms.No.251 dated 09.10.2017,List of 45 Nos ST beneficiaries shall be mentioned in all correspondances.

The details of services effected may be intimated to the Chief Engineer/Planning& RC and the concerned District Managers, TAHDCO. If any beneficiaries are notcoming under your Region/Circle, the above details may be transferred to concernedRegion with a copy to this office.
