09.01.2019 received from the J&K Services Selection Board.

Whereas,' the Finance Department vide communication No. ET /Estt/154/2012 dated 11.08.2015 referred 88 posts of Inspector (State Cadre) (OM=47, RBA=20, SC=08, ST=10, ALC=02,OSC=01) of the J&K Excise and State Taxes (Subordinate) Service to J&K Services Selection Board for selection of suitable candidates; and

02- Whereas, the Jammu & Kashmir Services Selection Board vide communication No. SSB/Secy/Sel/2018/7492-98 dated 27.06.2018 forwarded a select list of 44 candidates (OM=27, SC=06, ST=10 & OSC=Ol) for the post of Inspector Finance Department (State Cadre) advertised vide notification No. 05 of 2015 under item No. 169 dated 01.09.2015 indicating therein that recommendation in favour of 07 Inspectors were kept withheld for want of requisite documents; and

03- Whereas, the Finance Department vide Government Order No. 297- FD of 2018 dated 03.07.2018 and Government Order No. 383- FD of 2018 dated 07.09.2018 issued appointment orders in respect of 37 candidates and 03 candidates respectively as Inspector (State Cadre) in the Pay Band of Rs. 9300- 34800 with Grade Pay of Rs. 4200/- in the J&K Excise and State Taxes (Subordinate) Service.

04- Whereas, the Jammu and Kashmir Service Selection Board vide No. SSB/Secy /Selj290-95 dated 09.01.2019 has forwarded the selection list of remammg posts of 42 Inspectors (OM=20, RBA=18, SC=02, ALC=02). Recommendation in favour of 05 Inspectors have been kept withheld for want of requisite documents, 01 post have been kept reserved in light of Hon'ble Court

Order dated 28.12.2015 passed in SWP No. 2130/2015, MP No. 1/2015 & MP No.02/2015 and 01 post has been kept unfilled for the want of certain clarification;

05- Now, as recommended by the J&K Services Selection Board, sanction is hereby accorded to the temporary appointment of the following 37 candidates as Inspector (State Cadre) in the Pay Band of Rs. 9300-34800 with Grade Pay of Rs. 4200/- (pre-revised) in the J&K Excise and State Taxes (Subordinate) Service with immediate effect and shall report to the Head of Departments as indicated against each within a period of 21 days from the date of issue of the order:-

06. The appointment of the above said candidates shall be subject to fulfillment of the following conditions-

A) The appointment induding pay, service etc shall be governed in terms of J&K Special Recruitment Rules, 2015 [SRO-202 dated 30- 06-2015].

8) In case of failure of said appointees to join within the stipulated period, his/her appointment shall be deemed to have been cancelled ab-initio without any further notice.

C) The appointees shall be allowed to join only on production of the following certificates in original:- 1. Academic/Technical Qualification Certificates. 2. Matriculation/Date of Birth Certificate. 3. Health Certificate issued by Chief Medical Officer. 4. Permanent Resident Certificate issued by the Competent Authority. S. Certificates from the District Industries Centre(DIC) and District

Employment & Counseling Centre to the effect that no loan under the self­ employment scheme has been taken by the appointee.

6. Reserved Category Certificate (in case of candidates belonging to reserved category).

D) The appointees shall undergo one month training at Excise & Taxation Institute, Nagrota, Jammu.

E) The appointment of the candidates as Inspector shall further be subject to the following conditions:-

i. The appointees shall give an undertaking duly attested by the First Class M~gistrate in the shape of an affidavit to the effect that in case adverse report about his/her character and antecedents is received from Inspector General of Police, (CIO), J&K to whom a reference shall be made by the concerned HoD, the candidate shall have no right to claim his/her appointment as Sub Inspector and his/her appointment as such shall be deemed to have been cancelled ab-initio.

ii. If on verification, the certificate(s) produced by the appointee are proved to be fake or forged, the appointment shall be cancelled ab-initio.

iii. The salary of the appointee shall not be drawn and disbursed to him/her unless the satisfactory reports in respect of (i) and (ii) above are received in his/her favour.

iv. The appointee shall be on probation for a period of 05 years and shall undergo and qualify the Departmental Examination (Excise and Taxation Part-l Examination) within the period of probation.

v. The inter-se-seniority of the appointee shall be strictly as per his/her merit in the select list.
