Thrifty Payless, Inc intends to relocate Rite Aid #5574 from its current location at 6639 LaurelCanyon Boulevard. in North Hollywood CA to a newly constructed free-standing building withover 11,800 sq. ft of retail sales space. The new building is being constructed at 11350Victory Boulevard., also located in North Hollywood, City of Los Angeles.

A significant rational for the move is to maximize convenience to local shoppers is to facilitatea 'one-stop' shopping experience. As such, in addition to a broad array of household goodsand health and beauty aids in our general merchandise sections, we intend to operate thefollowing departments:

• Pharmacy• Pre-Packaged Food & Drink• One Hour Photo• Alcoholic Beverages

We will also seek to make shopping at the location more convenient to our patrons byoffering ample parking at the free-standing location, and for our pharmacy customers, byoffering a drive through.

Although the area has high crime statistics the transfer of Rite Aid #5574's license from itscurrent store to the proposed new store will not lead to any increase in crime. Instead, weexpect that the opening of a well managed community pharmacy that patrols its parking lotfor litter; prevents loitering and is well-lit may have a beneficial impact on the immediate area.Additionally, we will have a more secure store with full camera and taping systems which willhelp secure the alcoholic beverages at the new location.

We believe that continuing to serve an established customer base from a newer, morecustomer-friendly building, serves both public convenience and necessity.

Consequently we respectfully request that the City of Los Angeles issue a Letter of PublicConvenience and necessity for our proposed new location.
