While I support the first draft revision to eliminate Parts IV and V of Article 422, I also understand the concernsraised in the comment. The issues raised in the comment, were discussed during the first draft. I believe the itemsin Parts IV and V are currently covered by product standards. I also realize manufacturers or any other interestgroup could submit proposals to revise those product standards. However, the process used in the developmentand revision of product standards also requires approval from a majority of the stakeholders. I believe in thatprocess. Some of the requirements in Parts IV and V of Article 422 are also included in other generalrequirements of the NEC. That would reduce the risk of a single group of stakeholders having the ability to reviseproduct safety requirements. Additionally, those requirements from Parts IV and V are not met in an electricalinstallation or inspection, but rather met in a manufacturing facility. While it would take time to discuss eachsection individually, that process should be considered by all concerned groups. Each individual section wasreviewed during the 1st draft. While I'm not opposed to an effort to carefully consider all unintendedconsequences, I do not agree that elimination of Parts IV and V would result in significantly dangerous, listedappliances would occur.

Agree, however there were several public inputs that were never reviewed or considered since this was removedduring the first revision. The original inputs should be held over for the next code cycle and reviewed.

Parts IV and V were carefully reviewed for their necessity in an installation Code. They were found to besubstantially redundant to the requirements for appliances specified in product safety standards. As a driver forthe product safety standards development process, Parts IV and V can be considered as having fulfilled theirobjective and are no longer necessary.

Part IV. Construction 422.40 Polarity in Cord-and-Plug-Connected Appliances. If the appliance is provided with a manually operated, line-connected, single-pole switch for appliance on–off operation, an Edison-base lampholder, or a 15- or 20-ampere receptacle, the attachment plug shall be of the polarized or grounding type.

A 2-wire, nonpolarized attachment plug shall be permitted to be used on a listed double-insulated shaver.

Informational Note: For polarity of Edison-base lampholders, see 410.82.

422.41 Cord-and-Plug-Connected Appliances Subject to Immersion. Cord-and-plug-connected portable, freestanding hydromassage units and hand-held hair dryers shall be constructed to provide protection for personnel against electrocution when immersed while in the “on” or “off” position.

422.42 Signals for Heated Appliances. In other than dwelling-type occupancies, each electrically heated appliance or group of appliances intended to be applied to combustible material shall be provided with a signal or an integral temperature-limiting device.

422.43 Flexible Cords. (A) Heater Cords. All cord-and-plug-connected smoothing irons and electrically heated appliances that are rated at more than 50 watts and produce temperatures in excess of 121°C (250°F) on surfaces with which the cord is likely to be in contact shall be provided with one of the types of approved heater cords listed in Table 400.4 .

(B) Other Heating Appliances. All other cord-and-plug-connected electrically heated appliances shall be connected with one of the approved types of cord listed in Table 400.4 , selected in accordance with the usage specified in that table.

422.44 Cord-and-Plug-Connected Immersion Heaters. Electric heaters of the cord-and-plug-connected immersion type shall be constructed and installed so that current-carrying parts are effectively insulated from electrical contact with the substance in which they are immersed.

422.45 Stands for Cord-and-Plug-Connected Appliances. Each smoothing iron and other cord-and-plug-connected electrically heated appliance intended to be applied to combustible material shall be equipped with an approved stand, which shall be permitted to be a separate piece of equipment or a part of the appliance.

422.46 Flatirons. Electrically heated smoothing irons shall be equipped with an identified temperature-limiting means.

422.47 Water Heater Controls. All storage or instantaneous-type water heaters shall be equipped with a temperature-limiting means in addition to its control thermostat to disconnect all ungrounded conductors. Such means shall comply with both of the following:

(1) Installed to sense maximum water temperature.

(2) Be either a trip-free, manually reset type or a type having a replacement element. Such water heaters shall be marked to require the installation of a temperature and pressure relief valve.

Exception No. 1: Storage water heaters that are identified as being suitable for use with a supply water temperature of 82°C (180°F) or above and a capacity of 60 kW or above. Exception No. 2: Instantaneous-type water heaters that are identified as being suitable for such use, with a capacity of 4 L (1 gal) or less.

422.48 Infrared Lamp Industrial Heating Appliances. (A) 300 Watts or Less. Infrared heating lamps rated at 300 watts or less shall be permitted with lampholders of the medium-base, unswitched porcelain type or other types identified as suitable for use with infrared heating lamps rated 300 watts or less.

(B) Over 300 Watts. Screw shell lampholders shall not be used with infrared lamps rated over 300 watts, unless the lampholders are identified as being suitable for use with infrared heating lamps rated over 300 watts.

422.50 Cord-and-Plug-Connected Pipe Heating Assemblies. Cord-and-plug-connected pipe heating assemblies intended to prevent freezing of piping shall be listed.

Part V. Marking 422.60 Nameplate. (A) Nameplate Marking. Each electrical appliance shall be provided with a nameplate giving the identifying name and the rating in volts and amperes, or in volts and watts. If the appliance is to be used on a specific frequency or frequencies, it shall be so marked.

Where motor overload protection external to the appliance is required, the appliance shall be so marked.

Informational Note: See 422.11 for overcurrent protection requirements.

(B) To Be Visible. Marking shall be located so as to be visible or easily accessible after installation.

422.61 Marking of Heating Elements. All heating elements that are rated over one ampere, replaceable in the field, and a part of an appliance shall be legibly marked with the ratings in volts and amperes, or in volts and watts, or with the manufacturer’s part number.

422.62 Appliances Consisting of Motors and Other Loads. (A) Nameplate Horsepower Markings. Where a motor-operated appliance nameplate includes a horsepower rating, that rating shall not be less than the horsepower rating on the motor nameplate. Where an appliance consists of multiple motors, or one or more motors and other loads, the nameplate value shall not be less than the equivalent horsepower of the combined loads, calculated in accordance with 430.110(C)(1).

(B) Additional Nameplate Markings. Appliances, other than those factory-equipped with cords and attachment plugs and with nameplates in compliance with 422.60 , shall be marked in accordance with 422.62(B)(1) or (B)(2).

(1) Marking. In addition to the marking required in 422.60 , the marking on an appliance consisting of a motor with other load(s) or motors with or without other load(s) shall specify the minimum supply circuit conductor ampacity and the maximum rating of the circuit overcurrent protective device. This requirement shall not apply to an appliance with a nameplate in compliance with 422.60 where both the minimum

supply circuit conductor ampacity and maximum rating of the circuit overcurrent protective device are not more than 15 amperes.

(2) Alternate Marking Method. An alternate marking method shall be permitted to specify the rating of the largest motor in volts and amperes, and the additional load(s) in volts and amperes, or volts and watts in addition to the marking required in 422.60. The ampere rating of a motor 1⁄8 horsepower or less or a nonmotor load 1 ampere or less shall be permitted to be omitted unless such loads constitute the principal load.

The proposed addition of Dishwashers to the section 422.5 (A) has not been justified during the comment reviewphase. Section 210.8 clearly defines the GFCI requirements for branch circuits for dishwashers. An Integral GFCIis not a requirement for Dishwashers in any North American Safety Standards for dishwashers. On the otherhand, some of the appliances that are on the list of 422.5 (A) are specifically required to have integral GFCI pertheir respective UL Safety standards. Hence, 422.5 (A) could be construed as requiring an integrated GFCI inDishwashers by an AHJ which is not necessary or practical and frankly, redundant. Dishwashers should not beadded to section 422.5 (A).

Flexible cord shall be permitted as follows:

(2) to To facilitate the removal or disconnection of appliances that are fastened in place, where thefastening means and mechanical connections are specifically designed to permit ready removal formaintenance or repair and the appliance is intended or identified for flexible cord connection.

The receptacle shall be accessible. The flexible cord shall have an equipment grounding conductor andbe terminated with a grounding-type attachment plug.

Exception: A listed appliance distinctly marked to identify it as protected by a system of doubleinsulation shall not be required to be terminated with a grounding-type attachment plug.

A Second Revision was made to 422.16(A) to address the NEC Style Manual (section 2.1.5.3) withrespect to separation of material into subdivisions where necessary and formatting of list items forclarity.

In addition, it was noted that an unintended consequence was introduced by the First Revision when“receptacle shall be accessible” and the grounding cord / plug / double insulation content waseditorially relocated from 422.16(B)(1), 422.16(B)(2) and 422.16(B)(4) to 422.16(A). It would haverequired double insulation or grounding for all appliances which was not the intent of the FirstRevision. In addition, it would have required all receptacles to be located to permit close approachand would not have permitted the not-uncommon appliance receptacle at an elevation (e.g. electricfan).

(B) Specific Appliances.

(1) Electrically Operated In-Sink Waste Disposers.

Electrically operated in-sink waste disposers shall be permitted to be cord-and-plug-connected with aflexible cord identified as suitable in the installation instructions of the appliance manufacturer where all ofthe following conditions are met:

(1) The length of the cord shall not be less than 450 mm (18 in.) and not over 900 mm (36 in.).

(2) Receptacles shall be located to protect against physical damage to the flexible cord.

(3) The receptacle shall be accessible.

(4) The flexible cord shall have an equipment grounding conductor and be terminated with a grounding-type attachment plug.

Exception: A listed appliance distinctly marked to identify it as protected by a system of doubleinsulation shall not be required to be terminated with a grounding-type attachment plug.

(2) Built-in Dishwashers and Trash Compactors.

Built-in dishwashers and trash compactors shall be permitted to be cord-and-plug-connected with aflexible cord identified as suitable for the purpose in the installation instructions of the appliancemanufacturer where all of the following conditions are met:

(1) For a trash compactor, the length of the cord shall be 0.9 m to 1.2 m (3 ft to 4 ft) measured from theface of the attachment plug to the plane of the rear of the appliance.

(2) For a built-in dishwasher, the length of the cord shall be 0.9 m to 2.0 m (3 ft to 6.5 ft) measured fromthe face of the attachment plug to the plane of the rear of the appliance.

(3) Receptacles shall be located to protect against physical damage to the flexible cord.

(4) The receptacle for a trash compactor shall be located in the space occupied by the appliance oradjacent thereto.

(5) The receptacle for a built-in dishwasher shall be located in the space adjacent to the space occupiedby the dishwasher. Where the flexible cord passes through an opening, it shall be protected againstdamage by a bushing, grommet, or other approved means.

(6) The receptacle shall be accessible.

(7) The flexible cord shall have an equipment grounding conductor and be terminated with a grounding-type attachment plug.

Exception: A listed appliance distinctly marked to identify it as protected by a system of doubleinsulation shall not be required to be terminated with a grounding-type attachment plug.

(3) Wall-Mounted Ovens and Counter-Mounted Cooking Units.

Wall-mounted ovens and counter-mounted cooking units complete with provisions for mounting and formaking electrical connections shall be permitted to be permanently connected or cord-and-plug-connectedwith a flexible cord identified as suitable for the purpose in the installation instructions of the appliancemanufacturer.

A separable connector or a plug and receptacle combination in the supply line to an oven or cooking unitshall be identified for the temperature of the space in which it is located.

(4) Range Hoods and Microwave Oven/Range Hood Combinations.

Range hoods and over-the-range microwave ovens with integral range hoods shall be permitted to becord-and-plug-connected with a flexible cord identified as suitable for use on range hoods in theinstallation instructions of the appliance manufacturer, where all of the following conditions are met:

(1) The length of the cord is not less than 450 mm (18 in.) and not over 1.2 m (4 ft).

(2) Receptacles are located to protect against physical damage to the flexible cord.

(3) The receptacle is supplied by an individual branch circuit.

(4) The receptacle shall be accessible.

It was noted that an unintended consequence was introduced by the First Revision when “receptacleshall be accessible” and the grounding cord / plug / double insulation content was editoriallyrelocated from 422.16(B)(1), 422.16(B)(2) and 422.16(B)(4) to 422.16(A). It would have requireddouble insulation or grounding for all appliances which was not the intent of the First Revision. Inaddition, it would have required all receptacles to be located to permit close approach and would nothave permitted the not-uncommon appliance receptacle at an elevation (e.g. electric fan). Refer tothe changes made in SR 7872.

425.82 Branch-Circuit Requirements.

The size of branch-circuit conductors and overcurrent protective devices shall be calculated on the basisof 125 percent of the total load (motors not included). A contactor, relay, or other device, listed forcontinuous operation at 100 percent of its rating, shall be permitted to supply its full-rated load. See210.19(A) 210.19(A)(1)(a) , Exception No. 1 . This section shall not apply to conductors that form anintegral part of an approved boiler.

Where an electrode boiler is rated 50 kW or more, the conductors supplying the boiler electrode(s) shallbe permitted to be sized at not less than 100 percent of the nameplate rating of the electrode boiler,provided all the following conditions are met:

(1) The electrode boiler is marked with a minimum conductor size.

(2) The conductors are not smaller than the marked minimum size.

(3) A temperature- or pressure-actuated switch controls the cyclic operation of the equipment.

426.2 Definitions.

The definitions in this section shall apply only within this article.

Heating System.

A complete system consisting of components such as heating elements, fastening devices, nonheatingcircuit wiring, leads, temperature controllers, safety signs, junction boxes, raceways, and fittings.

Impedance Heating System.

A system in which heat is generated in an object, such as a pipe, or rod, or combination of pipes androds such objects serving as a heating element , by causing current to flow through the pipe or rod suchobjects by direct connection to an ac voltage source from an isolating transformer. The pipe or rod objectshall be permitted to be embedded in the surface to be heated, or constitute the exposed components tobe heated.

Resistance Heating Element.

A specific separate element to generate heat that is embedded in or fastened to the surface to be heated.

Informational Note: Tubular heaters, strip heaters, heating cable, heating tape, and heating panelsare examples of resistance heaters.

Skin-Effect Heating System.

A system in which heat is generated on the inner surface of a ferromagnetic envelope embedded in orfastened to the surface to be heated.

Informational Note: Typically, an electrically insulated conductor is routed through and connected tothe envelope at the other end. The envelope and the electrically insulated conductor are connectedto an ac voltage source from an isolating transformer.

426.22 Installation of Nonheating Leads for Embedded Equipment.

(A) Grounding Sheath or Braid.

All nonheating leads shall have a grounding sheath, braid, or other grounded physical protection and shallbe permitted to be embedded in the same manner as the heating cable without additional physicalprotection. The distance from the factory splice to raceway shall not be less than 25 mm (1 in.) or morethan 150 mm (6 in.). Except as permitted under 426.22(B) , nonheating leads installed in concrete,masonry, or asphalt shall be provided with a grounding sheath or braid in accordance with 426.27 orshall be enclosed in rigid metal conduit, electrical metallic tubing, intermediate metal conduit, or othermetal raceways.

(B) Splice Connections.

The splice connection between the nonheating lead and heating element, within concrete, masonry, orasphalt, shall be located no less than 25 mm (1 in.) and no more than 150 mm (6 in.) from the metalraceway. The length of the nonheating lead from the metal raceway to the splice assembly shall bepermitted to be provided without a grounding sheath or braid. Grounding continuity shall be maintained.

(C) Bushings.

Insulating bushings shall be used in the asphalt or masonryconcrete, masonry, or asphalt where theleads enter conduit or tubinga metal raceway.

(D) Expansion and Contraction.

Leads shall be protected in expansion joints in accordance with 300.4(H) or installed according to inaccordance with the manufacturer’s instructions.

(E) Emerging from Grade.

Exposed nonheating leads shall be protected by raceways or other identified means.

(F) Leads in Junction Boxes.

Not less than 150 mm (6 in.) of free nonheating lead shall be within the junction box.

Immersion Pool.

A pool utilized for ceremonial or ritual immersion of users, that may be equipped with a heater, pump,and underwater luminaire. They are typically drained or discharged within a few days of use. They aregenerally installed indoors but may be installed outdoors, on the ground or supporting structure, or in theground or supporting structure. It generally contains integral interior steps and may be equipped with aheater and/or pump and, less commonly, an underwater luminaire. Portable heaters and pumps may beutilized even with permanently installed immersion pools. Generally, an immersion pool which is designedand intended to have its contents drained or discharged. after each use, although some immersion poolsare equipped to allow retention of water for more than a few days after use.

APSP must vote negative on the basis that the proposed section, while reflecting a noble motive, contains noenforceable language. That said, and so this negative vote is not misconstrued, for many years APSP and thiscommenter have strongly supported, encouraged, and assisted in facilitating periodic inspection and testing ofpool and spa electrical systems, including bonding and grounding, by both the private and government sectors.However, regarding this proposed change, APSP believes that other standards such as NFPA 70B, which directlyaddress electrical inspection and maintenance, are the more appropriate vehicle(s) for accomplishing thispurpose. APSP and this commenter strongly encourage AHJs and pool professionals to develop and implementviable periodic inspection and test programs for pools and spas, as such inspection and testing has beenrepeatedly demonstrated to enhance electrical safety.

While proposed revision may improve this existing requirement, I must question the need for this section. Most ofthe grounding and bonding in this Section is already required in Article 250. Those grounding and bondingrequirements are not supplementing or modifying the general rules. Additionally, I'm not sure how a ground-faultcircuit-interrupter could be grounded or bonded. Listed GFCI protection used in these applications is a componentenclosed in the nonmetallic body of a listed circuit breaker, or a listed receptacle or outlet type. I'm not sure howan equipment grounding conductor could be connected to the GFCI. While a negative vote would provide no valueat this point in the process, this may be an item that warrants additional consideration in the next cycle.

This change reintroduces considerable confusion into Code requirements for grounding, as Article 680 alsoincludes unique requirements for equipotential bonding, which are not intended to be incorporated in this sectionand are not covered by Article 250. It was precisely to eliminate this confusion that the term "equipotentialbonding" was substituted for the term "bonding" in 680 in the 2005 Edition, because "bonding" in the context ofgrounding and Article 250 did not apply to equipotential bonding and the requirements were being confused. Thischange simply adds back that same confusion.

680.11 Underground Wiring Location .

Underground wiring shall comply with 680.11(A) through (C).

(A) Underground Wiring.

Underground wiring within 1.5 m (5 ft) horizontally from the inside wall of the pool shall be permitted. Thefollowing wiring systems methods shall be considered suitable for the conditions in these locations:

(1) Rigid metal conduit

(2) Intermediate metal conduit

(3) Rigid polyvinyl chloride conduit

(4) Reinforced thermosetting resin conduit

(5) Jacketed Type MC cable that is listed for burial use

(6) Liquidtight flexible nonmetallic conduit listed for direct burial use

(B) Wiring Under Pools.

Underground wiring shall not be permitted under the pool unless this wiring is necessary to supply poolequipment permitted by this article.

(C) Minimum Cover Requirements.

680.14 Wiring Methods in Corrosive Environment.

Wiring methods in the areas described in 680.14(A) a corrosive environment shall be listed and identifiedfor use in such areas. Rigid metal conduit, intermediate metal conduit, rigid polyvinyl chloride conduit, andreinforced thermosetting resin conduit shall be considered to be resistant to the corrosive environment.specified in 680.14(A) .

(A) General.

Areas where pool sanitation chemicals are stored, as well as areas with circulation pumps, automaticchlorinators, filters, open areas under decks adjacent to or abutting the pool structure, and similarlocations shall be considered to be a corrosive environment. The air in such areas shall be consideredto be laden with acid, chlorine, and bromine vapors, or any combination of acid, chlorine, or brominevapors, and any liquids or condensation in those areas shall be considered to be laden with acids,chlorine, and bromine vapors, or any combination of acid, chlorine, or bromine vapors.

(B) Wiring Methods.

Wiring methods in the areas described in 680.14(A) shall be listed and identified for use in such areas.Rigid metal conduit, intermediate metal conduit, rigid polyvinyl chloride conduit, and reinforcedthermosetting resin conduit shall be considered to be resistant to the corrosive environment specified in680.14(A) .

(A) Wiring Methods.

The wiring to a pool motor shall comply with 680.21(A)(1) unless modified for specific circumstances by(A)(2) or (A)(3).

(1) General.

Wiring methods installed in a corrosive environment shall comply with 680.14 or shall be Type MC cablelisted for that location . Wiring methods installed in these locations shall contain an insulated copperequipment grounding conductor sized in accordance with Table 250.122 but not smaller than 12 AWG.

Where installed in noncorrosive environments, the wiring systems methods of branch circuits shall complywith the general requirements in Chapter 3.

(2) Flexible Connections.

Where necessary to employ flexible connections at or adjacent to the motor, liquidtight flexible metal orliquidtight flexible nonmetallic conduit with listed fittings shall be permitted.

(3) Cord-and-Plug Connections.

Pool-associated motors shall be permitted to employ cord-and-plug connections. The flexible cord shallnot exceed 900 mm (3 ft) in length. The flexible cord shall include a copper equipment groundingconductor sized in accordance with 250.122 but not smaller than 12 AWG. The cord shall terminate in agrounding-type attachment plug.

In order to address the potential for pool or spa equipment to be connected to a branch circuit thatexceeds the rating of a GFCI (e.g. a 240 V corner-grounded-delta circuit exceeds150 V to ground),a Second Revision was made to include the 150 V-to-ground rating condition. It was also clarifiedthat the GFCI shall be a Class A type.

Second Revision as written would now require all motors, even low voltage motors which may havebeen previously excluded from GFCI requirement, to now be GFCI protected. These shouldcontinue to be excluded. Therefore, the exception is being added to clarify this.

(A) Receptacles.

(1) Required Receptacle, Location.

Where a permanently installed pool is installed, no fewer than one 125-volt, 15- or 20-ampere receptacleon a general-purpose branch circuit shall be located not less than 1.83 m (6 ft) from, and not more than6.0 m (20 ft) from, the inside wall of the pool. This receptacle shall be located not more than 2.0 m (6 ft6 in.) above the floor, platform, or grade level serving the pool.

(2) Circulation and Sanitation System, Location.

Receptacles that provide power for water-pump motors or for other loads directly related to the circulationand sanitation system shall be located at least 1.83 m (6 ft) from the inside walls of the pool. Thesereceptacles shall have GFCI protection and be of the grounding type.

(3) Other Receptacles, Location.

Other receptacles shall be not less than 1.83 m (6 ft) from the inside walls of a pool.

(4) GFCI Protection.

All 15- and 20-ampere, single-phase, 125-volt receptacles located within 6.0 m (20 ft) of the inside walls ofa pool shall be provided with the following: protected by a Class A ground-fault circuit interrupter. Alsosee 680.22(A)(5) .

(0) Ground-fault circuit interrupter.

(0) At least one GFCI-protected receptacle on a general-purpose branch circuit shall be located withina pool equipment room.

(0) All receptacles within a pool equipment room shall be GFCI protected.

(5) Pool Equipment Room.

(2) Equipment Grounding.

Other than listed low-voltage luminaires not requiring grounding, all through-wall lighting assemblies, wet-niche, dry-niche, or no-niche luminaires shall be connected to an insulated copper equipment groundingconductor installed with the circuit conductors. (b) If the underwater luminaire is supplied from a transformer, ground-fault circuit interrupter, clock-operated switch, or a manual snap switch that is located between the panelboard and a junction boxconnected to the conduit that extends directly to the underwater luminaire, the equipment groundingconductor shall be permitted to terminate on grounding terminals on the transformer, ground-fault circuitinterrupter, clock-operated switch enclosure, or an outlet box used to enclose a snap switch.

The existing provision (current 680.23(F)(2) Exception) was added in the 1971 cycle as part of a general rewriteand expansion of 680, and deals with equipment on the secondary side of a low voltage pool lighting transformeronly. This is the first time low voltage underwater pool lighting had been specifically addressed in 680. At thatpoint, this provision was 680-24(d) Exception No. 2. Specifically, the exception deals with a situation where a lowvoltage (15 Vac or less) lighting transformer feeds a low voltage underwater light through a J-box connecteddirectly to the conduit running to the fixture. This is clearer in the original 1971 language, as the exceptionspecifically references 680-24(a)(2) Exception No. 2, which exempts such an installation from being required tohave a continuous equipment grounding conductor (EGC) from the J-box directly to the panel as is required for a120V light; it instead allows the continuous EGC to extend only from the panel to the transformer enclosure, andnot to the J-box, which is now on the secondary side of the transformer and is energized at low voltage - 12-15Vac. Consequently, the EGC addressed in this exception is only on the low voltage (15 Vac or less) side of thetransformer (not the 120 V supply side branch circuit conductors), and it runs only between the transformerenclosure and the J-box. Between the J-box and the underwater luminaire, the EGC is required to be an integralpart of the luminaire’s cord if the fixture requires grounding. UL 379 section 16.1 requires integral overloadprotection for the outputs of a swimming pool transformer, with 3 exceptions: (1) Class 2 transformers (which arecurrent-limited) complying with UL 1310, (2) inherently current-limited transformers Class 2 and Class 3 complyingwith UL 5085-3, and (3) power supply circuits (which have secondary overcurrent protection) complying with 4.5 ofUL 379. Consequently, there is an “overcurrent device” in the secondary circuit of these devices, and since ULrequires either overcurrent protection or inherent current limiting, the secondary short circuit current would bedifferent than for the 120 V branch circuit serving the primary (120Vac) side of the transformer. It may also beuseful to note that UL WBDT.GuideInfo Luminaires and Forming Shells indicated that the maximum current ratingfor the luminaire supply circuit was limited to 25 A for a luminaire rated 15 Vac or less (i.e., a low voltage supplycircuit). Further, the 1971 panel referenced Table 250-95 (plus no smaller than 12 AWG) for sizing in the parentsection 680-24(d), in the same manner in which the current 2017 Edition 680.23(F)(2) references Table 250.122(plus no smaller than 12 AWG). This is true throughout the history of this specific provision. Had the variouspanels addressing NEC 680 intended that only the NEC 250 sizing be utilized at all points in the circuit, theexception for the secondary of a low voltage transformer would not have been necessary at any time, including1971. Instead, the existing language appears to be most consistent with a specific requirement that this secondarygrounding conductor (only between the transformer enclosure and J-box) be sized in accordance with thesecondary overcurrent device (i.e., the transformer secondary overcurrent protection/current limiting as requiredby UL) and not in accordance with the requirements in NEC 250, which were applied consistently to the 120 Vacbranch circuit throughout the history of this provision. Such a requirement recognizes the difference betweenconditions on the 120 V primary side of the transformer and those on the 12-15 Vac secondary side and, as such,would not need to be dependent upon the requirements in 250.122.

(2) Perimeter Surfaces.

The perimeter surface to be bonded shall be considered to extend for 1 m (3 ft) horizontally beyond theinside walls of the pool and shall include unpaved surfaces and other types of paving. Perimeter surfacesseparated from the pool by a permanent wall or building 1.5 m (5 ft) in height or more shall requireequipotential bonding only on the pool side of the permanent wall or building. Bonding to perimetersurfaces shall be provided as specified in 680.26(B)(2)(a), (B)(2)(b), or (B) (2)(b c ) and shall be attachedto the pool reinforcing steel or copper conductor grid at a minimum of four (4) points uniformly spacedaround the perimeter of the pool. For nonconductive pool shells, bonding at four points shall not berequired.

(a) Structural Reinforcing Steel. Structural reinforcing steel shall be bonded in accordance with680.26(B)(1)(a).

(b) Alternate Means. Copper Ring Where structural reinforcing steel is not available or isencapsulated in a nonconductive compound, a copper conductor(s) shall be utilized where the followingrequirements are met:

(1) At least one minimum 8 AWG bare solid copper conductor shall be provided.

(2) The conductors shall follow the contour of the perimeter surface.

(3) Only listed splices splicing devices or exothermic welding shall be permitted.

(4) The required conductor shall be 450 mm to 600 mm (18 in. to 24 in.) from the inside walls of the pool.

(5) The required conductor shall be secured within or under the perimeter surface 100 mm to 150 mm(4 in. to 6 in.) below the subgrade.

(c) Copper Grid . Where structural reinforcing steel is not available or is encapsulated in anonconductive compound, copper grid shall be utilized where the following requirements are met:

(1) The copper grid shall be constructed of 8 AWG solid bare copper and be arranged in accordancewith 680.26(B)(1) (b)(3).

(2) The copper grid shall follow the contour of the perimeter surface extending 1 m (3 ft) horizontallybeyond the inside walls of the pool.

(3) Only listed splicing devices or exothermic welding shall be permitted.

(4) The copper grid shall be secured within or under the deck or unpaved surfaces between 100 mm to150 mm (4 in. to 6 in.) below the subgrade.

Data was presented at our panel meeting demonstrating that the copper ring installation method was significantlyless effective than the copper grid method for reducing voltage gradients around the pool deck area. Most, if notall, of the arguments in opposition to the grid method, such as difficulty in installing the grid around objects nearthe pool or deck, step off risks created at the edge of the protected area, lack of any demonstrated safety hazard,etc., are equally relevant for the ring method. If we believe that the mitigation of voltage gradients is important,than only one of the options proposed is effective and should be allowed. Why not require only the effective meshmethod and disallow the ineffective copper ring?

680.35 Storable and Portable Immersion Pools.

Storable and portable immersion pools shall additionally comply with 680.35(A) through (G).

(A) Cord Connection for Self-Contained Storable and Portable Immersion Pools.

Self-contained storable and portable packaged immersion pools with listed, labeled, and identified integralpermanently attached switches and/or controls, pumps, and/or heaters, including circulation heaters, rated120 volts and 20 amperes or less, single phase, shall be permitted to be cord-and-plug-connected with acord not shorter than 1.83 m (6 ft) and not longer than 4.6 m (15 ft), and shall be protected by a ground-fault circuit interrupter. The cord shall be a minimum junior hard service usage . If the ground-fault circuitinterrupter is provided as an integral part of the cord assembly, it shall be located at the attachment plug orin the power supply cord within 300 mm (12 in.) of the attachment plug.

(B) Storable and Portable Pumps.

A cord-connected storable or portable pump utilized with, but not built-in or permanently attached as anintegral part of, a storable or portable immersion pool, shall be listed, labeled, and identified for swimmingpool and spa use, and shall meet the requirements of 680.31.

(C) Storable and Portable Heaters.

A storable or portable heater, including circulation heaters, utilized with, but not built-in or permanentlyattached as an integral part of, a storable or portable immersion pool, shall be rated 120 volts and 20amperes or less or 250 volts and 30 amperes or less, single phase; shall be listed, labeled, and identifiedfor swimming pool and spa use; shall be permitted to be cord-and-plug-connected with a cord not shorterthan 1.83 m (6 ft) and not longer than 4.6 m (15 ft) where protected by a ground-fault circuit interrupter. ;and heaters supplied by branch circuits rated 150 volts or less to ground shall be provided with Class Aground-fault circuit-interrupter protection. The cord shall be a minimum junior hard service usage . If theground-fault circuit interrupter is provided as an integral part of the cord assembly, it shall be located at theattachment plug or in the power supply cord within 300 mm (12 in.) of the attachment plug.

(D) Audio Equipment.

Audio equipment shall not be installed in or on a self-contained storable or portable immersion pool. Allaudio equipment operating at greater than the low-voltage contact limit and located within 1.83 m (6 ft)from the inside walls of a storable or portable immersion pool shall be grounded and shall be protected bya ground-fault circuit interrupter.

(E) Location Proximate to Luminaires, Lighting Outlets, and Ceiling-Suspended (Paddle) Fans.

The storable or portable immersion pool shall be installed at least 3 m (10 ft), measured diagonally fromthe nearest point on each luminaire, lighting outlet, and ceiling-suspended (paddle) fan operating atgreater than the low-voltage contact limit, to the nearest point on the top rim of the immersion pool.Luminaires shall not be installed in or on a storable or portable immersion pool.

(F) Location Proximate to Switches.

The storable or portable immersion pool shall be installed at least 1.5 m (5 ft), measured horizontally, fromall switches operating above the low-voltage contact limit. Switches that are packaged with the immersionpool as an integral part of its internal electrical system, or that are integral to cord-and-plug-connectedelectrical equipment utilized in the pool’s water circulation or drain system, including storable and portablepumps, heaters, and circulation heaters, shall be permitted to be located less than 1.5 m (5 ft) from theinside walls of the pool.

(G) Receptacles.

All receptacles rated 250 volts, 50 amperes or less, located within 6.0 m (20 ft) of the inside walls of theinstalled storable or portable immersion pool and utilized for supplying power to heaters or other electricalequipment serving the immersion pool, shall meet the requirements of 680.32 and 680.34.

680.45 Permanently Installed Immersion Pools.

Electrical installations at permanently installed immersion pools, whether installed indoors or outdoors,shall comply with the provisions of Part I, Part II, and Part IV of this article except as modified by thissection and shall be connected by the wiring methods of Chapter 3. With regard to provisions in Part IV ofthis article, an immersion pool shall be considered to be a spa or hot tub.

Exception No. 1: The equipotential bonding requirements in 680.26(B) shall not apply to immersionpools that incorporate no permanently installed or permanently connected electrical equipment, and thatare installed with all portions located on or above a finished floor.

Exception No. 2: The equipotential bonding requirements for perimeter surfaces in 680.26(B)(2) shall notapply to nonconductive perimeter surfaces, such as steps, treads, and walking surfaces made offiberglass composite.

(A) Cord-and-Plug Connections.

To facilitate the removal or disconnection of the unit(s) for maintenance, storage, and repair, self-contained portable packaged immersion pools with listed and labeled, integral pumps and/or heaters,including circulation heaters, rated 120 volts and 20 amperes or less shall be permitted to be cord-and-plug-connected with a cord not shorter than 1.83 m (6 ft) and not longer than 4.6 m (15 ft) where and shallbe protected by a ground-fault circuit interrupter. The cord shall ground all non-current-carrying metalparts of the electrical equipment. The means for grounding shall be an equipment grounding conductorrun with the power-supply conductors in the flexible cord that is properly terminated in a grounding-typeattachment plug having a fixed grounding contact member. If the ground-fault circuit interrupter is providedas an integral part of the cord assembly, it shall be located at the attachment plug or in the power-supplycord within 300 mm (12 in.) of the attachment plug.

(B) Storable and Portable Pumps.

A cord-connected storable or portable pump utilized with, but not built-in or permanently attached as anintegral part of, a permanently installed immersion pool, shall be listed, labeled, and identified forswimming pool and spa use. It shall incorporate an approved system of double insulation or its equivalentand shall be provided with means for grounding only the internal and nonaccessible non-current-carryingmetal parts of the appliance. The means for grounding shall be an equipment grounding conductor runwith the power-supply conductors in the flexible cord that is properly terminated in a grounding-typeattachment plug having a fixed grounding contact member. Cord-connected pool filter pumps shall beprovided with a ground-fault circuit interrupter that is an integral part of the attachment plug or located inthe power-supply cord within 300 mm (12 in.) of the attachment plug.

(C) Heaters.

Heaters used with permanently installed immersion pools shall comply with either 680.45(C)(1) or (C) (2).

(1) Permanently Installed Heaters.

A permanently installed heater, including immersion heaters, circulation heaters, and combination pump-heater units, built-in or permanently attached as an integral part of a permanently installed immersionpool, rated 120 volts or 250 volts, shall be listed, labeled, and identified for swimming pool and spa use;shall be grounded and bonded; and shall be protected by a heaters supplied by branch circuits rated 150volts or less to ground shall be provided with Class A ground-fault circuit-interrupter protection .Permanently installed immersion heaters, rated 120 volts and 20 amperes or less or 250 volts and 30amperes or less, single phase, are permitted to be cord-and-plug-connected with a cord not shorter than1.83 m (6 ft) and not longer than 4.6 m (15 ft) where , shall be protected by a ground-fault circuitinterrupter, and shall be provided with means for grounding all non-current-carrying metal parts of theappliance. The means for groundingshall be an equipment grounding conductor run with the power-supply conductors in the flexible cord thatis properly terminated in a grounding-type attachment plug having a fixed grounding contact member. Ifthe ground-fault circuit interrupter is provided as an integral part of the cord assembly, it shall be located atthe attachment plug or in the power-supply cord within 300 mm (12 in.) of the attachment plug.

(D) Audio Equipment.

Audio equipment shall not be installed in or on a permanently installed immersion pool. All audioequipment operating at greater than the low-voltage contact limit and located within 1.83 m (6 ft) from theinside walls of a permanently installed immersion pool shall be grounded connected to the equipmentgrounding conductor and protected by a ground-fault circuit interrupter.

682.15 Ground-Fault Protection.

The GFCI requirements in Article 682, unless otherwise noted, shall be in addition to the requirements in210.8 . Ground-fault protection shall be provided in accordance with 682.15(A) and (B). The protectiondevice shall be located not less than 300 mm (12 in.) above the established electrical datum plane.

(A) Outlets.

Outlets rated not more than supplied by branch circuits not exceeding 150 volts to ground and 60amperes at 120 through 250 volts , single-phase, shall be provided with GFCI Class A ground-faultcircuit-interrupter protection.

(B) Feeder and Branch Circuits on Piers.

Feeder and branch-circuit conductors that are installed on piers shall be provided with ground-faultprotection not exceeding 30 mA. Coordination with downstream ground-fault protection shall be permittedat the feeder overcurrent protective device.

Exception No. 1: Transformer secondary conductors of a separately derived ac system, operating atvoltages not exceeding 15 volts ac, that do not exceed 3 m (10 ft) and are installed in a raceway shallbe permitted to be installed without ground-fault protection. This exception shall also apply to the supplyterminals of the equipment supplied by the transformer secondary conductors.

Exception No. 2: Low-voltage circuits not requiring grounding, not exceeding the low-voltage contactlimit as defined in 680.2, and supplied by listed transformers or power supplies that comply with680.23(A)(2) shall be permitted to be installed without ground-fault protection.
