Purpose To inform the Transportation Commission & Technology Committee on the progress and potential next steps with Panasonic. Action Information only. Details The Connected Vehicle Project (Smart 70) consists of two parts – a cellular component, via our relationship with HERE and a Dedicated Short Range Communication (DSRC) component that is being led by Panasonic. The DSRC and Panasonic portion of this effort is complex so at the March 2017 Technology Committee update the RoadX Team asked if an additional Technology Committee meeting could be dedicated to a “deeper dive” into this partnership. Significantly more detail on the scope, schedule and budget of the around the proposed Panasonic partnership will be provided. Attachments Panasonic V2X Ecosystem Presentation

TODAY’S OBJECTIVES
• Introduce how Connected Vehicles Ecosystem (or V2X) will help save lives and make people’s lives better
• Introduce how CDOT is preparing for V2X future
• Introduce Panasonic as our partner in V2X future and what we are seeking to build

NTSHA IS MANDATING THAT ALL NEW VEHICLES ARE CONNECTED STARTING IN 2020
Some car manufacturers are already adding the technologyConnected vehicles will also benefit autonomous vehicles
Estimate up to 1.2 million connected vehicles in CO by 2025
“The safety benefit of V2V is undeniable. It will save lives, and everybody knows that. A delay in rolling out V2V will cost lives, and that’s a tragedy.”
- Harry Lightsey, General Motors

WHAT’S THE RETURN ON INVESTMENT?IT MAXIMIZES SYSTEM MANAGEMENT…V2X ecosystem gives CDOT the ultimate situational awareness of all roadways, providing:
• Highly accurate, geo-located traveler information• Highly accurate, localized weather data• Faster emergency response times• Improved incident management• More intelligent, coordinated traffic signal systems • Improved truck parking information/availability• Enhanced maintenance decision support systems (e.g., snow plow operations)• Improved infrastructure diagnostics (e.g., pothole identification, roadway friction),
and• Prepares our systems for autonomous vehicles

HOW DO WE MITIGATE RISK WITH OUR INVESTMENT?Federal standards developed over the last decade make a difference in:
Mitigating the risk we are keeping the technology current
Provides for interoperability with other states/municipalities (which is critical and a lesson learned from tolling, traffic signal systems)

HOW DO WE MITIGATE RISK WITH OUR INVESTMENT?
“DOTs need off-the-shelf applications. CV Pilots should generate applications that are more robust than the existing
proof-of-concept deployments.”- Blaine Leonard, Utah DOT
Invite other states to partner with us:
Have discussed with CA, UT, WA and other western states for a possible pooled partnership

HOW DO WE MITIGATE RISK WITH OUR INVESTMENT?Team with a partner like Panasonic:
Panasonic is a Tier 1 supplier (meaning they are in every car out there) can engage auto manufacturers. This doesn’t work without them
They have done this before in Japan at a large scale (no one else has in the US)
