POLICY COMMITTEE REPORT

Start reported that the Policy Committee met on August 28, 2019 and in addition to their routine action items, they approved the TIP Amendment the Technical Committee recommended. They obtained KATS Administrative Policies and Procedures updates and had Public Information Meetings updates regarding the I- 94 Portage Kilgore Interchange changes as well as new Kalamazoo ownership of local roads turned back from MDOT.

No citizens’ comments were made.

DRAFT KATS ADMINISTRATIVE POLICIES & PROCEDURES DOCUMENT

Stepek explained that the change includes the importance of public engagement. Start added that we should try to keep the gap between Kalamazoo Area Transportation Study public involvement and the execution of when the Transportation Improvement Project actually hits, as narrow as possible.

NOVEMBER MEETING LOCATION

Stepek announced we need a volunteer to host the November meeting because this room isn’t available. Forth volunteered to check with the City of Portage Fire Department to see if they could host it.

Stepek explained KATS staff is updating the model and have two iterations, one for this fiscal year and one for the next fiscal year. In preparation Megan is gathering socio-economic data, population and employment data and going through projections and plans to get them in the model. For those who came to KATS yesterday, thank you. If you haven’t and would like to, contact Megan Mickelson, there is still time to schedule and come in.

PUBLIC TRANSPORTATION UPDATES

Schultz reported the new Metro Youth Mobility project has provided Kalamazoo Public School Students MyCity kids just under 11,000 rides between June 24, 2019 and August 23, 2019. It has been determined that 370 students in Kalamazoo are transportation dependent meaning they are without someone to get them to some place during the day. 3,500 Kalamazoo Public High School students have bus passes available to them. The project is now in Phase 2. A one-day study conducted last Thursday (September 5) shows nearly 900 rides were given with the busiest routes being Duke- by Loy Norrix High School and Alamo- for Kalamazoo Central High School. Central County Transportation Authority continues to ensure students are responsible bus riders. Ten new bus stop signs have been installed on the streets. Another 11 more will be coming out in the next couple weeks with Rathco and will give them a broader reach and better public involvement. Mostly positive feedback has been received on the new signs which include the stop number, which bus comes to this stop and the anticipated time the bus will get here. CCTA is working with Rathco to hopefully complete the East Main route this year and are coordinating with Consumers Concrete on updating concrete bus stop pads in some areas which has had significant impact on our service.

STATUS REPORTS

ROADS –

O’Neill from MDOT TSC reported the Veteran’s Bridge project is slated to open to traffic tomorrow ahead of schedule. The ongoing construction of I-94 bridges that has been going on all summer is in the final stages and will be done by the end of the month. The 2020 MDOT Construction Book is nearing completion to be released in January 2020 with the goal for all projects with October 2020 running to use the new spec log.

Ladd (City of Kalamazoo) reported the signal at Pitcher and Water, and Michigan and Howard are wrapping up. Cork Street is still on slate to go to Commission next week with the project to start soon after. Portage Street letting surface replacement stop from Bridge to Walnut will start two weeks from now and run until the end of October. The road project itself was submitted for obligations but the funds were lost so still figuring out what to do with that.

Heppler said MDOT is working on the bridge over Kalamazoo River in Augusta but the light doesn’t sequence correctly creating huge backups in both the morning and evening resulting in lots of complaints. Upon inquiry, MDOT is unable to adjust the light to accommodate the traffic backups. The Village of Augusta partnered with Ross Township, Road Commission of Kalamazoo County and MDOT for completed and very nice road projects.

Sanada announced the Pedestrian Bicycle Committee is meeting October 10, 2019 at 1:30p.m. at the MDOT Region Office.

Harmon updated City of Portage projects including Zylman Avenue project which is complete except for underground utility improvements and the roundabout. The local street program is still underway with a couple small projects. The City of Portage received an inspection for two of their 2020 programs: East Centre Avenue from Portage to Sprinkle and South Westnedge from Trade Centre Way to Kilgore. The City of Portage submitted two additional projects to the 2020 GI Package which include South Westnedge and Shaver Rd. and West Centre to Romence Road.

Heiny-Cogswell reported that the first phase of Oshtemo Township’s 28 million-dollar USDA (United Stated Department of Agriculture) Rural Development Program sewer expansion project is ready to go to bid. Local roads will be reconstructed during the project. Drake Road project is 75-80% done; but the contractor pulled off because of utility conflicts. The project started with Phase 2 because Phase 1 was hung up on Amtrak pick-up conflict.

RCKC Non-motorized:

• Drake Road Trail: Phase 1 remains on hold until utility relocations are complete. Contractor has left the site. Phase 2 (Stadium to W. Michigan) still working to setup a meeting with Lansing TAP staff to review status. • Kalamazoo County Parks River Valley Trail, Final plans are turned in to MDOT. Working through issues with railroads. • Stadium Drive Trail: Phase 1 Quail Run to 11 th , setting up coordination meeting next week.

RCKC Road Updates:

• D Avenue from Rolling Meadows Drive to Douglas Avenue & D Avenue from 17 th Street

to Riverview Drive: Open to traffic, subcontractors will still be working on drive culverts, likely that remaining HMA will wait until 2020. • Riverview Drive from G Avenue to Mt. Olivet. HMA to be placed on north half of project. Continuing signal and storm sewer installs to the south. • 8 th Street from R Avenue to S Avenue: November letting. • 2020: G Avenue from 2 nd Street to 6 th Street. Continuing plan development for GI submittal, now targeting February letting. • 2020: Local Bridge Program (29 th St, 35 th St, 9 th St, Portage Rd) Preventive

Maintenance projects. Grade inspection (GI) meeting October 15. • 2020: Drake Road from Parkview to M-43. Signals/Road work. Received information requested from Township late last week, working to incorporate into plans for turn in. The project is now pushed from a November to December letting. • 2020: S Avenue from 34 th Street to 36 th Street. GI meeting September 17. • 2020: Systemic Signs (South County): GI comments received, targeting January letting. • 2020: U Avenue from 29 th Street to 32 nd Street: Finalizing plans for final turn-in,

targeting RCKC December Letting:

• 2021: Sprinkle Road from Milham Avenue to N Avenue. Finalizing plan development for GI submittal, now targeting February letting. RCKC Other Updates: • Chip Seal complete. Fog sealing remains (weather permitting) • RCKC 110 th Anniversary Open House: October 10 th @ 3:00 -5:00

LAND USE/PLANNING AND ZONING –

Deisler stated the Texas Township Master Plan Website Texas-Township.com is up and running and they are seeking public input via a survey. Open house scheduled for October 9th.

Jarnefelt gave the Kalamazoo County update that they submitted the Planning Department Annual Report to the Board that should be in their packet for the next meeting review. The County

signed approval to form a committee for the 2020 census so plans are being made for that. The Brownfields Project for Graphic Packaging is moving forward toward state approval which would be a major expansion in the City of Kalamazoo as well as Kalamazoo County p and could potentially effect the Business Loop and the 131 Connection in the future.

Reilly stated the City of Kalamazoo next Large Street Community Meeting will be October 23rd at 6:30p.m. The Sustainability Planning Effort meeting will be September 26th at the Farmer’s Market at 5:30p.m. Stoddard asked for feedback on the Walkability Audits. The Walkability Audits went well with about 20 people in the evening and 10 in the afternoon turning out. Arif asked for a way to comment about sidewalk condition. Reilly said there is a walkability survey available online or they monitor comments and complaints via at [email protected].

Forth reported the City of Portage has an open house on its Capital Improvement Program on September 30th from 4:30 – 6:30p.m. A survey is available on- line at PortageMI.gov.

NEW BUSINESS Stepek added Obligation Authority and Transportation Improvement Program (TIP) to the Agenda.

Kalamazoo Area Transportation Study (KATS) lost $2 million dollars because two projects were not obligated soon enough. One is with the City of Kalamazoo which they are revamping to fit it back into future projects. There will be a future TIP Amendment on that. The City of Portage project will be more difficult to fit in to future years because it was an $800,000 project that didn’t get obligated and there is now only $400,00 available each year through 2023.

Standard Operating Procedure is to see what KATS has been rewarded in the new TIP and to ensure we aren’t kicking some else’s projects out. KATS staff will discuss this with the Policy Committee and need to wait for Federal approval of the new TIP (October/November) before making any decisions.

KATS staff can’t stress enough that all projects are submitted by May so they are obligated and we are responsible and good stewards of the funds.

The Obligation Authority is one big pot for all projects and as projects come in, that authority gets spent down. The authority is always less than the appropriation we’re given, usually 96% of the total appropriation. Michigan Department of Transportation allows some overages. Unlike others, KATS operates as a capped program where overages are not allowed.

In September, the federal government gathers up all the money that hasn’t been spent and redistributes it back to the Metropolitan Planning Organizations. We usually get all our projects in with the redistribution amount, but this year projects were submitted for obligation too late.

Start explained that the best protection every year is to get projects in early. Projects will get obligated and those projects won’t lose money to other projects.

What is the TIP? The Transportation Improvement Program (TIP) is an outline of transportation projects programmed in the Kalamazoo Area Transportation Study (KATS) Planning Area for Fiscal Year (FY) 2020-23. This area includes all of Kalamazoo County and Almena Township, Antwerp Township, Paw Paw Township, Waverly Township, and the Villages of Paw Paw, Lawton, and Mattawan in Van Buren County.

The TIP, as required by federal regulations, addresses all projects proposed to use federal transportation funding within the KATS area. Everyone who lives, works, attends school, visits, or travels through our region is affected by these projects. The TIP responds to the everchanging needs of all users and includes maintenance, public transit, bikeway, sidewalk, bridge, traffic signal, and other projects.

Development of the TIP The TIP covers a four-year period but is updated every three years to ensure an efficient transition between programs. The program is developed using the continuing, cooperative, and comprehensive planning process with state and

federal transportation agencies, public transit agencies, local governments, and residents. To be included in the TIP, projects must have committed funding and provide project details.

Amending the TIP KATS regularly amends the TIP to reflect new and changing projects. The KATS staff may approve minor changes, but certain modifications are more significant and require KATS to approve a formal amendment to the TIP. These modifications include:

• Cost changes that exceed percentage thresholds

• Major changes that affect project scope • Additions and Deletions

The Metropolitan Transportation Plan The Kalamazoo Area Transportation Study also develops the region’s long-term Metropolitan Transportation Plan (MTP). The MTP covers more than 20 years of planning efforts and must be updated every four years. The short-range projects included in the TIP must be consistent with the long-range planning efforts included in the MTP.

Amendments are to be submitted to KATS via a JobNET change request (for MDOT Jobs) or via email (for local jobs).
