August 17, 2019

To City of Camrose Mayor and Council

Thanks to the City of Camrose, donations from residents of this community and

many volunteers working tirelessly we’ve had a very successful couple years in

operation!

360 cats, 3 rabbits, 1 ferret, 2 budgie birds, 2 bearded dragons and 1 ball

python taken into our care.

We have fund-raised over $72,562 dollars through bottle drives and other

events.

We have helped Junior high, senior high and university students meet

curriculum requirements.

We have provided volunteer opportunities to special needs adults through

Centra Cam, Association for community living, and private care.

We have assisted property management companies and private citizens in

the removal of unwanted, stray and abandoned pets. Some of these

animals were problematic in that they were causing damage to property etc.

We have been granted charity status! We are applying for grants and

seeking out financial sponsors to aid our efforts.

We have big plans for our future!

* In the coming months we hope to receive grants that will allow us to arrange

low cost spay / neuter programs for local cats.

We’d like to host pet related community education classes and seminars.

We hope to be able to hire a couple part time staff to ensure the ability to

efficiently and adequately care for the animals we take in.

We would like to consider looking for more suitable space to possibly

expand the types of animals we can care for—to become a multi species

shelter. This prospective space would allow us to keep different species in

separate rooms to ensure their safety. We would be able to better organize

our animal care spaces, public access / adoption spaces, storage,

educational and office spaces. This would allow us to provide better care for

the animals and better service to the public.

We are respectfully requesting financial support from the City of Camrose in

order to continue to provide the service of an animal shelter in Camrose. With

the goals of more services and community programs in the future, we feel the

amount of $25,000 per year would be reasonable and very helpful. We hope

you will consider our request.

To: Committee of the Whole Council Date: September 3, 2019 From: Deputy City Manager Re: Emergency Management Bylaw RECOMMENDATION: THAT Council review changes to the attached bylaw and provide direction on next steps. BACKGROUND: The Emergency Management Act was revised in November of 2018 to include the establishment of the Local Authority Emergency Management Regulation which will come into force on January 1, 2020. As such, the City of Camrose Emergency Management Bylaw required updates to ensure compliance with both the Emergency Management Act and the Local Authority Emergency Management Regulation. In July, the Emergency Management Committee met and reviewed the proposed changes to the bylaw. Some minor changes were recommended from the Committee and as such those changes have been included in the attached bylaw. MUNICIPAL DIRECTIVES: As per the Emergency Management Act and the Local Authority Emergency Management Regulation. IMPLICATIONS OF RECOMMENDATION: Once Council has reviewed the bylaw it is recommended that it be brought forward to the next Regular Meeting for adoption.

OF THE

CITY OF CAMROSE

PROVINCE OF ALBERTA

BEING A BYLAW OF THE CITY OF CAMROSE TO PROVIDE FOR EMERGENCY

MANAGEMENT IN THE CITY OF CAMROSE

WHEREAS under the authority of the Emergency Management Act, RSA. 2000, c. E-6.8, and amendments thereto, Council may establish emergency management procedures, including the establishment of committees to declare local emergencies, develop emergency plans, and direct emergency response;

AND WHEREAS it is the desire of the Council of the City of Camrose to adopt emergency management procedures;

NOW THEREFORE, the Council of the City of Camrose, duly assembled, hereby enacts as follows:

PART I - TITLE, DEFINITIONS AND INTERPRETATION

1. SHORT TITLE

1.1 This Bylaw may be called the “Emergency Management Bylaw.”

2. DEFINITIONS

In this Bylaw:

2.1 “Act” means the Emergency Management Act, RSA. 2000, c. E-6.8 and any amendments thereto, together with any regulations made thereunder;

2.2 “Assistant Deputy Director of Emergency Management” means the Deputy Fire Chief

or designate; 2.3 "Deputy Director of Emergency Management” (DDEM) means the Fire Chief or

designate. 2.4 “Director of Emergency Management” (DEM) means the City Manager or designate; 2.5 “Disaster” means an event that has resulted or may result in serious harm to the

safety, health or welfare of people, or widespread damage to property; 2.6 “Emergency” means any occasion or instance that warrants action to save lives and

to protect property, public health and safety and the environment. 2.7 “Emergency Management Agency (EMA)” The Director, Deputy Director, and

Assistant Deputy Director of Emergency Management as well as members of the Management Team of the City of Camrose.

2.8 “Emergency Advisory Committee” (EAC) means the Mayor and three Council

members appointed by Council. 2.9 “Emergency Management” means the development, coordination and execution of

plans, measures and programs pertaining to mitigation, preparedness, response and recovery before, during and after an emergency.

2.10 “Emergency Coordination Operations Centre (ECCOC)” means a protected site from

which civic officials, coordinate, monitor and direct emergency response and recovery activities during an emergency event.

2.11 “Minister” means the minister charged with the administration of the Emergency Management Act.

2.12 “Managing Director of the Alberta Emergency Management Agency” means the

person designated by the Minister to this position under the Emergency Management Act.

2.13 “Municipal Emergency Plan” means the plan that outlines the following:

a. How people and property will be protected in a real or imminent emergency situation;

b. Who is responsible for carrying out specific actions before, during and/or an emergency event

c. The personnel, equipment, facilities, supplies and other resources available for use in responding to and/or recovering from an emergency

d. How emergency response and recovery actions will be coordinated.

3. EMERGENCY ADVISORY COMMITTEE

3.1 The EAC is hereby established for The City of Camrose within the meaning of section 11.1(1) of the Act.

3.2 The EAC will consist of the Mayor and three Councillors appointed by Council. In the

absence of a member, the Mayor or in his/her absence the Deputy Mayor will act in place of the Mayor and may appoint any of the remaining members of Council to act in place of an absent appointed Councillor.

3.3 The EAC will be chaired by the Mayor or in the absence of the Mayor by the Deputy

Mayor one of the appointed Councillors. 3.4 The EAC will follow the procedures governing Council prescribed by the City of

Camrose Council Meeting Procedures Bylaw. 3.5 Quorum for the EAC will be half of its voting members. 3.6 In accordance with its authority to delegate as set out in section 203 of the Municipal

Government Act, Council hereby delegates to the EAC its powers and duties under

Section 20 and 21 of the Act, in particular the power to declare, renew and terminate a declaration of a State of Local Emergency.

3.63.7 Council delegates the power to declare, renew or terminate a State of Local

Emergency to the Mayor or in the Mayor’s absence the Deputy Mayor or in the Deputy Mayor’s absence any two Councillors

4. EMERGENCY ADVISORY COMMITTEE MEETINGS

4.1 The EAC shall meet annually or more frequently as required and may meet on less

than 24 hours’ notice. 4.2 Where in person meetings are not possible, the EAC may convene by telephone or

electronic means of communication. 4.3 Where EAC is not able to meet promptly, its powers may be exercised by the Mayor

acting alone or, in the absence of the Mayor, the Deputy Mayor or any two Councillors.

5. DUTIES OF THE EMERGENCY ADVISORY COMMITTEE

5.1 The EAC will review the Municipal Emergency Plan and Programs.

5.2 The EAC shall be responsible to advise Council, duly assembled, on the status of

the City of Camrose Emergency Management Plan and related plans and programs at least once a year.

5.3 The EAC may cause the Municipal Emergency Plan and related programs to be put

into operation, if not already in operation when a state of local emergency is declared.

5.4 The EAC may expend all sums required for the response to and recovery from an

emergency event. 5.5 The EAC may enter into agreements with and make payments or grants, or both, to

persons or organizations for the provision of services in the development and implementation of emergency management plans and programs.

6. EMERGENCY MANAGEMENT AGENCY

6.1 In accordance with Section 11.2(1) of the Act, The City of Camrose will maintain an Emergency Management Agency to act as its agent in exercising the City’s powers and duties under the Act.

6.2 There is hereby established an Emergency Management Agency.

6.3 The EMA in The City of Camrose shall consist of the following members or their

designates.

6.4 Others may be invited to participate in EMA meetings at the call of the Chairperson. 6.5 The DEM will serve as Chairperson of the EMA.

7. EMERGENCY MANAGEMENT AGENCY MEETINGS

7.1 EMA shall meet annually or more frequently as determined by the DEM and may

meet on less than 24 hours’ notice. 7.2 When in person meetings are not possible, the EMA may convene by telephone or

electronic means of communication.

8. DUTIES OF THE EMERGENCY MANAGEMENT AGENCY

8.1 The EMA shall meet with the EAC EMC at least once annually to provide an update

on the activities of the agency and review the Municipal Emergency Plan;

8.2 The EMA shall be responsible for the direction and control of the City’s response to emergencies. In particular, the EMA may authorize the taking of any action necessary to respond to and/or recover from an emergency event.

8.3 The EMA has the authority to exercise the City’s powers under Section 24 of the Act

and, in particular, on the declaration of a State of Local Emergency (SOLE) by the EAC.

a. Shall cause any emergency plan or program to be put into operation; and b. May exercise or authorize any person to exercise any power given to the

Minister under Section 19(1) of the Act in relation to the part of the City affected by the SOLE declaration. c.

9. DIRECTOR OF EMERGENCY MANAGEMENT

9.1 The City Manager is hereby established as the DEM. 9.2 The DEM shall:

a. Appoint a person to act as the DEM and Chairperson in the absence of the City Manager;

b. Determine the procedures to be followed by the EMA in its deliberations; c. Ensure the preparation, coordination and approval of emergency

management plans and programs, including, but not limited to the Municipal Emergency Management Plan;

d. Activate the Emergency Operations Coordination Centre when required under an Incident Command System prescribed by the Managing Director of the Alberta Emergency Management Agency..

e. Ensure the submission of annual reports to the EAC on the status of all emergency management plans and programs.

9.3 The DEM may delegate responsibilities to any member of the EMA to assist in the

preparation, coordination and implementation of emergency management plans and programs.

9.4 The DEM may consult with or permit other stakeholders or interested parties who

can advise or assist with emergency management activities to participate in meetings of the EMA or any subcommittees thereof.

10. DEPUTY DIRECTOR OF EMERGENCY MANAGEMENT

10.1 The Fire Chief is hereby designated as the DDEM. In the absence of the Fire Chief

the Deputy Fire Chief is designated as the DDEM.

11. ASSISTANT DEPUTY DIRECTOR OF EMERGENCY MANAGEMENT

11.1 The Deputy Fire Chief is hereby designated as the Assistant Deputy Director of

Emergency Management.

12. STATE OF LOCAL EMERGENCY (Sections listed below are per the Emergency

Management Act)

12.1 The EAC may, at anty time when it is satisfied that a major emergency exists or may exist, by resolution declare a state of local emergency.

12.2 The EAC must ensure that the declaration identifies the nature of the emergency and the areas of the City of Camrose in which it exitsexists.

12.3 When a state of local emergency is declared, the DEM will:

a. Cause the details of the declaration to be published immediately by such means of communication considered most likely to notify the population of the area affected; and

b. Forthwith forwarded a copy of the declaration to the Minister.

12.4 When a state of local emergency is declared, the EMA may at any time, in accordance with the Municipal Emergency Plan and related programs: a. Acquire or utilize any real or personal property considered necessary to

prevent, combat or alleviate the effects of an emergency or disaster; b. Authorize or require any qualified person to render aid of a type he or she is

qualified to provide; c. Control or prohibit travel to or from any area of the City of Camrose; d. Provide for the restoration of essential facilities and the distribution of

essential supplies and provide, maintain and co-ordinate emergency medical, welfare and other essential services in any part of the City of Camrose.

e. Cause the evacuation of person and the removal of livestock and personal property from any area of the City of Camrose that is or may be affected by a disaster, and make arrangements for the adequate care and protection of those persons or livestock and of the personal property;

f. Authorize the entry into any building or on any land, without warrant, by any person in the course of implementing an emergency plan;

g. Cause the demolition or removal of any trees, structure or crops if the demolition or removal is necessary or appropriate in order to reach the scene of a disaster, or to reach the scene of a disaster, or to attempt or forestall its occurrence or to combat its progress;

h. Procure or fix prices for food, clothing, fuel, equipment, medical supplies, or other essential supplies and the use of any property within the City of Camrose for the duration of the state of emergency; and

i. Authorize the conscription of persons needed to meet an emergency.

12.5 When, in the opinion of the EACEMC, a major emergency no longer exists in relation to which the declaration was made, the EACEMC shall, by resolution, terminate the declaration.

12.6 Upon the cancellation of a declaration of state of local emergency the EACEMC will forward a copy of the cancellation to the Minister.

12.7 A declaration of a state of local emergency lapses 7 days after its making by the

local authority unless it is earlier cancelled by the Minister or terminated by the local authority or unless it is renewed by the local authority.

12.8 The Lieutenant Governor in Council makes an order for a state of emergency under

the Act, relating to the same area; or 12.9 The Minister cancels the state of local emergency.

13. EFFECTIVE DATE

13.1 This Bylaw shall come into effect on the date of final passing thereof and Bylaw

#2579/08 thereto is rescinded.
