Thank you for your ongoing commitment to the Inland Capital Committee and to progressing important job-creating projects for Alice Springs, including the revitalisation of the CBD, supported by a $20 million investment from the Territory Government, the upgrade of community sporting infrastructure, supported by a $6.2 million Territory Government investment, and the development of a world-first National Aboriginal Art Gallery.

Further to our ongoing communication over many months and discussions leading up to the inaugural Inland Capital Committee meeting earlier this year, I am now seeking to further strengthen the partnership between the Northern Territory Government and the Alice Springs Town Council to progress the Anzac Hill Precinct as the preferred site for the National Aboriginal Art Gallery.

The preferred site, taking in both the current Anzac Hill High School site and the Anzac Oval, will be developed in consultation with key stakeholders as an indoor-outdoor arts and cultural precinct which will house the National Aboriginal Art Gallery as well as retaining green space for community use.

The Government is investing an initial $50 million towards the development of the Art Gallery, as well as $20 million towards a National Aboriginal Cultural Centre in Alice Springs, which may also be located at the precinct.

The Minister for Tourism and Culture Lauren Moss will direct her Department to negotiate the terms and conditions of a Memorandum of Understanding (MOU) with the Council to clarify and formalise our respective needs and intentions in relation to the development of this site.

The MOU will be underpinned by a number of key principles, including providing assurance to residents that the intended use of the land is for an arts and cultural precinct which will include the National Aboriginal Art Gallery, as well as a strong commitment to retain green space for community use including concerts and Masters Games ceremonies.

The MOD will also make clear the Government’s intentions to find a suitable alternative venue, in collaboration with Council and key stakeholders, for a sporting facility that can be used by both rugby league and rugby union, which will include provision for two playing fields and accompanying amenities.

The Territory Government has demonstrated our strong commitment to the economic development of Alice Springs, with $90 million already allocated towards key projects including the National Aboriginal Art Gallery.

However, it is imperative that we stand together to ensure this important project is delivered in its rightful home of Alice Springs and not in another jurisdiction. To this end, I ask that your Council commit your Chief Executive or delegate to be part of a Project Control Group to guide the development of the project and the supporting MOU between the Territory Government and Council.

I look forward to our continued strong partnership in relation to this and other projects that will ensure the ongoing growth and prosperity of Alice Springs as Australia’s inland capital.

As a property owner within the CBD of Alice Springs, and a property owner,business operator, investor and long term resident and supporter of Alice Springs, I write to lodge my strong support and urge your support for the Northern Territory Governments funded commitment to the establishment of the National Aboriginal Art Gallery in Alice Springs.

Alice Springs is the rightful location for a National Aboriginal Art Gallery of world standing, being essentially the birthplace of the modern aboriginal art movement as we now know it, and more importantly as the nationally recognised location for the holder and keeper of aboriginal culture. The National Aboriginal Art Gallery proposed will be a world wide attraction, and will continually draw significant visitors to Alice Springs to experience the facility, visitors nationally and from around the world. This increase in visitation to Alice Springs will bring substantial benefits to Alice Springs into the future , its economy, its residents and all businesses in the town with flow on positive effects to everyone.

To maximise this impact, for the Alice Springs community benefit, it is important that the facility be located in thecentre of the town and its CBD. I support the NTG decision to locate the National Aboriginal Art Gallery on the AnzacOval Precinct as recently announced and urge the Alice Springs Town Council its elected members and itsadministrative support members to fully support this location and the establishment of the facility.

In summary the Northern territory Government has committed to :

• Provide new sporting grounds and facilities to the sporting bodies, Ruby League and Rugby Union at a new and better location - at no additional cost to the rate payer

• Incorporate open, public green space and other complimentary landscaped space as part of the precinct redevelopment that will allow the continuation of holding the many public events such as Masters Games Opening/ Closing ceremonies, concerts, Henley on Todd and other open public events - at no additional cost to the rate payer

• Incorporate improved carparking and vehicular and pedestrian access to, through and around the precinct - at no additional cost to the rate payer and

• Design, construct, fit out, curate and operate a world class aboriginal art gallery that will

o Provide significant employment and training for local people, indigenous and non- indigenous, as well as an immediate significant employment boost in construction employment and spending

o Showcase the vast richness of national aboriginal art that the whole world is interested in o Create exhibitions and other activities that will continually bring and encourage new visitors

to Alice Springs as well as repeat visitors for extended duration stays

Overall this project would be valued in excess of $100M and will be a game changer for Alice Springs.

These factors make a very compelling case for the project to be supported and as a long term resident and business operator in Alice Springs I believe it is imperative that Alice Springs as a whole grabs this opportunity with both hands, and makes it happen, protects its sovereign right for this facility and tells any other jurisdiction to nick off and as a result, I urge the entire Alice Springs Town Council to fully support this development for the future of Alice Springs and execute the Heads of Agreement with the NTG which will formalise it as a key stakeholder in the projects development and success.

Please consider the big picture and do the right thing and get behind this wonderful opportunity.

Support for National Aboriginal Arts Gallery at Anzac Hill Precinct

Dear Rex Mooney, CEO, Alice Springs Town Council,

Incite Arts is a community-led arts organisation working with people with disability, in Alice Springs and the central desert region since 2004. Incite collaborates and responds to our community, its creative needs and aspirations; builds strong partnerships to explore ideas and creates exceptional art with the community, by the community and for the community.

We are writing in support of the proposal to establish a National Aboriginal Art Gallery at the Anzac Hill Precinct. As the current cultural development of Aboriginal Art was initiated in Papunya, Central Australia, it seems most fitting to position the Gallery in Central Australia. The establishment of such a potential national icon close to town at the centrally located position of Anzac Hill, will support the access and visibility of this potentially valuable Territory and National asset.

The location at the Anzac Precinct offers opportunity for unprecedented visitor numbers through the retail centers and The Mall as they walk to the ‘home’ of Aboriginal Art in Australia. We consider the inclusion of public access green space, critical to the aesthetics and overall appreciation of the building and its purpose. Alice Springs has a well-deserved reputation for celebrating diversity including artists with disability. The location at Anzac Precinct offers excellent access for locals and visitors with disability.

I can image there is great opportunity for significant flow on benefits to the community. Local employment will spike during construction as well as the on-going huge potential for employment once the building is opened. This proposal is also ideally positioned to offer infinite opportunities for aboriginal training and development; in the galleries, curatorial and management skills, administration, conservation, tourism, marketing and retail.

I anticipate the building might be of significant architectural innovation; including the most recent developments in alternative power generation, thermally efficient building design and materials, water conservation and filtration. I would hope the design also includes and promotes access and inclusion for all people, demonstrating best practice social inclusion.

We commend the Northern Territory Government for their commitment to developing a National Aboriginal Art Gallery in Alice Springs. This initiative will complement other nationally recognised visitor attractions in the Centre and establish Alice Springs as the epicenter for aboriginal visual art and culture on the world stage.

We strongly recommend the location of Anzac Precinct for this proposal. The project will have a positive impact on the visibility of the township of Alice Springs.

I write as a member of the community, a former elected member of the Alice Springs Town Council, and as the head of an organisation, Multicultural Community Services of Central Australia, that occupies a portion of the proposed development precinct.

I support the development of this site for the purpose of building and operating a national Indigenous art gallery, with the following riders: I seek assurances that parking, access and lighting will be provided for the two public assets, the Over Fifties Centre and the Totem Theatre. Both are sited at the eastern edge of the proposed development zone, and appear to be at a considerable distance from the planned parking block that will be provided at the western extremity of the area. Issue of access relate to safety and convenience for users of both facilities.

I would therefore support the generation of an MOD between the NT Government and the Alice Springs Town Council to ensure that the Rugby League & Rugby Union are happy with their proposed new location and also to ensure the project's whole-of-community support.

Dear Mayor Ryan and Councillors

As I will be out of town for another couple of months I would like to make my position regarding Anzac Oval clear to you all .1 have never questioned the value of an Art Gallery of National Significance . My concern as I expressed it in my letter to the Advocate on 28th November 2017 was and still is the future of Anzac Oval. I consider the Oval the most important remaining area of significance in the story of the important role Alice Springs played during World

War Two .

After studying all the latest information from the NT Government regarding the preferred site for the Gallery I am prepared to accept the proposal on the proviso that a watertight M.O.U. Is drawn up between Council and Government. The final commitments as agreed upon by all parties must be listed in the M.O.U. with funding costs and time lines for work to begin. There must be NO chance of any building work infringing on the Oval. As well as it's important historical significance Anzac Oval will be an ever more invaluable " green space " as our town grows.

I realise there is still a great deal of negotiating to happen before the planned layout is finalised . My 4 major concerns with the plan I have seen are— 1. Removal of WillsTerrace car park.2. The legality of taking some of the Youth Centre land for parking .3. Access and parking forSenior Citizens to the Senior Citizens building.4. Access and parking for Totem Theatre.

Wishing you all a productive debate , bringing about the best possible proposed outcomes for the future of OUR Alice Springs.

Rex and Damian I would like to convey to you my support for the announcement of Anzac Hill as the preferred location for this facility.

My initial concerns about the public open space being lost have been settled once the concept plans were released.

If the NTG are to commit this sort of capital funding to our town it is imperative that the town maximise the benefits and that can only be achieved by this facility being located in or adjacent to the CBD.

We need to encourage those people who come to visit this facility to wander our town and support local retailers and businesses, this wont be achieved if the facility is located at the Desert Park or another out of town location.

I believe the Council must strongly support this project and the chosen location as it is in the best interest and will provide then best result for the town in general.

It is important that a suitable location be found to relocate the football codes who currently utilise this facility, however this is a secondary consideration as we must do what is best for Alice Springs and the National Aboriginal Art Gallery must be within easy walking distance of the CBD and then provide shaded and comfortable walking to link it to the rest of the town.

Further to our conversation earlier today on behalf of two Todd Mall retailers (Outbush & Alice Springs Souvenirs) we would be grateful if you would pass on our support of this major project.

Todd Mall has and continues to face many challenges, news of the National Aboriginal Art Gallery - Anzac Hill Precinct is the most promising news in recent times.

Our two businesses contribute approximately $25,000 per year in rates and appreciate the services ASTC provide, however we and other Todd Mall traders need all the help to muster as many tourists & locals down Todd Mall as possible.

Accordingly I appeal to those voting on this fantastic project to consider the best interests of the CBD.

Whilst the Desert Wildlife Park is an outstanding facility the CBD of Alice Springs urgently requires an attraction such as the National Aboriginal Art Gallery.

Wonderful attractions such as the former Panorama Guth (Hartley Street) & former Spencer & Gillen Museum (two floors in the Alice Plaza) have never been replaced, accordingly many tourists shops have closed down in Todd Mall.

I have read more on what will happen re the Art Centre for Anzac oval area and the open space with extra car parking, I do support the Art Centre in this area as it will not affect the HOT, Masters Games, concerts , amphitheatre and other events with the open space that this will provide.With the new NRL ovals off Bradshaw drive near Bloomfield Street, this will be a great benefit for theRugby League and Union supporters and the town and will showcase the Alice with the beautiful backdrop of theMacDonnell rangesWith some businesses talking about extra accommodation for the CBD this is a great plus and supports the whole concept of having the Art Gallery on the site oval and old school.There should have been more consultation re this proposal with the townspeople and letting them know the whole concept not just bits and pieces, originally I was going on the recommendations of the committee of Phil Watkins & Hetti Perkins

Good afternoon Rex and Damien,

I write to you today in your respective capacities as CEO of the Alice Springs Town Council and the Mayor of Alice Springs.

I want to let you know of mine and my companies support for locating the proposed Aboriginal National Art Gallery at ANZAC Oval. Whilst I respect the history of what the oval in its current format represents, I believe that the future of the town depends on the gallery being located in its place. Alice Springs has a chance to win a world class tourism product with global significance, and we as a town have to get it right- we are running out of chances to remain relevant as a tourism destination (and as a viable place for other businesses in general to operate). Whilst we have many fantastic boutique tourism offerings, we still want for a single experience or product to tie it all together and prompt tourists to come to Alice Springs.

I believe that the gallery must be in the CBD, so as to ensure surrounding businesses reap downstream benefits- it is easy to imagine having spent a few hours perusing the gallery at ANZAC Oval tourists would then wander down the Todd Mall to have a coffee or a meal at any number of cafes and restaurants. It is equally easy to imagine if the gallery is located out of town (such as at the Desert Park) those same tourists jumping on a bus once finished at the gallery and heading back to their hotel for room service, meaning our great local small businesses miss out.

I was already in favour of locating the gallery at ANZAC Oval, however having now seen the proposal for a relocated rugby facility I think that this whole concept is a clear winner.

As a major local business operator and ratepayer of Alice Springs, it is imperative we embrace the National Aboriginal Art Gallery project or risk losing the opportunity to interstate competitors. The proposed ANZAC Hill precinct location will directly and indirectly benefit the entire CBD and should now be part of a new masterplan with the National Aboriginal Art Gallery as its centrepiece. We do not support the National Aboriginal Art Gallery project being outside the CBD as it is simply the second best economical outcome for all fringe and peripheral businesses within the CBD.

Good after noon Rex i was asked to email you in support of the Aboriginal Art Gallery going on ANZAC hill mate i think its a great opportunity for the territory and Alice springs to have it here , but i also would love to support that it should be incorporated with a large international hotel in that spot, mate Alice needs more accommodation especially in peak tourist season and large events that get held here there is no where to stay , the oval could stay there and have area like seating built around it for large concerts and out door entertain .Plus keep the sporting community happy knowing they are not going to loose their favorite footy field, just a few ideas i think that could improve the space .

Hello Rex,As a Mall trader and a resident of Alice Spring for some 20 years I am concerned with discussions about the location of the new gallery.

Our CBD has struggled for many years and I see this as a perfect time to help remedy this.The new gallery must be in a CBD location, we must invigorate this towns centre and bring people in.In the past planning has been poor in this town with every thing spread out and major attractions not in walking distance of each other or services.I back the gallery being in the CBD.

I write to add my support to the Anzac school and oval site for the proposed new art gallery. I believe that having a separate site for an iconic attraction and not added to a current attraction is important and having such an iconic attraction near the Alice Springs CBD will be beneficial in revitalizing the CBD which in turn benefits the town and region. I also believe that having a revitalized community space is a great for the local community and enhance the experience at events like the Masters Games etc.

As a business owner in the Todd Mall I am writing to express my support for the proposed National Aboriginal Art Gallery to be located at the Anzac Oval site. I believe that if this major development is taken away from the CBD, then the CBD and in particular the Todd Mall are at risk of becoming irrelevant to tourists and ultimately resemble a ghost town while the Desert Park develops a life of its own where visitors spend all of their scheduled time, eat, drink, relax and ultimately find little need to visit Alice Springs itself. This would have flow on effects for occupancy rates, antisocial behaviour and other issues in the CBD which would further entrench the reluctance of visitors (and locals) to venture into the town centre.

I can understand there are concerns among some in the community regarding loss of the open space of Anzac Oval, but I believe there should be ample opportunity to retain the open space as part of the design allowing outdoor concerts to continue to be hosted at the site, in fact it could be an asset to the gallery to have a space where cultural activities and performances could be held.

With vistas to Anzac Hill, Spencer hill and the Todd River the Anzac Hill site definitely has enormous potential to host a world class Gallery. These are features of the site that should be incorporated into the plans and explained and prompted to the community.

These are a just a couple of reasons that I support the Anzac oval site for the National Aboriginal Art Gallery and I implore the ASTC to also get behind this site as the preferred location. I'm sure with the right design a very convincing case can be made for the Anzac oval site which will assist in gaining support of the Alice Springs community.

I am aware that there has been considerable discussion about the preferred site of the National Indigenous Art Gallery being Anzac Oval and Anzac School.With the construction of new football fields now announced by the NT Government and a pledge to provide more parking, I wonder if there is still reluctance on the part of the council to sign the MOU with the NT Government to allow this project that has the potential to revitalize the Alice Springs CBD into the vibrant space it used to be.As the new manager of the Alice Springs School of the Air Visitor Centre I have just experienced a February and March where between 8 and 12 international groups were visiting the SOA VC each day. Some of these groups are filling in time between flights and not actually staying in Alice while others fly in, spend the afternoon in Alice then depart early for the Rock the following morning. Interestingly many of the businesses in town are complaining that it has been very quiet, as for them February traditionally is and they are looking forward to the season beginning, whilst we are now beginning to tapering off of before the caravanner's and independent travellers arrive. Imagine the impact these groups could have on the economy of Alice Springs if they stayed an additional night and on the additional day visitors were dropped at the Gregory Terrace end of the Mall and collected that afternoon from the Gallery at the other end of the Mall.In 2011 /2012 I was the Rooms Division Manger at the then Chifley Alice Springs Resort. The majority of interstate or international guests arrived by train or plane and did not hire a car. Many of these guests would want to visit the Dessert Park but transport was always a little difficult for a variety of reasons including cost, timetable, availability etc. There is no point developing a amazing attraction in a location that is difficult to get to.I have read comments stating that the council do not have a mandate to proceed with this project, but surely the council has a mandate to seize any opportunity which is going to allow Alice Springs to develop and evolve into a better more economically sustainable town.As a rate payer and member of the tourism sector in town I encourage council to sign the MOU with the NT government as I believe the Gallery will be great for our fabulous town and I also believe that the Anzac Oval / School precinct is the best location.

Dear Mr. Mooney,

On behalf of Tourism Central Australia (TCA) and our over 330 members, I would like to register our support for the National Aboriginal Art Gallery to be located at the ANZAC Hill precinct. The Memorandum of Understanding proposed by the Northern Territory Government to Alice Springs Town Council to progress the National Aboriginal Art Gallery on the ANZAC Hill precinct is supported by the Board of TCA.

TCA has carefully considered this development, including extensive consultation with our members. As the voice of our members, our organisation represents small and large businesses, a majority of whom operate in the Alice Springs region. These businesses support the community in many ways including employing locals, as well as being rate payers to the Alice Springs Town Council. Tourism is one of the major economic drivers for the Alice Springs community and when tourism is doing well, the Alice Springs community is doing well.

The Board of TCA recently met with Acting CEO of the Department Tourism & Culture Michael Tennant regarding the National Aboriginal Art Gallery. In addition to this meeting, correspondence was received from the Northern Territory Government that addressed TCA's qualifications to the proposed development. We attach a copy of this letter for your Council's information.

Following this meeting and letter, TCA hosted a member forum. Michael Tennant gave a presentation on the National Aboriginal Art Gallery and answered many member questions. The forum was well attended.

The Members were asked at the end of the forum to show their support for or opposition to:a) The National Aboriginal Art Gallery projectb) The selection of the ANZAC Hill precinct as the site for the development

Both questions, by show of hands of members in attendance, was an overwhelming majority of support for both the National Aboriginal Art Gallery project and the ANZAC Hill precinct as the location. The forum was also streamed live on the TCA members only Facebook page with

A new major attraction is required for Alice Springs, to draw more visitors to experience our amazing town, attractions and surrounding landscapes. During our consultation with members, the high cost of airfares was raised. The National Aboriginal Art Gallery is demand driving infrastructure, that will increase visitation and therefore provide further incentive for airline investment to Alice Springs Airport, with competition driving down airfares. A major tourism development such as the National Aboriginal Art Gallery can be the game changing attraction town needs to boost tourism numbers and help lower the cost of flights, as well as many other positive flow on effects for the economy.

We look forward to Alice Springs Town Council supporting the ANZAC Hill precinct location of the National Aboriginal Art Gallery by singing the Memorandum of Understanding with the Northern Territory Government to progress the development.

RE: Support for ANZAC Hill precinct use for site of new National Aboriginal Art Gallery

Dear Rex,

I am writing as a resident of Alice Springs to support ASTC in signing the MOU with the NTG for the

ANZAC precinct.

I work in the tourism industry, and in my professional opinion, the development of the National Aboriginal Art Gallery will mean new jobs, increased visitation and higher visitor spend for Alice Springs and the surrounding areas. The logical location for such a development is close to the CBD, to create higher footfall in the main shopping precinct of town.

Quite apart from my professional interest in this development, I believe Alice Springs is the only logical location for the National Aboriginal Art Gallery. The ANZAC Hill precinct is the perfect location for the development, as it shows the world when they come here that our Aboriginal brothers and sisters are valued, supported and loved. This is not a development that should be hidden; it should be proudly the crowning feature of our town, and the ANZAC Hill precinct is the place to do this.

I have listened to the reasons people have both for and against the use of the site for the National Aboriginal Art Gallery and have formed the opinion that it is the best place for it. I also believe that, whilst there has been a vocal campaign against the use of the ANZAC Hill precinct for the Gallery, that this is a loud minority and not the passive majority, who are either site agnostic or supportive. My belief is that many people have been afraid to show their public support for the development for fear

of being ostracised by their peers.

Thank you for the ability to register my support for ASTC to sign the MOU with the NTG to progress this development. Please pass on my personal support for the site selection to the elected Councillors

and Mayor.
