With Mexico being one of the major players in Latin American aviation, participation in AeroExpo is very beneficial for most businesses within the industry. The warmth and beauty of the city of Acapulco, combined with the Mexican culture, provides an exquisite ambiance for this event. LABACE Sao Paulo, Brazil As the Latin American aviation market continues to grow, the need for a trade show on the scale of an EBACE, or even NBAA, has become apparent. Although the March show was its first, LABACE’s debut was impressively organized by NBAA and ABAG. The Sao Paulo convention center hosted some 100 exhibits. The static displays, which represented numerous corporate aircraft from the different manufacturers, were situated at nearby Guarulhos International Airport. In addition to the host country of Brazil, the 2,500 attendees represented such countries as Panama, Argentina, Venezuela and Spain. LABACE is definitely the start of something very exciting for the local South American market, especially for such key aviation industry players as Brazil, Chile and Venezuela. Jeppesen Supports Presidential Flights In late January of this year, Jeppesen Corporate Flight Services had the pleasure of providing the international trip planning support for the Mexican Presidential Fleet. Jeppesen’s assistance for President Vicente Fox’s travels to and from the World Economic Forum in Switzerland included flight planning, ground handling and hotel coordination, as well as fuel through Jeppesen World Fuel Services. In addition to the conference in Zurich, the President’s Boeing 757 also made stops in Berlin, Munich and Rotterdam. In mid-February, Jeppesen was once again honored by having the opportunity to support the Chilean Air Force on their Presidential flights throughout the Pacific. The countries visited by President Ricardo Lagos Escobar were Australia, Japan and Guam. Services provided by Jeppesen Corporate Flight Services included flight planning and ground handling arrangements for the Chilean Air Force’s Boeing B737-500 Presidential aircraft. Jeppesen Corporate Flight Services is Well Represented in Latin America Under the direction of Mexico-native Leny Omilion, the Jeppesen Corporate Flight Services’ Latin American sales team is making its presence known in that part of the world. Listed below are just a few of the events and activities that they have participated in over the last few months. Jeppesen Undergoes a Revision

Government and Military Aviation. Inaddition to its aviation-related activities,Jeppesen has also created a businessunit dedicated to its marine-specificproduct offerings.

As part of thisreorganization, therehave also been changesto the leadership atJeppesen. Most notably,Mark Van Tine hasbeen named Presidentand Chief Operating

Officer. He is responsible for the overallmanagement of Jeppesen, havingreplaced Horst Bergmann, who retiredon May 1 after more than 40 years ofservice with the company.

Mark began his career with LockheedDataPlan in 1981 and joined Jeppesenwhen it acquired Lockheed in 1989. Heserved as Managing Director ofDataPlan from 1991 until 1995, whenhe relocated to Denver to assumemany of his current duties. Markreceived a B.S. in Aviation from SanJose State University in 1980 and is a graduate of the Harvard School of Business Program forManagement Development.

SARS UPDATEAll international operators should keepinformed of all announcements made relatedto Severe Acute Respiratory Syndrome(SARS). The Center for Disease Controland the World Health Organization arepublishing the most up-to-date informationat http://www.cdc.gov/ncidod/sars andhttp://who.int/csr/sars/en. At the time ofthis publication, Brazil had recently issuednotice that all operators entering thatcountry from an endemic country would bemet by local health authorities to determineif anyone on board displays any SARS-typesymptoms. Any person under suspect willbe subject to three weeks quarantine untilit can formally be determined if they haveSARS. Even symptoms of the commoncold can be suspect, so any travelers toBrazil need to be wary.

ATHENS OLYMPICS 2004

Preliminary plans are underway inpreparation for next summer’s OlympicGames. Greece’s Civil Aviation Authorityand Athens International Airport staffmembers will be meeting in mid-May,2003, to establish parking and slotprocedures for General Aviation aircraft.Stay tuned as Jeppesen will publish moreinformation when known.

European Aviation Safety Agency (EASA) To Replace JAAThe European Aviation Safety Agency became law in the 15European Union States in September 2002. Plans are now wellunderway for the management of the Agency, and existing JAARequirements are already being transposed into European CivilAirworthiness Requirements.

As the existing JAA currently has little or no legal backing, EASAproposes to address this situation with clear and decisive action,such as standardization, recognized rules and efficient and cost-effective regulations. The changes will aim to meet comparablestandards to those already in place within the FAA.

Stage 1 - Scheduled forSeptember 2003

Should see the adoptionof implementing rules production, maintenanceand certification

Stage 2- Beginning in early 2005

We will see more control over operatorsand personnel

EASA is part of a system consisting of member states, nationalaviation authorities and European parliaments, all making upthe Advisory Board of Interested Parties (ABIP), which has atemporary headquarters in Brussels.

There is strong representation from the corporate aviationmarket, with members of the UK’s GAMTA, the General AviationManufacturers and Traders Association, making up 5 out of the21 seats available on ABIP.

Jeppesen Preferred Ground Handler Spotlight Munser FBO, Argentina

Argentina is a sizzling destination for tourists andinvestors alike. A beautifullandscape combined withsophisticated European habits,not to mention a very favorableexchange rate, attracts visitorsfrom all corners of the world.The elegant city, Buenos Aires,is called by some, "the Paris ofSouth America" because of itsunique style, architecture andcultural activities. Due to therecent currency devaluation,now is the best time to shop ordine at one-third the cost.Surrounded by wide and verylong boulevards, one can find

monuments and parks almost everywhere. Hundreds of cafesalso add to the local flavor, finding typical "portenos" (citizensof Buenos Aires) discussing politics or football with equal fervor.

Aeropuertos Internacional de Ezeiza (SAEZ) is approximately 35-45 minutes from the city center of Buenos Aires. This airportservices commercial and corporate aircraft. It also serves as theheadquarters for Jeppesen’s Preferred Handler, Munser FBO ofMunser S.A. Munser, short for Mundial de Servicios (WorldServices in Spanish) originated in 1992. Tito Zaninovich left PanAm as its youngest Director and founded Munser S.A. inArgentina. Originally formed by a group of eight people servicingAmerican Airlines, Munser S.A. eventually added an importantportfolio of customers. Tito brought many experienced people toMunser. These individuals obtained their experience from theairline and corporate arenas.

Munser currently employs 52 staff members. All employees arerequired to satisfactorily complete an extensive training course.As a pilot, Tito enjoys "testing" the business himself by flying hisown Seneca around the region. When it comes to servicequality, Tito will not accept anything less than perfect. Thecompany continually receives commendation letters. Due toMunser’s operational virtues and employee professionalism,Aeropuertos Argentina 2000, the Argentine Port Authority, selectedthis service provider as one of the three ground handlers allowedto service aircraft throughout the country.

New JetPlan Feature: Enhanced Enroute Weather (WXE)

Although we briefly discussed thenew capabilities of the EnhancedEnroute Weather option in the

last issue of the Corporate Flyer, we nowwant to give you all the details so that youcan customize your personal WXEdatabases through our JetPlan.comgraphical user interface (GUI). This newGUI allows you to create and modifythree separate databases which are usedto customize the WXE output that youreceive. Listed below are what the threedatabase GUIs look like and an explanationof how they are used.

From the Customer Database menu onJetPlan.com, the WXE database option islocated at the far right of the window.Click on it, and you can then select fromthe three databases that allow WXEcustomization; Enroute Weather ReportsDatabase, Enroute Airports Database andNOTAM Filter Database.

Enroute Weather Reports DatabaseYou have five categories to choose fromin this database: Takeoff, Arrival, ETP,Enroute and FP Special.

Weather report preferences for these fivecategories can be selected from the sameGUI. The selections made will be appliedto that specific portion of the flight segment.

• Takeoff airports include your point-of-departure (POD) as well as anydeparture alternates.

• Arrival airports include your point-of-arrival (POA) as well as any arrival alternates.

• Enroute airports include all airportsthat satisfy the airport and swathrequirements listed in the EnrouteAirports database, all FIR reports specifiedin the Enroute Weather database and anyover water latitude/longitude points.

• ETP airports include all Equal-Time-Point airports listed in your flight plan.

• FP Special airports include ETOPSenroute diversion airfields listed in yourflight plan.

The following GUI allows you to selectthe types of weather and NOTAM reportsfor each category of flight and allows youto select the style of output you wish toreceive. The output can be delivered byReport Type, Station and, in the future,even by raw XML if you wish to use yourown style sheet to view the output.

In the screen above, the Enroute WeatherDatabase GUI is presented for Takeoffairports. Checks in the boxes by theweather report indicate they will beoutputted for all Takeoff airports. ANOTAM filter name can be selected sothat all NOTAMs outputted for theseairports will be filtered according to theNOTAM filter database (this database isexplained later in this article). The orderthat you select the weather report typesdetermines the output sequence as listedunder the Selection Order.

Plain Text By Station indicates that allweather and NOTAM reports will bearranged by airport so that each airportwill be the header and all selected reportswill be listed underneath. The same formatis repeated for the next airport and so on.

Plain Text By Report Type indicates thatthe selected weather report type will bethe header and all airports will be listedunderneath the specific report type. Thesame format is repeated for the nextreport type and so on.

Enroute Airports DatabaseWith this database GUI, you can designatemultiple aircraft types that exist in youraircraft database and specify differentparameters for each aircraft type. Youcan also specify the Swath Width,Minimum Runway Length andMaximum Airport Elevation criteria forthe selection of airports to be included inthe wxe output.

The Swath Width defines the distancein nautical miles from either side ofthe route of flight the system uses tocheck for airports that meet all of theother criteria. Think of the swathwidth as defining an envelope aroundthe route of flight, and only airportsand Flight Information Regions (FIR) that lie within that envelope areconsidered for reporting weather and NOTAMs.

The Minimum Runway Lengthdefines the minimum runway lengththat an airport must have in order tobe considered. Airports with a runwaylength less than what is specified herewill not be considered for the wxe output.

The Maximum Airport Elevationdefines the maximum elevation that anairport may have in order to be considered. Airports with an elevationabove MSL greater than what is specifiedwill not be considered for output.

These three parameters together definewhich airports will be selected foroutput by the system automatically.Thus, if an airport is within the swathwidth, has a runway length greaterthan the minimum runway length andhas an elevation below the maximumairport elevation then it will be displayed in the wxe output.

The Airport List supercedes the otherthree parameters and is used to specifyonly those airports that will be outputted if they meet the above threecriteria for swath width, runway lengthand airport elevation. The airport list isprimarily used to substantiallydecrease the amount of output you willreceive, or if you only want to seeweather and NOTAM information forspecific airports. Use of this list doesnot affect the output for FIR areas,such as FIR NOTAMs.

NOTAM Filter DatabaseIn this database GUI, you have theability to filter the types of NOTAMsthat are outputted. You can filter inseveral ways; by NOTAM Type, by Q-Code, by Altitude, and by Days of Operation.

You have the ability to create andapply numerous different NOTAM filters for the various segments ofyour flight. For example, you can use certain filters for the departure andarrival airports and different filtersfor the enroute or ETP airports. TheNOTAMs, themselves, can be filteredin various ways.

Filtering by NOTAM Type allows youto select the types of NOTAMs thatare outputted. The list includes ICAOClass 1 and 2, U.S. D, U.S. FDC,SNOWTAM, NFDD, Military, CompanyInternal, Government Published,Jeppesen, Jeppesen Chart andJeppesen NavData NOTAMs. Whenyou select a NOTAM type, thoseNOTAMs will be included in the wxe output.

Filtering by Q-codes allows the mostcomprehensive type of NOTAM filteringavailable. Most NOTAMs issued havewhat are known as Q-codes on theQ-line in the ICAO Internationalformat. In the example below for KSFO:

The Q-line begins with the airport orFIR identifier. In the case above,KZOA, which is the FIR identifier forthe Oakland, California FIR, is followed by the letter Q and then 4characters. The first two charactersare known as Q2-3 and the last twocharacters are known as Q4-5. TheNOTAM filter database GUI allowsyou to select which Q2-3 codes andQ4-5 codes you wish to have outputted. The GUI lets you see whattype of facilities and operations aredescribed by the various Q-codes.When you select a Q-code, NOTAMswith those Q-codes will be displayed

in the output. The NOTAM only needsto have either the Q2-3 codes or theQ4-5 codes in the Q-line in order forit to be outputted.

Filtering by Altitude allows you todefine an altitude range for which youwish to see NOTAMs. 000 defines thesurface and 999 defines the top of theatmosphere. Any altitude (in hundreds of feet) in-between can beused to restrict output. Some FIR andFDC NOTAMs have the altitudesdefined where the NOTAM operationpertains. In the example above forKSFO, the altitude restriction definedin the Q-line is 000-999, which meansthere is no altitude restriction to thisNOTAM. If you only wish to seeNOTAMs above FL240, for example,you could input 240 as the upperbound in the altitude filter section.Any NOTAM that has an upper altitude defined below FL240 wouldnot be outputted.

Filtering by Days of Operationallows you to restrict NOTAM outputbased on days of the week. For example,if your flight is on a Wednesday, youcould select Wednesday in the Days ofOperation filter. SARS UPDATEAll international operators should keepinformed of all announcements made relatedto Severe Acute Respiratory Syndrome(SARS). At the time ofthis publication, Brazil had recently issuednotice that all operators entering thatcountry from an endemic country would bemet by local health authorities to determineif anyone on board displays any SARS-typesymptoms. Any person under suspect willbe subject to three weeks quarantine untilit can formally be determined if they haveSARS. Even symptoms of the commoncold can be suspect, so any travelers toBrazil need to be wary.

Preliminary plans are underway inpreparation for next summer’s OlympicGames. Greece’s Civil Aviation Authorityand Athens International Airport staffmembers will be meeting in mid-May,2003, to establish parking and slotprocedures for General Aviation aircraft.Stay tuned as Jeppesen will publish moreinformation when known.

European Aviation Safety Agency (EASA) To Replace JAAThe European Aviation Safety Agency became law in the 15European Union States in September 2002. Plans are now wellunderway for the management of the Agency, and existing JAARequirements are already being transposed into European CivilAirworthiness Requirements.

As the existing JAA currently has little or no legal backing, EASAproposes to address this situation with clear and decisive action,such as standardization, recognized rules and efficient and cost-effective regulations. The changes will aim to meet comparablestandards to those already in place within the FAA.

There is strong representation from the corporate aviationmarket, with members of the UK’s GAMTA, the General AviationManufacturers and Traders Association, making up 5 out of the21 seats available on ABIP.

Originally formed by a group of eight people servicingAmerican Airlines, Munser S.A. eventually added an importantportfolio of customers. Tito brought many experienced people toMunser. These individuals obtained their experience from theairline and corporate arenas.

Munser currently employs 52 staff members. All employees arerequired to satisfactorily complete an extensive training course.As a pilot, Tito enjoys "testing" the business himself by flying hisown Seneca around the region. When it comes to servicequality, Tito will not accept anything less than perfect. Thecompany continually receives commendation letters. Due toMunser’s operational virtues and employee professionalism,Aeropuertos Argentina 2000, the Argentine Port Authority, selectedthis service provider as one of the three ground handlers allowedto service aircraft throughout the country.

LABACE Sao Paulo, Brazil

As the LatinAmerican aviationmarket continuesto grow, the needfor a trade showon the scale of anEBACE, or evenNBAA, has become

apparent. Although the March show wasits first, LABACE’s debut wasimpressively organized by NBAA andABAG. The Sao Paulo convention centerhosted some 100 exhibits. The staticdisplays, which represented numerouscorporate aircraft from the differentmanufacturers, were situated at nearbyGuarulhos International Airport. Inaddition to the host country of Brazil, the2,500 attendees represented suchcountries as Panama, Argentina,Venezuela and Spain. LABACE isdefinitely the start of something veryexciting for the local South Americanmarket, especially for such keyaviation industry players as Brazil,Chile and Venezuela.

Jeppesen SupportsPresidential FlightsIn late January of this year, JeppesenCorporate Flight Services had thepleasure of providing the internationaltrip planning support for the MexicanPresidential Fleet. Jeppesen’s assistancefor President Vicente Fox’s travels to andfrom the World Economic Forum inSwitzerland included flight planning,ground handling and hotel coordination,as well as fuel through Jeppesen WorldFuel Services. Jeppesen Undergoes a Revision

Government and Military Aviation. Inaddition to its aviation-related activities,Jeppesen has also created a businessunit dedicated to its marine-specificproduct offerings.

As part of thisreorganization, therehave also been changesto the leadership atJeppesen. Most notably,Mark Van Tine hasbeen named Presidentand Chief Operating

Officer. He is responsible for the overallmanagement of Jeppesen, havingreplaced Horst Bergmann, who retiredon May 1 after more than 40 years ofservice with the company.

Mark began his career with LockheedDataPlan in 1981 and joined Jeppesenwhen it acquired Lockheed in 1989. Heserved as Managing Director ofDataPlan from 1991 until 1995, whenhe relocated to Denver to assumemany of his current duties. Markreceived a B.S. in Aviation from SanJose State University in 1980 and is a graduate of the Harvard School of Business Program forManagement Development.
