ThatcouldeasilymeanHouseSizeOption2,whichis3261ft2(butabout3800ft2includinggarage).ItcouldpossiblymeanOption3,whichis3,650ft2(butalmost4,200ft2includinggarage).SiteEconomicsconsultantRaymondWoznycalculatedthatthe4,200ft2(includinggarage)ofOption3wouldbethemaximum.Onthepagesafterthisone,I’veattachedOptions1–3andtheWoznyreportforeasyreference.
Personally,InowbelievethatOption2,afirmbutfairapplicationoftheGuide,isideal—inthecontextthattheusefulBylaw9706allowsresidentfarmersampleleewaywhileOption2firmlylimitstherampanturbanresidentialmisuseofALRland.
AfloorarealimitabovethatwoulddefinitelynotmeetthestatedintentsofregulatingresidentialusesintheALR,whicharestatedinSection2.4.6(Guidepages14–15).
Laterinthatsection,theGuideillustrateshowtoapplytheintents(Guidepage19):
The500m2appliesinareasofBCwheretheurbanresidentialzoningcaterstoverylargehouses—nottoRichmond.That’sclear,asRichardWozny(SiteEconomicsconsultant)realized.StaffwereprobablytryingtocompromisewiththeestablishmentfarmerswhentheyrecommendedOption1(essentially500m2),butthecompromisewiththatgroupisfullyprovidedviaBylaw9706.(Theestablishmentlobbyalsowantstolockinspeculativevalue.ThatwouldbegoodfortheirnetworthbutnotforRichmond.)Beyondthat,thecommunityandcurrentandfuturefarmerswillgainfromOption2or3.
