    EXECUTIVE SUMMARY

    This revised report details the proposed changes to the pedestrian refuges along Hartley Street to improve pedestrian safety when crossing the road.

    RECOMMENDATIONSThat it be a recommendation to Council:

    1. That Council approve the pedestrian refuge upgrade2. (A) That Council approves funding for (stage 1) and

    (B) That Council applies for grant funding when available for the upgrade of street lighting (stage 2).

    REPORT

    1. BACKGROUND

    On 9 December 2016 the Mayor, Elected Members and Council Officers met onsite to discuss pedestrian safety issues at Hartley Street between Yeperenye shopping centre and the Hartley Street carpark. As a result of the discussions it was concluded Council increase the width of the pedestrian island refuge. The existing refuges are 1.5M wide (refer below)

    2. DISCUSSION

    To improve pedestrian safety while crossing Hartley Street between the Yeperenye Shopping Centre and the Hartley Street Carpark/Post Office Council proposes to upgrade three informal crossing along Hartley Street two between the Yeperenye Shopping Centre and one near the Post Office (Refer attachment B).The Technical Service Department has engaged FYFE Pty Ltd to survey and design the proposed upgrade to the 3 informal pedestrian crossings along Hartley Street (Refer attachment B)

    Standards/GuidelinesWidth of the refuge

    As per Austroads - Part 4 - 8.2.2 Refuges should be a minimum of 1.8m in width to allow for someone standing behind a pram, a person in a wheelchair or walking a bicycle. (Refer attachment A)

    The design of the centre medium strip and refuges by FYFE is 2.5m wide (Refer attachment B).

    On 26 October 2017, Deputy Mayor and the Director Technical Services met onsite to discuss the proposed works and decided to make the medium strip and refuges 2m wide. (Refer below)

    REMOVE EXISING KERB AND CONSTRUCT NEW KERB

    Stage 1 of works

    • To widen the centre medium strip and refuges to 2m wide.• Upgrade the ramps in 3 locations along Hartley Street as per attachment B.• Line mark and sign as per attachment B.

    Proposed work times

    Work will take an estimated 10 days to complete. The Depot will complete the works. Provision will be made for pedestrian access through the site. The proposed works will be communicated through appropriate media platforms.

    Stage 2 of works (Subject to funding)

    • To install new street lights at the location of the pedestrian ramps and refuges along Hartley Street to enable pedestrians to cross safely at night as per Australian Standards 1158:4 2015 Lighting for roads and public places Part 4 Lighting of pedestrian crossings.

    3. POLICY IMPACTS

    As per Councils Strategic Plan Goal: 1 Economic - A growing and dynamic economy,

    Outcome 1.2: Safe and reliable public infrastructure, roads, and footpaths.

    4. FINANCIAL IMPACTS

    The Technical Services Department has estimated costings for the proposed upgrade to three informal pedestrian crossings along Hartley Street below with works conducted by Council Depot.

    5. SOCIAL IMPACTS

    This project will improve the safety of pedestrians crossing Hartley Street.

    6. ENVIRONMENTAL IMPACTS

    Nil

    7. PUBLIC RELATIONS

    The public will be notified of the proposed works by; advertisements in the paper, details on the ASTC website and digital signage at the location of works prior to construction. The Technical Services Department will notify bus services and other transport companies.

    Works will be completed by closing one side of Hartley Street at a time to minimise public disruption and minimise the hazards to workers and the public during construction. Business access and pedestrian egress will be maintained for the duration of the project.

    The width of refuges should be:

    • desirably at least 2.0 m wide so that they provide adequate separation from traffic flows particularly where traffic speeds are high

    • a minimum of 1.8 m to allow for the standing of a person wheeling a pram, a person in a wheelchair or walking with a bicycle
