World LNGC Growth Rate

How will we recruit the staff for the growing

LNG Fleet?

How will we train people to operate these

highly sophisticated ships?

How will we maintain the outstanding safety

record achieved by LNGC’s to date?

How can the industry meet these challenges?

Page 7: To Train & Retain Sea-Staff for LNG Carriers - How to Meet ... · LNG Specific Training This includes: • DML LNG Course - Ship and Trade specific • Ship Handling on the Manned

Analysis of World LNGC Scene Today

Where are we now?

• 40 years proven operating experience

• Limited number of high-quality operators (high cost of

entry to the “LNG Club”)

• Established operating procedures

• Convergent technological systems

• Training requirements set by STCW95

• Significant number of ships in service

• Steady expansion rate

• Long time between contract and delivery

Page 8: To Train & Retain Sea-Staff for LNG Carriers - How to Meet ... · LNG Specific Training This includes: • DML LNG Course - Ship and Trade specific • Ship Handling on the Manned

Analysis of World LNGC Scene Today

What manning problems do we face in this expansionary

phase of the LNG Industry?

• Excessive demands for “prior experience” from

Charterers

• General shortage of ship’s Officers world-wide

• Steam propulsion

• Monotonous trading routes

Page 9: To Train & Retain Sea-Staff for LNG Carriers - How to Meet ... · LNG Specific Training This includes: • DML LNG Course - Ship and Trade specific • Ship Handling on the Manned

Analysis of World LNGC Scene Today

What opportunities arise from this expansion?

• New entrants with new perspectives

• Shortage can be used to implement modern

structured training concepts (inc Simulators)

• Alternative propulsion systems

• Changing trade patterns

• New crew sources

Page 10: To Train & Retain Sea-Staff for LNG Carriers - How to Meet ... · LNG Specific Training This includes: • DML LNG Course - Ship and Trade specific • Ship Handling on the Manned

Analysis of World LNGC Scene Today

What threats exist to the success of the expansion?

• Pressure to lower standards and training budgets

due to reduced charter rates

• Operators thinking “short-term” leading to

“poaching” rather than investment in training

• Wage escalation

• Mercenary approach from seafarers

• Hype about the “problem” in Press, media etc

when it can be managed successfully

• Complacency & boredom among sea staff

Training

• How does DML do this?

DML LNGC Crewing Expansion

• 2002 5 ships 1 client

• 2004 12 ships 3 clients

• 2007 20 ships 5 clients

Note: DML currently manages in excess of 85 vessels of various types

Training Masters

& Chief Engineers

To Train a Master or Chief Engineer requires a minimum of

12 years, as general seagoing experience and maturity is

required.

Recruiting new entrants just for expansion is not possible

The only feasible option is to cross train existing,

experienced officers, preferably with gas or tanker

backgrounds.

• Competent

• Knowledgeable

• Responsive

Page 16: To Train & Retain Sea-Staff for LNG Carriers - How to Meet ... · LNG Specific Training This includes: • DML LNG Course - Ship and Trade specific • Ship Handling on the Manned

Management of Training

• DML targets training to the individual by

evaluations and assessments

• Candidates come from Owners/Managers

Existing Pool of Gas/Tanker sea-staff.

• They are familiar with the company systems

and culture.

• Candidates usually have a common history

of employment.

Snapshot of LICOS Screen used for LNG & Steam Training

Simulator Courses (LICOS)

• DML runs LPG and LNG

Cargo Simulator courses in

our Isle of Man and Polish

offices. Simulators provide

real time simulation of all

possible cargo operations; they

can simulate equipment

breakdowns and system

malfunctions to test the

abilities of the trainees to cope

with the unexpected

• DML utilises simulators

extensively for all officers

cross-training from LPG to

LNG vessels and for on-going

monitoring and assessment

purposes

Page 28: To Train & Retain Sea-Staff for LNG Carriers - How to Meet ... · LNG Specific Training This includes: • DML LNG Course - Ship and Trade specific • Ship Handling on the Manned

Shiphandling - Manned Models

• Large gas ships have special

manoeuvring characteristics

• DML has sponsored the

construction of a 22 ton ’’ride

on’’ scale model of an 140k type

LNGC at the Ilawa Facility in

Poland

• The Model can be customised to

reproduce the handling

characteristics of: single screw,

duel screw and azipod propulsion

• The Course is designed for senior

deck officers, but is also beneficial

for Pilots at the terminals

Page 29: To Train & Retain Sea-Staff for LNG Carriers - How to Meet ... · LNG Specific Training This includes: • DML LNG Course - Ship and Trade specific • Ship Handling on the Manned

Shiphandling - Manned Models

Only to be practised with experienced Instructors at a properly-

equipped facility.

Do not try this out at home!

Screen Snapshot of PC Rembrandt Ship-Handling Simulator

Shiphandling – Simulator (BMT Seatech Rembrandt)

• DML believes in the value of

shiphandling simulation

particularly in the case of new

ship types and new ports or berths

in order to ensure senior deck

officers are familiar with the

characteristics of vessels in both

normal and exceptional conditions

• DML will ensure that the Vessels

will be modelled together with all

expected loading and discharge

ports and all Senior Deck Officers

will undertake both training and

evaluation on this simulator

• It is DML’s recommendation to

place such simulators on board

each vessel

Not only ship’s Masters & Pilots need extra training from time to time!

Long Term Solution

Continuous recruitment and training of cadets across the entire shipping industry

DML is continuously training cadets

•Currently over 150 cadets in training

•Intake during 2004 around 100

•2005 in-take expected 100

Page 35: To Train & Retain Sea-Staff for LNG Carriers - How to Meet ... · LNG Specific Training This includes: • DML LNG Course - Ship and Trade specific • Ship Handling on the Manned

Stakeholder responsibilities

• Gas Buyers and Charterers to recognise that

structured Training can be an alternative to

LNG Experience alone

• Owners and Managers to provide sufficient

funding for both pre-delivery and on-going

training

• Industry bodies (eg SIGTTO and IAMU) to

work together to ensure harmonised

standards

Page 36: To Train & Retain Sea-Staff for LNG Carriers - How to Meet ... · LNG Specific Training This includes: • DML LNG Course - Ship and Trade specific • Ship Handling on the Manned

MANAGING THE LNG FLEET EXAPANSION

By building on the “Success Story” of LNG

and focussing the resources of the Industry

towards training, we can achieve expansion

of the LNG industry in a controlled and

orderly manner while still maintaining the

excellent safety record
