TOCKWITH WITH WILSTROP PARISH COUNCIL Minutes of a Council Meeting held on Wednesday 20 th April 2016 in Tockwith Church at 7.30pm Present: Councillors; Mr N Waller (Chair), Mr K Pope (Vice Chair), Mrs A Wilson, Mrs S Corbett, Mrs L Gill, Mrs J Wardman, Mrs S Pearce, Mr A Dyason, Ms M Thew In Attendance: Mrs D Dyason (Clerk to the Council). 16/228 Apologies for absence – Cllr J Savage, Cllr Snook Cllr Waller welcomed all to the meeting. 16/229 Declarations of Disclosable Pecuniary and other interests Councillors agreed that if they had an interest they would declare it as it arose on the Agenda. 16/230 Minutes 16/230.1 – to resolve that the minutes of the Ordinary Parish Meeting of the Council held on Wednesday 16 th March 2016 be signed as a correct record. Resolved: that the minutes of the Ordinary Parish Meeting of the Council held on Wednesday 16 th March 2016 be signed as a correct record. Proposed Cllr Pope, Seconded Cllr Gill. All in favour. 16/231.To receive information on ongoing issues and decide further action where necessary. 16.231.1 – Update regarding the flooding matters around the Parish. A meeting has been held with Yorkshire Water and they have acknowledged the problem with land water getting into the sewage. The reason is not yet clear and they intend to speak to NYCC, Highways and Ainsty Drainage Board. This raises further concerns with the proposed developments in the village. Cllr Pope advised that a meeting has been arranged for the residents of New Row to meet with NYCC, Highways and Ainsty Drainage Board to make a decision on trying to reduce the impact of flooding. There has been activity on Prince Rupert Drive where Yorkshire Water have been lifting manhole covers, particularly in the previously flooded areas. 16.231.2 Update regarding issues on the Airfield – Bus Depot (Suttle Transport)

Minutes of a Council Meeting held on Wednesday 20th April 2016

in Tockwith Church at 7.30pm

 There have been no further developments on this issue and the Clerk was asked to write to James Cullen for an update. 16/231.3 Update regarding issues on the Airfield- Tyres and other issues There have been no further developments on this issue or on the residential issue and the Council are waiting to hear something after the deadline has passed. 16/231.4 Update regarding NYCC Highways raised up to 2 years ago and still outstanding. Connexions Buses have been corresponding with Highways with regards to the poor condition of Southfield Lane. The stretch of road nearest to the bus depot is in a terrible state, while other parts of the road are not quite so bad. The Clerk was asked to forward the emails between Connexions and Highways to the planning committee and to Cllr Savage in order to highlight the problem further. Resolved: The Clerk is to forward the emails asap. 16/231.5 Update regarding the siting of a memorial/bench for Ms Mbanu. The Clerk is awaiting further correspondence regarding the style of bench required. 16/231.6 Update on the RoSPA reports for the two play areas and repair work needed. Cllr Thew has prepared a report and prioritised the necessary repairs in the play areas. The Clerk was asked to obtain quotes from Park Lane Services. Resolved: The Clerk is to contact PLS for a quote. 16/232 Report by County and District Councillor. Cllr Savage was not present at the meeting and had not sent in a report. The Clerk was advised to still advise him of our Parish Council meetings and to thank him for his services as District Councillor. Resolved: The Clerk is to write to Cllr Savage. 16/233. Public Questions, Comments or Representations There were no questions or comments raised by members of the public 16/234. Police Matters PC Tim Craven had sent the Clerk his report for March, however, there were no crimes reported in our Parish.

16/235. Village Hall Mrs Steed advised Council of the following matters:

• There is a significant increase in the number of regular users of the hall. • New users include Wiggle & Giggle, Line Dancing and a badminton group due to

start in June. • The number of party hires has doubled. • Repairs to the flat roof have been delayed due to the bad weather and rescheduled

for May. • The Village Hall Management Committee have their AGM on Weds 11th May 2016.

16/236. Planning Applications 16/236.1 Erection of first floor extension over garage. Appl No 16/01282/FUL – 19

Westfield Green, Tockwith, YO26 7RE. Deadline 28th April 2016. Cllr Pope advised that he had carried out the neighbourhood notifications, although

one of them was away on their holidays. The other neighbour is a rented house and had no objections. He had met with the applicants who confirmed that they are creating larger bedrooms, not adding any additional rooms. He also advised that there was no green notice outside the property. He recommended that the PC Notification be returned marked “A – The Parish Council has no objections”. All in favour.

Resolved: That the Clerk return the notification advising that there are no objections.

  16/236.2 Conversion of garage to form store and games room including raising of

roof height and installation of 5 roof lights. Appl No 16/01073/FUL – 2 Broadoak Cottages, Tockwith, YO26 7QQ. Deadline extended to 21st April 2016.

The neighbours have been consulted and there are no objections to this application,

therefore it was agreed that the PC Notification be returned marked “A – The Parish Council has no objections”. All in favour.

Resolved: That the Clerk return the notification advising that there are no objections. 16/236. Planning Responses/Enforcement 16/236.1 Erection of up to 80 dwellings including open space, play area and

pumping station with access into the side considered, site area 4.0ha. Appl No 15/02228/OUTMAJ – Land South of Prince Rupert Drive. Receive an update.

There have been no further developments and there is nothing to report at this time. 16/236.2 Linden Homes proposed residential development at Southfield Lane,

Tockwith. Reference 15/01484/FULMAJ – Southfield Lane, Tockwith. Receive an update.

The PC have been advised of a new Planning meeting on 26th April and Cllr Waller

will attend and speak. Cllr Wilson has updated the website with details of the meeting and it has been advised that the Community Group may attend.

16/236.3 New Farmstead to include erection of agricultural storage buildings,

livestock building and farm workers dwelling with associated access and installation of package treatment plant. Appl No: 15/04031/FULMAJ – Land comprising field at 444093 452430 Tockwith Lane, Tockwith. Notice of planning committee meeting and opportunity to speak.

16/237. Matters requested by Councillors 16/237.1 Cowthorpe and Tockwith Defibrillator running costs – Cllr Gill. It was requested that the running costs be put into the budget for batteries of approx.

£100/year and to be listed specifically as “Tockwith & Cowthorpe Defibrillators”. Proposed Cllr Gill, Seconded Cllr Dyason.

Resolved: That the Clerk add the listing to the budget. 16/237.2 Community Resilience Plan – Cllr Waller It was agreed that the battle box should be moved to a permanent site at the Village

Hall. Councillors were asked to read the plan and advise of anything to be added. It was suggested that Community Responders be added to the list and also that the whereabouts of the battle box should be highlighted to the village.

16/238. Clerk’s update and received Correspondence 16/238.1 Bank Statements from Lloyds Bank. 16/238.2 Letter from HBC re Bulb/Wildflower Scheme. Cllrs agreed that Snowdrop bulbs are requested for this year. Al in favour. Resolved: That the Clerk return the form to request Snowdrops.

  16/238.3 Email from Sportsfield Trust requesting letter of support from PC

regarding replacement windows in the Sports Hall. The Clerk advised that a letter of support had been sent for the Sports Hall. 16/238.4 Inspection Reports for Bert’s Garden – Jan to March 2016.

The Clerk advised that there were no issues raised in the inspection reports. 16/239. Accounts

16/239.1 To approve payment of Clerks salary and expenses up until and including 25th April 2016 and PAYE for March 2016.

Resolved: That the Clerks salary, expenses and PAYE be approved. 16/239.2 To receive and approve this month’s bank reconciliation. Resolved: That this month’s bank reconciliation be approved. 16/239.3 To receive and approve this month’s spend against budget report. Resolved: That the spend against budget report be approved.

16/240. Information Exchange by Councillors

16/240.1 Cllr Gill advised that things were progressing with the Community Responders in Long Marston. There are eight volunteers and so they will probably be given their own Responder Bag. It was also advised that Responders are now attending amber call outs as well as red. 16/240.2 Cllr Wardman raised the point that dog waste is being put into the play area bin and asked if it could be removed or moved to another spot. She agreed to keep an eye on it. 16/240.3 Cllr Dyason asked if there could be a sharing of tasks such as neighbourhood notifications and asked for ideas on how this could be done. It was noted that historically the Clerk used to pass the details to the nearest Councillor to the application. The Clerk was asked to include this on the May Agenda. 16/240.4 The Clerk was asked to request reports for the AGM from the various representatives. 16/240.5 Cllr Waller thanked Cllr Wardman for her 22 years of service and also Cllr Gill and Cllr Thew for their excellent work on the Parish Council and it was agreed that they would be greatly missed.
