Earlier this year the World Banks Tokyo Development Learning Center (TDLC) hosted
an in-depth weeklong session that focused on Japans experience with implementing
TOD including design best practices and nancing mechanisms that have worked
Participants from cities around the world who are interested in how TOD can benet
their development gathered in Tokyo Participants were introduced to the 3V framework
as a comprehensive and systematic way of prioritizing the TOD potential across a citys
transit network and saw case studies in Shinjuku Shibuya and Yokohama about
projects that were successful
Through a series of interactive discussions cities kept highlighting some common
challenges including how to retrot TOD into an existing urban area ensure
sustainable nancing for transit infrastructure create legalregulatory frameworks
that enable streamlined land acquisition and strengthen inter-jurisdictional
coordination Each participant created an after action plan to move forward on TOD
when the went back

Upcoming series of webinars on Chinas TOD Experience
In January the China Sustainable Transport Center (CSTC) will kicko a series ofwebinars on TOD specically highlighting lessons from Chinas experience inplanning and implementing these districts The rst webinar will be on 16 January and will recap last months Rail+MetroTODPPP Forum held in Shanghai More details about how to join via WebEx willbe released in the next weeks

The World Banks TOD projects are advancing around the world from Latin Americato Africa to Asia We highlight 3 good examples of projects both at the corridor andcity-wide scale below
Dar es Salaam BRT amp TOD Corridors Based on a successful rst year ofoperation Dar es Salaams BRT the rstin East Africa was awarded theSustainable Transport Award from ITDP However much more is underway Aspart of the citys MetropolitanDevelopment Project (DMDP)comprehensive corridor planning isunderway along the citys rst BRT lineThrough this process the city aims toaddress the major congestion problemsthat have arisen after years of informalfast growth and spur economictransformation At the same time theproject acknowledges that as economicactivities increase existing communitiesand the greater public must also benetfrom the resultant gains

We understand that in many cases there is an overwhelming amount ofinformation out there on TOD across projects studies and presentations Indeedmuch of this newsletter is about promoting new content that has been generated To cut through the clutter we are releasing a series of How-To Guides that focus oncommonly asked aspects of TOD for practitioners These short (3-5 page) guidesprovide basic information and links to good practice documents in this area inmany cases pointing to the specic chapterspages within these documents thatare of most use We have released two guides so far which can be found here

In Case You Missed It Surabaya Urban Corridor Project (2016)
One of the best and most complete TOD corridor reports was created for a tramwaycorridor through the center of Surabaya in Indonesia In this project the teamlooked comprehensively with how the new transit infrastructure would integratewith the existing traditional urban fabric The study also examined which nodeswould have signicant redevelopment potential and did urban massing studies todetermine how much new real estate could be created

One of the best and most complete TOD corridor reports was created for a tramwaycorridor through the center of Surabaya in Indonesia In this project the teamlooked comprehensively with how the new transit infrastructure would integratewith the existing traditional urban fabric The study also examined which nodeswould have signicant redevelopment potential and did urban massing studies todetermine how much new real estate could be created
