Message from the Minister for Community Sport

Sport and active recreation play a vital role in bringing our communities together and improving our physical and mental wellbeing.

There has never been a time in our recent history when that role has been more important, with the impact of the coronavirus (COVID-19) pandemic disrupting opportunities for Victorians to get physically active and putting our sport and active recreation organisations under pressure.

That’s why the Victorian Government is proud to partner with our sport and recreation sector to create opportunities for people of all ages, backgrounds and abilities to participate in the sport and recreation activities that they love and enhance their lives through active living.

The Together More Active program supports initiatives that improve the operation and sustainability of organisations to create more participation opportunities for Victorians and increase the capacity of the sport and active recreation sectors.

We’re looking for evidence based and innovative projects that build resilience in our sector and support the community sport and recreation workforce and its volunteers, ensuring they have the capacity, capability and knowledge required to successfully transition to a ‘COVID Normal’ environment.

We are also looking for projects that increase participation and inclusion opportunities for targeted groups so that every Victorian seeking to participate has a sporting chance.

As Minister for Community Sport, I look forward to seeing even more Victorians reaping the benefits of active participation through projects backed by Together More Active.

About the programSport and recreation plays an integral role in the lives of many Victorians. Sport and active recreation should be inclusive and accessible for all, regardless of cultural background, socio-economic circumstances, gender, ability, age LGBTIQ+ identity, risk profile or geographic location.

The Victorian Government recognises that not everyone enjoys the same opportunity to be involved in sport and active recreation, and in response is supporting participation initiatives that will deliver flexible physical activity and social inclusion outcomes across the state.

Together More Active supports the Victorian Government’s commitment to improving all aspects of sport and recreation, making a significant contribution to:

• healthier Victorians• economic growth and jobs• community cohesion• liveability.

Together More Active aligns with Victorian Government priorities and supports the key aim of increasing overall participation in sport and active recreation across the state. The program supports greater participation outcomes by focusing on two overarching themes:

building a more sustainable sport and active recreation sector increasing the equity, diversity and inclusiveness of the sport and active

recreation industry.

Together More Active is informed by the six strategic directions set out in Active Victoria – A strategic framework for sport and recreation in Victoria 2017-2021.

EligibilityThe program is open to recognised Peak Bodies, State Sporting Associations, State Sport and Active Recreation Bodies and Regional Academies of Sport as listed at https://sport.vic.gov.au/our-work/industry-development/find-sport-and-recreation-organisations

Eligible organisations must meet the following criteria:

Demonstrate the organisation is recognised (or is in the process of gaining recognition) as a State Sporting Association, State Sport and Active Recreation Body, Regional Academy of Sport or Peak Body.

Be non-government, not-for-profit, legally constituted and registered as an incorporated association or public company limited by guarantee as at 26 April 2021 and for the duration of the funding.

Adhere to and enforce the Fair Play Code (or) relevant state sporting association code of conduct/member protection policy, which incorporates the Fair Play Code. Further information about this Code can be found at https://sport.vic.gov.au/publications-and-resources/community-sport-resources/fair-play-code

Comply with the expectations of the Victorian Anti-doping Policy 2012 found at https://sport.vic.gov.au/publications-and-resources/community-sport-resources/fair-play-code

Have satisfactorily materially met reporting requirements on any grants previously received from Sport and Recreation Victoria to the satisfaction of the Department

Implement and maintain policies relating to member protection and child safe standards

Achieved and maintain a minimum of 40 per cent women on their board or have an Office of Women in Sport and Recreation approved work plan to meet this requirement

Be open to innovation and exploring new opportunities to delivering physical activity through new participation approaches

Is committed to gender equality and inclusion of targeted groups including Aboriginal Victorians, CALD, disability, LGBTIQ+, disengaged youth, seniors and socio-disadvantaged cohorts. Applicants are encouraged to have, or develop, an Inclusion Action Plan and Reconciliation Action Plan.

If a national sporting organisation is the recognised state sporting association, funding will be subject to the capacity and authority of Victorian based staff to engage with Sport and Recreation Victoria and the organisation’s ability to align the investment with Victorian based outcomes.

Collaboration and PartnershipsWhile unrecognised organisations, local councils, schools, clubs, leagues and competition associations are ineligible to apply, collaboration is strongly encouraged across these and other community stakeholders in project design and implementation.

Funding streams Together More Active Round 2 has two separate streams.

Stream 1 - Sector capability building fundingAvailable to Regional Sport Victoria, Vicsport, Outdoors Victoria and the nine regional sport assemblies, sector capability building funding will prioritise initiatives that support the sport and active recreation sector to be more sustainable and increase inclusive participation opportunities.

Sector capability building funding is available for two years and will support projects that:

increase equity, inclusiveness and diversity strengthen integrity, safety, governance and leadership develop the workforce, including volunteers boost club development and capacity meet growing and unmet demand in outdoor recreation or active

recreation.Regional sport assemblies should apply for funding for initiatives that:

support people with a disability, for example through the delivery of Access All Abilities (AAA) opportunities which are either targeted and bespoke to disability groups, or initiatives that develop welcoming and inclusive practices in club or mainstream settings, including the development of an Inclusion Action Plan (IAP)

support club development and inclusion, through projects like infrastructure activation, embedding the Fair Play Code and other initiatives such as club health checks, strategic and financial planning and supporting volunteer recruitment and retention.

Initiatives should:

be aligned with Universal Design principles demonstrate a community engagement and co-design approach to program

design and delivery deliver sustainable participation opportunities include an evaluation framework for program initiatives be promoted on AAA Play (disability programs).

Stream 2 - Project fundingAvailable to recognised state sporting associations, state sport and active recreation bodies, regional academies of sport, regional sports assemblies and Outdoors Victoria, project funding assists the development and delivery of programs that support participation outcomes, thereby increasing physical activity, physical literacy, motor skill development and social and community connectedness or build system resilience and capacity.

Project funding is provided for up to two years, with the opportunity of continuation for an additional two years for projects funded under Round 1, or funding for new projects that align with your organisation’s strategic plan.

Funding levelsThe total level of project funding for each organisation will be determined by its capacity and reach. Each organisation will be categorised based on its number of staff, membership and annual turnover. Organisations will be informed of their category as part of an information pack at the opening of the application period.

Sector capability building funding is not included in the below.

The following table provides a guide to the total project funding level for each category.

the general running costs of an organisation (e.g. day to day expenses such as rent, gas, electricity and insurance costs)

sport and recreation organisations not recognised by Sport and Recreation Victoria

uniforms, hospitality, monetary prizes, trophies, capital works, equipment, the staging of national championships, sports science testing or travel to state, national or international competitions

applications to deliver services to children if the organisation is not an incorporated separate legal entity and does not have the appropriate level of insurance that covers child abuse

funding will not be provided to an organisation that has been notified by the National Redress Scheme Operator that it was named in an application prior to 1 July 2020, and did not join the Scheme by 31 December 2020

funding will not be provided to an organisation named in an application in the National Redress Scheme for the first time and receives a Notice of Redress Liability after 1 July 2020, and does not join the Scheme within six months from the date of the Notice of Redress Liability

applications submitted by a third-party grant writer.

Application Process

Sector Capability Building Funding ApplicationsOrganisations eligible for sector capability funding may submit only one application that outlines key projects and areas of focus for the next two years and the funding required for each component.

Project Funding ApplicationsEligible organisations may submit multiple applications for project funding, subject to the maximum number of projects and funding available under its relevant category outlined above.

Project funding applications should outline the maximum funding required for each individual project, and should align with key outcomes of project funded initiatives outlined in Appendix A.

Assessment of ApplicationsThe application process is expected to be highly competitive. It is recommended that organisations discuss applications with their Sport and Recreation Victoria Relationship Manager as early as possible in the application period.

All applications will be assessed by a panel based on the information provided. A moderation process will apply to ensure funding is allocated across categories and organisations. It is expected that most organisations will not receive the maximum amount under their allocated category.

Competitive Applications will: demonstrate alignment to government priorities as set out in these guidelines deliver effective, measurable and sustainable outcomes demonstrate a link between the organisations strategic plan or development

plan and the proposed initiatives demonstrate a compelling rationale for the project, sound evidence base or a

commitment to build an evidence base, clear objectives, achievable timelines and value for money.

Assessment ProcessAssessment of applications will follow a four-step process as outlined below:

1. A check or the organisation’s details and eligibility against the criteria outlined above.

2. An assessment of the application for funding by a Department of Jobs, Precincts and Regions (DJPR) assessment panel comprised of Sport and Recreation Victoria staff. Applications will be assessed against each of the assessment criteria listed below.

3. The DJPR panel recommends applications and the total grant amount based on the assessment and other information provided in the application.

4. DJPR recommendations will be submitted to the Minister for Community Sport for consideration and approval.

Reach, value and scalability

Applications will be assessed on the level of funding requested against the project scope and outcomes.

Where relevant, applications should include the total number of unique individual participants that will engage in the program and the location(s) that will benefit most from the proposed initiative, or retention strategies

Options to scale the project, both up and down, should be included in the application where appropriate

Sustainability What sustainable outcomes will be achieved at the end of the project

How will the project result in an ongoing program or activity, independent of further government funding

Alignment with Strategic plan

How does the proposed initiative: Align with the Victorian Government’s key

priority areas identified in Active Victoria? Align with key priorities in your organisation’s

strategic plan and complement other work your organisation is doing?

Organisation prior performance

The organisation can demonstrate an ability to deliver the work proposed, with consideration of past performance and resources.

The organisation has a strong history of engagement with Sport and Recreation Victoria, including reporting and responsiveness.

How to submit an application

Step 1: Check your eligibilityCheck the detailed information contained in these guidelines to see if your organisation and proposed project is eligible. Other important information can be found on the Sport and Recreation website <http://sport.vic.gov.au/grants-and-funding/our-grants/together-more-active>Step 2: Contact your relationship manager Make time to discuss your application with your Sport and Recreation Victoria Relationship Manager.

Step 3: Apply onlineCurrently recognised organisations will receive an email detailing the application process. This will include application templates and a link to apply through the Grants Online portal. Organisations are required to confirm their receipt of this email by replying to mailto:[email protected] <[email protected]>.

Please ensure you have the information required on hand, including all relevant documentation, and click on ‘Start new application’ to submit your application through Grants Online. You will receive an Application Number when you submit an application online. Please quote your Application Number in all correspondence relating to your application.

Advantages of applying onlineSubmitting your application online through Grants Online ensures it is received by Sport and Recreation Victoria immediately and can be processed in the most efficient way. If you require assistance with applying online, please contact your relevant Sport and Recreation Victoria representative.

Attaching required informationDocuments can be attached to your online application in acceptable file types (e.g. Word, Excel, PDF, or JPEG). Maximum file size must not exceed 10MB.

Conditions that apply to funding

The following conditions will apply to projects that receive a grant:

Funding details As part of the application process, the terms and conditions are to be accepted by

an authorised representative from the organisation.

The grant recipient (or funds manager) must agree to all the set-out terms, conditions and reporting requirements as per the grant application attestation and declaration.

If funded to deliver services to children, the grant recipient must be an incorporated legal entity that can be sued in child abuse proceedings and be appropriately insured against child abuse.

It is a requirement of this grant that if an institution has been named in an application or receives a Notice of Redress Liability, they must join or intend to join the National Redress Scheme (the Scheme). For more information on the Scheme please visit the NRS website <https://www.nationalredress.gov.au/about>.

Funds must be spent on the activity as described in the application. Any proposed variation to the approved activity must be submitted to the Department of Jobs, Precincts and Regions for approval prior to implementation.

Grants and GSTIf GST is found to be payable, the Grant will be increased by an amount equal to any GST payable with respect to the taxable supply for which payment is made provided that with the claim for payment, the Recipient submits a tax invoice, unless the parties have agreed in writing to have issued a recipient created tax invoice.  If GST is payable, the total amount of moneys paid under this Agreement will be increased to include the total amount of GST payable.

The total grant requested cannot exceed the category maximum funding amount.

Post project evaluation By making an application, all grant recipients agree to comply with the Department of Jobs, Precincts and Regions’ performance monitoring and evaluation regime. The Recipient may receive an evaluation survey from the Department of Jobs Precincts and Regions and may be required to participate in program evaluation activities.

The evaluation surveys may be required for up to 24 months following the completion of the project. This is a non-negotiable requirement for all grant recipients in the program. Non-compliance could impact future applications to the Department of Jobs Precincts and Regions’ programs.

Successful program outcomes may be used in program evaluation reviews and Departmental marketing material.

Compliance and auditApplicants are subject to a risk assessment, which verifies organisation legal details provided with the Australian Securities and Investment Commission, Australian Charities and Not-for-profits Commissioner, Consumer Affairs Victoria and/or other applicable regulator or registrar.

Applicants will be subject to audit by the Victorian Government or its representatives and may be required to produce evidence of how the grant funding was expended at the request of the Victorian Government for a period of four years after the grant has been approved.

If any information in the application is found to be false or misleading, or grants are not applied for the purposes of the organisation in accordance with the terms of funding as set out in these guidelines and the application, the grant will be repayable on demand.

Acknowledging the Government’s support and promoting successSuccessful applicants need to acknowledge the Victorian Government’s support through the provision of a grant from the Together More Active Program.

PaymentsPayments will be made as long as:

the grant recipient has agreed to all the set out terms, conditions and reporting requirements as per the grant application attestation and declaration

the grant recipient provides reports as required, or otherwise demonstrate that the activity is progressing as expected

terms and conditions of funding continue to be met.

We collect and handle any personal or health information about you or a third party in your application, for the purpose of administering your grant application and informing the public of successful applications.

In order for us to administer your grant application effectively and efficiently, we may need to disclose your personal or health information with others for the purpose of assessment, consultation, and reporting. This can include departmental staff, Members of Parliament and their staff, external experts, such as members of assessment panels, or other government departments. If you intend to include personal information about third parties in your application, please ensure that they are aware of the contents of this privacy statement.

Appendix A

This guiding note provides additional detail to inform the scope of project applications.

Diversity and inclusionVictoria is the proud home to a diverse population. However, participation data and research show that some communities are less engaged or excluded from sport and recreation activities. Early research indicates that coronavirus (COVID-19) will have a disproportionate impact on Victorians already experiencing significant barriers, further entrenching inequalities and limiting the benefits gained through participation for targeted groups.

Together More Active aims to boost participation opportunities for targeted populations, increasing the equity, diversity and inclusiveness of the sport and recreation sector.

Principles supporting targeted populations include, but are not limited to:

women, girls and gender diverse people people with disability lesbian, gay, bisexual, transgender, intersex and queer/questioning (LGBTIQ+)

people people from culturally and linguistically diverse (CALD) backgrounds and those

who are newly arrived in Australia people experiencing socio-economic disadvantage disadvantaged and disengaged youth seniors.

1.1 Women, Girls and Gender Diverse PeopleThe establishment of the Office for Women in Sport and Recreation (OWSR) in 2017 has harnessed the collective effort of the sector to respond to the nine recommendations arising from the 2015 independent Inquiry into Women and Girls in Sport and Active Recreation.

Projects focussing on gender equity and organisational capacity are encouraged as well as projects designed to increase participation for women, girls and gender diverse people on and off the field, particularly in targeted populations, for example taking an intersectional approach.

1.2 People with Disability - Access for All Abilities Approximately 1 in 5 Victorians have a disability. Furthermore, any Victorian may acquire a disability at any point in their life. Compared to 79 per cent of all Victorians, only 24 per cent of people with disability participate in sport and physical activity. Together More Active continues the Victorian Government’s commitment to increase participation opportunities for people with disability, with a separate allocation for Access for All Abilities projects and initiatives that result in sustainable participation opportunities.

Applicants applying for Access for All Abilities funding will require an Inclusion Action Plan (IAP) or strategy in place demonstrating the organisation’s commitment to people with a disability. Projects funded through Together More Active will demonstrate the link with the organisation’s IAP and will:

be aligned with Universal Design principles demonstrate a community engagement and co-design approach to program

design and delivery deliver sustainable participation opportunities include an evaluation framework for program initiatives.

Projects may also include initiatives to embed inclusion across the organisation such as inclusion training, employment, board representation, communication strategies and ambassador programs.

1.3 Lesbian, gay, bisexual, transgender and intersex and queer/questioning (LGBTIQ+) peopleDiscrimination and harassment continue to be a significant barrier for many Victorians. Sport and active recreation settings should be safe and welcoming for all, however many members of the LGBTIQ+ community either feel that sport does not provide a safe environment or have witnessed or experienced homophobia in sport.

Together More Active seeks to boost investment across the sector to address barriers and grow participation opportunities for LGBTIQ+ Victorians. Applicants may submit projects to support policy and strategy development, new products and programs that increase participation on and off the field and projects that build organisational capacity to be more LGBTIQ+ inclusive. Working in partnership, community engagement and co-design will underpin funded projects

1.4 Culturally and Linguistically Diverse PeopleSport and active recreation build a sense of belonging and develops connections in the local community, particularly important for newly arrived communities.

Elements for consideration include well designed sport and recreation initiatives, policy and strategy development and culture change initiatives.

Together More Active will invest in projects co-designed, placed based and supported by community partners to ensure communities with relevant lived experience are engaged throughout the process.

1.5 Socio-Economically Disadvantaged CommunitiesWhile cost is a barrier for some Victorians, so too is the availability of local opportunities in some disadvantaged communities. Almost 50 per cent of people in communities experiencing high socio-economic disadvantage do not participate in sport and physical activity.

Together More Active will support innovative projects to grow participation for those who are missing out. Funded projects will demonstrate an understanding of local needs and involve partners that connect people with opportunities to participate.

1.6 Disengaged YouthSport and recreation settings, including traditional club based programs and non-traditional outreach programs provide engaging non-threatening environments for “at risk” youth. Together More Active seeks to support projects that provide young people with opportunities to build their social connectedness, advance their skills, support formal training and links to employment opportunities. Funded projects will be evidence based, demonstrate connections with youth justice programs, education and training programs and employment services.

1.7 SeniorsTraditional competitive sport is not for everyone, however involvement in physical activity programs and groups can reduce social isolation and maintain the physical and mental wellbeing of older Victorians. Projects supported by Together More Active will include programs that create new participation opportunities for seniors or maintain the engagement of seniors in sport and recreation settings.

2. Aboriginal Victorians Together More Active will support organisations to conduct projects with a view to linking Aboriginal community organisations and groups to opportunities to engage in sport and recreation. Funded organisations will build their commitment to providing safe settings, free from discrimination where Aboriginal Victorians have a voice, feel welcomed and can contribute to the delivery of sport and recreation programs.

Projects could include initiatives that:

build cultural awareness, education and training develop leadership support coaches and officials advance representation grow participation. partner with Aboriginal Community Controlled Organisations build culturally safe and inclusive environments

3. Governance and leadershipThe Victorian Government is committed to supporting the implementation of strong governance standards and opportunities for leadership development. Good governance practices are vital to effective and efficient operations.

Projects funded through Together More Active may include:

governance review against the Sport Governance Principles governance reform, amendments to constitutions and enhanced recruitment

practices leadership programs focusing on boards, committees, senior and emerging

staff education and guidance for board members and staff on governance and

inclusion practices updating policies and procedures.

4. Workforce developmentThe delivery of sport and recreation is reliant on the skills of more than 70,000 people in paid employment and more than 580,000 volunteers across more than 12,000 sporting clubs.

The resilience and capacity of the sector is dependent on the support and development provided to its workforce. Responding to the increase in demand for sport and recreation opportunities and the interest in different participation options requires new approaches and resources.

Together More Active will fund initiatives that build workforce capacity by creating, sustaining and retaining a viable workforce, through investing in both volunteers and paid staff.

5. Safety and integrityThe Victorian Government’s Fair Play Code of conduct for sport and recreation outlines the standards of behaviour expected for everyone involved in sport and recreation. Underpinned by the principles of integrity, respect, responsibility, fairness and safety, organisations funded through Together More Active must actively demonstrate adherence to, and enforcement of, the Fair Play Code.

Funding will be made available for initiatives that embed the Fair Play Code across an organisation and may include a particular focus on:

strengthening processes to prevent and respond to discrimination, harassment, bullying, abuse, intimidation, victimisation or vilification of others

updating governance documents including constitutions, codes of conduct, member protection policies and safety policies

development and implementation of an Integrity Framework sending a loud and clear message that bad behaviour, violence, cheating and

intimidation has no place in sport and recreation implementing Child Safe Standards training Member Protection Information Officers.

6. System improvements and innovation Sport and recreation like other industries face the challenges that come with changes in technology, shifts in social norms, increasing expectations of stakeholders and the need to do more with less. Changes to systems, policies, culture and processes are critical to ensuring organisational sustainability and growth.

Business innovation can also mean responding to a market segment that is seeking different membership options, participation products and delivery settings.

Together More Active seeks to support projects that deliver sustainable outcomes and may include:

enhancing policies, systems or processes delivering solutions that directly impact the cost of participation, including

business efficiencies improving data collection and reporting processes translating an idea into a new product or service expanding programs into new regions and communities.

7. High performanceVictoria has an exceptional track-record of sporting success that binds communities, builds state pride and inspires future generations to strive towards their own personal excellence in any pursuit. The groundwork starts in local settings and is advanced through well designed programs, highly skilled coaches and officials, and opportunities to train with and compete against the best.

With a focus on emerging talent, Together More Active seeks to support gaps in development pathways and programs. Funded projects will include initiatives that connect the community with high performance activities where the positive values of sport and sportsmanship are celebrated.

8. Club developmentSporting clubs play an integral role in shaping and supporting local communities. The dedication of volunteers underpin the culture, governance, operations and programming of most clubs across the state. Community expectations, legal obligations and affiliation responsibilities require an increasing level of professionalism which requires dedicated support.

Together More Active will assist projects that build club capacity. Initiatives may include activities that:

increase equity, inclusiveness and diversity

boost participation outcomes

support Volunteer Recruitment and retention

strengthen governance and leadership

provide Training for coaches and officials

embed the Fair Play Code

9. Active recreationActive recreation presents a range of opportunities to increase the physical activity of inactive Victorians, both through individual and organised activities that are accessible, flexible and safe. Particularly, where opportunities come with lower barriers to entry, like lower cost, time commitment or skill requirements to participate.

Together More Active will fund projects that:

builds the organisational capacity to deliver demand-driven active recreation opportunities

provide new high-quality targeted active recreation opportunities, with a focus on inactive Victorians

scale up proven active recreation opportunities to achieve greater participation of inactive Victorians and impact

focus on outdoor recreation, unstructured play and nature based activity.

10. Innovative participationThe coronavirus (COVID-19) pandemic has dramatically reduced Victorians’ participation in organised sport and active recreation. As restrictions lift, participants and members are hesitant to return to organised activity due to safety issues, time pressures and financial factors.

This represents a unique opportunity to reinvent how participation programs are delivered to build business resilience.

A new approach to participation has the potential to attract a larger and more diverse membership base, provide opportunities for people at all life stages and increase the number of participants, volunteers and administrators.

Together More Active will fund innovative and creative projects that attract new participants and re-engage former participants with community sport.

Participation projects that will be funded include:

social programs that make sport and active recreation activities fun, flexible and local

enhancing existing sport or active recreation programs with a ‘fitness-based’ program that is not competitive

introductory programs for newcomers to a sport or active recreation activity

alternative sport or physical activities that focus on learning and developing new skills

programs universally designed to support participation by everyone

programs specifically designed for targeted groups

programs designed to retain participants or cater to people who are returning to sport following a gap.
