All-State Orchestra Background Information
The members of the South Dakota All-State Orchestra are selected each fall by competitive auditions at three sites around the state. A full symphony orchestra is then selected from among the best musicians in South Dakota. This year’s orchestra has 161 musicians representing 24 schools.
ALL-STATE ORCHESTRA GUEST CONDUCTOR David Barg Music Director and Conductor of the Ozarks Philharmonic Youth Orchestras, David Barg leads the Omaha Symphony’s Side-by-Side programs and the Symphony’s professional pducation program, Educator as Maestro; he is also a guest clinician for the NY Philharmonic’s Education Department. He has worked with bands, orchestras, and choruses at all levels throughout the country and has led the Arkansas, Nevada, Indiana, Kansas, Missouri, Nebraska, and Ohio All-State Orchestras, among others. David’s research focus is the ongoing development of a learner-centered approach to conducting and rehearsing school
ensembles. The Charles A. Dana Foundation has, for three consecutive years, underwritten the development, testing, and refining of his approach, the “Whole Person MethodTM,” as well as its delivery in a variety of professional development formats and demographic settings. David’s workbook for music education students, school ensemble leaders, and arts administrators, Igniting Response (to our Conducting) will be published in 2013. Music staff professional development consultant for the New York City Board of Education from 2003 to 2008, he has taught this approach at K-12 in-service and staff professional development days for such organizations as the Metropolitan Opera Guild and the NY Philharmonic; boards of education around the country, and many State Music Educators Associations.
Internationally, David has led workshops for band, orchestra, and choral conductors in Australia under the auspices of the New South Wales Department of Education, the University of Sydney, and the Australian Band and Orchestra Directors Association, and has been a regular guest conductor of the Sydney Youth Orchestra. A Cultural Ambassador for the United States Information Agency leading concerts of youth and professional orchestras in Ecuador, David has also appeared at festivals of contemporary music in Russia, and directed concerts by the Moscow Radio/TV, and the St. Petersburg "Klassika" State Orchestras. He conducted the orchestras of - and led master classes for conducting students at - the Moscow Conservatory College, the St. Petersburg Conservatory, and the St. Petersburg Herzen Pedagogical University.
David received his BA from Columbia University in Sociology and Languages. He studied with Jean-Pierre Rampal at the Paris Conservatory as the first recipient of the Annette Kade Award from the Institute of International Education, and was principal flutist of the Festival Les Arcs in France, the Philadelphia Opera Company, the Caramoor Music Festival Orchestra, and the Orchestra of Our Time in New York, among others. From 2009 to 2011, David taught conducting to music education majors at Boston University, and was recently graduated with a Master of Music degree (with a focus on Music Education and Professional Development as a way of learning how best to support music teachers).

All-State Chorus and Orchestra: 1953-2013 In The Beginning . . . The South Dakota Music Educators Association (SDMEA) was established in Aberdeen in November of 1948. During the 1950-1951 school year, the SDMEA discussed the possibility of forming an All-State Chorus and an All-State Orchestra. Eventually the decision was made to sponsor an All-State Chorus and Orchestra in Huron on November 13 and 14, 1953 with Robert McCowan directing the Chorus and Emmanuel Wishnow conducting the Orchestra. Following the success of this first All-State con-cert, the decision was made to sponsor an annual All-State Chorus and Orchestra event
Establishment of Partnership with SDHSAA As co-curricular opportunities increased for high school students in South Dakota, scheduling of these opportunities became more difficult. In 1965, the South Dakota High School Interscholastic Associa-tion (now the South Dakota High School Activities Association or SDHSAA) included SDMEA activities to allow more efficient operations of all activities in the state. In addition to the administrational leadership of SDHSAA, the SDMEA choral and orchestra chairpersons, along with the local hosts from the All-State concert site are responsible for preparation and operation of the All-State event. For the last six years, SDMEA also hosts a comprehensive music education conference for all South Dakota teachers in conjunction with the All-State event that further enhances music education in our state.
Chorus Quotas The quota system was established for the chorus in 1956. Since the initiation of this system, it has been based on high school enrollment in each school. Every South Dakota high school is entitled to be represented in the All-State Chorus by at least one quartet. The larger schools (with a grade 9-11 enrollment of 725 or more students) are entitled to have five quartets.
Orchestra Auditions In the beginning the members of the orchestra were selected by their directors. They would arrive at All-State and audition for their chair positions. Following a near disaster in 1958 when a bus break-down delayed the arrival of the orchestra students from Sioux Falls thereby delaying the auditions for seating the orchestra. Directors voted to initiate a system of taped auditions to allow for more efficient use of rehearsal time. Auditions by tape presented many problems and the move to live auditions was completed in 1962.
Event Location At one time the All-State Chorus and Orchestra were scheduled on a five-year rotational basis in five cities in South Dakota – Aberdeen, Huron, Rapid City, Sioux Falls, and Watertown. Largely due to the size of the chorus and orchestra and the increased attendance at the concerts, the rotation has been reduced to two locations. The current locations are Rapid City and Sioux Falls which both have rehearsal and concert facilities that are large enough and an adequate number of motels and hotels for the housing of the students, teachers and audience.
SDMEA Commissioned Works The SDMEA has maintained a commitment to the continued development of quality choral and orchestral literature. A number of compositions have been commissioned by the SDMEA for premiere performances at All-State concerts. The following is a listing of the All-State commissioned compositions and their composers.

ALL-STATE CHORUS GUEST CONDUCTOR Dr. Joe Miller Joe Miller is conductor of two of America’s most renowned choral ensembles – the Westminster Choir and the Westminster Symphonic Choir. He is also director of choral activities at Westminster Choir College of Rider University. In addition to his responsibilities at Westminster Choir College, Dr. Miller has been appointed artistic director for choral activities for the renowned Spoleto Festival USA beginning in 2014. His 2013-2014 season with the Westminster Choir includes
the release of their new recording The Heart’s Reflection, Music of Daniel Elder, several national radio broadcasts, a concert tour and their annual residency at the Spoleto Festival USA. As conductor of the Westminster Symphonic Choir, Dr. Miller has collaborated with some of the world’s leading orchestras and conductors, earning him critical praise: “Joe Miller's Westminster Symphonic Choir was subtle when asked and powerful when turned loose,” The New York Times. Recent seasons have included performances with Sir Simon Rattle (Philharmoniker Berliner), Yannick Nézet-Séguin (The Philadelphia Orchestra) and Gustavo Dudamel (Simón Bolívar Symphony Orchestra of Venezuela). Dr. Miller is also founder and conductor of the Westminster Chamber Choir, a program that offers professional-level choral and vocal artists the opportunity to explore challenging works for two weeks each summer on the Westminster campus in Princeton. Additionally, he leads the annual Westminster Choral Festival, which welcomes singers and conductors to study and perform a major choral work with orchestra. In demand as a guest conductor and clinician, his recent residencies have included Baldwin-Wallace Conservatory of Music, Temple University and the Berlin Radio Symphony Chorus.
All-State Chorus Background Information
The South Dakota All-State Chorus members are selected locally by the choral di-rectors in each high school. Each school is allowed to bring a predetermined number of quartets based on each school’s enrollment. This year, the chorus numbers 960 singers representing 154 high schools.

SDMEA Distinguished Administrator Award Mike Stroup
Mike Stroup originally from Pierre, SD has been an administrator in Central South Dakota since 1984. He has served all levels of schools, and has been a supporter of arts education within the schools. Mike also was appointed to the first SD Reconciliation Committee by Gov. George Mickelson, he is the current president of Impact Aid Association of South Dakota, and a current board member of the South Dakota Board of Indian Education. Mike has also recently been inducted in the Pierre T.F. Riggs Athletic Hall of Fame. Mike said the following about fine arts in the schools: “Throughout my educational
experience and administrative positions I have held, it has been my opinion that the Fine Arts and music, in particular is one of the best outcome based educational tool in our systems for learning. In the fine arts arena it’s the best example that can be witnessed of an outcome based educational tool. It’s a pleasure to witness students learn and perform in this area. Research shows and I am a firm believer in that the fine arts enhances student’s self-esteem, personal growth and development, and confidence in all areas of life. I also believe that the fine arts help with the other core areas of education. The fine arts programs are one of the few areas that the community gets to witness and enjoy the learning and skills that are developed over children’s educational experiences.” “I have had the opportunity and pleasure of supervising and traveling to performances and competition the past thirty four years of my career in education. Lastly, I am honored to be recognized by the SDMEA for my dedication and support of music programs.”
