Background
Plants managers have the overall responsibility for all processes in their water or wastewater
treatment plants. Their duties and activities must be performed in accordance with local legal
provisions, official requirements and safety regulations, as well as the generally recognized
technical rules. It is not always easy to keep an overview of all these rules and regulations
while managing the plants in a way that is technically correct and economically efficient. For
that reason Water Utilities and Water companies must have at their disposal the proper
personnel and organizational procedures in addition to the correct equipment to guarantee a
supply of drinking water that is reliable, sustainable and of impeccable quality, and
furthermore the safe collection, treatment and disposal of wastewater.
This project TSM-Arab (Technical Sustainable Management) aims to help improve the
implementation of TSM- process in the Mediterranean region through Improving the
Operation and Maintenance of water and waste water facilities and the implementation of a
plant certification system. The Quality management system Task Force advocacy
Mechanism works to adopt Quality Management Systems in Management & Operation &
Maintenance in ACWUA Utility Members in the Middle East and North Africa (MENA).TSM-
Arab Project targets in particular the following countries: Egypt, Palestine, Yemen, Algeria,
Jordan and Tunisia. So two pilot projects are planned to be in Jordan and in Tunisia for TSM-
Arab Application.
Top- Management Awareness Workshop -Amman
On behalf of ACWUA and GIZ; Eng. Khaldon Khashman (Secretary General of ACWUA) and
Mustafa Nasereddin (Programs director ACWUA) opened the Top-Management Awareness
Workshop which was held on 17-19 June at Le Royal Hotel in Amman-Jordan in the field of
TSM-Arab Project Coordinator Dr. Noama Shareef /ACWUA
Technical sustainable management and highlighted the important meeting with the Top-
management Staff of Water Utilities in Jordan (Miyahuna Company, Aqaba Water Company
and Yarmouk Water Company) to discuss the possibility of TSM-Arab requirements
application in Jordan Water Utilities: Drink Water Treatment Plants and Waste Water
Treatments Plants in Jordan to be ,hopefully, the first successful pilot project in the MENA
region.
In the context of the ACWUA WANT program, financed by the German Federal Ministry for
Economic Cooperation and Development (BMZ), GIZ cooperates with ACWUA in developing
the TSM (Technical Sustainable Management) certification process to enable the utilities in
Arab water sector to comply with national and International standards in Operation and
Maintenance (O&M). This way the companies will learn how to systematically identify deficits
in their organization, technical performance and management. They will also be able to
eliminate weak points and operate the plants following the local legal provisions and
technical standards.

Work is achieved till now by TSM-Arab Task Force Group
Expected TSM-Arab Impacts
It was planned for the Meeting day with the Top-Management Staff of Water Utilities in
Jordan (Miyahuna Company, Aqaba Water Company and Yarmouk Water Company) to give
them an idea about the TSM-Applications and its benefits via the Experian’s of Egyptian
Team in this field.
The following Experts presented several presentations as follow:
Eng Fayez from GIZ consultant-Egypt presented condensed Training course on Egyptian
experience on TSM-Egypt and focused the following procedures:
History of TSM Egypt, purpose, difference between TSM Germany and TSM Egypt
and background
Application steps, existing and future application area, output, lessons learned and
certification impact on the facilities performance
Actual case studies on impact of TSM Certificate on reduction of energy (energy
saving) in some Egyptian Water/Wastewater treatment Plants as impact of
certification of two facilities as the following: The first Water Treatment Plant saved
11% of the electrical bill (2000€/month) without investment money, while the second
one saved the fine of peak load which was 50.000€ and power factor fine with pay
back of the investment in 3.3 year

The presentations above were very important to present the TSM Certification System to
show the benefits of TSM- Application at the water treatment plants and Waste water
TSM-Arab Project Coordinator Dr. Noama Shareef /ACWUA
treatment plants and to discuss direct with the decision makers from Water Utilities in Jordan
about more details.
Both of Eng. Amr Adel (Head of the Water Facilities Support department – HCWW-Cairo)
and Eng. Gewida (Head of Nubarya Production general department – Alexandria Water
Company) presented the TSM requirements applying in the area of (O&M) and show the
applying Impact on National Scale. While Dr. M. Shaltout (Head of Quality department at
Reference lab – HCWW-Cairo) presented TSMARAB requirement of QA/QC.
A successful case study in Alexandria Water Company was prepared by Eng. Gewida to
include challenges and benefits of applying TSM-Egypt at Mariot Water treatment Plant in
Alexandria Water Company. It is useful here to see more details about it just to have ideas
about TMS-requirement application process as motivation for the new water Utilities please
see the Annex 1 (the Benefits of applying TSM-EGYPT (Technical Sustainable Management)
Program in Mariot Water Treatment Plant)
WTP-Zai site Visit:
TSM-Arab project aims to apply the TSM-requirements in tow target countries (Jordan and
Tunis). For the Jordan pilot project it was useful to visit some of WTPs and WWTPs.
Some information about the WTPs and WWTPs in Jordan was collected by ACWUA
Coordinator. This was discussed with the leading team from QMS TF-Group to build the
suggestions list of Water Treatment plants and waste Water treatment plants which is close
to the check list prepared to choose the subtitle Water facility as a pilot project in Jordan
according to the Project Time and Budget.
For this reason Noama & Fayez visited some plants at the previous time in Amman, the WTP
Zai in Salt-Amman can be suggested as a pilot project in Jordan, they suggested to do one
day site visit for the Technical Group of TF-Group just to make a Gab analysis for this WTP
and to show how it is cols to the TSM-Certification as Example.
So it was very interesting part of our Workshop to visit Zai Water treatment plant (one of the
WTP of Miyahuna Utility). Just to have an idea about WTP Situation and the possibility to get
TSM-Arab Project Coordinator Dr. Noama Shareef /ACWUA
The TSM-Certification according to the project time and Budget and to show that to the Top-
management in other Water Utilities in Jordan an example about that, may they can support
us in their Utilities later. Then to ask Miyahunia for their Agreement and support in case Zai
WTP is ready to be a pilot project for TSM-Arab Certification.

Basic data of Zai Water Treatment Plant
Description of Plant parts: Zai Plant consists of two paralleled treatment plants with same
capacity (125000 cubic meters per day) for each, and with a total planning capacity reaches
(250000 cubic meters per day). (Water Authority/LEMA).
The administrations staff is consisting of the following departments:
Department of Operation and Treatment, consists of 34 technician and engineer
Department of Quality Control, consists of 20 technician and engineer
Department of Maintenance, consists of 22 technician and engineer
Unit of Administration and Supportive Services consists of 24 employees.
As for the administrational and organizational aspect as well as assurance of work
continuance round the day shift system has been adopted for the workers in the operation
and treatment division, where each shift consists of five technicians from different
specializations headed by specialized chemical engineer.

The sources of Raw water Feeding Zai Treatment Plant
Water of Yarmouk River-Surface forms 40%
Tiberias Lake- surface forms 35%
Mukheiba Wells- groundwater form 17%
The waters are gathered in king Abdullah Canal in the north as they run (70km) within the lift
pumping station no. (1), and it forms 8%. (Water Authority/LEMA)

Lift Pumping Stations:
The raw water is pumped to the Treatment plant through five stations, with the possibility of
observing the processes of operation by the computer through the (Logging System), also its
possible to run the stations locally where every station is provided with a private control unit
(Water Authority/LEMA).
Quality Supervisor/Labs
The laboratories of water Production and Quality Directorate are considered the central
laboratories of LEMA Co., in which physical, bacterial and microbiological processing is done
for the samples which are collected from different areas in order to get acquainted with the
water quality and to be sure of its compliance with the specifications of the Jordanian potable
water, through implementing the following supervisory programs:
Supervisory programs:
Includes the water entering into the distribution net, main reservoirs, pumping stations,
posters, citizens tap and groundwater.

Operational programs:
Includes sources of the raw surface water as well as different sites during the treatment
operations.
The station is supplied with three laboratories to know the quality of the Water entering and
coming out of them, as they are supplied with the most developed equipment and qualified
high level staff. The three laboratories are: (operations laboratory, Quality laboratory, Deir
Alla Laboratory)
Due to the importance that the company’s administration pay to maintain on high level of
quality Standard in making the tests it set up a quality system for its laboratories to comply
the requirements of ISO (17025) and standards that Jordan adopts. The targets of the quality
system applied in the quality and operations laboratories.
Stages of Treatment in WTP Zai:
The water is subjected to physical and chemical purification stages in order to reach the high
quality specification as in the above figure

Purifying the Water from Color, taste, smell, Organic substance and tiny organisms existing in it by using Chlorine Dioxide (CLO2), Pulverized Activated Carbon (PAC), potassium Permanganate (KMnO2), Ferric Sulfate (FeSO4), Chlorine (CL2).
Preliminary assessment of the visit
The infrastructure of the plant is good and worth to be certified in the life time of phase one of the program
The investment cost expected to be limited
Staff experience is good and interest to be certified
The main finding was focused on safety considerations, communication between lab data and operation, administration documents and storing system (to be completed )
Workshop attendant’s feedback:
All of the Workshop- attendants were appreciate to develop QMS and epically
Technical sustainable Management (TSM) in the Arabic countries under ACWUA
umbrella
All of the Workshop-attendants were interested and requested to participate in the
first phase
Aqaba and Yarmouk Water Utilities in Jordan requested the experts to hold similar
visit to assist their redness for certification
Good discussions and reaction with the experts and Top-management Staff from the
Water Utilizes in Jordan (Miyahuna, Aqaba water and yarmouck Water) to the last
minute of the workshop
Aqaba Water Company suggested to introduce one of the WWTP through
presentation during the next day
Members of QMS TF were (Yemen and Palestine) interest to apply soon the TSM
ARAB requirements

Dr. M. Shaltout clarified some QA/QC requirement’s which was very interesting for
the attendants
It was a useful communication about QA/QC of ZAI lab direct with the Technical Staff
at Zai WTP about necessary communication between operation staff and Lab Staff.

a guide lines for them
Aqaba Wastewater plant manager, Eng M. Mahamid was very interested in the TSM-
Process and at the next day, he presented AQABA WWTP basic data. He also asked
for more information, Data, successful case studies, statistical analysis for the impact
of applying the TSM certificate to encourage the utilities in Arab countries in this
TSM-Arab Certification program.
Top-management awareness Workshop Recommendation
Task Force Group of Quality management System (QMS-TF) will develop selection
criteria for the future inspectors and trainers to be accredit by ACWUA
OMS-TF Group recommends accrediting the certification by regional accreditation
body and to support ACWUA for this Process.
QMS-TF Group will develop an institutional frame work for TSM-Arab certification
System.
QMS-TF Group will develop a proposal for ACWUA to establish QMS technical
working group to sustain the TSM-Arab technical working group.
It has agreed, at Mr. Khashman (Secretary General of ACWUA) during the meeting
with him at the last workshop day, that ACWUA will recommend to nominate QMS-TF
Group members to attend the next ACWUA -TOT in the countries member in
ACWUA.
QMS-TF Group recommends developing Tool Kits for training of TSM-Arab
inspectors and TSM-Arab trainers.

QMS-TF Group will develop TSM-Arab concept papers to (marketing, promotion and
impact)
QMS-TF Group will cooperate with Public Awareness Task Force Group to highlight
the TSM-Arab project and the updated achievement.
Due to the positive response of three Jordanian utilities and due to the preliminary
discussion with the decision makers, we recommend to start an action plan to
prepare more facilities for TSMarab certification.
QMS-TF Group recommended the WTP Zai as pilot project because it is close to
TSM-Arab requirements and it is suitable to be the pilot project according to the TSM-
Arab time plan and Budget, so QMS-TF Group will ask Miyahuna for an Agreement to
start the Work in case the WTP Zai is ready for that.
QMS-TF Group are looking to strength the motivation for Aqaba Water and Yarmok
Water to support this project at their Water utilizes.
Develop training course on TSM-Arab requirements by QMS-TF Group for facility
staff to be conduct under ACWUA training program
ACWUA is preparing to present the outcomes of all TSM-Arab activities during the Third
Arab Water Week Conference which will held on 11-15 January 2015 in Dead Sea, Jordan.
Next Step of the Work plan:
QMS-TF Group needs Miyahuna agreement to support the suggestion (WTP Zai as a main
pilot project) so in case we get the agreement:
The TSM-Arab (O&M) team and the Labs- team will start to make training to the technical
staff at the Water Treatment plant as the first step of WTP-preparation for the TSM-Arab
Certification Process.

Energy Management Program Components
Steps executed by Marriott WTP to apply energy management policy
Replace incandescent lamps by compact fluorescent lamps, these
achieve 50% saving.
Replace tubular fluorescent lamps by similar lamps model T8 (new
generation) which has high color rendering index plus electronic
ballast, this achieve 10 – 15 % saving.
Studies for using alternative energy sources ( solar energy )
Using soft starters for all motors at new projects, currently we seek for
applying variable speed drives technology which achieve saving at
least 30 %.
Installation capacitor banks at most WTPS and boosters of AWCO for
improving P.F.
Purchasing the EE equipments like motors at new project
Encouraging the use of dry transformers and air conditioning
equipment with rotary compressors instead of reciprocating one.

Case study at Marriott WTP by using automatic capacitor bank
Marriott WTP is one of AWCO production plants , it is paid about 0.5
million Egyptian pound as penalty\ year due to the reduction of power
factor to EL-BEHIRA electric distribution company
We prepared site survey for its electric network, measuring the electric
parameters at two points using analyzer device for 24 hour , register
the readings in a report, the average power factor is 0.8 , no harmonic
distortion in( V,I) waves
As a corrective action we study installation of automatic capacitor
bank for improving power factor at different points at the electric
network , finally we decided the best point at the Bus bar of LV
switchboard .
power factor improved from 0.8 to 0.94 , at this value Mariott WTP
deserved bonus from EL-BEHIRA electric distribution company

Applying Jar test with G-Value
Applied the value of alum dose using Jar Test equipment with simulation of actual energy of
flash mixing, slow mixing and sedimentation zone
Purpose of experimental
Defined alum optimum dose for operation to have suitable filtration water characteristics with
standard Specifications of water and high purification with the primary objects ( protozoa )
and Blue-green algae to have water with low turbidity (turbidity =< 0.2 NTU )
G- Value: Applying G-Value for Jar test experimental led to increase run filter time for each
filter from 24 to 48 hour

Secure the intake ground in the front of the canal and complete the fence which
damage over the concrete walls.
Secure the stairs in the pump room by made the circular wicker every 1 meter with
supported nerves. (This is explained in the site).
Ensure calibration devices act and bring the certification function on it.
Taking into account the signatures on the books of operation and maintenance.
Buried cables in the floor area between the two mechanical screens.
Develop posters occupational health and safety in the appropriate location.
Suspend the operating instructions and safety standard operating in the operating
rooms.
Made of the panel to prevent encroachment on the intake and suspended in a
suitable place - according to the law of your state of Jordan.

the comments are:
The presence of algae heavily on clarifier’s weirs - and it is recommended to know
why (follow-up from operation and the laboratory)
The presence of carbon balls at the entrance of clarifiers.
Protection of the rotating parts of some pumps should be made
