INTRODUCTION Total Defence was introduced in 1984 and was adapted from Switzerland and Sweden.

Why did we adopt it ?

• Being young and small, we cannot afford to maintain a regular armed forces.•Wars are no longer limited to the battlefield.

Total Defence is divided into 5 aspects.

CIVIL DEFENCE•Macro level – The overview

Provides for the safety and basic needs of Singaporeans during emergencies and wartimes.

Role of the Singapore Civil Defence Force (SCDF).

Take part in civil defence exercises. (Eg. Water/food rationing, public warning system, bomb shelter)

Pick up life saving skills.

Staying relevant and competitive through rapid change and development.

Putting in place robust economic systems that can continue to function in times of crisis.

Stockpile essential items. (Eg. Food & water and having a system to share resources between private and public sectors).

Sound economic policies and a well-trained labour force.
