Opening Session

Chairperson: Lidia Brito holds an undergraduate degree in Forest Engineering from Eduardo Mondlane University (Mozambique) and MSc and PhD degrees in Forest Sciences from Colorado State University (USA). As the first Minister of Higher Education, Science and Technology of Mozambique (2000 – 2005) and Deputy Vice-Chancellor of Eduardo Mondlane University (1998-2000) she accumulated extensive experience in the fields of higher education, science and technology, ICT and innovation policies and programmes. Recently, Lidia Brito has served as the Advisor of the Mayor of Maputo for Strategic Planning and External Relations. She has more then 20 years’ working experience in the fields of forestry, traditional energy (biomass and charcoal), wood science and technology as a

lecturer, researcher and consultant for Eduardo Mondlane University and other national and international institutions, promoting sustainable development, and community management and development both in Mozambique and in Africa in general. She has extensive diverse experience working with local, national, and international organizations mainly in technical expertise and political support in good governance issues, energy, higher education, science and technology, ICT and their impact on social development. She has served as member of many boards, such as the UNESCO-IHE Governing Board (ongoing), UNESCO-NEPAD High-Level Group; United Nations University Council (ongoing), the Advisory Board of the Community Development Carbon Fund and the Steering Committee for the programme on Sustainable Management of Forests in Africa (ongoing). She has participated in several congresses and world summits and has presented keynote addresses and papers related to development issues and other associated subjects.

Jorge Grandi holds a degree in Agronomy from the Agricultural Professional Institute, Casilda, Argentina (1972), a Licenciatura in Political Science from the University of Political Sciences and International relations, Rosario, Argentina (1979), a Diplôme d’Etudes Approfondies (1980) and a Doctorate in Political Science (1986) both from the Institute of Political Studies of Paris, France. His doctoral thesis focused on scientific and technological research and cooperation between Europe and Latin America and dealt with diverse aspects of international relations and public administration. In 1987, after six years of research and university teaching in various institutions in France, Brazil and Argentina, Mr. Grandi joined the Institute for European-Latin American Relations, Madrid, Spain, as Coordinator of scientific and technological cooperation, before rising to the position of Academic Director. In 1991, Mr.

Grandi entered the European Institute of Public Administration, Maastrich, Netherlands –the European Community’s training and research institution for EU and Member States- as Coordinator and Professor in charge of developing training programmes related to institutional development and regional integration. In 1992, within the framework of the Programme for Regional Integration for the European Union – Rio Group (GRIO), Mr. Grandi became the Director of the Training Centre for Regional Integration (CEFIR), Montevideo, Uruguay, mobilizing and managing substantive funding from the European Commission, the Inter-American Development Bank, the Economic Commission for Latin America and the Caribbean, various European donor countries and foundations, for the on-the-job and continued training of senior civil servants from the region and for the development of public service strategies and policies. In February 2002, Mr. Grandi returned to the European Institute of Public Administration in Maastrich as Senior Counselor and Professor in charge of the management and evaluation of

training and institutional capacity-building programmes in both developed and developing countries. In June 2004, Mr. Grandi was appointed Director of the UNESCO Regional Bureau for Science in Latin America and the Caribbean, UNESCO Representative to MERCOSUR and UNESCO Representative in Argentina, Paraguay and Uruguay. He is an active member of UNDG LAC and RCM and possesses experience in the UN Reform, One UN process. Mr. Grandi was a member of UNESCO’s Descentralisation Task Force’ (2005-2009).

Hans d’Orville is Assistant Director-General for Strategic Planning of UNESCO, based in Paris. In 2010 he also served as Acting Deputy Director-General of the Organization. In his current function, he is responsible for development of the Organization’s medium-term strategy and all Organization-wide programme strategies as well as for the preparation and monitoring of the biennial Programme and Budget. His responsibilities also comprise the Division for Extrabudgetary Funding and Partnerships, the Foresight Section, UNESCO’s contribution to UN reform, UNESCO’s Leaders’ Forum, activities in favour of least developed countries, Rio+20 and the culture of peace and intercultural dialogue. As a member of the senior management team he represents the Director-General in UN system coordination bodies, especially dealing with UN reform efforts globally and at the country level. In 2011, he was elected as Chair of the Advisory Group at the Assistant Director-Generals level of the UN Development Group of the UN system of organizations. He is also a member of the Board of Governors of the UN System Staff College in Torino, Italy. He served as coordinator for UNESCO activities at the Aichi and Shanghai World Expos and has established and directed successful public-private partnership programmes (see www.unesco.org/bsp). Prior to joining UNESCO, Dr. d’Orville served (1996-2000) as Director of the Information Technologies (IT) for Development Programme in the Bureau for Development Policy of the United Nations Development Programme (UNDP). Since 1975 he had held various functions in the United Nations Secretariat and UNDP, among others Secretary of the UN Committee on Conferences and Senior Officer in the Office of the UNDP Administrator with responsibility for UNDP’s Governing Council. Between 1987 and 1995 he was Executive Coordinator of the InterAction Council of former Heads of State and Government, chaired by former German Chancellor Helmut Schmidt and comprising more than 30 former world leaders. Among his many professional affiliations, Dr. d’Orville is a member-co-founder of the Africa Leadership Forum and served on its Executive Committee (1988-2007). He was advisor to the Independent Commission of Population and Quality of Life and the Independent Commission on Forests and Sustainable Development From 2008-2010, he served as Senior Advisor to the Organizing Committee for the Asian Games 2010, Guangzhou, China, and since 2009 he also is Senior Advisor to the annual Eco-Forum Guiyang (EFG), China and its Foundation. Dr. d’Orville has been a member of the board of various cultural associations and currently is a member of the International Advisory Council of the Global Initiative for Arts, Culture and Society of the Aspen Institute, Washington. A speaker at numerous international events, he is also author of several publications and articles on the United Nations and UNESCO, development and African issues, the (information) technology revolution and the dialogue among cultures and civilizations. Born in 1949, in Germany, he holds a PhD and MA in economics from the University of Konstanz, Germany, where he also was a research associate in a project on regional economics.

Key Note Address

Francisco Sagasti is member of the International Advisory Board of the Lemelson Foundation, a member of the Board of the International Institute for Environment and Development, and advisor to private corporations, international organizations, foundations and public sector agencies. He is also a senior researcher and former Executive Director of FORO Nacional/Internacional, a civil society independent organization created to promote democratic governance and to foster dialogue and consensus on critical development issues. Dr. Sagasti has been the chairman of the Board of the Science and Technology Programme (FINCyT) at the Office of the Prime Minister in Peru; member of the Board of Governors of the Canadian International Development Research Centre (IDRC); Director of the Agenda: PERÚ programme at FORO Nacional/Internacional; Chief

of the Strategic Planning Division and Senior Advisor at the World Bank; Chairman of the United Nations Advisory Committee on Science and Technology for Development; Silberberg visiting professor at the Wharton School of Finance, University of Pennsylvania, visiting professor at the UN University for Peace in Costa Rica, visiting professor at the Instituto de la Empresa in Madrid; and associate researcher at the Institute of Development Studies, University of Sussex. In 2009-2010 he was one of the external evaluators of UNESCO’s Strategic Programme Objective 4: Fostering Policies and Capacity-Building in Science, Technology and Innovation. Between 1973 and 1979 he coordinated the Science and Technology Policy Instruments (STPI) project, which published more than thirty books and monographs in the ten

countries that participated in the study (Argentina, Brazil, Colombia, Mexico, Peru, Venezuela, Egypt, India, South Korea and the Republic of Macedonia) while in 1979 he participated actively in the United Nations Conference on Science and Technology for Development. He has been the author of more than 30 books and 200 papers. Francisco Sagasti was born and educated in Lima, Peru. He holds engineering degrees from the National Engineering University in Lima, Peru, an MSc in industrial engineering from Penn State University, and a Ph.D. in operations research and social systems sciences from the University of Pennsylvania. He has been visiting lecturer at several universities in the United States, Europe and several developing countries. In Peru Dr. Sagasti has been founder and executive director of GRADE, a policy-oriented think tank; advisor to the ministers of Foreign Affairs, Education, Industry and the Prime Minister; advisor to the Chief of the National Planning Institute and member of the Board of the National Council for Science and Technology; vice-Chairman of the Board of the Industrial Technology Institute; has taught at the Universidad del Pacífico and the Pontificia Universidad Católica del Perú; and has been consultant to numerous private, public and civil society organizations.

Session: “Monitoring science, technology and innovation policy instruments (STIPI) around the world”

Chairperson: Gretchen Kalonji assumed the position of Assistant Director General for Natural Sciences at UNESCO effective July 1, 2010. Prior to joining UNESCO, starting in 2005, Kalonji served in various leadership roles at the University of California, including as Director of International Strategy Development at the UC Office of the President, where her responsibility was to lead in the design and implementation of the first coordinated and comprehensive international strategy for the ten-campus UC system, and as Director of Systemwide Research Development. Kalonji came to the UC from the University of Washington, where she served as Kyocera Professor of Materials Science from 1990 - 2005. Prior to joining UW, Kalonji served as Assistant and Associate Professor in the Department of Materials Science and Engineering at

MIT, where she earned her B.Sc. degree in 1980 and her Ph.D in 1982. Professor Kalonji’s areas of materials science expertise include symmetry constraints on the structure and properties of

crystalline defects, phase transformations and microstructural evolution. Kalonji also has extensive experience in innovations in science and engineering education, as well as in new models for international research collaboration. Her work, both in materials science and in research and educational innovation, has been recognized with multiple honors and awards. She holds or has held visiting faculty appointments at the Max Planck Institute (Stuttgart), the University of Paris, Tohoku University, Sichuan University, Tsinghua University and the newly established Peking University Graduate School in Shenzhen.

Kevin Chika Urama, B. Agric (First Class Honours); MSc (Nig.); MPhil (Distinction, Cambridge); Ph.D. (Cambridge) is an Environmental and Ecological Economist developing trans-disciplinary and integrated tools for sustainable management of social, economic and ecological systems. He holds the 2002-3 James Claydon Prize for the most outstanding PhD thesis in Economics or related subjects, St. Edmund’s College, University of Cambridge. He is the Executive Director of the African Technology Policy Studies Network (ATPS) - a multi-disciplinary network of researchers, practitioners and policy makers that promotes science, technology and innovation (STI) policy research, dialogue and practice, for African Development (see http://www.atpsnet.org). He is a Professor at Stellenbosch University in South and is also the Inaugural President of the African Society for Ecological Economics (ASEE) – the African chapter of the International Society for Ecological Economics (see http://www.ecoeco.org). Prof. Urama sits on many international Governing Boards, Advisory Boards and Advisory Councils for many science, technology and innovation-based initiatives, including the Open Society Foundation (OSF); Bioinnovate Technical Advisory Committee; International Science, Technology and Innovation Centre for South-South Cooperation (ISTIC); the Responsible Innovation (MVI) of the Netherlands Organization for Scientific Research, (NWO), Division of Humanities program of the Government of the Netherlands; the ISEE, the ASEE, etc. He is member of the Editorial (Advisory) Boards of many international journals, including Science and Public Policy, Ecological Economics; and Environmental Policy and Governance, etc. He is a member of the UNEP International Panel for Natural Resources Management, and a Lead Author for the sustainable development chapter of the IPCC Working Group (WG) III Special Report on Renewable Energy Sources and Climate Change Mitigation (SRREN), and member of the World Bank STEP B Project International Advisory Board. He has over 70 publications in various media including international journals such as Land Economics, Ecological Economics, Journal of Environmental Management, Journal of Agricultural Economics, International Journal of Sustainable Development, etc. He has a longstanding experience in science policy integration, policy analyses and policy advocacy with a focus on Europe, Africa and Asia.

Annalisa Primi is an economist at the OECD Development Centre (Paris, France) in charge of policy analysis and advice on innovation and production development. She joined the OECD in early 2009 as administrator and economist in the Directorate of Science, Technology and Industry, and then moved to the Directorate for Public Governance and Territorial Development, analyzing new trends in innovation dynamics and policies (Beyond technology? New forms of innovation and challenges for policy, OECD publishing, forthcoming), and emerging governance aspects of innovation policy (Regions and Innovation Policy, OECD publishing, 2011), with a specific focus on Latin America and emerging economies (OECD Territorial Reviews: Brazil, OECD Publishing, forthcoming). Formerly, Annalisa Primi worked from 2003 to 2009 as associated expert economic officer in United Nations Economic Commission for Latin America and the Caribbean (UN-ECLAC), in Santiago, Chile, focusing on innovation, industrial policy, and strengthening of regional policy dialogues. Her areas of expertise are assessments of innovation, industrial policy and intellectual property for development and targeted policy advice and technical assistance to governments on innovation, intellectual property and industrial policy for development. She earned a Master Degree at the University of

Pavia (Italy) in International Cooperation and Economic Development and a Degree in Economics of Institutions and Financial Markets at the University of Tor Vegata (Rome, Italy). She has a record of official and academic publications (cfr. in Cimoli, Dosi, Stiglitz (eds) 2009, Industrial Policy and Development, Oxford University Press).

Mark Boden is the Action Leader for ERA Policies within the Knowledge for Growth Unit at JRC-IPTS, where his current responsibilities include the ERAWATCH information and intelligence service and the NETWATCH information platform on transnational R&D collaboration. He has been at IPTS since 2002. Prior to joining IPTS he was a Research Fellow with PREST at the University of Manchester, where worked on various aspects of science and technology policy for more than 15 years. He holds a PhD in the economics of technological change, and has held visiting research fellowships in Japan and France.

Guillermo A. Lemarchand, physicist, Academician of the Basic Sciences Section of the International Academy of Astronautics (IAA), UNESCO Consultant at the Division of Science Policy and Capacity Building (2011-present); Senior Consultant for the Regional Programmes of Science Policy and Sustainable Development, and Basic and Engineering Sciences at UNESCO’ Regional Bureau for Science in LAC (2008-2010), where he was responsible for designing and implementing the SPIN platform. He served as Chairman of the Board of Advisors at the Commission of Science and Technology of the National Congress of Argentina (2002-2005).

Researcher and professor at the Centre for Advanced Studies of the University of Buenos Aires (1989-2004), Director and Principal Investigator of the SETI programme at the Argentine Institute for Radio Astronomy (1996-2010). He served as professor of the master degree programmes on "Policy and Management of Science and Technology" of the University of Buenos Aires (1995-2004) and "Science, Technology and Society" of the National University of Quilmes (2002-2010). He was Visiting Fellow at the Center for Radiophysics and Space Research at Cornell University under the direction of Carl Sagan (1992-1993). Co-director of the I and II Astrobiology Iberoamerican Graduate Schoolsorganized by the International Centre for Theoretical Physics in Trieste and UNESCO (1999 and 2009) and, Visiting Scientist of the NASA's Astrobiology Center at the University of Colorado. He served as a

member of numerous international scientific committees on bioastronomy, astrobiology and SETI for the International Astronomical Union, The Planetary Society, the International Academy of Astronautics and the International Network of Engineers and Scientists for Global Responsibility. His research interests include science policy, technological forecasting and social change, mathematical models applied to the long-term evolution of societal systems and STI indicators. He has also an extensive background on basic sciences research related to radio astronomy, SETI, studies on habitable zones around extrasolar planets and the influence of UV radiation on the origin of life. He is author (or editor) of 14 books, 40 articles in scientific peer review journals, and more than 110 technical chapters and articles in books and conference proceedings.

Christina von Furstenberg is Chief of the Section for Policy, International Cooperation and Knowledge Sharing in UNESCO’s Sector for Social and Human Sciences; and Deputy Executive Secretary of the Management of Social Transformations (MOST) programme. She holds a PhD in philosophy and degrees in managerial sciences, agronomy and medicine. Before joining UNESCO in 1991 for the preparation of the Rio Earth Summit 1992, she carried out several agro-forestry projects in Latin American countries. She also worked as a university lecturer in Chile, France and the UK for eight years.

Practices and Experiences among STI Decision Makers”

Chairperson: Sonia Bahri obtained a Ph.D in Economics from Sorbonne University; she also graduated in Political Sciences from Science Po, in Applied Economics from Paris-Dauphine and has got an advanced degree in History of the 2Ist Century and in Educational Policies. After having worked for various institutions dealing with economic development issues, she headed the Preventive Education Section (HIV/AIDS) in UNESCO and then the Section for Secondary Education. From July 2006 to January 2011, she was responsible for international cooperation in higher education and research (UNESCO Chairs Programme). Sonia Bahri is presently the head of the Section for Sciences Policy and Reform in UNESCO’s Natural Sciences Sector. She is author of numerous publications and articles in these areas and in other educational and development issues.

Ademar Seabra da Cruz is Head of the Science and Technology Division at the Brazilian Ministry for External Relations and Lecturer at the Brazilian Diplomatic Academy. Is a researcher at the Centre for the Studies of Contemporary Culture (CEDEC) in São Paulo and holds a PhD degree in Social Sciences (University of São Paulo), a MsC in Philosophy of the Social Sciences (London School of Economics) and in Political Science (University of Brasília). Served as Head of the S&T Section at the Brazilian Embassy in London, between 1996-2000. Is author of the book Justiça como Eqüidade (Justice as Fairness), on the political philosophy of John Rawls (Lumen Juris, Rio de Janeiro, 2004), co-author of books on International Politics and has published several academic articles and essays on Globalization, Sociology of International Relations and the International System and Politics, in countries such as the United Kingdom, Germany, United States, Chile, Peru, Uruguay and Brazil. Has recently finished a book entitled “Diplomacy, Development and National Innovation Systems: a Comparative Analysis between Brazil, China and United Kingdom”, to be published in Portuguese.

HU Zhijian is Secretary-General of the CPC Committee, Chinese Academy of Science and Technology for Development, Ministry of Science and Technology. Dr. HU received his bachelor's degree on electronic engineering in Shanghai Jiao Tong University in 1985, his master's degree on science and management of S&T in Fudan University in 1987, and his doctoral degree on technological innovation and management in the Graduate University of Chinese Academy of Sciences in 2005. He once worked in the Graduate University of Chinese Academy of Sciences, State Commission of Science Technology of China, State Leading Group for Science and Technology, and Ministry of Science and Technology. He has the expertise and interests in science, technology and innovation policies.

Kaye Husbands Fealing is a senior program director at the National Academies’ Committee on National Statistics. She is on leave from the Hubert H. Humphrey School of Public Affairs, University of Minnesota, where she is a professor in the Center for Science, Technology and Public Policy. Prior to teaching at the Humphrey School, she was the William Brough professor of economics at Williams College. She founded and developed the National Science Foundation’s Science of Science and Innovation Policy (SciSIP) program and co-chaired the Science of Science Policy Interagency Task Group. Dr. Husbands Fealing co-edited the The Science of Science Policy: A Handbook, with Julia Lane, John H. Marburger III and Stephanie Shipp. She serves on review panels and boards at the National Science Foundation and is a member of the AAAS Committee on Science, Engineering, and Public

Policy. Dr. Husbands Fealing has a B.A. in mathematics and economics from the University of Pennsylvania, and a Ph.D. in economics from Harvard University.

Ghada M. Amer Deputy CEO, Arab Science and Technology Foundation, where she is also coordinator of the Women Scientist Project. She is Head of the Electrical Engineering Technology Department, Higher Institute of Technology, Benha University. She obtained the B.Sc. degree from the Higher Institute of Technology; the M.Sc. degree from the Faculty of Engineering, Cairo University, Egypt (1999) and PhD from the same university (2002). She was Visiting Scientist at Cardiff University (2007) and she is author of more than 30 technical papers at several international journals.

Chairperson: Carlos A. Primo Braga, a Brazilian national, is the Special Representative and Director for Europe, External Affairs (EXT) Vice-Presidency, The World Bank. In this capacity he supervises the World Bank’s External Affairs (EXT) offices in Europe: Berlin, Brussels, Geneva, London, Paris and Rome. EXT’s overall mandate is to increase understanding of and support for the World Bank Group’s mission both at the global and country levels, and to leverage the World Bank Group's development impact through effective communication, advocacy, and diplomacy. Before assuming this position he was Director, Economic Policy and Debt, in the Poverty Reduction and Economic Management Network (PREM), The World Bank (2008-10). In 2010, he was also the Acting Vice President and Corporate Secretary of the World Bank Group and Acting Executive Secretary of the

Development Committee. Mr. Braga’s previous responsibilities at the World Bank have included: Head, International Policy and Partnerships Group, PREM, anchoring strategic relationships with key shareholder groupings (e.g., G7/8, G20, G24, APEC, ASEM) and with institutions such as the IMF, Commonwealth Secretariat and OECD; Senior Adviser of the International Trade Department (2003-06), responsible for dialogue on international trade issues with European-based institutions, including the OECD, the European Commission, UNCTAD and the WTO; Senior Manager of the Informatics Program at the Information Solutions Group (2001-03). He was

Boris Azaïs is currently Director, Industrial Policy Europe Canada at the Brussels office of MSD (a subsidiary of Merck & Co., Inc.). In his capacity, Boris Azaïs interacts with European institutions and governments focusing on industrial policy, competitiveness and innovation in Europe and Canada. He speaks at international conferences, produces position papers, and coordinates advocacy activities related to the policy framework that enables pharmaceutical innovation. After a multi year practice as a corporate lawyer in Paris, France, Boris Azaïs joined in 1998 the regional office of Merck Sharp & Dohme as Legal Director for Middle-East & Africa. In 2003, Boris Azaïs was seconded for two years to the IFPMA, the association that represents the research-based pharmaceutical companies in Geneva, to support the advocacy work of the IFPMA with Geneva-based governmental and non-governmental organizations. Boris Azaïs is a member of the Advisory Board of Pharmaceutical Executive, a leading publication for the pharmaceutical industry.

Jennifer Campbell is Director of Philanthropy and Partnerships at L’Oréal, responsible for the partnership with UNESCO and the Executive Secretariat of the L’Oréal-UNESCO Awards. After studies at Sweet Briar College and The George Washington University, she joined The Severin Group (Gucci Timepieces, Fila Sportime Watches and Art2Watch) in Community Relations and Communications. Jennifer moved to France in 1989 to join The Walt Disney Company Europe. She spent eleven years with “the Mouse” in a succession of roles in publishing, communications, marketing and partnerships at the European and international level.

Katrina Destrée Cochran is the Director, Sustainability and Stakeholder Engagement, EMEA at Alcatel-Lucent and is based in Belgium. Katrina is responsible for communicating the impact of the Company’s sustainability programs, with emphasis on operations, business strategy, and how ICT’s can enable other sectors to reduce their carbon emissions. Katrina represents the Company in industry association and UN and ICC task forces related to ICT and the environment. She is also the co-chair of the Global eSustainability Initiative’s (GeSI) Communication Working Group, which disseminates key sustainability messages for the ICT industry, including supply-

Prior to Alcatel-Lucent, Katrina was the Executive Director of GeSI, an international strategic partnership of the leading 34 ICT companies together with other key UN and NGO partners. GeSI is known for its SMART 2020 Report: Enabling a low-carbon economy in the information age, which demonstrated key areas of carbon reduction potential and the ICT sector’s contribution to a more sustainable environment. Katrina began her career in operations of a retail fine art publishing company based in California, then managed a privatization of two printing plants in Warsaw, Poland. At graduate school, she focused on the international legal frameworks of global networks and communications policy. After graduation, she held positions in regulatory development with Pacific Bell and MFS/WorldCom. Katrina holds a Masters of Arts degree in International Business and Economic Law from the Fletcher School of Law & Diplomacy at Tufts University and a Bachelor of Arts degree from California Polytechnic State University. She has completed the Program on Negotiation at Harvard Law School, is fluent in French and has studied German, Japanese and Polish as well. Katrina maintains a life-long interest in classical ballet.

Youssef Hamadi is a Senior Researcher at Microsoft Research Cambridge where he leads the Constraint Reasoning Group. He is also co-Director of the Optimization for Sustainable Development project at École Polytechnique in Palaiseau. His research interests involve the practical resolution of large scale real life problems. His work is set at the intersection of Optimization and Artificial Intelligence. Youssef Hamadi completed his PhD at the University of Montpellier (LIRMM) in 1999 where he devised new algorithms for distributed constraint solving. He then joined the central research laboratory of Thales in Paris where he was in charge of the online scheduling algorithm for the Principal Anti-Air Missile System (PAAMS). In 2001, he worked at HP-labs, on agent negotiation and e-commerce

protocols. He joined Microsoft Research in 2003 to create and lead the Constraint Reasoning Group. The group had strong impact on existing products and tools, and eventually led to the innovative Microsoft Solver Foundation line of software. In 2006, Youssef started to work on the relationships between mathematical programming and Sustainability. That reflection led to the creation of the Microsoft/CNRS Optimization for Sustainable Development research program. Since 2009, Youssef Hamadi is Associate Researcher at École Polytechnique. His current research considers the design of complex systems based on multiple formalisms feed by different information channels which plan ahead and perform smart decisions. His current focus is on Autonomous Search, Parallel Search, and Propositional Satisfiability, with applications to Environmental Intelligence, Business Intelligence, Software Verification, and Automated Planning.

Vincent Mazauric is with Schneider Electric since 1995, currently in charge of Scientific Affairs and Patent Policy. He is Fellow of the Japanese Society for the Promotion of Sciences, Expert-evaluator for the R&D Framework Programs of the European Commission, Member of the Board of the International Society of Applied Electromagnetism and Mechanics (Japan), and Associate Professor at MINES-ParisTech where he is strongly involved in the Chair "Modeling for sustainable development" (www.modelisation-prospective.org). He received a PhD in Solid State Physics from University Paris XI and is graduated in Electrical Engineering (INP, Grenoble), Pure Mathematics and Theoretical Physics (ENS, Paris). From 1988 to 1991, he was with the French Agency for Aerospace Research (ONERA) and joined the Center for Extreme Materials

(Osaka, Japan) from 1992 to 1994.

Hubert Gijzen holds a PhD in Environmental Biotechnology and an MSc and BSc in biology. Hubert has a long and established career in both academics and in international cooperation. He has worked in Academic institutions and Universities, the Dutch Ministry of Foreign Affairs, in Embassies abroad, in International Institutes and the United Nations (UNESCO). Throughout his career, he has lived and worked in various countries and regions (Europe, Africa, South America, Asia), in a range of functions as Full Professor and Chair of Department in Universities, as Regional Representative, as Teamleader, and now as UNESCO Director and Representative. He has implemented short missions to over 80 countries, and has developed and implemented large capacity building, research and cooperation programmes and projects in various countries and regions. Besides his current work as a UNESCO Director and Representative, he continues to hold positions as full Professor at UNESCO-IHE Institute for Water Education and at Wageningen University (since 1995), and as a visiting professor in several other institutions. Hubert Gijzen has published over 300 articles and books, and presented numerous keynotes and conference presentations in the fields of water management, microbiology, environmental biotechnology, and in sanitary and environmental engineering. He is a member of several regional and international scientific and technological associations, and he also serves in various international advisory functions and on Boards of prestigious Institutes and programmes. UNESCO - Hubert Gijzen joined UNESCO in 2006 as the Director of the UNESCO Regional Science Bureau for Asia and the Pacific, based in Jakarta; he also is the UNESCO Representative for Brunei Darussalam, Indonesia, Malaysia, the Philippines, and Timor Leste.

Joseph G.M. Massaquoi has a BSc (Hons) from the University of Wales (UK) and a PhD in Chemical Engineering from the West Virginia University, USA. From 1975-1993 he served in various positions in the University of Sierra Leone and other universities in other parts of the world. He has served as Assistant professor at Georgia state University Savanna, USA; as Fulbright Professor in Iowa State University, USA; as Visiting commonwealth fellow at Technical University of Nova Scotia, Canada and as a Visiting Scientist at the University of Naples, Italy. He has published numerous articles in various international journals in Chemical Engineering Science, Science and Technology Policy and non-conventional Energy Resources. . He is co-author of an under-graduate textbook in Engineering Thermodynamics. He is also a recipient of numerous academic and professional awards and is a fellow of the African Academy of Science. He joined UNESCO in 1994 and is currently the Director of UNESCO Regional Bureau for Science and Technology in Africa. In this capacity he is responsible for the implementation of UNESCO’s science programme in sub-Sahara Africa. Prof. Massaquoi also serves a UNESCO representative to Kenya, Djibouti, Eritrea, Rwanda, Somalia and Uganda.

Tarek Galal Shawki is the Director of UNESCO's Regional Bureau for Science in Arab States (since June 2008) while he served as the Chief of the Section for "ICTs in Education, Science and Culture" within the "Information Society Division" in UNESCO (Paris, France – Nov. 2005 - May 2008). Dr. Shawki has served as the Regional Advisor for Communications and Information

at the UNESCO Cairo Office (UCO) between January 1999 and November 2005. The UCO is a regional office for science, technology, and information for Arab States. Dr. Shawki manages UNESCO's file on public-private partnerships with the IT private sector and he was the key architect behind the signing of the UNESCO-Microsoft Cooperation Agreement on November of 2004. In addition, Dr Shawki is the architect behind the emerging UNESCO framework for ICT Competencies of Teachers besides being directly responsible for a number of national, regional and global UNESCO projects in the fields of ICTs, Education, Science and Culture. Dr Shawki has been a Professor of Theoretical and Applied Mechanics for many years, University of Illinois at Urbana-Champaign. He also served as a panelist on the National Science Foundation and the

National Research Council. His leadership is considered paramount to the Arab region in modernizing university education in basic and engineering sciences. Educated at Cairo University in Egypt and Brown University in Rhode Island, U.S., Shawki spent 13 years as a researcher and professor of theoretical and applied mechanics at the University of Illinois at Urbana-Champaign, one of the top engineering schools in the world. Shawki has a Ph. D. and an M. Sc. in engineering, an M. Sc. in applied mathematics, and a B.S. in mechanical engineering.

Chairperson: José Mariano Gago is the former Minister of Science, Technology and Higher Education (2005- 2011), in charge of Science and Technology, Information Society and Higher Education, and Minister of Science and Technology of Portugal (1995- 2002). Professor José

Mariano Gago is an experimental high energy physicist and a Professor of Physics of IST (Instituto Superior Técnico, Lisbon). He graduated as an electrical engineer by the Technical University of Lisbon and obtained a PhD in Physics at École Polytechnique and Université Pierre et Marie Curie, in Paris. He worked for many years as a researcher at the European Organisation for Nuclear Physics (CERN), Geneva, and in the Portugal's Laboratory for Particle Physics (LIP) that he chaired. He launched the Ciência Viva movement to promote S&T culture and S&T in society. He was responsible for the reform of Higher Education and for the policies leading to the development of Science and Technology in Portugal. During the Portuguese EU presidency (2000), he prepared, along with the European Commission, the Lisbon Strategy for the European Research Area and for the Information Society in Europe. He has also launched in 1998 the Eureka-Asia Initiative in Macao. During the 2007 Portuguese EU Presidency he

promoted the adoption of a strategy for the future of S&T in Europe and for the modernisation of Universities in the EU. He chaired the Initiative for Science in Europe (ISE) and campaigned for the creation of the European Research Council. He also chaired the High Level Group on Human

Resources for Science and Technology in Europe and coordinated the European report Europe Needs More Scientists (2004). Prof. Gago was the first President of the International Risk Governance Council (IRGC) in Geneva and is a member of IRGC Board. He is a member of the Academia Europaea.

Rémi Barré is Professor at CNAM University where he teaches on research management, science and innovation policy and science – society issues. He is Scientific Advisor of Futuris, Paris-based think tank specialized in research and innovation policy analysis in a foresight context. He has been Director of the Studies and Foresight department at the General directorate for Research and Innovation, at the Ministry for Higher Education and Research (2006 – 2009), Director of the foresight department at INRA (National institute for agronomic research) (2003-2005) and Director of the Observatoire des Sciences et des Techniques (OST), public institution in charge of the production of the Science and Technology indicators report and advice to the government (1990-2002). He has been Chairman of the “ERA monitoring –ERA indicators” Expert Group (DG Research) (2009) and Vice Chairman of the “ERA vision” expert group of the Centre d’Analyse Stratégique (CAS) (2007-2008). Recent relevant publications include: European Research Area Indicators and Monitoring (2009); De l’arbitraire à l’arbitrage: les indicateurs de la S&T en débat (2010); Towards socially robust S&T indicator : indicators as debatable devices, enabling collective learning (2010); New Perspectives and Challenges for the Design of S&T Indicators (2008).

Yuko Harayama is the Deputy Director of the OECD’s Directorate for Science, Technology and Industry (STI) where she supports the Director to oversee OECD work on innovation, science and technology policy, business dynamics, information and communication technology policy as well as statistical work associated with each of these areas. Ms. Harayama is a professor of Science and Technology Policy at the Graduate School of Engeneering of Tohoku University, presently on leave of absence. In Japan, she served as a Member of the Council for Science and Technology Policy (CSTP) at the Cabinet Office and a member of different commissions related to Science and Technology at the Ministry of Education, Culture, Sport, Science and Technology (MEXT) and the Ministry of Economy, Trade and Industry. Her experience prior to Tohoku University includes being a Fellow at the Research Institute of Economy, Trade and Industry in Japan and an Assistant Professor in the Department of Political Economy at the University of Geneva. Ms. Harayama is a citizen of Japan, holds a Ph.D. in Education Sciences and a Ph.D. in Economics both from the University of Geneva.

Geoffrey Oldham trained as a geophysicist and spent several years working in the exploration research laboratories of the Standard Oil Company of California. He left the oil company to accept a Fellowship which enabled him to study the Chinese language and to initiate a review of science and technology policy in several Asian countries. After a year with the Scientific Directorate of OECD he helped start the Science Policy Research Unit at the University of Sussex and was its Director from 1980 to 1992. He was also a member of the team which designed and drafted the Act of the Canadian Parliament which established the International Development Research Centre. He directed the Centre’s Science and Technology Policy Programme for ten years and served as Science Adviser to the President of IDRC from 1992 to 1996. In 2000 he contributed to the design of the Science and Development Network (www.Scidev.net) and was the

Chairman of the network’s Board of Trustees. Geoffrey Oldham has served on numerous science and technology policy advisory bodies. He was a member of the Hong Kong Committee for Scientific Co-ordination and represented Hong Kong at the 1963 UN Conference on Science and Technology for Development. He was chairman of the UN Advisory Committee on Science and Technology for Development and the UK delegate to the UN Commission on Science and Technology for Development. He chaired the Commission’s working groups on Gender and Science and Technology, and on Information Technologies and Development. He continues to be a member of the Commission’s Gender Advisory Board. In 2009 he was appointed to the Gender Advisory Committee of the Academy of Sciences of the Developing World (TWAS). He participated in the IDRC science and technology policy reviews of South Africa, China, and Vietnam. Geoffrey Oldham advised the Chinese Minister of Science and Technology on the development of a Chinese Strategy for International Science and Technology Collaboration. He is an Honorary Professor with SPRU at the University of Sussex and was awarded an Honorary Doctorate of Laws by York University in Canada in 2006.

Alasdair Reid joined Technopolis Group and is director of the Brussels (2004) and Tallinn (2006) practices. He is also general manager, since 2005, of the ERAWATCH Network ASBL (a non-profit organisation) with 70 member organisations from over 40 industrialised countries. Alasdair has over 18 years of experience in public policy analysis of regional economic development and national innovation systems. He advised the European Commission, international organisations and national and regional governments. Alasdair has managed, since 2004, the main EU research and innovation policy-benchmarking platforms at national (the European Trend Chart on Innovation and ERAWATCH) and regional levels (Regional Innovation Monitor).
