October 2012 Dear Friends, I am writing as we launch our ‘Sow for the Harvest’ Campaign. All kinds of people are grateful for their village church. They are thankful for a quiet place to go to think, to remember loved ones and to celebrate the important occasions in life. We have people who come for baptisms, weddings and funerals and the church is used by the school and community for all kinds of events. Our village church needs your support to remain open and keep the fabric in good order. You may not be a church goer but wouldn’t you be sad to see it closed or in a really bad state of repair? We try to serve the community and support other organisations in their work. A good example is Meeting Point where people can gather to meet with friends, enjoy very reasonably priced refreshments (really good home made cakes). Other organisations can and do use this forum to raise money or advertise what’s going on—for free. We pay for the hall hire and each month a committed band of volunteers set up and run it. We all know that ‘we reap what we sow’ and if we sow little we reap little. This is an invitation to take a step forward and sow for the future of your church. It is a challenge, it may make you feel a little uncomfortable, but we hope that you will make a positive commitment. What we need financially It costs £1077 per month to keep South Marston church open

We do not receive any subsidies from the Government or the Church of England.

Planned Giving helps you to give regularly whether or not you are able to come to church and it helps us because we know what we are going to receive each month. This may be done through the envelope scheme or by standing order through your bank which also has the advantage of saving us bank charges.

How much? Here are some thoughts to help you:

• What value do you put on the heritage of the village and

the provision of a place to reflect and celebrate the major events of your life? £5, £10, £20 a month?

• If you pay tax, the church can claim back this tax on your gift increasing the value of your gift by 25% at no extra

cost to you. This means that for every £1 you donate we can claim 25p from the tax man but only if you sign a Gift Aid Declaration Form which will cover all your gifts to the church

• Leaving a legacy in your Will is also a lovely way to remember your church and will help future generations.

F & E Harris Memorial Trust

The government has increased the State Pension age for women to 65 phased

from April 2016 to December 2018. A further increase will be phased in to

raise the State Pension age for all to 66 from December 2018.

In consideration of these changes and the proposed expansion of the village

community the Trust will be making the following changes to the criteria for

allocation of Christmas Hampers to senior citizens of South Marston. These

changes will be implemented on 1st April 2016.

The changes are not subject to the exact scheduling of government criteria.

� To qualify for a Christmas Hamper the recipient is required to have

been in permanent residency in South Marston for a period of 3 years

prior to submission of registration.

� All new applicants must be 65 years of age on 24th December 2016 to

be eligible to register.

� All new and existing applicants must be 66 years of age or over on the

1st January 2019 to be eligible to register.

South Marston Parish Council

Allotments The Parish Council currently has a short waiting list for allotments. If you wish to be added to the waiting list, please contact the Parish Clerk.

2 Parish Councillor Vacancies South Marston Parish Council currently has vacancies for two positions on the Parish Council.

Please note that Parish Council meetings are held the third Tuesday of the month at 7.30pm in the Village Hall.

Community Grants There are small grants available for community projects and there are not enough people applying for them. Pam Gough, the North-East Locality Lead for Swindon Borough Council, joined us at the September Parish Council meeting and has given us all the details.

If you are interested in accessing this funding please contact our Parish Clerk, Gemma who is happy to help you fill out the application forms. The deadline for applications is 5th January 2013.

Parish Council Meetings Members of the public are welcome to attend Parish Council meetings which are held on the third Tuesday of the month, at 7.30pm in the Village Hall. There is an “Open 10 Minutes” section at the start of the meet-ing where you are invited to ask questions or discuss an agenda item. It would be helpful if you could inform

the Chairman at the start of the meeting of any items that you wish to raise or discuss. All agendas are published on the village website and on the village notice boards, prior to the meetings.

Village Expansion Update

Of biggest concern to the Parish Council

(PC) at the moment is the Community In-frastructure Levy (CIL). The CIL controls how much money the developers have to

pay to Swindon Borough Council (SBC) for infrastructure costs such as roads, drainage and facility improvements such as the

school. There is a concern that this levy could be spent in other areas of Swindon to meet wider SBC priorities rather than

supporting the South Marston development.

On the 12th June 2012 the PC together with the Village Expansion working party, Officers of SBC together with representatives of the Developers Consortium, presented a number of stands giving

information and ideas on what was known at the time about the potential housing development within South Marston village and the wider Eastern Villages development area.

The PC has been working with SBC on documents so that we will

have a degree of control on how this potential development is shaped, and the planning and location of necessary infrastructure, such as Road Layout, School, Village Centre etc. This critical work

is known as a Supplementary Planning Document (dSPD) and will be in draft form as, once written, it then has to go through a

series of public consultative stages.

However, the village SPD has to reflect the overall policies that SBC has for the future of the Borough to 2026; this is contained in the Swindon Core Strategy. A delay by SBC has now meant that

the Core Strategy will not be adopted until well into next year, after it has gone through its pubic consultation stages.

This means that the dSPD will also be delayed. We are currently in discussion with SBC to determine if the dSPD can be moved

forward as an interim document.

Kay Long is leaving her role as editor of the Tower & Tap. We are looking for a new editor to take over starting

with the December issue. If you are interested in taking over this role please contact Kay on 828600 or

Once we have a clear view of the way forward on these issues, the Parish Council intends to hold further consultations with village

residents.

To add an additional layer of complexity to the above, the Government have also introduced new policies. The two that

affect us the most are the National Policy Planning Framework (NPPF) and the Community Infrastructure Levy (CIL). The Parish Council is currently responding to SBC on the public consultation

on CIL. This is a highly complex issue requiring a high degree of understanding and time spent on the response. Sylvia Brown and Colin McEwen continue to spend a significant amount of time and

energy weekly assessing the full implications of these new policies on our village.

On a final note we have been made aware that the developers’

consortium for the housing south of the A420 has broken up. The impact of this is not, as yet, clear, but our priority is to make sure that all developers share the cost of providing appropriate infra-

structure. We will keep you informed when we know more.

SMRA News

Duck Race

This was held on Saturday 15th.

September, rescheduled from the cancelled Fete in July.

About 50 villagers arrived at Church Farmhouse for the Annual

Duck Race. The water level in

South Marston brook was rather low, due to lack of rain for the

past few weeks; this was rather diferent to the conditions in July,

when the Fete had to be cancelled due to a waterlogged Recreation Field. Water in South Marston brook in July was so high that the banks were

overflowing

However, on the 15th. September,a few extra obstacles in the brook from newly-exposed stones only added extra hazards, particularly for duck number

14 which came within 6 inches of the finish line. It would have been the winner but for an eddy-current which deflected it into the bank, where it

stubbornly remained as other ducks rushed by.

Many thanks to all who bought ducks. All 100 were sold, proceeds going to SMRA.

Car Boot Sale Cancellation

SMRA decided that in view of the very wet weather during the days and

weeks leading up to the Car Boot Sale planned for 8th. September, that regrettably it had to be cancelled.

As it turned out, the weather had dried up considerably by 8th.

September, but at the time the decision was made, we felt that we could not risk having to use tractors to pull cars from the playing field. The

football pitches are now in full use again and are a considerable income-earner for the maintenance of the field. We are looking to rearrange for

another date; apologies to all who have been holding onto things to sell.

South Marston Enterprise Group

We are a friendly social group that meet to talk about all things

business related. Regular meetings are held on the 1st Thursday of every month, 7.30pm-9pm.

We chat around business related topics and enjoy some nibbles

and a drink. Anyone with an interest in business enterprise is welcome to come along and join in.

Future topics include: a pub quiz, keeping up to date with

social media and finding out about acupuncture.

South Marston Assisting Wildlife

Oak Tree Corner

The Highworth Road conservation site now has a name:

Since our last update we have created the path on the far side of the ditch between the two bridges. Huge thanks go to Greenshave Services for donating and deliver-ing two truck-loads of woodchip for this task, and for taking away our green waste. The hedge bordering the road has been trimmed, which will give the new hedging plants space to grow. The concrete base for the memorial bench has been laid, and is

now ready for the bench to be installed. We have also worked on clearing the central bed ready for planting the perennial wildflowers we’ve grown from seed (hundreds of them!). We have 600 wildflower bulbs to plant this autumn – wild daffodils, ramsons, wood anemones, bluebells, and snakeshead fritillaries.

The next tasks on the site, apart from the planting, include com-pleting the bridge ends, weeding around the new hedge next to the bungalow, laying the top surface for the main path and the teach-ing area, and installing seating in the teaching area, made from oak donated by Wiltshire Wildlife Trust.

The next working day is on Saturday 13th October. If you can spare even just an hour or so, you’ll be

made very welcome – no experience necessary. So far in 2012, volunteers have given around 300 hours’ work; with more volunteers we could achieve

even more!


Bat walk

Dr Danielle Linton from the Swindon Twilight Bat Project led an evening bat walk around St Julian’s woodland on 15th September. It was well-attended (about 25 adults and 10 children) and the weather was good – mild and not too windy. The bats weren’t out in great numbers but our bat detectors picked up several common pipistrelles and a noctule – and we learnt a lot about bats from Dani.

Recent Events

On 11th September a talk and slide show by Ron Hoskins on “Beekeeping”. He explained the work he does creating queens and super bees to help control the varroa mite which was discovered in the UK in 1992. Ron has assisted many local beekeepers in creating special hives, using microscopes and special lenses to study theses mites and producing bees that offer some protection against them. The mite deforms the bees wings and causes hive destruction. A couple of interesting facts: out of 20,000 species of bees only four make honey; the honey bee is the only insect that produce food eaten by man.
