Report by Chairman, Councillor Jack Lawmon THE town centre floral displays are beautiful again this year and I thank our local residents and businesses who sponsor these. The Anglia in Bloom judges visited our town in July and seemed very impressed, not only with the flowers, but also with the high level of involvement by volun- teers, schools and residents in numerous community activities and competitions. I will be attending the Anglia in Bloom Awards Ceremony in Bury St Edmunds on 12th September and we are hoping that our community’s hard work and ef- forts will be properly acknowledged and we will retain the GOLD award for our town. A list of the winners of all of our ‘Rayleigh in Bloom’ competitions is shown right and we very much look forward to presenting our own awards next month at Rayleigh Baptist Church. Our schools and com- munity competition to create a model of a Gar- den British Insect was very successful as you can see from the photo above. This special year marks the Centenary of the end of the First World War and Holy Trinity Church is making ambitious plans to install a wave of poppies on the front of the church. Knitted poppies may be donated to the Town Council of- fice, Rayleigh Town Museum and Holy Trinity Church by the end of September. Volunteers are needed on Sat- urday 27th October at 10.00am to help to prepare the in- stallation. There will be the usual Parade through the Town Centre, forming up in Websters Way Car Park at 9.30 am and marching off at 9.40 am. The salute will be taken at the High Street/Bellingham Lane junction, before the parade reaches Holy Trinity Church, Rayleigh. There will then be a service in the Church commencing at 10.15 am, with a concurrent service in the Church Parish Hall at the same time. A third shorter service will also be held in front of the Royal British Legion Memo- rial Hall, London Hill, Rayleigh, which will start at 10.40 am. When all the services are ended at 11.15 am and all are assembled, there will be a Wreath Laying service at the Royal British Legion Memorial Hall War Memorial. Rayleigh will take part in the national Beacon Lighting Ceremony in Bellingham Lane, which commences just before 7.00pm, as part of the national Battle’s Over trib- ute of 100 years of Remembrance. It has been seen in previous years how important this day is for so many in Rayleigh, when those of the Town come together in Remembrance of all those who have given so much for us today. RAYLEIGH Town Council is planning to take over the management of the newly installed public toi- lets at the top of Crown Hill from Rochford District Council (who will continue to own the building) when the pathways and landscaping are complete. Rochford District Council will be inviting expressions of interest from organisations and businesses that may be interested in renting the existing public toilets building, however, it will remain as a public toilet until the new building is operational. THE deadline for the submission of applications to our Grants Scheme is 9th November 2018. We award grants up to a maximum of £750.00 to local charitable and community organisations, how- ever, our funds are limited and all applications will be considered on their merits. Application forms may be obtained from our website or the Town Council office. YOU can meet your local Town Council representative at Councillor Surgeries in the foyer of Rayleigh library on the first Saturday of the month from 10.00am to midday. The Surgery dates for the rest of the year are: 6th October, 3rd November and 1st December. TOWN COUNCILLOR SURGERIES Committee or becoming a volunteer please con- tact the Town Council office. I am very much enjoy- ing my year as Chairman of Rayleigh Town Coun- cil and have had the pleasure of meeting many members of our community. It was a great honour to raise the Red Ensign for Merchant Navy Day on 3rd September and it was good that members of the Royal Naval As- sociation were in atten- dance. I also attended a very interesting exhibition at the Rayleigh Town Mu- seum in July to mark the 70th anniversary of the Rayleigh Rockets, a speedway team that op- erated in the town be- tween 1949 and 1973. There follows a sum- mary of some of the Town Council’s work over the summer and our plans for the remainder of the year. THE Christmas Lights Switch On Event, will be held this year on Thursday 29th November between 4.00pm and 6.30pm. The High Street will be closed at the top of Crown Hill from 1.45pm until 9.00pm. Access to the Bellingham Lane car parks will continue until 3.45pm. There will be no taxis in the Rank after 1.00pm. Please refer to the signs and posters around the town for alternative arrangements for the diversion route, taxis and buses. We will have all of our usual attractions at this year’s event, including a festive market, fun fair rides and Father Christmas with his sleigh. BBC Essex presenters Steve Scruton and Ian Wyatt will be on stage with popular local singer Joe Palmer. Southend United Football Club players, the Mushroom Theatre Company and our primary and senior school choirs have all been invited to attend. We will also hold our usual competitions including: Amos Estate Agents Colouring competition and ‘Design the Chairman’s Christmas Card’. The winners of both competitions will be invited up on stage to collect their prizes. The event is very popular and we advise all who can to leave the car at home for the evening of festivities. Look out for more details in the local press. Our ‘Best Shop Window’ competition is open to charity and commercial shops and will be judged after the event in early December along with the ‘Best Dressed Public House’. Palmers Solicitors have been invited to sponsor this again by providing hampers as prizes. Show your pride in your home town by purchasing a badge displaying the town’s crest from the Town Council. Each badge costs £3.00 and profits go towards helping to fund the Christmas Lights. RAYLEIGH STREET MARKETS COMMUNITY SPEED WATCH RAYLEIGH’s weekly general street market offers a wide variety of products and takes place on Wednesdays. We are pleased to welcome some new stalls, including ladies clothing, cup cakes, a larger plants stall, Himalayan salt products, bath salts, candle holders, curtains and cushions. Whilst you’re visiting the market why not make a day of it and also visit the Rayleigh Town Museum (at the top of Crown Hill above Pizza Express), the Windmill and the Dutch Cottage on the same day. Details of these attrac- tions can be obtained from www.rayleightownmuseum .co.uk telephone 01268 785657 and Rochford District Council (for Windmill and Dutch Cottage) at www.rochford.gov.uk telephone 01702 546366. We will be holding Saturday markets during November and December again this year for consecutive weeks. The stalls will be selling general goods as this is not specifi- cally a Christmas market. COMMUNITY Speed Watch is a partnership between the local community, local authority and Essex Police. Volunteers are trained to use speed detection devices for the purpose of gathering data on motorists who are speeding. The objectives of the scheme are not to catch people speeding but rather to raise awareness of the dangers of speeding and anti-social behaviour on the roads. Where appropriate the driver or registered keeper of of- fending vehicles will be sent a letter advising them of the dangers of speeding. The Town Council has purchased its own Radar Device and a Digital Speed Display Board, which allows us to conduct more frequent checks. However, we do need vol- unteers to come forward to take part. Please contact the Town Clerk if you are interested in participating in this scheme. THE Football season has recommenced this month and we continue to have a vacancy for a football team to play on Saturday afternoons. This will be allocated on a first come first served basis so make your application quickly (see Town Council’s website for more details). Fortunately, due to the hard work of our grounds contractors, the pitches have sur- vived the hot, dry summer well and the grounds are in very good condition. There were less events in the playing field this year as the Bouncy Castles and the Christian Churches both cancelled their bookings. The Town Council has introduced additional safety measures following the tragic bouncy castle accident in Norfolk. We hope that we will replace these events next year. We did how- ever welcome back the Moonbeamers cinema and ‘The Greatest Showman’ on the last day of August was sold out. Rayleigh Lions Fireworks display will take place on Satur- day 3rd November and tickets will be available to purchase before the event and on the night, see press for details. A new heritage plaque was installed at the East- wood Road gates of the playing field to add to the 30 heritage plaques that we have in the town cen- tre. We thank Mr Mike Davies of the Rayleigh Town Museum for his continued work on record- ing the history of our town. Details of these plaques may be obtained from our website. We were very proud to be awarded the prestigious ‘Green Flag’ for the sixth year running in July and thank our grounds mainte- nance contractors ELM Horticultural for keeping up the high standards. In October we will attend the Essex Playing Fields As- sociation awards cere- mony in Chelmsford, as we have entered into sev- eral categories, including best football pitches and play area. Following previous year’s successful comple- tion of projects to install new play equipment in areas owned by Rochford District Council, the Town Council will be applying for grant funding again from Essex County Coun- cil’s Community Initia- tives Fund to install new play equipment and sur- facing in the RDC owned Sweyne Park play area. The Town Council con- tinues to fund weekly vis- its by the Youth Service who visit the playing field to chat to young people at the Skate Park and Teen Shelter to offer advice and support where it may be needed.
