AGENDA
SCOPE OF STUDY Space Needs Study •Meet with the building committee to develop a realistic building program for the town hall and police departments. Scenario One: Renovate Existing Town Hall (1610 Middle Street) •Architectural, structural, and environmental analysis of the existing town hall at 1610 Middle Street. •Develop a conceptual design for the existing town hall. •Develop a preliminary cost analysis for renovating the existing town hall. Scenario Two: New Town Hall and Police (Town-owned Property) •Develop a site plan for a new town hall and police building at town property. •Develop a conceptual design for a new town hall and police building. •Develop a preliminary cost analysis for a new town hall and police building. Scenario Three: Purchase and Renovate Post Exchange Building (1714 Middle Street) •Architectural, structural, environmental, and HVAC analysis of the former Post Exchange Building at 1714 Middle Street. •Develop a conceptual design for converting the existing building. •Develop a preliminary cost analysis for renovating the building. Develop pros and cons for each scenario
SPACE NEEDS SUMMARY
SCENARIO ONE: EXISTING TOWN HALL
Summary • Evidence of high humidity • Moisture intrusion-
possible ground water penetration
• Mold present in most areas • Remediation required • Recommends studies of
building envelope and HVAC system
ENVIRONMENTAL
Summary • Structure in good condition • Lacks lateral force resisting
elements • Some deterioration at
newer openings • Moderate to severe
cracking at infill locations • Missing and spalling brick • Truss connections to walls
weak • Code upgrades likely not
required • Below current flood
regulations • Repointing of some or all of
the brick

SCENARIO THREE: 1714 MIDDLE
HISTORICAL PROTOTYPE
Fort Worden Post Exchange, WA
Fort Yellowstone, MT
Summary • Structure appears to be in
good shape
• No visible signs of settlement
• Minimum amount of cracking in masonry
• Structure does not conform to current codes regarding wind and seismic
• Historic status allows it to be exempt from structural upgrades
STRUCTURAL
Summary • System in fair condition
• Must add outdoor air to function as town hall
• 3 systems totaling 10 ½ tons of conditioning
• Town Hall use require 6 systems totaling 19 tons of conditioning
• Current annual electrical costs from HVAC = $8-9,000
HVAC

SCENARIO THREE: RENOVATION TO 1714 MIDDLE STREET SIZE COST/SF TOTAL Renovation Costs 7758 SF $ 146.31 /SF $1,150,399 Police Addition 2,000 SF $250/SF $ 500,000 (to fire station) Boat Shed Addition 1,600 SF $ 62.29/SF $ 99,660 Total Construction Costs $1,750,059 FFE, Contingency, & Fees (25-30%) $ 525,018 Sell of Town Property ($ 1,000,000) Purchase 1714 Middle $1,500,000 GRAND TOTAL SCENARIO THREE $2,775,077
PROBABLE COST
Scenario One- Renovate Existing Town Hall ($2.5 M) Pros Utilizes a building that the town currently owns Town has long recognized this the town hall Renovation is initially more cost effective and sustainable Police becomes part of a “public safety building” Cons Building does not meet current flood elevation and cannot be elevated to that level—investment could potentially be lost Mold issues could reoccur because of building envelope, etc Building is not near “town center” Building does not meet current structural codes
Scenario Two- New Construction ($2.9 M) Pros Building is a part of a “Town Center” Building meets all current building codes including flood Could become an EOC Investment better protected Cons New Building is initially more expensive than renovation Town must find use for existing building—rezone, sell Building occupies current public park space
PROS & CONS Scenario Three- Renovate 1714 Middle Street ($2.8 M) Pros Preserves a significant historic building Renovation is initially more cost effective and sustainable Police becomes part of a “public safety building” Cons Various finish floor heights Not all Program space can be included Building does not meet current flood elevations Building does not meet current structural codes Investment could potentially be lost
