Jasmine is the fifth and final phase of Townline’s master-planned urban village, The Gardens, in sought-after South Richmond. The Hudson involved the rehabilitation and transformation of one of Victoria’s most iconic landmarks – the 1920’s Hudson Bay Department Store – into a modernized collection of urban flats and lofts, courtyard homes, and magnificent penthouses. Considered the heart and soul of a new downtown neighbourhood, the Hudson District, it includes 18,800+ sf of street-level retail, anchored by the Victoria Public Market, along with a carriageway connecting the community. A community of 84 well-appointed 1- & 2-bedroom homes in Port Moody’s Oceanfront District, The Strand offering included an affordable housing initiative developed in consultation with TL Housing Solutions, CMHC and BC Housing, designed to improve Metro Vancouver’s affordability challenges. To qualify, eligible purchasers were given an 8% equity grant from Townline, recognized as the down payment for financing purposes. Purchasers had to meet strict criteria including income thresholds, high ratio and conventional underwriting requirements along with living in the home as their principal residence for at least two years. Due to overwhelming demand, registration closed shortly after its announcement. In Summer 2016, the first release of 60 homes were offered through appointments prioritized by registration date, with the remaining 24 homes released later that Fall.

Flint & Prairie is an affordable housing project for Atira Women’s Resource Society, being developed in partnership with the Fraser Health Authority and BC Housing. This non-for-profit organization is dedicated to supporting women and children affected by violence, as well as those struggling with substance use and/or mental and spiritual wellness, by offering safe and supportive housing and by delivering education and advocacy aimed at poverty, discrimination and ending all forms of gendered violence. The project consists of 12 townhomes, 72 apartments with varying degrees of affordability; from shelter rates to regional housing income limits of affordability. Developed in partnership with BC Housing, CMHC and the Port Moody Legion Branch 119, The Strand offered qualified, eligible purchasers the opportunity to purchase at a price 8% below appraised market value, by way of an equity grant, which in turn was recognized as a down payment for financing purposes. Purchasers had to meet strict criteria including income thresholds, high ratio and conventional underwriting requirements, along with living in the home as their principal residence for at least two years. Helios is an 83-unit, 4-storey affordable rental building constructed in partnership with Pacifica Housing Advisory Association and BC Housing. Located at 2006 Sooke Road in Colwood, the building is only a 20-minute drive from downtown Victoria, and a 10-minute walk from downtown Colwood. Featuring a mix of homes ranging from studio apartments to 3-bedroom suites, it’s intended to support young professionals and families challenged by the increasingly competitive Victoria housing market. Oak Park is a 72-unit, 4-storey affordable rental building, constructed in partnership with Pacifica Housing Advisory Association and BC Housing. Wilson’s Walk is a 10-storey, 108-suite, affordable rental tower in Victoria, built in partnership with Pacifica Housing Advisory Association and BC Housing. Valued at $22 million, it was constructed as the second phase of The Wing project and involved the modification of an existing foundation and the integration of a completed parkade. 84 of the 108 suites are currently being leased below 2013 housing income limit rates rates, supporting young singles and families as reflected by the provision of bachelor and 3-bedroom suites. Delivered on budget, 3-months ahead of schedule, Wilson’s Walk was made possible through partnership and capital support from BC Housing, the Capital Regional District and the City of Victoria, with a total of $4.7 million in equity contributions.

Maples Residence is a 144-suite senior’s independent living residence, along with a new club for the Canadian Army, Navy and Air Force Veterans (Unit 284). Financed by BC Housing with TL Housing as the Project Manager and Builder, it includes two commercial kitchens, along with dining, spa, library, theatre and sauna amenities. Its five inter-connected buildings cover the entire site with two large, integrated recreational courtyard spaces. The residential component includes complex structural, mechanical and electrical systems, along with extensive special purpose amenity space and commercial areas. It also involved significant negotiations with the local Japanese community for the relocation of their heritage building, with a heritage symbol commemorated in its honour.

The Poppy Residence is a 70-suite senior’s independent living residence and new club for the Royal Canadian Legion (RCL/Branch 83). It consists of 55,000+ sf of buildable area, funded by BC Housing and was the first of their finance-only CPI projects. By having the RCL pledge its equity on the land – worth approximately $4 million – raising an equity contribution from Burnaby, and agreeing to no operating subsidies and limits on rents and income levels, the RCL/Society was able to lever preferential financing. This, together with tight control of construction and project budgets allowed the project to occupy a niche in the affordable supportive seniors’ market, giving access to new, safe, secure and pleasant surroundings to low and moderate income-level tenants.

The Wing is a 51-unit affordable rental accommodation, built in partnership with Pacifica Housing Advisory Association and BC Housing. Valued at approximately $10 million, the project work scope centered around the modification and completion of an approximate 50,000 sf building that was started but only partially completed. Approaching the building as a market condominium, the original developer was unable to proceed after the market downturn and the development remained untouched for several years, in danger of demolition. Its redesign and rebuild required close consultation with the NPO, Pacifica Housing Authority, the City of Victoria and BC Housing, as well as innovative technical design expertise to achieve conformity with advanced building codes and to meet the needs of a different user group and building use.
