But he and other MTA drivers recorded no acci-dents, and within minutes, the agency launcheda tremendous transportation response to ashell-shocked City.

to some of the Valley'smost damaged areas.

MTA Mechauic bong Quake llictirnsTA News extends its deepest condolencesto the family of Til "Paul" Lee, a mechanicA, who was killed in the collapse of theNorthridge Meadows apartment building.

His 14-year-old son, Howard, also was killed.

Lee, a 14-year MTA veteran, had worked in theTransmission Shop at the Central MaintenanceFacility for the last two years. An engineer bytrade in Korea, he specialized in dynamometertesting and overhaul transmission at the MTA.

"He was very intelligent and easy-going, just a greatperson to work with," said his supervisor, RubenGoytia. "He was quiet and stuck to his work."

He began his career as a Mechanic "C" atDivision 12 in Long Beach. He was promoted to aMechanic "B" in July, 1981, and reassigned toSouth Park. He became a mechanic a year laterand was reassigned to CMF in 1985. There heworked in the Electrical Shop and on the enginerebuild line.

Fifteen of Lee's MTA colleagues attended hisfuneral a week after the earthquake. CMFemployees have taken up a collection and willsend it to Lee's surviving son, who hopes toattend his first year of seminary.

Lee died as he was getting ready for work.

Arthur Winston looks decades younger than his 87 years.

hile harried middle-aged workers nation-wide contemplate the joys of retirement,Arthur Winston is hard at work scrapingpaint off the sides of MTA buses.

At 87 years of age, the last thing on the MTA ser-vice attendant's mind is retirement. A trim manwith a marvelous smile, he has survived sixtransportation agency mergers and takeoversand has outlived three of his four children.

On January 21, his MTA colleagues toastedWinston's 6o years of service to the transporta-tion agency — an amazing feat for a man whoattributes his longevity to good genes and beingaround younger women.

"They keep you moving," he says beaming."Besides, Im afraid to sit down for any length oftime — Fm worried if I do, VII freeze!"

Winston, who was born in 1906, also boasts asparkling attendance record. In six decades onthe job, he missed but two weeks of work whenhis wife of 65 years passed away in 1988: If that'sunbelievable, MTA computer printouts show thatfor five years during the early '8os, he workedtwo straight eight-hour shifts a day. He neithersmokes nor drinks.

"I haven't been to a doc-tor in 5o years," he josh-es. "If I went, he probablywould find somethingwrong with me."

An Oklahoma native,Winston moved to LosAngeles with his family inthe early ‘20S. His dad,who died at 99, foundwork with the LosAngeles RailwayCompany, and in 1924, theyounger Winston did the same, signing on as ajanitor at South Park in the city of Vernon.

He married his wife Frances, a seamstress, in 1924."Lordy, how I do miss her," he says softly. Theyraised their family in a house on W. 69th Street.He still lives there, now sharing quarters with hisgreat-granddaughter, Brandy.

Every Monday through Friday, Winston driveshimself to work at MTA'sDivision 5, located at 54thand Van Ness streets. "He isan absolute delight to work with," says his boss,Maintenance Manager Rick Hittinger, 30 years hisjunior. "His strength, stamina, attitude, and will-ingness to cooperate is without peer." Winstonsupervises 17 employees on the day shift, andleads the charge to rid graffiti on the buses.

He blames society's woes on today's parents:"They give their children too many privileges. Idon't believe in reading those sexy cartoons andlistening to rap music. I don't think the youngpeople should be wearing those sloppy clothesthat look like they're falling off."

Mirs Bus fleet Shapes UpNew PRIDE Program is responsible for performance turn-around

The MTA bus fleet is looking sharper,thanks to the agency's recently imple-mented PRIDE Program. Chaired byEquipment Maintenance Superintendent

Ken Miller, the program aims to significantlyimprove vehicle cleanliness, miles between roadcalls, customer complaints, and on-time pull-outperformance.

"The newly tabulated PRIDE Program indicatorsshow that MTA personnel are 'with the pro-gram," says Miller, who was charged last Maywith assessing fleet deficiency and taking actionto improve not only bus service but also the con-dition of the fleet. "For the month of November,complaints related to schedule adherence, pass-ups, and operator discourtesy all improved overthe month of October by 15.9, ui and 9.5 per-cent, respectively.

Miller says that on-time pull-outs for both theam. and p.m. in November produced the out-standing result of 99.44 percent for 64,680 runs."No other bus property in the entire nation cancome dose to this superior performance," hedeclares.

Miles between road calls over the past year haveimproved a total of 13.4 percent, he adds.

Miller gives kudos to every employee assigned to •MTA operating divisions. "These are the front-line people, who at times, have to work underadverse conditions that most of us can not evenimagine," he says. "Obviously, we are headed inthe right direction."

Rafael Murrillo SelectedOperator of the Month

Rafael Murrillo, an MTA bus Operator for thepast 18 years, has been named Bus Operator ofthe Month for November 1993.

The Laguna Niguel resident works at Division 12in Long Beach and operates lines 6o and 232which run from Long Beach into downtown LosAngeles and Long Beach to LAX.

In his 18 years of service with the MTA, he hasnever been late for an assignment and has notbeen off work because of an illness in the lastfour years. He has received numerous letters ofcommendation and has been chosen twicebefore as an MTA bus Operator of the month.

Murrillo describes himself as a people lover andprimarily enjoys senior citizens and small chil-dren. When operating his route, he believes youhave to pay a little more attention.

"Give them a little kindness and they seem toperk up and smile," he says.

Murrillo likes to fish and travel in his spare time.

hanks to the efforts of Transit PoliceGHOST officers and MTA maintenanceemployees, several notorious taggers arein custody.

The first investigation began in early inNovember when.Maintenance Supervisor JimmieJimenez contacted GHOST to report that severalbuses were severely damaged by taggers "scrib-ing" or etching graffiti. Follow-up determinedthat one suspect, using the moniker "Big Lou"had caused most of the damage.

Principal ID's Tagger as Former Student

The next day GHOST officers Larry Barr and JoseMartinez met with the dean of Garfield HighSchool, who identified "Big Lou" as a former stu-dent of that school and provided officers withhis true name. Through contacts with street

informants, officerslearned that Big Lou wasthe leader of a crew oftaggers, known as the"Running the DistrictMob" (RTDM).

GHOST officers subse-quently organized andconducted an undercoversurveillance aboard aGarfield High School"tripper." Officer AngelaLiljeblad saw Big Lou aswell as several otherGarfield High School stu-dents vandalizing bus#2005. Additional officerswere requested to assistin the arrests. Big Lou, another unidentified adult suspect, andfour juvenile suspects were arrested for vandal-izing bus x2oo5, and were booked on misde-meanor charges.

Officers sought and were granted a felony arrestwarrant for Big Lou on vandalism charges, andon December 15, 1993, the warrant was served onhim at his residence. Senior Officers RoyRomero, Fred Noya and Luis Hernandez assistedwith entry into Big Lou's residence. OfficerPatrick McCarthy and David Gomez providedassistance during the search of the residenceand the recovery of evidence.

Big Lou was arrested, and officers seized numer-ous items linking him to extensive criminal graf-fiti vandalism over a five-year period.

Graffiti Pair Nabbed

Right on the heels of this success, GHOST offi-cers snared two more high-profile vandals,"SEKT" and "SASH" who were suspected of inflict-ing more than Sioo,000 of graffiti damages toMTA buses.

On Dec. 22, during the early evening hours,GHOST officers David Gomez and Robert Lefflerwere staking out the suspects' residence. Theofficers saw "SEKT" and "SASH" accompanied byanother tagger exit the house. All three juvenileshad graffiti paraphernalia and were headingtoward the bus stop.

GHOST Officers John Rice, George Cranson,Angel Rivera, Isaac Hill, Ira Terry, Leonard Avila,Jose Garcia and Senior Officer Jack Goss wererequested to assist. Thus began a difficult sur-veillance as the officers trailed the trio on busesand on foot, careful to avoid detection by thesuspects.

Persistence and patience paid off for the officerswhen the suspects began tagging numerousbuildings and utility poles in the area of 9th andMaple streets. Officers moved in for the arrest,and the suspects ran in various directions. But,thanks to the officers' carefully plannedapproach, the suspects were arrested withoutincident and charged with felony vandalism.

GHOST officers also assisted Patrol personnel inthe arrest of a male adult for child-annoying onDec. 14, 1993.

hansit Police Shake into ActionWithin minutes of the 6.6 Northridgequake, Transit Police organized an emer-gency response to assist with disasterrelief efforts and ensure the safety of

MTA patrons, employees and property.

As part of this effort, all officers assigned to theDivision 15 substation in the San Fernando Valleywere tasked with networking with the CaliforniaNational Guard, Red Cross, and the Los AngelesPolice Department to aid public safety programs.

A command post was established at the NationalGuard Headquarters in Van Nuys where TransitPolice liaisoned with other emergency serviceagencies and organized a strategic plan. TransitPolice contacted all Red Cross shelters and tem-porary evacuation sites to assure assistance withpublic transportation needs. MTA police alsoaided the National Guard with transportation ofGuard personnel, at times performing emer-gency transport themselves.

"Rail Emergencies - Approach with Caution" isthe title of the latest training video to receiveapproval from the California Commission onPeace Officer Standards and Training (POST)which regulates police training throughout thestate of California.

Produced by Rail Operations Green Line DivisionManager Tom Jasmin, and directed and narratedby Green Line TOS Dennis Villard, the videodetails proper methods for law enforcement per-sonnel to approach rail emergencies.

Lt. Dennis Flowers, Transit Police systems secu-rity supervisor, provided technical advice duringproduction, coordinating with the

Transportation Department and with the LosAngeles city and county fire departments.

The video features Transit Police Sgt. EverettRodriguez and Senior Officer Johnnie Jonesdernonstrating safe procedures for entering thetrain and lowering the pantograph in the eventthe train operator is injured.

MTA Transit Police Lt. Walt Schick, who is incharge of the department's training section, sub-mitted the completed video to POST for certifi-cation. The video will be broadcast statewide tolaw enforcement agencies via the POST SatelliteTelecommunications System at a future date. II

Bob Minahan Tuches Hearts in Kayaob Minahan with the MTA advanced tech-nology and economic developmentdepartment recently had the experienceof a lifetime.

Minahan has returned from Nairobi, Kenya,where he played a key role in ensuring that 25ochildren who needed reconstructive surgery for

facial deformities from cleft palate, burns andtumors — got it.

Minahan is the logistics coordinator forOperation Smile, a private, non-profit organiza-tion which recently sent three all-volunteerteams of plastic surgeons, anesthesiologists,nurses, and support staff from the United Statesto three hospitals in Kenya. You may recall thatmany members of the former LACTC Fun Clubdonated monies (MTA News, September issue)that covered the cost of a corrective operationfor one child.

Minahan spent two weeks in Kenya where heaccompanied doctors performing surgery over atwo-week period.

"The trip was so satisfying," said Minahan, who isthe project manager for the Ventura aerial align-ment. "lt was gratifying to see the kids get therepairs that will last a lifetime."

Minahan may return to Kenya this summer foranother Operation Lifesaver.

possible child molestation suspect aboard asouthbound bus at Pacific Coast Highway andPalos Verdes Boulevard. Subsequent informationfrom Dispatch stated that the suspect had exitedthe bus at PCH and Prospect and was walkingnorthbound.

GHOST officers Tom Cody, Gary Borg, andChristopher Griego were close by and began asearch for the suspect. They located a man fit-ting the suspect's description and detained himpending further investigation. Sgt. Mark Jenningsand Officer Sean Angotti arrived to assist theGHOST officers.

Officers Burdick and Salciccioli contacted thevictim, a 15-year-old male, and transported himto the suspect's location for a field identifica-tion. The victim positively identified the suspectas the man who had tried to touch him and hadpassed him a note threatening to rape him.Officer Burdick conducted an in-depth interviewof the victim and discovered that the suspect, a41-year-old Los Angeles resident, had alsoharassed other adult passengers by grabbingthem and passing lewd notes to them after thebus departed LAX terminal. The officers recov-ered several items of evidence linking the sus-pect to the crime and strengthening the case.

I want to commend you on thequick response. By acting swiftlyyou, hopefully, have discouragedothers from wanting to do thesame thing. I also noticed thegreater police presence at thatparticular station following theincident. Bravo!

Today, however, Mr. Saldanamade a great difference in mycommute and I would like you toknow about it. I live close to mystop, but I have to cross a verybusy divided street at a pointwhere there is no signal to get tothe stop.

This morning, I was a tad late andtraffic was heavy. Shortly afterpulling away from the stop, Mr.Saldana saw me stranded on theother side of the road. Motioningfor me to cross, he stopped thebus and waited until 1 couldreach him, knowing that the nextbus was 25 minutes late. I certain-ly didn't even hope for that kindof service, and although Im sureit probably isn't in the rulebook,I've yet to find any rider whodoesn't applaud those driverswho make an exception to assistother riders in need of help.

As a "regular," it is wonderful toknow that I am person, not just änumber, in Mr. Saldana's profes-sional care, I hope that MTA alsorecognizes the fine service heprovides.

A Dear MTA:

Today, my day started poorly —my car broke down.

Therefore, I had to take the bus!Usually an uncomfortable experi-ence for me, this time proved tobe more than enjoyable.

On boarding, I asked the driverhow much for the fare amount.He answered with a smile. I thennoticed him give a thumbs upsign to an elderly citizen acrossSanta Monica Boulevard. Heannounced over the P.A. systemthat we were waiting for a pas-senger. Nobody grumbled, and ...when the man stepped up toshow his pass he had the bright-est smile I've seen in a long time.

lt made my day alot better.

The driver continued west callingeach street and being altogethera very pleasant and courteousperson.

At Las Palmas, 1 asked him hisname, which was RubenHernandez, He was driving bus#9o45, which I might just takeagain for the kicks of it.

Equipment Maintenance Ntends hat to floinelesstuffed teddy bears, miniature fire trucks,

and bottles of perfume practically spilledout of the two barrels that Mechanic JessRamsey hauled into the building that

houses the Homeless Outreach Program at Sixth

and Ceres near downtown.

The gifts were courtesy of Equipment Maintenanceemployees, who, once again, outdid themselvesduring the department's recent annual charity

drive.

The drive was spearheaded by employees MaryMullaly, Stella Duncan, Jo Derry, Linda Shay,Ellen Levine, Cindy Waller, and Ramsey. lt culmi-

nated in a potluck party at the CentralMaintenance Facility, with 75 members of thedepartment bringing a dish native to the country

from which their families emigrated.

give to the homeless," said Mullaly, a clerk whowas the chairwoman of the toy drive.

The group selected both the Homeless OutreachProgram Los Angeles Commission for Alcoholand Drug Abuse to receive the goodies.

Fernando Valley, were flagged down by a manscreaming that his wife was about to have a

baby. The pair radioed Transit Police headquar-ters downtown. They got Frias, who had done

the deed before, and he relayed instructions to

them. As soon as the little guy was born, the twoofficers wrapped him in a blanket and sat tightuntil paramedics came.

The three officers were cheered by the Board ata recent Safety Ad Hoc Committee Meeting.

Bob Cashin Honored

Robert Cashin, director of the MTA's SoutheastArea Team, was recently presented with the

California Highway Patrol's Division Chief'sCommendation for outstanding performance.

Cashin received kudos for the implementation of

the successful Metro Freeway Service Patrol incoordination with the CHP, and for the creationand implementation of the enhanced Major

lncident Response Program. The commendationalso notes his obtaining funding for the Los

Angeles Communcation Center's ComputerAided Dispatch (CAD) system upgrade.
