Nepal's Foreign Employment PerspectivesNepal's major exports is labor, and most ruralhouseholds now depend on at least onemember's earnings from employment awayfrom home and often from abroad.

The economically active population is estimatedto be 10.3 million. This includes 5.3 millionmales and 5 million females. The bulk of theeconomically active population is between theages of 25 and 44. Every year, 3 Million (1.55Male 1.45 Female ) new workers are added tothe Nepalese labour market but the economyhas not been able to grow fast enough to absorbthem. As a result, unemployment andunderemployment rates are very high.

Nepal has a long history of foreign employmentin India, dating back to the beginning of the19th century, when men from the hill areas ofwhat was then known as Gorkha migratedwestwards to the city of Lahore in the northernregion of Punjab. There they joined up assoldiers in the army of the Sikh Rajah, RanjitSingh. Even today, those working abroad arepopularly known as "lahures." After a war inthe Gorkha area with the British East IndiaCompany (1814-1816), an increasing numberof "Gurkhas" (mostly, but not exclusively frompresent-day Nepal) also joined the British armyin India, starting a tradition that continuestoday.

Significant numbers of Nepali men wereemployed in the Indian Army through the 1950sand 1960s, and recruitment to the Indian policeand other services, including the civil service, augmented the total of those employed in thepublic sector in India. Towards the end of the1990s, some 250,000 Nepalis were employedin India's public sector, of whom perhaps 50,000were in the army.

With the approval of the Labor Act of 1985,the government of Nepal officially recognizedthe potential value of foreign labor migration

Thegovernment's only contribution to this massivemovement to the Gulf was to establish aconsulate in Qatar to supplement the existingembassy in Saudi Arabia.

In the end of 2010 August, 95% of officiallyregistered migrant workers (those recruited byrecognized manpower agencies) were headedfor the Gulf countries.
