This is the first year we have produced a booklet
specifically for academies, and we hope it helps youto understand the services available to you, as well
as the responsibilities placed on you as a schools,
and we as a service provider.
The booklet gives an overview of each service,
summary detail of what we provide, and the benefits
gained by academies when purchasing from us.
Supplementary information is then available for most
services, in a loose-leaf updatable format.
Breadth of provision is wide, and covers new locality,schools improvement and special needs services,
along with the more familiar corporate provisions
such as broadband access, payroll support, property
and library services.
Each service has been carefully reviewed to ensure
high quality, continued relevance and above all
value-for-money for 2011/12; while new specialist
services from the Childrens and Young People
Directorate have been added to reflect the
developing nature of academy responsibilities,
purchase options and changes in funding.
The sooner you confirm your requirements for the
coming year, the easier it will then be to ensure
services are well organised and thoroughly resourced
to meet your individual needs.
So, on receipt of this booklet and to help in the
process of making your decisions, we will:
respond quickly to your requests for any
additional or supplementary information you mayrequire
arrange with you, if appropriate, for one of our
specialist staff to visit you write to you with a single reply form for you to
confirm with us which service level agreements
you wish to enter into, and which you do not
The service level agreements (SLAs) will then indicate
what you can expect from us, and what we, the
service provider, can expect from you. This
information, where appropriate, is set out in detail in
the supplementary information available for each
service.
Notice periods
If you are currently using the service and decide not
to take it up, the notice period for the service will be
3 months, running from receipt of your dated reply
form. This is to give due notice to all those staff
involved, and applies to all services; the exception
being Property Services which carries 6 months
notice due to the current contracts with suppliers.
This is the first year we have produced a booklet
specifically for academies, and I hope you find it a
helpful summary of the services open to you, and
with the comprehensive support information also
available a useful guide as to the responsibilities
placed on you as an academy, and we as a service
provider. Please do feedback what improvements
could be made for next year's brochure.

Academy AdmissionsProcessing and ranking applications, preparing andpresenting school appeals.
We provide a complete service to process andrank applications for reception round, transferround and in year transfers. We also researchand prepare academy appeals and present themto the independent appeal panel.

Additional NeedsIncluding SEN (Special Educational Needs)
One in five Herefordshire pupils are identified ashaving special educational needs (SEN) or English asan additional language (EAL). Our service providesacademies with assessment, intervention, advice andsupport. We are committed to making this service
flexible enough to meet the changing needs within aschool and we are happy to negotiate the packageof support each term.

The additional needs service can offer your school ateam of highly qualified professionals with many yearsof experience of working with pupils with special andadditional needs. Our service is flexible to make surethat the specialist input is available at the point you
need it. We can provide access to the latest resources,assessments and ICT to support learning and curriculumaccess. We also can offer an extensive range ofcontinuing professional development which means thatacademies can further develop their own expertise andcapacity to meet additional needs.

As a guide, the typical cost of a 3 hoursession (2 hours contact with 1 hour wraparound work) from a specialist teacher will be185 for academies taking out the SLA.

Financial resourcesPayroll services
What the service provides
We carry out the full PAYE payroll function forschool staff and aggregation of earnings forPAYE purposes for those with more than onecontract of employment. This includes payrolldeductions, calculations and application of
statutory and occupational sick pay, maternitypay, paternity and adoption.
We also: Process all pay awards and increments Process all expense claims Administer the LGPS and teachers pension
schemes including completing the LGPSannual return and teachers TR17 annualreturn
Administer a childcare salary sacrifice andcycle sacrifice schemes
Supply confirmation of pay details for jury

Costs
We provide a complete pay as you earn (PAYE)service for all academies, includingadministering pay to members of staff andcomplying with HMRC requirements. We alsoprovide administration support for both the
local government pension scheme (LGPS) andthe teachers pension scheme (TPS)
Overview
Our service is a total solution for all your payroll andneeds as well as meeting HMRC requirements. Wealso offer advice on all aspects of payroll policy andpractice.

Human Resource ServicesHR Management and advice
Our specialist academies HR service providescomprehensive advice, support, guidance on allaspects of HR within an academies context. Ourskilled HR advisors are committed to providing high-quality, consistent advice in order to support
academies and governing bodies in managing theiremployees. Our strengths are understanding andinterpreting changes in employment legislation and,in particular, advising on how these changes apply inacademies. Our service is entirely confidential andsupplied by experienced HR professionals whounderstand the current issues that academies face inrelation to managing people.
What the service provides
The academies service provides timely,consistent advice in response to changes innational and local terms and conditions. Weprovide guidance to academies oninterpretation of HR policies and practices. We

What the service provides
We provide up-to-date, consistent advice toacademies on the interpretation of nationaland statutory guidance to ensure compliancewith national conditions of service. We alsoprepare statements of particulars and
contractual change documents for allemployees in academies. We provide fulladvisory and administrative support for theTPS, including access to experienced,knowledgeable staff who provide up-to-dateconsistent advice on all aspects of the scheme.

changes to national conditions of service. Wealso provide advice and full administrativesupport to the teachers pension scheme (TPS).

We provide you with a complete service whichincludes provision of contracts, administration andadvice on pay and benefits. Our highly trainedknowledgeable staff provides high quality support toacademies on all aspects in relation to contracts andconditions of service. We will also make sure thatyou are fully briefed on any changes to nationalconditions of service.

The provision of a Herefordshire schoolsnetwork providing a reliable, high speed,secure, filtered internet access for all users ofthe academy network.
Overview
What the service provides
A primary connection offering high speedsymmetric (equal upload and downloadspeeds) broadband access with a contentionratio of 5:1 using the most appropriatetechnology available in Herefordshire.Primary school speeds range from 2 mb/s to10 mb/s with High School speeds at 100mb/s.
A secondary backup service will be provided
at the network core should the primary feedfail for any reason, providing additionalresilience
Anti-virus provision for academies ICTequipment
Internet content filtering to help preventaccess to inappropriate content
Central e-mail antivirus and spam filtering tohelp protect against undesirable content
Advice and guidance for academies inrelation to ICT security issues

We can help schools create a well developed and up-to-date ICT strategy and make sure they can provide thebest access to ICT for learning. We also make sure thatlearners can enjoy and achieve, making the very best
use of available technologies to help motivate them andmaximise their learning. We can also make sure thatthey are equipped with the skills so that they can staysafe at all times when they are using technology.
For those who facilitate learning, we provide support tomake sure that they have the skills and knowledgerequired to exploit what technology has to offer forlearning, teaching and administration.
Our service enables academies to draw on support froma highly regarded and skilled team of consultants whohave been working with schools in Herefordshire for
many years.

The cost is 700 per academy, or formalfederation of academies, plus 5 per pupil.
This is based upon six hours per academy plus afurther hour for every 10 pupils on roll. However,we will endeavour to meet all requests made.

Improvement ServicesVirtual Learning Environment (VLE) training and support
The Its Learning Virtual Learning Environment(VLE) is an integrated learning andmanagement system for academies, whichincludes a personalised online learning space forpupils. It offers functions ranging from sharing
resources to communication with parents. Weoffer a full support service to make sureacademies get the most out of the system andprovide the best digital learning environmentpossible.
Overview
What the service provides
We provide onsite training and support for: Academy managers and governors ICT co-ordinators and subject leaders Administrators
All classroom based staff Pupils and students
We train users during twilight sessions, teachereducation days and by working alongsideteachers and learners inthe classroom. We cover all aspects of usingthe VLE including: Creating and managing courses Creating and managing e-portfolios Adding content Managing users and accounts Sharing resources
Communicating with parents and students Managing calendars Integration with academies information
management system (SIMS) Regular updates and maintenance
We also provide back office support, critical foreffective use of the product, which includes: Creation and management of user accounts Synchronisation with (SIMS) Integrating third party content Setting up and managing communication

Liaising with technical support from ItsLearning
Helpdesk
We can help you get the best out of VLE by providingexcellent training and support to everyone, at anylevel, to make sure that the product is used to besteffect. This means that staff and pupils can build theirskills and enhance their learning, both in the
classroom and at home.
We will also supply support and backup to implementinitial data population and provide continuousadministration of the system. We will also ensure thatthe product synchronises with any other IT solutionsused at your school.

Managing learning platforms of any sort is timeconsuming. This support service can be tailored to anyplatform.This support package complements the coreCurriculum ICT Hands on Support service levelagreement.

Our newly created governor development teamoffers a comprehensive developmentprogramme to support academy governors andclerks to help them meet statutoryresponsibilities to a high standard.
Overview
What the service provides
We are transforming the services we provide todevelop academy governance and now offer: A comprehensive, password protected
website containing key documents, briefingspapers, advice and model/sample policesneeded by governing bodies
Unlimited access to training at a reduced rateof 15 per delegate (standard charge 135;twilight 65)
Bespoke training for individual or clustergroups of governing bodies at a reduced rate
Free, regular series of update and supportbriefings for clerks to governing bodies
Telephone and email enquiry service duringoffice hours
Free support for governing bodies whenneeded. For example guidance and supportfor head teacher recruitment or if complaintsfrom parents are being considered (schoolsnot using this SLA will pay a pro-rata chargeof 450 per day for this service)
Newsletter and updates from the governordevelopment service
Advice on legal requirements includingconstitution and committee structures.
Through this service level agreement, governors willreceive a cost effective, high quality support anddevelopment service. Our training programme has beendeveloped specifically for Herefordshire governors, using
experience from both inside and outside the county. Itwill assist governors in the important part they have toplay in supporting the head teacher and seniormanagement team to ensure pupils get a goodeducation and achieve high standards.

Improvement ServicesSupport for newly qualified teacher (NQT) induction
We help academies meet statutory requirements tosupport newly qualified teachers (NQTs). Thisincludes providing advice on employmentrequirements, academy support and training forNQTs and academy management of monitoring and
assessment of NQTs. We provide the statutory coreservice free of charge as well as cost effectiveadditional service with a range of options.

induction managers and NQTs. We also carry out thestatutory administration, quality assurance and anyliaison that is needed with the DfE and relatedagencies.

Our educational welfare service is made up of ateam of professionals who work withacademies, children, young people and theirfamilies, alongside partner agencies, to addressattendance issues. We form part of the newly-
formed multi-agency locality team serving eachacademy and work with the SchoolImprovement Services strategy manager forbehaviour, attendance and personaldevelopment to help reduce absence as part ofthe wider academy improvement agenda. OurEducation Welfare Officers have years ofexperience of working with the staff ofHerefordshires Academies and understand thecomplex nature the causes of absence in acounty with both rural and urban dimensions.

Attendance and attainment are linked and our workwith locality teams and the academy improvementservice means that we can help to enhance wholeacademy improvement and performance through ourmulti-agency approach. The presence of your
Education Welfare Officer within the multi-agencylocality team will ensure a more holistic response tothe often highly complex causes of absence. Absencefrom academy can also be a safeguarding issue and,by working closely with you, we can make sure thatthe academys responses to each individual absencemeet safeguarding requirements and the increasinglystringent requirements of an OFSTED inspection.

We ensure that providers are CRB checked andconsistently monitor them. Academies can select froma range of activities and providers. For example wehave already negotiated a value for money deal withHALO leisure, which provides sport and leisure
facilities across the county.

We offer training in, and resources for, acomplete intervention programme for childrenwho suffer from anxiety and related emotionsincluding low self-esteem, avoidance, academyrefusal, anger and depression. The friends
programme offers academy staff, parents andchildren practical strategies that can make apositive difference to well-being, behaviour andrelationships.

What the service provides
The training offers a researched and developedready-made programme of support to helptackle anxiety related difficulties, which have along lasting impact on child mental health.
Staff from the behaviour support andeducational psychology teams will berunning training days for school staffinterested in implementing the friendsprogramme
A single training day covers all aspects of theprogramme and resources
Resources include adult manual, parentbooks and childrens workbooks
The programme is suitable for both primaryand secondary schools and academies andincludes resources suitable for different ages
We provide ongoing support and supervisionto staff when they implement theprogramme
Training is suitable for individuals, groupsand whole classes
This programme offers a holistic approach towellbeing and positive mental health with guidelinesthat can have an impact on academy policy andpractice at a systemic level. Following the programme,children will be more able to recognise and discusstheir own feelings, assess the impact of feelings ontheir behaviour and use this knowledge to improvetheir mood and relationships with others. We can help
advise staff on how to respond to different mentalhealth difficulties at various levels of severity inchildren.

Locality ServicesTargeted youth support/alternative curriculum
Targeted Youth Support offers a youthsupport/alternative curriculum for groups of sixto ten young people who have been identifiedby the academy as at risk of not achieving or ofexclusion. The service has been created to
improve young peoples attitudes and approachto both learning and academy and to help themachieve their potential.
Overview
What the service provides
Targeted Youth Support offers a bespokepackage of support to develop confidence,communication and team building skills. A bespoke package of support designed to
meet the needs identified by the academy
and delivered either on, or off, theacademy site Three hour or whole academy day sessions
once a week for a minimum of one term Activities include arts, film, outdoor
activities, initiative and team buildingexercises as well as community actionprojects and residential trips
Learning and development is accreditedand monitored through a range ofapproaches including PASS (Pupil Attitudeto Self and School), AQA (Assessment andQualifications Alliance), and DoE (Duke of
Edinburgh)
The Targeted Youth Support Service is the largestestablished service provider in Herefordshire andhave worked closely with both high and specialsacademies.
During the 10 years of providing the serviceoutcomes achieved include: Improved pupil attitudes to school and learning
Reduced exclusion rates Increased communication and team skills,
allowing pupils to reintegrate into the classroom Increased involvement in extra curricular activities
and social inclusion events

Funding for this service
The costs to deliver these parenting and familysupport services have been met to datethrough extended schools funding and Think
Family Grant. The start up element ofextended schools money has now beenremoved, and the sustainability element isnow in the Dedicated Schools Grant,passported directly to schools. The ThinkFamily grant is now part of the earlyIntervention grant at a reduced level.
The Parenting and Family Support service workswith parents to improve their parenting skillsand develop their confidence and ability to careeffectively for their children, and help improvechildrens behaviour and attendance. Sessions
can be run in local settings including schools for both groups and individuals.
Overview
What the service provides
The Triple P Parenting programme is aimed atfamilies with children aged 5- 16 years.Specially trained family key workers offer thefollowing programmes:
one:one Runs for 10 x one hour sessions
Requesting agencies must complete acommon assessment framework (CAF) withthe parent for the child or young person
There are two types of course one is for 0-12 year olds and the other is for 12+
Can be run at home, in suitable local settingsor in academies
Group sessions Five weeks of two hour sessions and three
weeks of 30 minute phone support (eightweeks in total)
Minimum of 8 and maximum of 10 parents in
the group Can be run in suitable local settings or atacademies
Parents can share experiences and worktogether to learn new strategies in a mutuallysupportive environment
Family key workers can also help families by: Signposting to other agencies e.g. childrens
centres or medical professionals Offering advice and guidance about
challenges and issues, for example tantrumsor bedtimes
Creating routines and boundaries Liaising with other agencies on behalf offamilies for example talking to academies
This accredited programme which is used by manyother local authorities nationally and worldwide, helpsparents create a stable, supportive and harmoniousfamily environment. Proven results show childrensbehaviour and attendance improves.
Many schools have already called on the service tosupport families where there are issues such aspersistent lateness, absence or poor behaviour, asthese problems often stem from issues at home whichcould include inadequate parenting skills or it couldbe that a family are struggling e.g. because of illness,bereavement or separation. Academies have noticedconsistent improvements in these issues as a result ofthis intervention.
The parents thoroughly enjoyed the course and have

of the most effectively implemented anddelivered in the UK.
Triple P Practitioners will help and supportschools to establish groups in schools oracross clusters of schools. They will attendinformation sessions with parents, and willcontact parents and meet them individually inadvance of the groups starting if this ishelpful.

Occupational Health
We provide advice, guidance, practical supportand interventions to help manage and preventill health in the workplace. We are a proactive,nurse-led team focused on maintaining thehealth and wellbeing of employees. We provide
practical services ranging from advice onsickness absence and work-place assessments tophysiotherapy and counselling.

We advise on OH issues and provide guidance onsolution focused interventions. Our work includes:

return to work strategies, for example phased
returns/temporary or permanent adjustmentsto duties
Interventions such as confidential counsellingand physiotherapy
Statutory health surveillance screening, asidentified by risk assessment
Immunisations as required, as identified by riskassessment

Ill health retirement applications Advisory service to line managers and HR
professionals Promotion of employee wellbeing
We also make links with the health and safetyofficer, when it is needed, for example whenfollowing a reported incident or accident at work.
Our proactive OH service will help keep youremployees healthy and absenteeism numbers down.We find that the healthier and more supportedpeople are within the workplace, the betterperformance and morale is. This ultimately helps
reduce litigation costs and reduces unacceptablelosses associated with ill-health and injuries.

Occupational health service costs 140 plus aper pupil charge of 0.80; to include OHreferral, pre-employment health assessmentand confidential counselling. Up to sixsessions are provided, with additional sessionsagreed by the head teacher.
