Ladies and Gentlemen

The first traffic rules for the non-public area of Munich Airport were established over thirty years ago. Since then, these binding rules have applied to the conduct of operators of vehicles of all kind, as well as pedestrians towards each other on the aprons and service roads of the airport.

Due to the constantly increasing stipulations on the part of the legislator as well as the responsible supervisory and approval authorities, we now need to amend the traffic rules that have applied unchanged for ten years in line with these. Since the subjects of Occupational Health and Safety (see Chapter J) and the Safety Management System (see Chapter K) are equally as important as the traffic rules, Flughafen München GmbH has decided in future to publish the »Traffic and Safety Rules for the non-public area at Munich Airport« as a binding reference for all road users at the airport.

In addition to the familiar traffic rules, chapters dealing with »Personal accident protection and accident prevention«, the »Safety Management System« and a »Catalogue of measures at Flughafen München GmbH« have also been incorporated.

As a user of the apron, you are required to familiarise yourself thoroughly with the provisions set out in this brochure, and to comply with them at all times.

The airport operator reserves the right to check compliance with the rules and to follow up any infringements.

7General information

1. Principles

1.1. These traffic and safety rules apply to all users when walking or driving on the non-public area at Munich Airport.

1.2. The instructions of the Airport Ramp Supervisor and authorised offices of Flughafen München GmbH (FMG) must be followed. This also applies to Federal and District Police, to the aviation authority Luftamt Süd, to customs and to other authorities exercising their sovereign duties.

1.3. Radio communication and the use of radio equipment take place according to the relevant guidelines.

1.4. Flughafen München GmbH may restrict or block stays and traffic in the non-public area for operational reasons. Airport Operations reserves the right to introduce special regulations in excep-tional and special cases (e.g. winter service, construction work).

1.5. Anybody staying on airport manoeuvring and apron areas must wear high visibility clothing in accordance with EN ISO 20471 (at least Class 2) (see page 7, A. General information, 2.1. and 2.2.).

2. Non-public area – definitions

2.1. Manoeuvring area The manoeuvring area is the part of the airport used for take-off, landing and taxiing of aircraft, but does not include the aprons (see page 17, H. Manoeuvring area).

2.2. ApronThe apron is a defined area that is set aside for aircraft so that passengers can embark or disembark, for loading and unloading baggage, cargo or post, for refuelling, parking or for mainte-nance work.

2.3. RoadsRoads and parking spaces are all areas set aside for moving and stationary road traffic.

Ring service roads are the roads in the manoeuvring area. It is only per-mitted to drive on these with special authorisation (see page 8, B. Rules of conduct and general safety regulations, 5.5.).

1.Anybody entering or driving on the non-public area of the airport must be-have in a way that does not hurt others, put any other person at risk or obstruct and bother them more than is unavoid-able under the circumstances.

2.Coming to work under the influence of alcohol or in any other intoxicated state, and consuming or bringing alcoholic drinks or intoxicating substances into the company is prohibited.

Taking medicine that might impair occupational health and safety (e.g. reactions or driving ability) must be agreed with a doctor or pharmacist, and the employer must be informed of this. Where necessary the medical service must be consulted!

3.Smoking and naked flames are not allowed on the non-public area, which includes vehicles and the driver’s cabs on equipment. Smoking is only permitted in designated areas.

4.The maximum speed is restricted to 30 km/h unless otherwise specified. In the safety zone around parked aircraft and in buildings, a walking pace (maximum 6 km/h) must be complied with. Speed must be reduced further where necessary!

5.Safety instruction is required for unac-companied access to the non-public area. More information is provided separately.

5.1. A driving permit is required for un-accompanied driving in the non-public area (airside driving licence). The airside driving licence must be kept with you at all times. Regular random checks are conducted by the Airport Ramp Supervisor. The Flughafen München GmbH Airport Academy is solely re-spons ible for training courses and issuing the airside driving licence.

5.2. The vehicle operator must be in a position to operate vehicles, prove that he has been briefed or trained on the type of vehicle in question and must be familiar with its use and operation. The driver must be in possession of an official driving licence – at least with Class 3 or B. The vehicle operator and the vehicle owner are both responsible for complying with these rules.

Vehicle owners and vehicle operators are responsible for ensuring that vehicles that are not licensed for general public road use (vehicles without number plates) are as roadworthy and safe to operate as is stipulated for licensed vehicles.

Every driver must check that the vehicle is in a roadworthy and safe condition when taking over the vehicle.

5.3. Persons carrying out guiding tasks must be in possession of an authorisa-tion for this work in the non-public area of the airport.

5.4. Persons supervising construction work on the aprons, the aircraft parking stands and in the manoeuvring area in the non-public part of the airport must have corres ponding training.

5.5. A special permit from the Airport Operations in the form of a plaque to be affixed to the vehicle windscreen is required when driving on the ring service roads to the north and south of the apron areas (see page 7, A. General information, 2.3.).

6.The use of vehicles must be kept to an absolute minimum. Leaving the engine running unnecessarily is not permitted.

7.When driving in the non-public area, all drivers must keep to the roads.

8.Changes in driving direction must be indicated in time. Special caution applies when driving past or overtaking baggage/cargo tractors. The 30 km/h speed limit is also binding when over-taking.

9.Depositing and leaving objects that obstruct traffic is prohibited. You must clear anything that obstructs traffic, or have this cleared. If this is not possible immediately, safeguards must be implemented. The Airport Ramp Super-visor (Tel. 21155) must be informed.

10.Under no circumstances is it permitted to drive over cables and hose connec-tions, in particular those used as supply connections for aircraft.

11.The minimum distance that must be maintained when driving past pedes-trians, vehicles and equipment must more than 1 metre. Speed must be adapted accordingly.

12.It is not permitted to park and leave vehicles, to place objects and equipment behind vehicles that can only reverse out, or for people to stand behind such vehicles.

13.It is not permitted to park and leave vehicles and equipment under the fuselage or wings of aircraft unless absolutely necessary to reach the con-nections or operating elements on the aircraft. The vehicle must be driven as slow as possible.

14.If the driver cannot see good enough to manoeuvre safely, he must be guided. This applies to driving forwards or to r eversing.

15.The taxiing area must be free from all kinds of obstructions when an aircraft is approaching. Everybody engaged in hand ling must stay behind the red lines of the aircraft parking stand until the engines and anti-collision lights have been switched off. Exception: passenger bridges already in place (see pages 26–28, Annex 2: Markings, and pages 30–34, Annex 3: Safety zones, 2.1.).

16.Before the start of handling, an aircraft must be secured by means of chocks.

17.Special rules apply to certain vehicles. These rules are binding for the opera-tion and deployment of these vehicles.

1. Principles

1.1. The following order applies to the right of way:

1.1.1. Taxiing aircraft, »Follow-Me« vehicles with their red warning lights and towed aircraft have priority over other vehicles.

1.1.2. Emergency response vehicles with blue warning lights and siren take priority over all other vehicle traffic.

1.1.3. Passengers on foot on the way to/from an aircraft take priority over all vehicles.

1.1.4. Vehicles already on roads have right of way over vehicles driving onto the roads. Building and hall exits fundamentally have less priority.

1.1.5. At crossings and junctions of roads and generally when driving at the airport, the right of way rule is »right before left«, unless the right of way is otherwise regulated by traffic signs.

2. Special rights

2.1. Emergency response vehicles with their blue or red warn ing lights switched on are exempted from the speed limit and can leave the roads when necessary. They must be given free passage by other vehicles stopping, slowing down, relinquish ing the right of way and driving over to the right or other measures.

2.2. Emergency vehicles with their yellow warning lights on may leave the roads when their deployment so requires and they have been given approval to do this. Winter service vehicle on duty take priority over other vehicles.

2.3. Other vehicles with their yellow warning lights on signify a special traffic situation without privileges. They should be given special consideration. In particular it is prohibited to drive between vehicles in a guided convoy.

2.4. The use of the yellow warning lights must be kept to an absolute minimum.

2.5. The use of the blue, red or yellow warning lights does not release the driver from the duty to pay attention to the safety of other traffic.

/D. Roads1. Roads

1.1. Roads are marked by kerbs or by continuous white lines. They are sepa-rated from taxiways by double white lines. Drivers are obliged to stay on roads.

1.2. If the destination is away from roads (aircraft parking stands, equip-ment parking areas, buildings etc.), the marked road must be used for as long as possible.

1.3. Vehicles must respect the cordons and safeguards placed round areas by vehicles with warning lights switched on. It is not permitted to bypass the cordoned off area.

2. Stopping and parking

2.1. Vehicles and equipment may only be parked on designated areas with brakes on.

2.2. The vehicles must be secured against unauthorised use. Engines of parked vehicles must be turned off.

2.3. There is an absolute ban on parking and stopping on all aircraft taxiways, in the area of fire service exits and fire service access roads, in front of emer-gency exits, bus drives, emergency gates in security fences, entrances and exits to buildings, in the taxi in and taxi out path of aircraft parking stands and in the escape path of fuel trucks and above tank pits (see pages 26-28, Annex 2: Markings and pages 30-34, Annex 3: Safety zones).

13Roads

3. Roads in the taxiing area

3.1. Roads in the taxiing area are the sections of roads that cross taxiways.

3.2. Roads in the taxiing area are marked by a »STOP for taxiing aircraft« road sign and by offset dotted lane marking. Additionally their start and end is mar-ked by an unbroken red line and a white stop line.

3.3. It is only permitted to drive on roads in the taxiing area if this does not obstruct or endanger taxiing aircraft traffic. These sections of roads must be used with greater caution. The roads in the taxiing area may not be crossed when an aircraft is less than 150 metres away from the crossing. All vehicles must then wait in front of the »STOP for aircraft taxiing traffic« road sign and give the aircraft right of way. Driving on roads in the taxiing area is only permitted inside the marked area (see pages 30-34, Annex 3: Safety zones).

4. Taxiways on the apron

4.1. Taxiways are used by taxiing aircraft. They are separated from other apron areas by one red or two contin u-ous white lines.

4.2. The taxiways may only be crossed using the roads in the taxiing area.

4.3. Signal systems in the taxiway area: signalling to the roads in the taxiing area takes place when there is restricted visibility. This takes place using bright red stop bars set in the ground across the direction of travel.

4.4. Walking on the taxiways is per-mitted only, when accompanying an aircraft (Walk-Out-Assistance or Push-Back- Assistance). The time spent on the taxiway in these cases should be kept to a minimum. You must always take the shortest path when leaving the taxiway.

/E. Aircraft parking stand

1. The aircraft parking stand is delineated either by red lines or red and white lines which separate the area from the taxiway edge, the road lane markings or the parking areas.

2. Driving on the stand area is funda-mentally only permitted for ground handling purposes, and then at a walking pace.

3. The escape routes on the aircraft must always be kept free.

4. The fuel truck escape lanes must always be kept free.

5. Special caution is required when aircraft are taxiing to and from the stands.

6. Aircraft that want to taxi from a stand or to be towed or pushed by aircraft pushback tractors can be recognised by the fact that the »anti-collision lights« and/or the red warning lights on the tow tractor are switched on and the chocks have been removed.

7. Markings in the stand area must always be payed attention to.

8. The safety zone around a parked aircraft is restricted by an imaginary line run-ning around the plane at a distance of 4 metres from the tip of the wings, nose and tail of the aircraft. The only vehicles and equipment that may be parked in this area are those required for ground handling and technical main tenance of the aircraft. Other vehicles must be parked outside the safety zone (see page 32, Annex 3: Safety zones, 2.2.).

9.Vehicles must drive at walking pace in the aircraft safety zone.

10.Parking in the operating area of pas-senger boarding bridges and in the red crosshatched area is prohibited at all times. It is fundamentally not permitted to drive underneath passenger boarding bridges.

/F. Docking Guidance System

1. Docking Guidance System

The Docking Guidance System helps the pilot to position his aircraft on the aircraft parking stand using the light indicator. When the Docking Guidance System has been activated (the taxiing line has been illuminated), the parking position is allocated within a few min-utes. From this point in time, vehicles are no longer allowed to drive into the stand.

2. FOD check (Foreign Object Damage)

Before clearing the aircraft parking stand, the stand must be checked for any objects or damage. The same applies before leaving the stand at the end of the work assignment.

3. Clearing of an aircraft parking stand, equipped with a Docking Guidance System

3.1. Before an aircraft taxis in, each aircraft stand, equipped with a Docking Guidance System must be activated at the operator panel.

3.2. Only a delegated and authorised person may activate the Docking Guidance System of an aircraft parking stand. The process must be monitored by this person until the aircraft has come to a complete stop.

3.3. The activation of the Docking Guidance System is subject to a prior check that there are no obstructions in the aircraft stand as well as a FOD check of the area (Foreign Object Damage).

3.4. While the aircraft is taxiing in, it is essential to ensure that the aircraft is unobstructed at all times. Where necessary the taxiing procedure must be interrupted by pressing the emer-gency stop button on the operator panel.

3.5. If, contrary to rules, there is no notification or delayed activation of the Docking Guidance System by the self- handler or service provider, the airport operator sends a Marshaller to the aircraft park ing stand. Where the Marshaller does not carry out the noti-fication and the adherence to it himself, he is authorised to give instructions to the self-handler or service provider about the requisite action.

1.When there is a risk of lightning (thunder storms) over the airport, the relevant service providers are respons-ible for passing on information in their area about interrupt handling on the apron and all other outdoor work.

The instruction to the service providers involved to stop the handling operation is communicated using suitable media. During the interruption of handling operations, people are not permitted to stay outside. Airport Authorities notify the resumption of handling operations.

2.In strong winds, equipment and vehicles must be specially secured according to the manufacturer’s or owner’s guide-lines.

3.When it is dark, if there is bad weather and road conditions and when there is poor visibility in the daytime (e.g. fog, heavy rain or snow):¬ switch lights (dipped headlights) on

and ¬ adapt speed and driving to the

prevailing conditions.

17Special weather conditions, Manoeuvring area

(Definition see page 7, A. General information, 2. Non-public area – definitions, 2.1 Manoeuvring area

1.The manoeuvring area is used to handle flight operations. Refer to the »Über-sichtsplan Verkehrsbereiche« to see the boundaries of the manoeuvring area.

2.It is only permitted to enter and drive on the manoeuvring area with a valid manoeuvring area driving licence and prior consent of the Airport Authorities of Flughafen München GmbH.

3.Control tower (DFS-TWR) clearance must be obtained before driving on the manoeuvring area (registration of entry and departure are required). A constant radio connection must be guaranteed. A training is required for radio commu-nication.

4.All vehicles in the manoeuvring area must be fitted with a transponder for identification purposes.

5.Vehicles must have their warning lights switched on.

6.Training for the manoeuvring area driving licence and training on radio communication with the control tower is provided and conducted by the Airport Academy of Flughafen München GmbH.

1. Passenger transport and loading1.1. Persons may only be transported using the vehicles certified for this purpose.

1.2. The vehicle must be safely loaded. Before starting the journey, the driver must ensure that the load has been correctly secured.

1.3. The permissible trailer loads of tow vehicles must not be exceeded. These are regulated on a case by case basis by the owner.

1.4. Restraining mechanisms must be used (use of seat belts).

2. Pedestrians and cyclists

2.1. Pedestrians must use the walkways provided.

2.2. The crossing of taxiways is prohibited.

2.3. Pedestrians and cyclists may only use the roads in immediate proximity to the building area. The use of bicycles must be approved by Airport Authorities. It is not permitted to access or drive on the roads in the taxiway area.

3. Foreign Object Damage (FOD)Anybody who sees foreign objects on the apron, that could potentially cause damage (screws, lugs, suitcase handles, lashing straps etc.) must pick them up and dispose of them in the designated waste bins. The intentional depositing of debris will be penalised!

4. Traffic obstructions

The perpetrator of situations that obstruct traffic must clear these or have them cleared without delay. If this is not possible immediately, he must initiate safeguarding measures. The Airport Ramp Supervisors (Tel. 21155) must be informed directly.

5. Conduct after an accident

5.1. All accidents and damage incidents must be reported immediately to¬ Airport Operations (Tel. 111)and the¬ Airport Security Operations Centre (Tel. 113)(see page 7, A. General information, 3. Emergency numbers).

5.2. The site of the accident must be left unaltered and must be safeguarded.

5.3. For accidents involving personal injury, it is also necessary to inform the ¬ Fire service (Tel. 112) and the¬ Police (Tel. 110)(see page 7, A. General information, 3. Emergency numbers).

5.4. Those involved in the accident and any witnesses must remain at the scene of the accident so that statements can be taken.

6. Traffic monitoring

6.1. Appropriately trained employees of Flughafen München GmbH from the Airport Ramp Supervisors and the Airport Security department and who have domiciliary rights shall be exclu-sively responsible for checking compli-ance with traffic and general safety rules in the non- public area of Munich Airport.

6.2. The officers eligible to conduct checks are authorised to prevent drivers whose driving may constitute a hazard (e.g. influence of alcohol, breaches of rules, unsafe vehicles) from continuing their journey. In such cases, the apron driving licence may be withdrawn by the authorising officer.

6.3. Authorising officers may issue instructions and warnings when the traffic rules in the non-public area of Munich Airport are breached.

Breaches of the traffic rules are penalised according to the Flughafen München GmbH catalogue of measures (see pages 48-49, Annex 6: Catalogue of measures at Flughafen München GmbH).

6.4. In the case of culpable breaches, the perpetrator must reimburse any ensuing administration costs to Flughafen München GmbH. This shall not affect any further claims for damages.

6.5. In addition, Flughafen München GmbH reserves the right to revoke permission to access and drive on the non-public area of the airport according to the rules governing the use of the airport.

The employer must familiarise employ-ees with all applicable regulations by means of regular briefing.

1.It is mandatory to comply with all applicable laws, ordinances, regulations, rules and instructions. These refer in particular to the following in their current form:¬ The Occupational Health and Safety

(Arbeitssicherheitsgesetz)¬ Industrial Safety Regulations

(Betriebssicherheitsverordnung)¬ The Noise and Vibration Health and

Safety Regulation (Lärm- und Vibrations-Arbeitsschutzverordnung

¬ The ordinance on the use of Personal Protective Equipment (Persönliche Schutzausrüstung-Benutzungs-verordnung)

¬ The Workplace Ordinance (Arbeitsstättenverordnung)

¬ The Accident Prevention Regulations (Unfallverhütungsvorschriften)

¬ Statutory accident insurance¬ Working and operating instructions¬ Technical rules for workplaces – safety

and signs (ASR A 1.3)¬ Airport Rules and Regulations for

Munich Airport (Flughafenbenutzungs ordung).

2.Current hazard assessments must be present in the company and known to all employees.

3.All employees who work in the non- public area of the airport are, insofar as possible, responsible for their safety and health protection. They must sup-port all measures aimed at occupational health and safety. Before using facilities, work equipment and working materials, everybody must check whether there are any safety-related defects and which protective measures are required.

4.Equipment and machinery may only be used correctly and according to the manufacturer’s instructions. A reason-able visible inspection and function test must be conducted before use.

5.If any technical defects are noticed, all further use is prohibited. Defective equipment, facilities and installations must be reported immediately in line with internal procedures, and must be removed from operation.

6.Before accessing the danger areas of devices, vehicles or installations, clear coordination with the equipment/vehicle or installation operator is absolutely essential. Taking unauthorised persons with you on equipment or vehicles is strictly prohibited.

8.Noise protection

Noise is a substantial stress factor in the workplace. Great noise impact or continuous noise can make people ill or have a negative effect on their per-formance. The aircraft parking stands are classified as a noisy area due to the noise emissions recorded. It is compul-sory to wear hearing protection, which must be provided and checked by the employer.

The Safety Management System (SMS) at Munich Airport is a system that operates throughout the company, and which takes account of aviation safety at Munich Airport. Risks related to aviation that are directly or indirectly connected to the operation of aircraft must be reduced to a reasonable degree and monitored.

The Safety Management System at Munich Airport is operated by Flughafen München GmbH and is compulsory for all companies, authorities and institu-tions executing tasks in the non-public area of the airport as part of their activities and services, and is regulated in the rules governing the use of the airport.

The objective of the SMS is to guarantee standards of aviation safety at Munich Airport that go beyond the statutory minimum requirements.

1. Safety guidelines

The safety guidelines of the Safety Management System describe the general Flughafen München GmbH guidelines on operational safety; they contain the following guidelines:

¬ To ensure and maintain correct and safe operation on the basis of national and international guidelines and »best practice« as a corporate principle.

¬ To be guided by the highest international safety standards (ICAO and EASA). Binding legal regulations are to be viewed as the minimum requirement.

¬ To take part in boosting the safety of the overall aviation system through active participation in international technical committees aimed at the further development of international standards and approaches.

¬ To prevent dangers to aviation or hazards to public safety and order resulting from aviation, and to protect the physical well-being of the employ-ees of the airport operator or its part-ners and passengers as the primary aim, taking precedence over achieving economic objectives and environmen-tal protection.

¬ The duty of systematic and forward- looking development of safety stan-dards on the basis of findings arising from accidents and incidents.

¬ The fundamental principle of all corporate activity on the part of the airport operator is to limit the dangers of aircraft operation or those arising from air traffic to the lowest possible amount.

1.1. The safety distances for exhaust zones on stationary aircraft with engine running idle or with taxi power refer to the area behind the tail. The width of the safety zones must at least equal the wingspan of the aircraft. Every person involved in aircraft handling must heed the intake and exhaust safety zones according to the aircraft type and to ensure that per sonnel and equipment are outside of these zones (particularly when the sign is given to start the engines).

2.Safety zone around a parked aircraft

2.1. The engines must be turned off and the anti-collision lights switched off before chocks can be positioned and the ground power supply connected to the aircraft (see pages 8-9, B. Rules of conduct and general safety regulations, 15.).

2.2. The safety zone is restricted by an imaginary line – the safety stop line – which runs around the aircraft 4 metres away from the wing, nose and tail (see page 14, E: Aircraft parking stand, 8.).

2.3. It is only permitted to enter or drive on this zone if this is necessary for aircraft handling.

2.4. The maximum speed in this zone is walking pace.

2.5. Extreme care must be taken when manoeuvring vehicles with towed equipment.

3.Refuelling and defuelling

No vehicles (with the exception of air-craft fuel trucks) may be parked in the areas of the fuel vent during refuelling and defuelling. This area covers at least 3 metres around the fuel vent openings (see diagram).

The emergency switch on the underfloor hydrant must be pressed if there is any damage to the refuelling system during refuelling of aircraft, and the fire service must be notified (Tel. 112). Tank stop switches are found on all light poles and on the control panel for the Docking Guidance System.

3.1. The forward escape route for the fuel truck must not be moved.

3.2. A distance of at least 1 metre must be kept to fuel truck that are refuelling an aircraft.

3.3. Extended cables and hoses must not be driven over.

3.4. Emergency exits and passenger doors must always be kept free while aircraft are being refuelled.

3.5. The following measures must be taken if fuel comes out:¬ Alert the fire service/Airport Opera-

tions (Tel. 112/111) (see page 7, A. General information, 3. Emergency numbers)

¬ Actuate fire alarm if there is an acute fire risk

¬ Do not drive through the run out fuel¬ Do not start vehicles that are standing

in fuel puddles or drive them away.

¬ When a road user amasses 8 points, the Airport Operations at Munich Airport informs him in writing about the number of points and the possible risk to his driving permit in the event of further violations.

¬ As from 12 points, retraining provided by the Airport Academy for a charge is necessary.

¬ As from 14 points, a driving ban of two weeks is imposed.

¬ As from 16 points, a driving ban of up to one month is imposed.

¬ As from 18 points, a driving ban of up to three months is imposed.

¬ Points will be deleted 12 months after the infringement.

¬ In the case of an infringement of the »Traffic and Safety Rules for the Non-Public Area at Munich Airport«, the personal details of the road user will be recorded by the authorised officer.

¬ Any person affected has the right to inspect his data sheet. This should be requested in writing to the Vice President Airport Operations at Munich Airport.

¬ The driving ban starts on the day after the road user is notified of the decision in writing.

¬ An additional company agreement regulating further details also applies to employees of Flughafen München GmbH and AeroGround.

53Annex 8: Co-applicable provisions, regulations and laws, Severability clause

In the event that one of the points in the »Traffic and Safety Rules for the non-public area at Munich Airport« no longer corresponds to the current legal position or circumstances, then only this point shall become invalid. The remaining points remain valid.

With respect to translations, in cases of doubt the German version shall prevail.

/Validity

As from 1 January 2016, only these »Traffic and Safety Rules for the non- public area at Munich Airport« shall be valid. Previous traffic rules for the non-public area of Munich Airport (from February 2004) shall no longer apply from this date.
