1 INTRODUCTION

1.1 Overview and Background

This report has been prepared to support a development application lodged with

Mackay Regional Council for the property at 2 Alexandra Street, Mackay West. The

development proposal is for aged care facility with associated car parking and

landscaping. The proposed developed layout plan is included in Appendix A.

This report has been developed to assess the development plans against the following

guidelines and planning documents:

• Mackay Planning Scheme, specifically

• Part 12 Schedule 2 – Vehicle Parking, Access and Manoeuvring Standards

• Austroads Guide to Traffic Engineering Practise

• AS2890.1

The proposed development involves a residential aged care facility in the north western

corner of the site with associated parking, driveway and landscaping areas. The area

covered by the proposed development is only a portion of the site, with the remainder

of the site to remain vacant, possibly for potential future development. This report will

only consider the developed area associated with the proposed aged care facility.

The majority site is currently vacant and contains evidence of previous earthworks. The

site generally slopes from east to west towards the railway corridor with the majority

of the existing site being around 10.6m Australian Height Datum (AHD) and levels as low

as 6.60m AHD in the north west of the site.

1.2 Existing Road Network

Lansdowne Road (location of the proposed site entrance) has a posted speed limit of

80km/hr. The formation of the road generally consists of 2 lanes. No on street parking

is existing along the street frontage.

The nearest intersection to the proposed site frontage is located on the north-eastern

corner of the property where the network connects to Alexandra Street.

2 DEVELOPMENT PROPOSAL

The development proposal is for a residential aged care facility in the north-western

corner of the site with associated parking, driveway and landscaping areas. The site has

a single crossover, located on the Lansdowne Road frontage approximately 130m from

the Alexandra Road Intersection. The proposal includes a total of X standard parking

bays for residents and X standard parking bays for visitors.

3 ONSITE PARKING

3.1 Retirement Villages/Nursing Homes Parking Supply

In accordance with Schedule 2 – table 12-1 Car Parking Requirements;

• Minimum 1 space per 6 nursing home bed

• Minimum 1 space per 4 hostel type rooming units

• Minimum 1 covered space per 4 self-contained units

• Minimum 1 visitor parking space per 4 nursing home beds or 4 rooming units or 4 self-

contained units

• 1 bus parking area/emergency vehicle parking/drop off area (located to provide

optimum access to all units)

Based on the above, the requirement for onsite parking would be 53, with a split of 32 for

visitors and 21 for residents. However, based on traffic projections and usage rates of the

building an alternate number of parking bays is proposed.

The below tables indicate total traffic movements for staff, visitors and servicing.

A total of 57 spaces have been determined to be required based off assumed shift patterns and

staffing of the facility. Refer to the attached for shift patterning and time proposal.

It has been acknowledged that the nominated car parking bay rate is sufficient based on the

above analysis. The provided rate of 57 bays shall be sufficient as the max in/total shall be 57

during changeover from Shift 1 to Shift 2.

4 ACCESS ARRANGEMENTS

It is proposed that the entire development is serviced by a single crossover. It is

acknowledged that concerns have been raised pertaining to the site line distance and

detail. The proposed crossover location has been located (Refer Appendix C) and

designed using the following standards.

To further support the proposed location of crossover the following checks have been

performed (note the checks have been performed for a worst case scenario of a truck within

the analysis):

- SISD (Safe Intersection Site Distance) from approaching vehicle to the proposed intersection

location.

- ASD (Approach Site Distance) from approaching vehicles to low lying objects within the

intersection.

In the event an all movements intersection is permitted the layout and arrangement shall

consider the road hierarchy requirements and shall be as per the layout documented within

C3368-SK50-REVA.

5 SERVICE VEHICLE ARRANGEMENT

As per Table 12-2 Service Vehicle Manoeuvring within Schedule 12 the largest service

vehicle to be accommodated for onsite is to a van, and therefore no such specific

allowance for an MRV or RCV is considered necessary. It should be noted that allowance

has been made for internal garbage collection.

6 INTERPRETATION AND CONCLUSIONS

The parking, access and servicing arrangements for the proposed development at 2

Alexandra Street have been assessed. It has been demonstrated that the proposed

access arrangements, parking allocation and servicing allowance comply with the

relevant national and local requirements.

Please refer to Appendix for a proposed site layout plan, Appendix B for Site Distance

Detail and Analysis, Appendix C for the Environment and Infrastructure Code Response

(sections pertaining to onsite parking and access), Appendix D for the Traffic Impact

Assessment prepared by Mackay Regional Council and Appendix E for Swept Path

Analysis.

S11.1 Vehicle parking on the site is in

accordance with the rates specified in

Schedule 2.

S11.2 Vehicles are able to enter and exit the

site (with the exception of dwelling

house and duplex) in a forward gear.

S11.3 The design of car parking and access

complies with the requirements detailed

in the Engineering Design Guidelines

Planning Scheme Policy.

Car Parking Rates have provided in

accordance with the specified rate for a

Retirement Village/Nursing Home.

Vehicular ingress and egress can be in a forward gear motion. The access driveway has been positioned to demonstrate adequate safety requirements including site line checks as per AS2890.1. The access driveway and crossings can be finished and constructed to the required level. This can be conditioned as part of the approval.
