1. Introduction
Loka Consulting Engineers Pty Ltd has been engaged by Stubbs Design Tribe to provide a Traffic
Management Plan for the site at Lot 3985 DP 1179193 Seymour Place, Ropes Crossing, NSW
(refer to Figure 1-1 and Figure 1-2).
A Traffic Management Plan and Report is required for the proposed development to identify the
impacts of the proposal on the local street network and mitigation measures required to ameliorate
any impacts. This includes:
A description of the site and details of the development proposal;
A review of the road network in the vicinity of the site, and traffic conditions on that road
network;
A review of the geometric design features of the proposed car parking facilities for
compliance with the relevant codes and standards; and
An assessment of the adequacy and suitability of the quantum of off-street car parking
provided on site.

2. Proposed Development
The proposed development will facilitate the construction of a multi-residential flat with a site area
of approximately 2591 m2.
The proposed multi residential flat is bounded by:
Lot 4212 Seymour Street on the north
Lot 3986 Seymour Street on the west
Seymour Street on the east
Subdivision of Lot 3985 west
The development consists of one basement, one ground floor and 2 upper levels. Outdoor car
parking is proposed on the ground level of the Southern side of the development.

2.1. Public Transportations
1. It takes 4 minutes walking (350m) from the site to Ropes Crossing Bvd opp. Dunlop Ave
bus stop (refer to figure 2-1).
2. It takes 5 minutes walking (350m) from the site to Hallow Pde before Ropes Crossing Bvd
bus stop (refer to figure 2-2).
Table 2-1 shows the bus line name; routes and the time between two successive trips.

3. Off Street Car Parking Provision
3.1. Car parking
According to the latest architectural plan, the development consists of 25 units: 8 each on ground
floor and level 1, and 9 on level 2.
According to Blacktown Development Control Plan (2015), the following minimum parking spaces
shown in Table 3-2 must be provided for a multi residential flat.

Accordingly, the car parking spaces required for the proposed development is shown in the below

The total number of car parking spaces is 36 according to the architectural plan, which includes 2
disabled spaces. Therefore, the design complies with the requirement from Blacktown council.
Ground floor architectural plan of the proposed development has been prepared by Stubbs Design
Tribe and is attached in Appendix A.
4. Car Park and Driveway Layout
4.1. Driveway and Ramp Design
The design of the driveway, internal roadways & ramps, and car parking spaces must comply with
Australian Standards; details are shown in the ground floor architectural plan. Table 4-1 and Table
4-2 assess the compliance of the site to Australian Standard and Blacktown DCP.

4.2. Dimensions of Parking Spaces
The design of the car parking spaces should be in compliance with AS 2890.1 and AS 2890.6.

Two 5.4m x 2.4m disabled parking spaces with a shared zone of 5.4m x 2.4m in between.
The design complies with AS2890.1. However, it does not comply with Council DCP.
Aisle width 5.8m minimum 7m (two-way) 5.8m wide constantly from entry to the end.

As required in AS 2890.1:2004, a triangular area with 2.5m (face to driveway) by 2.0m (face to
street) will be kept clear of obstructions to visibility (Refer to Figure 4-1).

In accordance with AS 2890.1:2004, sight triangle is hatched in red and shown in the following
Figure 4-2.

Objects within the sight triangle areas are required to be below 1.15m height and 50% transparent
if they are above 0.9m.
Traffic Impact of Garbage Collection
In order to minimize the traffic impact during garbage collection hours, a traffic sign with “Caution:
one-way lane when garbage truck is in operation” is provided in front of the site for incoming
vehicles. Since garbage collection will be twice weekly (as per Waste Management Plan) for
approximately 15 minutes in early mornings, there will be no impact on the traffic.
Swept Path Analysis showing the entry & exit of garbage truck, and over passing of other vehicles
when the truck is in service, is shown in the Appendix B.
5. Traffic Generation
An indication of the traffic generation potential of the development proposal is provided in
accordance with Roads and Maritime Services (RMS) publication ‘Guide to Traffic Generating
Developments 2002’.

RMS guidelines are based on an extensive survey of a wide range of land uses. The subject site is
identified as a medium density residential flat building.
Rates. Larger units and town houses (three or more bedrooms): Daily vehicle trips = 5.0 – 6.5 per dwelling Weekend day peak hour Vehicle Trips = 0.5 – 0.65 trips per unit.
For the subject site which is a multi-residential flat, there are 25 units in total. Therefore, there is a
traffic generation potential of approximately 12.5 – 16.25 (maximum 17) vehicles per hour during
peak periods. This value should be discounted by the expected existing volume of traffic, to
determine the net increase (or decrease) in future expected traffic.
The existing site does not contain any habitable dwelling or occupant. Hence there is no vehicle
trip for the current site.
Traffic generation is shown in Table 5-1 below.

According to the table above, it is likely that the proposed development will result in an increase in
the traffic generated, by approximately 17 vehicle trips during peak hour.
It is our opinion that this increase in traffic activity is manageable and will not have any
unacceptable traffic implications in terms of road network capacity.
6. Swept Path Analysis
To ensure all vehicles enter and exit the site in a forward direction, swept path analysis has been
conducted in the Appendix B.
It is our opinion that the proposed car parking and driveway comply with Australia Standard.
