•  There are no joining fees or management charges – suppliers pay a small commission based on the value of sales you make. Reported through monthly M.I.

•  This varies across agreements and for TMT2 will be 1%.

Tendering Good Practice OPEN, HONEST, TRANSPARENT PROCUREMENT

§  Tenders evaluated individually and final scores agreed via a consensus

panel. §  Transparency requirements require that decisions of evaluators are

auditable therefore:- –  Read and answer the tender questions asked –  Provide evidence where applicable and appropriate to support your

bid. –  Don’t assume the evaluators know and understand your business or

the environment –  Evaluators can only assess what you tell them

If it isn’t on the paper it can’t be taken into account!!!!!!

Highways England’s Specifications

§  The equipment requirements that suppliers must meet (both bespoke and otherwise) are defined in a series of documents published available at https://tssplansregistry.dft.gov.uk/login.asp.

§  An account on tss-pr will be required to access documents and a link for this exists on the page. If suppliers have any problems with tss-pr they should contact [email protected] or call her on: 0300 470 4146

§  Key documents that should be read by all suppliers regardless of the

category of technology are TR1100, TR2130 and TR2180.

§  For CCTV, a good start point (a high-level document that lists the CCTV requirements documents) is MCH2530.

�  From  2017  our  Third  Line  Services  func6on  will  be  the  go  to  service  for  support  of  roadside  technologies  

�  TTD  Purchasing  &  Logis6cs  team  will  manage  the  overall  service  and  priori6es  to  support  regional  maintenance.  

�  The  priority  for  Third  Line  Services  will  be  to  support  two  key  technology  asset  groups;  ¡  In  Service  Legacy  Assets  –  encompassing  all  ‘previous  version’  assets  to  include  Version  2  equipment    

¡  End  of  Life  Assets  –  covering  Version  1  and  older  assets  which  will  generally  be  more  than  10  years  old.

� We  oOen  need  to  purchase  small  batches  of  items  and  spares  in  support  of  roadside  maintenance  and  small  regional  schemes.  

� Currently  this  is  mostly  done  via  Third  Line  or  the  Roadside  Infrastructure  Contract.  

� Under  TMTF2  we  are  proposing  to  make  these  types  of  purchase  via  the  Lot  15  Catalogue

� When  we  use  catalogue  we  expect  to;  ¡  Adver6se  the  ini6al  requirement  to  catalogue  suppliers  along  with  any  details  and  specifica6ons  for  your  considera6on  and  to  gauge  interest  

¡  Confirm  the  required  order  volume  to  interested  suppliers  so  you  can  confirm  the  price  and  add  to  the  catalogue  if  necessary  

¡  Establish  the  most  advantageous  price  and  place  the  order

§  Workshop held at Temple Quay House for internal stakeholders November 2015 – Agreed 3 phase approach

•  Phase 1 – continue with warranty in unit price –  1 year for version 2 signs and signals (TMT059, 065,

069,070) –  7 year for CCTV and MIDAS (TMT060, 061)

•  Phase 2 – extended warranty (3 – 7 years) for all roadside technology

•  Phase 3 – to be introduced as part of Technology Strategy

§  We are currently in Phase 2 development to be completed Autumn 2016

unit cost. Continue to include warranty as now but longer incentivising through TMTF2, which allows previous contract performance to be taken into account in tenders

§  2. Supplier to maintain from cradle to grave. Suppliers are completely responsible for their product once installed including attending site to make repairs (including TM?)

§  3. Extended warranty with warranty covered by service payments. Incentivise suppliers through ongoing payments and/or payment deductions, service credits, bonds or other mechanism to encourage good performance
