Dear Mr. Tiefenbach:

THK Associates, Inc. and Tony Boone Trails is pleased to submit this proposal in response to your Request for Proposal to deliver a Trail Master Plan and Design for Virginia Canyon Open Space. Our team has prepared a detailed approach to your project, discussed our planning philosophy and highlighted our recent relevant experience. Our outstanding team of professionals have the experience and qualifications not only to deliver, but to exceed, the goals of the Virginia Canyon Open Space Master Plan and Design.

THK focuses on trails, recreation opportunities, environmental education, environmental stewardship and facilitating comprehensive public involvement. Currently, this focus, in combination with more than 40 years of experience providing design expertise, has given THK the opportunity to work on three of the largest trail projects in the State of Colorado: Fountain Creek from Colorado Springs to Pueblo including 46 miles of Front Range Trail, the South Platte River including 10.2 miles of regional trail through the City and County of Denver and lastly, the Clear Creek Greenway including 36 miles of regional trail and numerous trailheads in Clear Creek County. All of these projects started from a master plan process and have included trail and trailhead identification, design and final construction.

Tony Boone is a world renowned trails authority who has worked on countless trail projects throughout Colorado with varying agencies and mountain bike clubs. He has written numerous articles for a variety of publications and contributed to three International Mountain Bicycling Association (IMBA) books including: Trail Solutions: IMBA’s Guide to Building Sweet Singletrack; Managing Mountain Bikes: IMBA’s Guide to Providing Great Riding; and Bike Parks: IMBA’s Guide to New School Trails. He has been an active member of the Professional Trail Builders Association and American Trails since 1995. Since the summer of 2010, his primary focus has been assisting IMBA develop their international markets and creating the next generation of kinesthetically diverse “flow-based” tracks.

Our team appreciates this opportunity to present our qualifications and proposal to the City of Idaho Springs. THK Associates, Inc. (THK) is a market research, landscape architectural, planning and urban design firm that assists public and private clients in making informed and realistic planning decisions. THK has a staff of 16 professionals based in Denver including landscape architects, planners and economists, all having a broad base of professional and multidisciplinary skills. We are distinguished by

our balanced emphasis on the environmental, political, social and economic factors of a given project. For 45 years, THK has been a leader in the planning and design of outdoor spaces that enhances the quality of life for communities. We have completed hundreds of trail, greenway, recreation and master planning projects throughout the United States.

THK Associates, Inc. is very familiar with trail development and management within the state of Colorado. Friable, droughty soils do not withstand heavy, uncontrolled recreational use. Combined with Colorado’s periodic fire and flood events, establishing design solutions that are logical, intuitive and manageable are a key approach to our trail design. THK’s expertise combines a unique blend of knowledge about land use planning, public / partner outreach and recreation and market demand. Stakeholder support creates project momentum and with this momentum, THK helps communities develop project partnerships to implement early action projects. In the last five years, THK assisted the City of Denver and the Greenway Foundation develop partnerships that led to $25 million dollars of improvements on nine miles along the South Platte River through Denver. The restoration and recreation design efforts put forth during the Platte River Vision project resulted in the reception of the 2016 Colorado Association of Stormwater and Floodplain Managers’ Grand Award for Engineering Excellence.

Currently, THK is working on several Master Planning and visioning projects along the Front Range. These projects have been accomplished through an inclusive, collaborative planning and design process that identifies and mitigates potential land and user conflict. Through this process, lasting partnerships and advocacy can be fostered. THK is also working with the City of Colorado Springs, City of Pueblo, City of Idaho Springs, City of Georgetown, City of Thornton, Town of Estes Park, Town of Windsor, Larimer County, Boulder County, Clear Creek County and the City of Loveland on several trail projects that will enhance economic opportunities, while providing tremendous recreational opportunities.

In the past three decades, Tony Boone has passionately led teams in planning, designing and constructing over 900 km of sustainable, shared-use trails for people of all ages and abilities. His national and international experience ranges from professional trail building companies to governmental agencies and non-profit organizations. He is considered a true pioneer in the art and evolution of sculpting sustainable, machine and hand-built trails for mountain bikers, runners, hikers and equestrians.

He has founded three successful trail planning, design and construction companies, including his current company, Tony Boone Trails, incorporated in 2010. While he was President of Anasazi Trails, Inc. (2007-2012), his team completed a 475 km Trail Feasibility Study for the Rio Grande Trail from Belen, NM to Mexico Border. As President of Arrowhead Trails, Inc. (1994-2010), he was responsible for developing Trail Master Plans for 20 Colorado State Parks.

Tony continues to partner with trail advocates, land managers and governments around the world, having completed over 275 successful trail projects encompassing thirteen U.S. states and seven countries including: U.S., Canada, Australia, Hong Kong, China, Costa Rica and the Philippines.

Prior to his experience in the private sector, he was a Natural Resource Specialist for eight years with Boulder County Parks & Open Space. His responsibilities included developing and implementing park master plans, natural resource management plans, trail design/construction projects and natural and cultural resource protection programs. Tony also graduated at the top of his class at the International Police Mountain Bike Association & the Boulder County Sheriff’s Reserve Academy.

Beyond his extensive design/build experience, Boone is a highly sought after professional trails educator, instructing and training literally thousands of students around the world in designing & planning sustainable, natural surface trails and sharing the art of mechanized trail building. He has written numerous articles for a variety of publications and contributed to three International Mountain Bicycling Association (IMBA) books including: Trail Solutions: IMBA’s Guide to Building Sweet Singletrack, Managing Mountain Bikes: IMBA’s Guide to Providing Great Riding, and Bike Parks: IMBA’s Guide to New School Trails.

RESUMES

For the last 36 years, Mr. Shanks has been a Senior Landscape Architect and Project Manager for THK Associates, Inc. He is experienced in land use planning, project master planning, preliminary and detailed site design, graphic presentation, construction documentation, specification writing, irrigation design and construction administration. In addition to his project responsibilities, he is Vice-President and Principle of THK, managing the Landscape Architecture and Planning Departments and overseeing all design and planning projects undertaken by the firm.

Mr. Shanks has extensive park, recreation, open space and trail master planning experience. He has managed many regional park, athletic field, playground, recreation and open-space master plans. Last year we designed/sculpted the first beginner friendly trail for North Floyd Hill (Clear Creek County Open Space), designed and rerouted the lower section of Box ‘o Rocs Trail at Green Mountain Park, while the previous year we built the 3-mile western half of the Lil’ Scraggy Trail in Buffalo Creek Recreation Area.

TBT crews started sculpting the Spartan West Trail for Salida Mountain Trails (SMT) this week. Since 1994, we have had the opportunity to plan, design and construct over a dozen miles in the Upper Arkansas River Valley. Our home base is Salida, where we have designed and sculpted numerous popular trails including: Rusty Lung, Chicken Dinner, Beasway, Burnpile, Salsa, Lil Rattler, Tenderfoot and numerous sections of the infamous Cottonwood Shuttle. Tony was also a founding member of SMT in 2004.

The Clear Creek Greenway will run alongside Clear Creek between Jefferson County and the Continental Divide. The greenway is envisioned to serve as the backbone of the County and tie together communities with a string of open spaces, parks, recreational facilities and commercial recreation providers. It will embrace the County’s unique cultural heritage and natural environment and provide an outstanding resource for families, visitors and outdoor enthusiasts to enjoy.

The concept includes the development of a main arterial trail and key open space areas to create an interconnecting corridor of parks, natural areas, trail connections, recreational activities and related amenities. Developing the Greenway as a major natural resource and recreational corridor will not only provide recreation and open space, but will also improve economic development opportunities for the County and its municipalities.

THK has completed final design of the Greenway through Idaho Springs, including 2 pedestrian bridges that connect to Riverside Drive and the Argo Mill. The project is expected to go to bid for construction as soon as May 2018.

THK Associates, Inc. was retained in January, 2015 by El Paso County to assist with the Master Planning of the Ute Pass Regional Trail (UPRT). The UPRT is an 11-mile regional trail that is located primarily adjacent to U.S. Highway 24. Once completed, the trail will provide a regional connection between the communities of Manitou Springs, Cascade, Chipita Park, Green Mountain Falls and Crystola. between 1997 and 2013, the UPRT was

included in several El Paso County long-range planning documents. The UPRT is considered part of the Ring the Trail Peak by several organizations including the Trails and Open Space Coalition (TOSC) and Friends of the Peak.

The Trail alignment and use rate had been widely contested by residents along the trail. THK Associates provided an impartial, third party approach to the project. Because THK had not been involved in previous efforts, we were able to have open, honest, non-biased conversations with the County, citizens, stakeholders and agencies to develop trail alignments and alternatives through the corridor.

These alternatives took into account both regulatory and perceived opportunities and constraints that existed in the corridor. During the project, input was collected at several stages including three public meetings, one-on-one stakeholder meetings and online surveys.

This approach allowed THK to develop a Master Plan that addressed concerns and provided guidance on how to manage and mitigate potential issues.

In total, four alignments were developed and evaluated. Alignment 1A and 1B occurred on the south side of the valley, Alignment 2 occurred adjacent to U.S. Highway 24, Alignment 3 occurred on the north side of the valley and Alignment 4 occurred along Cascade Avenue and Chipita Park Road.

Alignments 1A, 1B and 3 were cost prohibitive for construction and maintenance and also impacted private property. Alignment 2 had numerous safety issues that would require costly mitigation. Ultimately, Alignment 4 was recommended as it did not impact private property, appropriate safety measures could be implemented and costs for construction and long term maintenance were reasonable.

The Master Plan was approved by the Board of County Commissioners in October, 2015.

The Sherpa Trail was once a prominent pedestrian corridor on the University of Colorado – Colorado Springs (UCCS) Campus. The trail linked student housing with the main campus by traversing a hillside on the north end of the campus. Frequent storm events, steep trail grades and underlying bedrock compounded to cause progressive erosion of the existing crusher fines trail until it was deemed unsafe for student travel and closed by campus staff in 2015.

THK was contracted by UCCS to redesign approximately 400 linear feet of the Sherpa Trail to improve drainage, reduce erosion and design a resilient trail with a low environmental impact. The Sherpa Trail alignment has an average 15% slope and exposed bedrock on the hillside that contributes to increased destructive runoff during storm events. In order to ensure long term sustainability, it was essential to separate the natural drainage patterns in this area with the new trail surface.

THK used U.S. Forest Service standards and details to design an elevated boardwalk system that steps up the hillside for nearly 26 vertical feet and maintains a minimum six inch separation from the bottom of the boardwalk to the top of the exposed bedrock, allowing natural drainage patterns and environmental function to remain, while providing a safe route for pedestrian travel along the steep grade. Interpretive signage was installed in four locations along the route to educate visitors about the unique environmental conditions of this area and new campus recreational programing aims to increase trail usage and further connect students with the environment on the UCCS campus.

In 2012, THK began the planning and construction documentation for the Old Game Check Station Trailhead and 2,200 linear feet of improvements along Clear Creek. THK facilitated a partnership between stakeholders and the project leading to the creation of the Old Game Check Station regional trail head. The strategies of the trail head area include reconnecting the Creek with its floodplain, re-establishing natural function and improving aquatic and terrestrial habitat. By restoring the floodplain, fishing and boating access were realized.

This project is a model for multi-governmental partnerships that lead to a complete project that meets multiple objectives from multiple stakeholders. The project, beginning with environmental clearances through final construction, was completed in approximately four years. THK worked with entities including the Colorado Department of Transportation (CDOT), Clear Creek County, Colorado Parks and Wildlife and Trout Unlimited to secure funding and in-kind contributions for the development and construction of the project.

The trail head focuses on multiple user groups, access to the regional trail system in Clear Creek County, access to Clear Creek, restoration of native vegetation and habitat and protecting existing ecological systems. The trail head provides an important connection to the Scott Lancaster Memorial Path and bridge and will offer river access, restrooms and interpretative signage. The trail head was designed to meet ADA accessible guidelines and features a paved parking lot, sidewalks and a plaza area. Landscape and irrigation was challenging due to the climate, exposure and elevation. THK designed the landscape to blend into the surrounding, while utilizing an infiltration gallery and pump system to provide non-potable water from Clear Creek for irrigation. This water source was made available by Clear Creek County and existing water rights.

THK also designed interpretive signage for the site providing and educational component to the immediate context and historical importance of the location. The plaza highlights the Fallen Heroes Memorial, an installation remembering fallen military personnel. The Creek restoration will return Clear Creek to a more natural state by reducing the channelization that has occurred throughout the corridor, reducing flow velocity, adding flood capacity, establishing and expanding native ecosystems and improving fisheries habitat.

The City of Idaho Springs is located 45 minutes away from the 3.5 million residents of Denver and the front-range. As such, the design, construction, maintenance, management and marketing of Virginia Canyon Open Space (VCOS) must all be considered as a part of this master plan and design project. This outdoor recreation park will likely be the City’s second largest recreation draw next to rafting and with the right design, could outpace rafting given its year-around potential.

Our team feels that in order for the plan and design of Virginia Canyon to be successful, several factors must be addressed. These factors include:

• Comprehensive planning

• Experienced and manageable trail design

• Knowledge and experience with private properties and easement negotiations

• Coordination with the local community and bicycle group

• Ability to brand and market Virginia Canyon Open Space

• Understanding of funding sources and requirements

• Experienced and Manageable Trail Design

COMPREHENSIVE PLANNINGThis project represents a long term investment by the City of Idaho Springs to increase sustainable outdoor recreation and attract new visitors to the area. However, the planning of this unique open space area needs to accommodate potential increased visitation while preserving and enhancing the existing trails, history and environment.

After speaking with City staff and COMBA onsite, our team has identified the following opportunities to balance growth with the existing conditions in Virginia Canyon Open Space.

INCREASE PARKING:The development of Virginia Canyon Open Space will bring visitors from all over the Front Range, the State and the Nation. The existing parking facilities cannot handle this increase in traffic and parking at the Argo Mill will not be able to solely accommodate recreational parking once development is complete. Additional parking will be necessary to address this need.

As part of this Master Plan, the our team will build upon COMBA’s work in the Area 28 / VCOS Plan to estimate the potential future usage of Virginia Canyon Open Space. In that plan, COMBA estimated there could be as much as 400-500 users per day, on average. Our team will further refine this estimate by using visitation data from other similar open space areas to project the potential future usage of Virginia Canyon Open Space. Based on this projection, recommendations for increased parking areas will be included in the Master Plan document.

ESTABLISH CONVEYANCE:During the planning process, one of the most important thing to consider is how to get people from parking areas at the base to key nodes, such as the top prominent topographic features, mid-station gathering spaces and the top of the trails along Santa Fe Mine Rd. The new gondola will be the catalyst for this conveyance, but

detailed planning needs to take place to determine the most effective and enjoyable route for people to use. Our team will work closely with the planners at the Argo to evolve the potential gondola route and develop trails around its course.

In additional to the gondola, trails such as the Argo Incline will be designed specifically for visitors at the base to quickly reach one of the most spectacular views in Clear Creek County. This will provide a “quick win” for people coming up from lower elevations and will encourage them to stay and explore more of the Open Space and the City of Idaho Springs.

CREATE A HIERARCHY OF TRAILS:COMBA and the City of Idaho Springs have done a great job of laying out preliminary trails through the open space. They have taken into account historic burro trails, topography and user experience in the development of these trail networks. Our team will build upon the alignments and usage outlined in the Area 28 Trail Concept Plan and work with COMBA and the City to adjust alignments as needed based on usage, topography and other existing conditions.

With the assistance of COMBA, our team would walk every foot of proposed trails. Each trail will be GPS located to sub-meter accuracy and given a trail rating and use. The potential trail ratings and use may include but are not limited to the following categories.

• Beginner, Hiking• Moderate, Hiking• Moderate, Biking• Moderate, Multi Use• Advanced, Biking• E-bike Friendly

This hierarchy of trails will create a diversity of experiences so there will be “something for everyone” within Virginia Canyon Open Space.

INCORPORATE RECREATIONAL AMENITIESOther than trails, recreational amenities will further promote the diversity of experiences recommended in Virginia Canyon Open Space and add to the draw of the area. Site amenities such as overlooks, parking areas, trailheads, picnic areas and gondola stops will also be evaluated as part of this Master Planning process. Recommendations for each type of recreational amenity will be provided in the Master Plan.

To promote this recreational destination, all trails and site amenities will be represented on comprehensive base maps and incorporated into the City’s or the project’s website

ESTABLISH ECONOMIC GROWTH THROUGH RECREATIONIt is no secret that outdoor recreation is one of the largest economic draws for communities throughout Colorado. According to the Outdoor Industry Association, over 71% of Coloradans participate in outdoor recreation and it generates the following economic benefits for the State and local communities.

Increased hiking and biking trails are a major contributor to these numbers. Jefferson County Open Space’s 2017 annual report esitmated that over 6.9 million visitors enjoyed their open space features last year alone. This puts pressure on their facilities and creates more opportunity to bring visitors to Clear Creek County.

Other recent reports show the economic benefit of mountain bike trail systems in particular. According to the Walton Family Foundation, in 2017, cycling improvements in North West Arkansas contributed $137 million to the economy.

Our team will research other successful open space areas and trail networks to incorporate successful strategies and lessons learned into the planning of Virginia Canyon Open Space. Ultimitely, this research will allow our team to make informed decisions to spur local economic growth through outdoor recreation.

EXPERIENCED AND MANAGEABLE TRAIL DESIGN After touring the area and speaking with City staff and COMBA members, our team has some preliminary thoughts on how to design and maintain an enjoyable, safe, efficient and environmentally friendly recreation park.

TRAIL DESIGN1. To appease the existing ridership using VCOS, our team suggests highlighting the rugged natural rock

features of the area, when possible, before adding wooden technical trail features (TTFs). Keep existing trails rugged and enhance the features while offering advanced riders numerous new options and styles of downhill DIRECTIONAL TRAILS!

2. Maximize use of native and locally imported stone while minimizing wooden structures that may seem more aesthetically appropriate in urban bike parks and ski resorts than natural park settings. This is not to say wood will not be considered and used where appropriate, considering a vertical lift may be installed.

3. Focus on using the natural features that mimic the current trail flavors that already exist in the area. Typically native stone/bedrock features carry less liability exposure than wooden TTF’s.

4. Wooden TTFs may be used when stone TTF’s are not adequate or feasible. Wooden TTFs should be inspected on a frequent basis and maintenance and repairs should be properly documented. UV damage to wood features on this south facing slope will be significant and require proper and routine maintenance by properly trained staff/bike patrol.

5. Create a shared-use, stacked loop system with bike optimized trails.

6. Provide iconic trails for hikers and runners, as well as a short beginner MtB loop down low and possibly a kid’s progressive skills area adjacent to town. Kid’s bike playgrounds are increasingly popular and a great benefit to locals and visitors.

7. Spectator trails for visitors to overlook prominent views and observe mountain biker in action!

TRAIL SUSTAINABILITYWith three decades of trail planning, design and construction experience, Tony Boone’s principles are based on trail sustainability learned as a Natural Resource Specialist with Boulder County Parks & Open Space for eight years. These unique skills, in balancing passive and adventure recreation with the natural environment, are integral to developing and implementing trail plans that protect natural and cultural resources for future generations.

“Sustainability on natural surface trail corridors is defined as the characteristic of a travel surface to support currently planned and future uses with minimal impact to the natural systems of the area. Sustainable trails have negligible soil loss or movement while allowing the naturally occurring plant systems to inhabit the area, recognizing required pruning and eventual removal of certain plants over time. Sustainable trails will not adversely affect the naturally occurring fauna. Sustainable trail design will accommodate existing and future uses while only allowing appropriate uses. The sustainable trail will require little rerouting and minimal maintenance over extended periods of time.”

Since the quality of a trail experience is tied intimately with the quality of the environment, protecting these trail resources and trail users is paramount in achieving this balance and requires not only sustainable trail design and construction, but a solid routine trail maintenance program.

Tony’s mentor’s words still ring true - “people don’t need trails, the land does”. This quote illustrates our team’s philosophy that proper planning and design of stacked-loop trail systems is essential in minimizing and managing our current and anticipated human impacts on Mother Earth. Over the past three decades, Tony has drafted and helped implement over 40 trail plans, resource management plans and maintenance plans for governmental agencies, non-profits and private landowners.

Most recently Tony completed a Trail Management and Stewardship Plan for Santa Fe County Rail Trail. This plan provides a detailed framework for county staff and volunteers on how to schedule and optimize the use of trail staff/stewards in monitoring and maintaining county trails to Best Management Practices without duplicating efforts. See examples of Staff/Steward Tasks attached below.

The most effective way to manage the various risks associated with trail use is to stringently follow Best Management Practices for trail planning, design and construction. This especially rings true on more difficult trails (black diamond rating and above) that are inherently more challenging, require highly advanced riding skills and have less room for error.

Publications like Whistler Trail Standards - Environmental and Technical Trail Features, the International Mountain Bicycling Associations’ publications and the USFS Trail Specifications & Drawings are frequently used in lawsuits against governmental agencies, corporations and advocacy groups during the discovery, deposition and court testimony phases. A full understanding of the criteria and proper specifications for Technical Trail Features (TTFs) is essential in protecting the City of Idaho Springs and trail visitors over the long-term.

As a professional expert witness, Tony has had the displeasure of being on three high-profile cases that were tied directly to the condition of the trail/TTF, the frequency of routine safety inspections/maintenance records, visible proof of proper and adequate signage and how closely the trails/TTFs matched the BMP’s for trails/TTFs. Developing a solid risk management program in-house with the City’s attorneys will help manage the inherent risks associated with this type of project.

KNOWLEDGE AND EXPERIENCE WITH PRIVATE PROPERTIES AND EASEMENT NEGOTIATIONSAlmost every trail project, both paved surface and off-road trails, crisscross various land ownerships. Many times, negotiating easements is fairly easy as long as property owners have accurate information about what the size of an easement is and what liabilities and maintenance responsibilities they will have. In the cases where an agreement cannot be worked out, alternative alignments must be identified as part of the planning process so that the design and construction efforts do not stall.

For VCOS, there are 4 primary land owners that our team would coordinate with throughout the planning process:

LISA KAVEGGIA AND BILLY KING (MOJO WHEELS)These are the property owners that have a house adjacent to Rosa Gulch. They own a mountain bike shop in Denver called Mojo Wheels.

Currently, one of the trail alignments passes through this private property. Our teams approach will be to engage the property owners from the very beginning to see if there is a possibility that an easement can be worked out. If so, we would assist the City and their attorney with gathering all of the necessary information to draft an agreement. If no agreement can be reached, our team will create an alternate trail alignment that will not directly impact the private property.

YOUNG RANCH LLCThe Young Family owns 3,500 acres on the south slope of Clear Creek Canyon, including the area just east of Virginia Canyon Open Space. Our team will work with the Youngs, establish desired connections or trail recommendations that will complement their future efforts.

Our team has coordinated with the Young Family on other projects, including the design of the Clear Creek Greenway East Idaho Springs Segment where we negotiated a right-of-access agreement to survey and design the trail. Bob Young represents the Young Family and is receptive to recreational development.

COLORADO SCHOOL OF MINES The School of Mines owns several properties on the western edge of Virginia Canyon Open Space. Our team understands that the City and COMBA have had some preliminary conversations with the school to determine their willingness to negotiate recreation easements. Our team would follow up on these conversations and identify specific trail alignments and which parcels would be effected so that the City and the school can have more detailed conversations about how easement agreements would work.

THE ARGO MILL PARTNERSHIPAs mentioned at the pre-proposal meeting, the Argo Mill Partnership is an important project partner given both their location and future development plans. Coordination with the Argo will be ongoing, especially as it concerns plans for a gondola, parking and development around Rosa Gulch.

COORDINATION WITH THE LOCAL COMMUNITY AND BICYCLE GROUPSWhile it is unknown exactly what the impact of opening and marketing a new recreational park in Idaho Springs wouldl be, it is easy to assume that the impacts (both positive and negative) will be felt by the local community. In addition, many of the local residents of Idaho Springs are avid outdoor and mountain bike enthusiasts, meaning that coordination with the local community is key to the success of this project.

Our teams approach to the public outreach effort of this project will be comprehensive. It will be our intent to not just hold public open houses, but rather to lead a more hands-on effort to understand the public’s concerns and needs.

PUBLIC WORKSHOP #1The first full day workshop in Idaho Springs will be held very early on in the project. It will be begin with a public open house and presentation with a Q&A that will be followed by site tours. The goals of this workshop will be:

• Provide the public with backgroundinformation

• Answer upfront questions and recordany immediate concerns

• Gather information to be used for acommunity survey

• Provide riders and hikers tours of thearea to gather site specific ideas andrequests and increase excitementabout the project

ON-LINE COMMUNITY SURVEYUtilizing the information gathered from the workshop, our team will create an online survey that will gather data from the local community and bicycle community about various project aspects including design features, recommended management, name and branding, etc. This survey will run for the duration of the project and serves the following purposes:

• Provide a larger forum for the entire community to give feedback, especially those that cannot attendpublic workshops

• Gather quantifiable data that can be used to guide the design process and apply for grants (severalgrants ask specific questions about community surveys)

• Give the City necessary documentation that a comprehensive and transparent public outreach processwas held

PUBLIC WORKSHOP #2Public Workshop #2 will be another full day public workshop that will begin with an open house and display mapping of the newly designed trails and their proposed uses (hiking, cycling, downhill, etc). This will again be followed by a Q&A and comment period. After the open house and presentation, tours of the newly marked trails will be given so that riders and community members can give feedback on site-specific areas.

Although the public workshops will be our primary outreach to individuals and groups that are interested in the project, our team feels that a larger community-outreach effort is needed. So, in addition to the public

workshops, our team would like to set up booths at two of the City’s premier community events: The City’s Summer Kickoff on June 2nd and Dynamite Days on September 29th. Attending these events will bring more visibility to the project for both local residents and visitors of Idaho Springs.

Throughout this entire process, it is our team’s intent to coordinate all steps with the Virginia Canyon Open Space Steering Committee. Having worked in the area on several projects, our team feels our relationships with local stakeholders and businesses will provide the City with an easy transition into the public process. Our team has coordinated several projects with the Idaho Springs Chamber of Commerce, Clear Creek Tourism Board, A Culture of Speed (aCOS) and others.

ABILITY TO BRAND AND MARKET VIRGINIA CANYON OPEN SPACEWhile Virginia Canyon Open Space’s proximity to the front-range is a huge draw, it is still a relatively unknown area and will benefit from a branding campaign. Our team feels that the master plan is the right time to begin this process given the amount of community outreach that we are proposing.

Our team believes that there are 3 steps to branding and marketing Virginia Canyon Open Space.

1. Decide upon a nameWhile currently called Virginia Canyon Open Space, this area has also been known as “Area 28” because it was the 28th plat of land that the Bureau of Land Management deeded over to local government control. While there has been some discussion about what to name the area, this will be the best opportunity to get full community input and consensus.

2. Create a logoOnce a name has been chosen, a logo needs to be created to have a recognizable “brand” for the recreation park. This is another great opportunity for the community to weigh in and helps build ownership within the community. While this process was started in earnest by Team Evergreen last year, this would be the ideal team to continue creating a logo as you would have the full input of a qualified steering committee that could present a final design before Idaho Springs City Council.

3. Create a Virginia Canyon Open Space WebsiteThis step is critical to the success of the branding and marketing of Virginia Canyon Open Space. Many of the most successful mountain bike parks have their own dedicated websites that give specific information about the park (maps, hours, fees, parking, etc) as well as information about the surrounding community (lodging, restaurants, bike shops, other attractions, etc).

A creative way to showcase the new trail network in Virginia Canyon Open Space could be to create an interactive trails/site map on the project website. This site map would allow potential visitors to view the entire trail system and amenities of the open space and select specific elements, such as trails or trailheads, to get more specific information such as trail length, usage (mountain bike, hiking, multi-use, e-bike, etc.), surfacing and skill level.

Creative features/tools that showcase the unique setting of the Virginia Canyon Open Space will be crucial for attracting users from outside of Clear Creek County. With so many options for outdoor recreation around the State, visitors want to know what experiences are available to them so they can plan their trips accordingly. Many other mountain towns are incorporating similar features on their websites to promote their trail systems. By incorporating creative branding and marketing material such as an interactive trails/site map, the City of Idaho Springs is laying the groundwork to compete with and surpass other destination mountain communities.

If the City would like to create an interactive trails/site map, there are a variety of approaches/solutions that our team can provide the City. In order to incorporate unique technology like this into the project, THK has teamed with Chinook Landscape Architecture.

Our team has created several websites for other clients that have included many of the features described above. The following are examples of previous branding material THK has created for projects and events.

UNDERSTANDING FUNDING SOURCESOver the years, master plan processes have developed a reputation of being a waste of time and money because they typically end with a document that sits on a shelf and collects dust (see the original Virginia Canyon Open Space study). The primary reason for this outcome is that while most master plans make recommendations or have an implementation plan, they do not address the core problem of project implementation... funding. Even the few plans that do address funding fail to address the fact that grants, the primary source of funding, are not free.

Our team understands that the City is planning to submit to a $250,000 grant request to Colorado Parks and Wildlife (CPW) Non-Motorized Trails Program. Our team has extensive experience in helping our clients write, win and complete reimbursement through multiple grant agencies, including CPW. We also have experience at identifying other funding partners or associated projects that can be used to leverage additional funds to provide the match for grant applications.

In fact, we are aware that CPW has all new requirements for their next grant cycle, including a 30% required match (10% cash minimum) and a 10 minute applicant oral presentation. Our team would assist with writing the grant and putting together a presentation for the CPW grant interview. If desired, we would also be willing to attend the interview with the City.

The following scope of work has been arranged in the order in which tasks will occur during the planning process. All tasks and deliverables will meet and exceed the goals of the scope of work outlined in the RFP but have been refined and reorganized to create a clear and efficient plan of action.

TASK A: KICK OFF/SITE VISITImmediately following the notice to proceed, key consultant personnel will conduct one (1) kick-off meeting with the City of Idaho Springs’ staff and COMBA to review, in detail, specific project objectives, scope items, schedules, methodologies and other project parameters. This initial meeting is recommended to ensure that all interests are adequately addressed and that the capabilities and knowledge of the consultants and City staff are utilized effectively in completing the project in an efficient and cost effective manner.

The kick-off meeting will be separated into two portions. The first portion will be a sit down meeting with the City to discuss the following items:

• Introduce and review the specific roles of project personnel including City staff and members of the consultant team

• Review Master Plan goals, vision and purpose• Review the planning process• Review all existing data and plans for Virginia

Creek Open Space (VCOS) including the Recreation Area Concept plan prepared by the Colorado Mountain Bike Association (COMBA) in 2017.

• Discuss the status of current or on-going projects such as the Argo Mine redevelopment

• Discuss the development of the Steering Committee

• Review the public engagement process• Public Workshop #1: Obtain Community Input• Public Workshop #2: Present Draft Master Plan• Other public events• Review the approach and schedule of the Site Analysis• Review project parameters and finalize scope and schedule

As part of the second portion of the kick-off meeting, our team proposes a site visit with City staff and COMBA to document additional existing opportunities and constraints within the project area.

TASK B: PROJECT MANAGEMENTOpen communication between our team, the City and COMBA is vital to the success of this project. In addition to scheduled meetings purposed in this document, our team recommends holding bi-weekly phone calls or in person meetings with the City and COMBA to check-in, go over project progress and address any issues that may arise. These calls or meetings may occur more or less frequently based on project progress and staff availability.

In addition to these scheduled calls or meetings, our team will be available for additional coordination via phone or email throughout the project.

TASK C: CREATE PROJECT WEBSITE (OPTIONAL)The our team recommends creating an individual project website early in the Master Planning process that will act as an impartial branding resource for the community to get additional information about the project, advertise for community events and distribute project content, such as site analysis maps, input received at the public workshops and interactive site plans developed in the Master Plan.

Our team will acquire the website domain name and maintain the website for the duration of the project.

As the project nears completion, the website will become less of a project website and more of a stand-alone website that is for VCOS.

TASK D: SITE ANALYSISDuring the Site Analysis phase, our team will review all existing data, on-going projects and analyze the following elements within the project area:

1. Environmental concerns (topography, aspect, slope, geological, vegetation, wildlife, etc.)

potential trail designs (including hazards)5. Demographics and potential user groups

Spatial data collected and/or obtained during the site analysis will be input into layers in GIS and cross-referenced to determine the most desirable trail alignments with the least impact to sensitive environments or public property.

Information collected during this task will be compiled into a series of site analysis maps for the Town and posted to the project website to maintain transparency during the design process. This information will then be used to begin the conceptual design of preliminary master plan concepts.

TASK E: PUBLIC WORKSHOP #1 - ON-SITE STRATEGIC PLANNING SESSIONTo begin the public engagement process, our team proposes an On-Site Strategic Planning Session. The purpose of this planning session will be to gather input, develop questions for the on-line community survey and finalize master plan concepts in real time with community members.

The suggested schedule for the On-Site Strategic Planning Session will be as follows:

10:00 am – 12: 00 pm - Public open house and presentation with Q&A at the historic Argo Mill and Mine

12:00 pm – 1:00 pm – Catered lunch at the Argo from local restaurant

1:00 pm – 4:00 pm – On-site riding and hiking tours of the area in small groups to gather specific ideas from community members and key stakeholder groups

4:00 pm – 6:00 pm – Final presentation and comment period at the Argo or other community business to recap the day’s events and compile comments received

All information received during this On-Site Strategic Planning Session will be compiled and used in the development of the on-line community survey and Preliminary Trail Design.

TASK F: CREATE VCOS BRANDAn important way to build momentum for this project will be to create a relatable, identifiable brand for Virginia Canyon Open Space. The brand will focus on the economic and quality of live benefits of the Open Space while paying homage to the local character and existing conditions. Our team will develop this identity by creating the following elements.

• A logo to be used on trail signage, trail maps, the City website, at public events and for future fundraising efforts

• Signage recommendations• An interactive GIS based site map that can

posted on the website to allow potential visitors to access trail information prior to their visit

TASK G: ON-LINE COMMUNITY SURVEYUsing the information, ideas, questions and concerns gathered in the Site Analysis and On-Site Strategic Planning Session, our team will formulate an on-line community survey to allow community members to voice their thoughts about the project. This survey will be hosted through an online survey provider such as SurveyMonkey.

This survey will run through the Conceptual Master Plan Design phase and will be analyzed intermittently to assist with the development of potential trail designs. Survey results will be shared with City staff and stakeholders and will provide quantitative information for our team to base design decisions.

TASK H: PRELIMINARY TRAIL DESIGNBased on the Site Analysis and input from Public Workshop #1, a preliminary site plan for Virginia Canyon will be developed at a planning level. This plan will create a diversity of trail experience while separating the site into distinct areas based on desired experience, trail usage, level of difficulty and constructibility. Trails will be separated into the following types:

• Hiking• Mountain Biking• Multi-use• E-bikes

Our team recommends one site walk with City Staff, COMBA and key stakeholders to walk the potential trail alignments in the field. Adjustments to the trial alignments and trail types can be made during this site walk and documented in the field.

Following this walk, Tony Boone will continue to evolve the potential trail alignments in the field based upon detailed site features, vegetation, slope, soil type, rider experience, sustainability and maintenance. Initial recommendations for emergency access and documentation of existing environmental conditions (topography, geology, vegetation, wildlife, etc.) will occur during this time. All trail alignments will be GPS located in the field using a Bluetooth Tremble unit with sub-meter accuracy. The trail alignments will be imported to GIS and compiled into preliminary base maps. Phase 1 trails will be flagged for construction.

Preliminary construction cost estimates for each trail will be provided as part of the preliminary trail design.

TASK I: MAINTENANCE AND MANAGEMENTAll proposed trails will be designed to minimize environmental impact and maintenance requirements. Detailed recommendations for maintenance and management will be produced and will be included in the Master Plan. The maintenance and management recommendation will include information on trail sustainability, periodic maintenance needed, drainage, etc.

TASK J: DRAFT MASTER PLAN DESIGNInformation developed during the Site Analysis, On-site Strategic Planning Session, Community Survey and Preliminary Trail Design will be compiled into a Draft Master Plan for the City. Typical trail details, site features and maintenance recommendations will be included. A phasing plan will also be included to separate construction into multiple implementable phases.

Phase 1 trails will include “quick wins” to get key areas of the park opened to the public in the short term. Phase 2 trails will include existing City owned land east of Virginia Canyon Rd. that will support the future construction of the gondola and development of the historic Argo Mill.

Our team will work with private property owners and the City to identify necessary easements or acquisitions necessary to implement subsequent phases.

Subsequent phases of this Master Plan will be based on private property negotiations, constructibility and proximity to existing infrastructure or Phase 1 improvements. Our team will provide cost estimates for each of the proposed phases.

In addition to ongoing project coordination, our team proposes one meeting with City staff, COMBA and stakeholders to review and comment on the Draft Master Plan.

The Draft Master Plan may also be posted to the project website for public review prior to Public Workshop #2.

TASK K: FINAL DESIGN FOR PHASE 1Once Draft Master Plan comments have been received, the our team will make necessary revisions and proceed with detailed design for Phase 1 trails. The goal of the detailed design will be to accurately and concisely establish the desired grades of the different difficulty rated trails in the field by flagging proposed trails. This way clients, stakeholders and potential construction bidders can easily walk the flag lines during the planning, approval and contractor procurement phase. It is essential that trail contractors know precise trail alignments so they are all bidding. Corridor flagging still allows maximum creativity for the chosen builders to vary within the corridor 25-50’ if budget allows for more features or if unforeseen conditions arise.

The detailed trail design will follow industry standards for mountain bike, hiking and multi-use backcountry trail and include the following elements in place of engineered construction documents.

• All flags/flagging will be visible from both directions• Pin flags of PVC Vinyl 3.5” X 2.5” with 21” wire stem are recommended• PVC vinyl flagging is 1’-1 3/16” x 2.0-5.0 mil (UV Stabilized) is recommended• Day Glo Orange, Day Glo Pink, Striped, and/or Polka Dots colors are preferred

documentsPlans of trail corridor layouts with estimated distances, grades, intersections, usage, difficultly levels and directional recommendations will be provided. Detailed construction cost estimates will be developed for each trail segment in Phase 1. Also, trail construction details, materials, specifications and bid documents will be developed. To provide cost savings, our team will utilize specifications from similar projects and revise them for VCOS.

Final trail alignments flagged in the field will be documented and imported into GIS. All GIS files will be assembled and delivered to City at the end of the project.

Two onsite meetings are proposed during the detailed trail design phase for City staff and stakeholders to weigh in on the proposed Phase 1 trail alignment and make any necessary changes in the field.

TASK M: FUNDING AND GRANT PREPARATIONOnce detailed cost estimates have been established, our team will formulate a funding plan that will identify several different funding partners and their grant timelines and requirements. The purpose of this exercise will be to identify potential funding sources for additional planning/design work, as well as matching funds for the CPW grant submittal.

Our team will also utilize information from the Master Plan to write the CPW non-motorized trails construction grant that will be submitted in November 2018. During this process, our team will work closely with the City to create a 10 minute presentation for the CPW board. This presentation could include a power point presentation, a short video highlighting VCOS, presentation boards and handouts or a combination of all three.
