• Aim of the Training Organization
• 1.1.1.1 The primary objective of this Approved Training Organization (ATO) is to transmit aeronautical culture in order to fly safely and legally. This objective is achieved through an education system constituted by standard courses and individual lessons that permit the candidates to reach their own targets relating to Licenses and/or Ratings.
• 1.1.1.2 In order to achieve the above mentioned objective, this Training and Procedures Manual (TPM), which is based on CAO.IRI Part-141, ICAO Annex 1, Paragraph 1.2.8 and Appendix 2, and ICAO Document 9841, describes the way APTC conducts its activities. It is therefore an essential document for the operation of APTC.
• 1.1.1.3 This TPM provides APTC staff with clear guidance on the policy of the ATO as well as the procedures and processes which is used by management and line personnel to conduct training.

2-TPM Amendment Procedures
2-1The QM shall be responsible for the preparation, implementation and distribution of amendments to the TPM holders.
2-2 APTC managers and staff may suggest revisions to any section of the TPM by forwarding their recommendation to the QA Department
2-3 The QM shall review the suggested changes to ensure adequate information is provided.
2-4 Once the QM approves the suggestion, the revision shall be issued.
2-5 The QM shall ensure the entire TPM is reviewed on an annual basis
2-6 Whenever amendments made to the TPM affect %50 of its contents, a new issue will be published
2-7 The original copies of all issues, revisions, amended page(s) and the relevant authority’s letters of approval shall be kept in the QA Department and Admissions and Records Office.

C-Flight Review and Evaluation Boards
1. to provide a mechanism for oversight of all flight-training activities
2. Each person assigned to pilot APTC aircraft or perform crewmember duties shall maintain the highest professional standards and adhere to all procedures set by APTC.
3. The FRB will make recommendations for future consideration and when necessary recommend corrective action.
4. The purpose of the FRB is to provide recommendations for student progress
The Flight Review Board (FRB) will monitor student progress milestones that include but are not limited to the following:
1. Greater than 18 hours to solo.
2. Three consecutive unsatisfactory stage checks.
3. Issues identified by the safety manager.
4. Unsafe or abnormal operation.

D-Flight Evaluation Board (FEB)
will convene if a flight/ground instructor, a flight /knowledge examiner, a mechanic, or an employee on flight status fails (not limited) to meet the following:
1. Flagrant violation of regulations, policies, and/or procedures.
2. Undesirable habits or traits of character.
3. Unsatisfactory duty performance.
4. Insufficient motivation.
5. Poor customer service or lack of professionalism with students.
Not: The FEB requires formal notification to all instructors and mechanics on flight status. Character witnesses may be used, however, they will not be a part of the board or present during testimony other than
their own.

1-Policies regarding Approval of Flights
The CFI shall bear the responsibilities regarding approval of flights
1. Compliance with the terms of conditions and restrictions of APTC ATO
2. Ensuring that all flights are adequately staffed by crew members, qualified for the intended flight profile, route and aerodrome as required by the regulations and the procedures laid down in the Operations Manual.
3. Ensuring that flight operations personnel are properly trained and currently qualified

• Pilots shall file a flight plan for all flights outside the local area
• The PIC shall ensure appropriate survival and safety equipment for the intended flight is onboard the aircraft
• Each passenger shall occupy a seat with an individual seat belt
• Pilots shall calculate weight and balance data for each flight
• Pilots shall ensure loose items are secured prior to flight.
• Pilots shall not begin a flight unless there is sufficient fuel to complete the flight to the point of intended landing, fly from that airport to an alternate (if an alternate is required), and then fly after that for at least 1 hour at normal cruise consumption in an airplane.

APTC aircraft are required to have the following minimum fuel reserves at all times, assuming normal cruising speeds:

1-Training Routs
• Route planning is based on AIP, Jeppesen Airway Manual and/or appropriate VFR Charts.
• The designated route or routes to be flown on shall be planned by the student pilot and approved by the flight instructor.

• Payam airport is approved for student takeoff and landing practice with proper logbook endorsements.

1-Persons Responsible for Standards and Competency of Instructional Staff
• Each training organization shall develop an initial training syllabus for the training of flight instructors consisting of both ground and flight training in the areas of operation relevant to the flight training syllabi the flight instructor is assigned to teach.
• Responsibilities
• The Head of Flight Training is responsible for regular and adequate training of staff,
if required.

Part 4- Staff Training2-Procedures to determine Competency of Instructional Staff
• All instructional personnel (ground and flying) shall receive initial and continuation training
appropriate to their assigned tasks responsibilities
• All flight instructors are required to fly with a Flight Examiner at least Six months for the
purpose of evaluating their continued conformance with the CAO approved operating
procedures and air exercises conducted by the training organization
• Flight instructors that have not flown an aircraft in 30 days or more should be required to
accomplish a proficiency check with a flight examiner in current status before commencing
duty.
• The HFT should carry out regular flight and ground checks on all active and qualified flight
instructors in order to determine their level of competency and uniformity of standardization.
He/she may delegate this duty to the Chief Flight Instructor or Flight Examiner only.

Training Program for Instructional, Examination and Assessment Staff
• The final decision for introducing pilot instructors, engaged in ground training but not flight training, to attend the instructor rating course lies with the APTC interview panel.
• All staff members engaged in training shall attend the following initial training courses:

• All APTC management staff members are also required to complete the said initial training courses.

Procedures for the Conduct of Theoretical Knowledge Examinations
At APTC, all classrooms are used for conducting examinations. The Examinations Office Staff Members are in charge of preparing and arranging the rooms.
Before the examination begins, the examiner is required to report to the Examinations Office 30 to 60 minutes prior to the start of the examination to collect the following:
• Question paper in sealed envelope,
• Examination attendance register,
• Charts or tables if required
At the beginning of each examination session, the training assessment, using Students Assessment of Training, shall be conducted and the completed forms sent to the Admissions and Records Office.

Procedures for Refresher Training before Retest
• Should the student still fail the examination, he can either join the next following course in a refresher mode or arrange an individual training program approved by the ATO to absolve the next suitable examination.
• Division of the re-examination into parts shall not be permitted.
• For PPL, an applicant who has failed to pass the examination within 3 attempts shall re-enter the examinations like an initial attempt. Before re-entry to the examination, an applicant shall undertake further training.
• For CPL, IR and FIR, an applicant shall re-enter the complete examination as though far an initial attempt if he has failed to pass any single examination paper within 4 attempts.
• If any item in the Skill Test section is failed, that section is failed.

Attendance Requirements, Flight Records
• Students whose percentage of attendance in a class is less than 70 percent of total duration of a module are prevented from taking the final examination. Such students are required to take the same module/sub-module again.
• Students must notify dispatch 24 hours in advance to cancel a flight. This policy is required so that dispatch and the student/instructor are notified in a timely manner.
• APTC will consider disciplinary action for students who are consistently absent. Three unexcused absences could result in board actions.
• Students who are habitually late will be treated as a cancellation lesson.

Reckless Flying/Reckless Behavior
Reckless flying includes but is not limited to the following:
• Unauthorized low level flying known as buzzing.
• Unauthorized formation flight.

• Performing maneuvers not authorized by the CAO or APTC.

Where a student is having difficulty with his/her flight instructor to the detriment of the learning experience and his/her training, the student should:
1. first address the difficulties with the instructor in a professional and constructive manner

3. The third step, if necessary, is to meet directly with the HFT.
Instructor changes shall be kept to a minimum. In case of unforeseen events, instructors with the same qualifications should be substituted.
Two instructor changes per student shall be the maximum allowable number in each stage of training.

Procedures for Suspending a Student from Training
• Any student found during a knowledge examination to be cheating or in possession of material pertaining to the examination subject, other than the examination papers and associated authorized documentation, shall be disqualified from taking the examination and may not take any examination for at least 12 months after the date of the incidence. The Examiner shall immediately inform the CGI of the occurrence .The CGI shall report the incidence to the QM within 7 days after the occurrence and the QM shall report the case to the Authority within one month after the occurrence.
• If a student is found after any examination to have engaged in conduct that would have been within paragraph above, the same procedure in the respective paragraph shall be applied.
• Any student enrolled in a flight course who has not flown for forty-five (45) consecutive days will be referred to the Chief Flight Instructor. Students may then be required to re-test out of the applicable ground school with a 70% grade or better.
• Any student successfully completing a ground school who does not obtain the applicable flight certificate and/or rating within one academic year of completion of that ground school may be required to re-take and successfully complete the applicable ground school.

All training documents shall be safeguarded against fire, flood, high humidity, illegal access and alteration.
All records and documents related to the training of students shall be filed by the Records clerk under the supervision of the TA. These files, either in paper or electronic form, shall be kept in the archive for at least five years following completion of the particular student’s training course.

Staff Training and Qualification Records
The following information shall be kept on record in respect of each instructor or examiner:
• Name, Date of Birth, Personnel Number, Experience, Qualifications, Training history (before entry) ,Subsequent Training, Scope of activity, Starting date of employment/contract, If appropriate – ending date of employment/contract, Knowledge instructor Training Authorization
Additionally for each examiner, an examination conducting authorization shall be kept on record.
The records may be kept in any format (hard copy or computer based) subject to the usual security requirements, but they should be under the control of APTC quality system.
Persons authorized to access the system should be maintained at a minimum to ensure that records cannot be altered in an unauthorized manner.

Staff Training and Qualification Records
CAO shall be authorized to access the system in order to investigate the records system for
initial and continued approval or when the CAO has cause to doubt the competence of a
particular person.
Flight Instructors must ensure that the record of their licenses, ratings and medical certificates
contain in the flight operations information system is accurate and up to date.
All records shall be controlled and filed in the Admissions and Records Office under the
supervision of the TA.

• Records checks shall be made by the chief instructors and training administrator.
• The QM shall also check the records randomly to ensure for the accuracy and currency of

Personal Log Entries
• Each student shall keep a record of all flight time in the logbook that meets the requirements
of the CAO. Students must remember that these records are valuable historical records and
must take responsibility in assisting his/her AFI in the record keeping process.
• In the event of an illegible entry, the person making the transcription should consult with a
Flight Instructor for assistance.
• The recommended APTC Logbook is the officially distributed Jeppesen logbook.

Security of Records and Documents
• It is the responsibility of Flight Instructors and Admissions and Records Staff to ensure that all student records are kept confidential
• Student files shall never be left in any office or on any desk unless directly supervised by a Flight Instructor or staff member
• The Examinations Office shall keep all the records of Examinations in a suitably secure condition and shall not permit any illegal access to these records.
• The records shall be stored for a period of five years for future reference and inspections if required.
• All the records filed in the Examinations Office archive should be kept secure against fire, flood, high humidity and illegal access.
