Assessment Process

This application will be assessed in its entirety against the criteria provided in Attachment A. All content will be evaluated against the assessment criteria, and considers the scope and relevance of the whole proposal. This includes (but is not limited to), the following considerations:

• A clear sense of need.• The appropriateness and opportunity in relation to geographic location.• Strategies that address barriers and access to VET.• Clarity of pathways into further training and/ or employment.• Value for money.• Measurable outputs.• Depth of collaboration and partnerships likely to improve outcomes.• Industry and market need.

Where assessors rank multiple applications equally, the Department of State Growth, Skills Tasmania, will – where applicable – consider past performance to develop a final ranking of applications. This will be achieved by analysis of progress and project closure reports and previous contestable funding outcomes.

All projects must be fully acquitted against the budget provided, and any unspent funds in excess of $5,000 at the project completion date are to be returned to the funder. Applicants are reminded that the deed will include clawback and termination clauses in the event that activities fail to be delivered as proposed.

C5. Target Outcomes and Outputs

Outcomes are the benefits that are sought from the project. They are achieved as a result if a project’s outputs. Target Outcomes should have a measurable benefit and are used to gauge the success of the project. At project conclusion, these measures will help answer such questions as ‘what have we achieved?’ and ‘how do we know?

Framing your target outcomes so that they are clearly linked to activities and outputs will make it easier to evaluate your project, and score more highly with assessors. Vague outcomes or those not linked to outputs or are difficult to measure, are likely to score less highly against the selection criteria.

For example, if your project will involve participants, how many do you expect to engage? What percentage do you expect to complete the program? What percentage to engage in further training? What percentage to gain employment? Your target outcomes should be realistic and unique to your proposed activity and target cohort. Describe how you will measure and report upon ‘success’ in this project, as successful applicants will be required to report against their identified target outcomes. They will become your project “KPIs”.

Training and Work Pathways is intended to support new and innovative responses to identified problems. It is not designed to provide core or ongoing funding, so if your intention is to replicate an earlier project, you will need to articulate what adjustments or improvements you have made in your approach that demonstrates an enhancement on earlier delivery. If your project involves nationally recognised training that could be funded via another source (e.g. Career Start or Skills Fund Jobseeker), why have you chosen to fund through TWPP?

If a component of your project’s outputs include the delivery of nationally recognised qualifications, the organisation to deliver training must have the proposed units in their scope of registration for delivery in Tasmania at the time of lodging their application. ATTACHMENT A – SELECTION CRITERIA

There are five criteria of equal weight. Responses that include examples, evidence or demonstrate deeper understanding of an issue will result in higher scores. Responses do not include such detail, or where the information is unclear, invalidated or incomplete will score lower.

The entirety of the content of this document is considered against each of the selection criteria, which are synergistic in nature. That is, activities and responses rely upon another to be successful. Assessors will note any inconsistencies or unaddressed linkages (e.g. proposed activities that do not appear in the budget or potential risks that unaddressed in the risk management table).

1. What will the project achieve?

The application must have clearly articulated outcomes that are consistent with TWPP goals. Applicants must identify their anticipated outcomes and record how their anticipated outputs will contribute to achieving project goals. If successful, project managers will be required to report against their identified target outcomes. Where training is an output, applications must provide detail as to activities, outputs and costs.

2. Why is this project needed?

The application must identify and provide evidence of need, including the identification of existing disadvantage and barriers to access and participation to further education and employment pathways. Similarly, evidence of demand and opportunity in those identified pathways is required.

There must be a clear sense of a targeted cohort who will benefit, including their needs and those barriers that are preventing access to and participation in training and employment.

3. How will you carry out this activity?

The application must demonstrate that it has appropriate strategies to achieve identified project goals. Assessors will be looking for detail around timing, duration, tasks and – if participants will be actively involved or training delivered – type and level of support. As a key program goal is employment pathways, workplace exposure and industry awareness activities are critical.

Project owners must consider the risks and costs of project activities, and ensure that these are reflected in the application and provide supporting documentation where relevant.

4. Who will be involved in this activity?

The application must demonstrate the capacity to implement and administer the project effectively. If there is direct participation or training, recruitment and selection methods should be detailed, including the relationships necessary to achieve success. As TWPP targets disadvantage, demonstrable relationships or capacity to support learners is required, supported by documentation.

5. What is the value for money in implementing this project?

TWPP is ‘quality sensitive’ rather than ‘price sensitive’. Value is assessed not solely on the costs of activities, but how projects address identified barriers and disadvantage. If participants are involved, value reflects the nature and type of support offered to learners, the relevance of activities to achieve project outcomes and overall costs compared to other applications.
