Continued Training Workshops: These courses feature the Core of Knowledge theories and practices that are essential for individuals working with children in family child care homes and child care centers. Continued training Core of Knowledge courses are required of child care providers who are working towards obtaining the Maryland State Child Care Credential. For information about how to obtain a Maryland State Child Care Credential, please contact the Office of Child Care at 410-767-7852. Core of Knowledge The Core of Knowledge is divided into six different areas: Child Development; Community; Curriculum; Health, Safety & Nutrition; Professionalism; and Special Needs. Some courses offer clock hours from a variety of core areas. These core areas are identified as follows: CD=Child Development; Curr. =Curriculum; HSN=Health, Safety& Nutrition; SN=Special Needs; Prof.=Professionalism; Comm.=Community. In a typical calendar, approximately 55 trainers advertise almost 800 child care specific trainings across the state. The access that Maryland child care professionals have to quality training is outstanding; making use of the opportunity this provides is one of the best things that providers can do for the children in their care and for their own careers. Sometimes it can be challenging to determine if a particular training will meet your need as a provider and professional. As you begin to register for training you are interested in please use the following guide to select the right training for you. TOT Responsive Training Symposium Fall 2010 Maryland Family Network, will be offering Training of Trainers Responsive Training Symposium/Training of Trainers to prospective trainers/approved trainers in the State of Maryland. The Responsive Training Symposium meets the Office Of Child Care’s (OCC) “train the trainer session” training requirement for approved trainers. Workshops are sequential. You must complete Part One before you can take Part Two. The fee for each workshop is $100 and includes breakfast, lunch, and materials. There is a discount should you register for all three modules in the series in advance. New Pre-Service & In-Service Requirement

Have You Heard ?

The Maryland State Department of Education (MSDE) and the Office of Child Care (OCC) have proposed changes to both pre-service and continued training requirements for Family Child Care Providers and Center Staff in the state of Maryland effective July 1, 2008. The following is a brief summary of new training requirements for providers: Additional updates regarding these changes will be available on both the Maryland Family Network website (www.mdchildcare.org), as well as on the Maryland State Department of Education website (www.marylandpublicschools.org/msde) after January 15, 2008. You may also contact your local Resource and Referral Center for a more detailed explanation of these revisions and how they affect you and/or your child care program. FAMILY PROVIDERS PRE-SERVICE TRAINING Requirements will include completion of: • 24 Core of Knowledge clock hours, split into six- 4 hour modules in the areas of: - Child Development - Curriculum - Health, Safety, & Nutrition - Special Needs – Professionalism - Curriculum CONTINUED TRAINING • For 1st year of registration: Completion of 18 hours, to be divided into two categories: - 12 specified COK hours (four-3 hour sessions): Child Development; Working with Mixed Age Groups Health, Safety, Nutrition; and Emergency Preparedness - 6 “elective” hours: any other approved training CENTER STAFF PRE-SERVICE TRAINING Requirements for new staff and any staff member moving to a higher position include completion: • For all staff, with exception of Aide: 9 clock hours in communication with staff, parents, and the public • For Child Care Teacher – Infant/Toddler: 45 additional hours of Infant/Toddler training • For Child Care Teacher – School Age: 45 hours Child Development and 45 hours Curriculum • For Center Director: 40-45 hours administrative training CONTINUED TRAINING • For Aides/Assistants: Completion of 6 clock hours per year • For Child Care Teacher: Completion of 12 clock hours per year

Maryland Model for School Readiness Training (MMSR) Maryland Model for School Readiness Training (MMSR) is a series of nine (9) full-day training modules that explore the concepts of: observation; documentation; assessment; and, transitions. In addition to completing the modules and securing 54 clock hours of Core of Knowledge training, successful participants experience the development of a "community of learners" and gain skills in networking within their training group. MMSR Trainers are MSDE/OCC state approved trainers with specific skills in the facilitation of MMSR. Sessions are typically convened once a month and conducted keeping in mind the specific needs and schedules of the early care and education community (e.g., sessions offered on weekdays, on Saturdays, and some evening sessions are available.) For the current year through the Hoyer Professional Development Grant from the Maryland State Department of Education, each of the Child Care Resource Centers of the Maryland Family Network will be providing MMSR based training (including 9 module MMSR, MMSR Domain, and MMSR Infant & Toddler Assessment). QUALITY INITIATIVES IMPROVE CHILD CARE SERVICES

THE MARYLAND CHILD CARE CREDENTIAL - ACHIEVING QUAL ITY

Recently, quality early childhood experiences have received much attention, and over the past two years the Maryland State Department of Education has assessed kindergarten children for school readiness. Data from the most recent report indicates a 9% increase in full readiness for children from a child care center experience. There was also a rise in readiness for children from family child care.

We know that training is directly linked to improved quality child care. To recognize and encourage providers to complete training and support children’s early learning experiences the Office of Child Care implemented the Maryland Child Care Credentialing program in July 2001.

The Maryland Child Care Credential is a voluntary program recognizing child care providers who exceed licensing regulations by completing training in the Core of Knowledge and participating in professional activities.

There are seven levels, each one recognizing a child care provider’s achievement of a specified number of training hours, years of experience and professional activity. The main components of the Credential include: Level Training Requirements Experience Professional

Education: The Core of Knowledge – Theories and practices that are essential for individuals working with children in family child care homes and child care centers. The Core of Knowledge is divided into six major areas: (1) child development (5) special needs (2) curriculum (6) health, safety and nutrition (3) professionalism (4) community Training – May be taken from a college, university or an OCC approved trainer. Experience – Work directly with children in an approved setting. A specified number of years is required depending on credential level. Professional Activity Units –Participate in activities related to the child care profession, such as professional association membership, working with state or national accreditation organizations, peer mentoring, or providing training. The major goals of the credential program are to: • Promote a well-qualified workforce. • Increase the overall quality of child care programs, ensuring that all children enter school ready to succeed. • Improve the status and increase the compensation of child care providers. • Recognize for-credit and non-credit career preparation. • Provide a structure for professional growth through professional competencies. The following changes have been made in the Credentialing program and were effective August 15, 2005: • A new level Four Plus has been established. • Bonuses are paid half upon receiving a credential at level two or higher and half upon renewal. • Bonuses at levels Four Plus, Five and Six are paid every year that the level is maintained. As of June 2006, 4,380 credentials have been awarded. Training Vouchers and Reimbursement Participants in the Maryland Child Care Credential Program may once again apply for training vouchers and reimbursement. During each year of participation, up to $400 is available to credential program participants to pay for the cost of additional training needed to complete the training plan. Training vouchers or reimbursements are issued for specific workshops, courses or training sessions. Requests for payment may not be combined. Each training, workshop, or course voucher or reimbursement must be applied for separately. Who can apply? Any child care provider who is currently participating the Maryland Child Care Credential Program and has qualified for a level two or higher credential. Applying for a voucher? (Funding for training that has not yet been completed.) Submit a completed application form and all required documentation at least 30 days prior to the training session/class. What costs can be reimbursed? The cost of training that has been completed within the past four months. This includes college coursework related to early care and education, workshops, or conference registration fees.

How to apply? Applications may be submitted to the Office of Child Care – Credentialing Branch. Incomplete applications will be returned to the applicant. 1. Assistance Available to Help Families Cover Energy Costs

The Department of Human Resources, Office of Home Energy Programs (OHEP) offers two programs to help low-income Maryland residents pay their home heating and electric bills and minimize energy costs. • The Electric Universal Service Program (EUSP), helps low-income customers cover their electricity costs. Eligible customers may receive help to: 1) pay current electric bills; 2) pay past due bills; or 3) conserve energy and reduce future electric bills. • The Maryland Energy Assistance Program (MEAP) provides assistance with home heating bills and, in some cases, can even help residents replace broken or inefficient furnaces. Maryland Family Network is encouraging child care providers to share information on these two programs by distributing OHEP brochures and applications to the families that might qualify. Financial Help for Families 1. Earned Income Credit – The Earned Income Credit (EIC) is a tax provision that allows eligible taxpayers to reduce their tax burden or even get an income supplement up to $6,000. Families may qualify for the federal and state EIC, if, in 2008, they: • were raising one child and earned less than $33,995 (or $36,995 for married workers) • were raising two or more children and earned less than $38,646 (or $41,646 for married workers) • had no children, earned less than $12,880 (or $15,880 for married workers) and were between the ages 25 and 64. Eligible taxpayers claim the EIC when they file their federal and state tax returns. 2. Free Tax Preparation Assistance – Free tax preparation is available to families earning less than $42,000. To learn the location of free tax preparation sites, run by well-trained community volunteers, or to get more information on the EIC, please call 1-800-492-0618 (United Way’s community information line) for assistance. 3. Financial Counseling Hotline – Free, individual counseling is available from the Consumer Credit Counseling Service. Call toll-free 877-254-1097 for help with budgeting, credit, or debt issues.

CHILD CARE IS EDUCATION

Legislation enacted in the 2005 legislative session created the Division of Early Childhood Development within the Maryland State Department of Education (MSDE) and transferred most of the Child Care Administration to the new division. At the 2006 Child Care Day in Annapolis Rally, the Governor announced that the Purchase of Care Program would also become part of the new Office of Child Care in MSDE. This final step, which became official on July 1, fully aligns all of the State’s early learning and child care programs in the Department of Education. LOCATE: Child Care FOCUS SHIFT

Child Care Resource and Referral Centers are redirecting their resources to focus on services for child care providers. In May, the resource centers began committing all their resources to training and technical assistance – areas that support providers and contribute to quality improvement through: • professional development for new and experienced providers, • professional development focused on appropriate care for infants and toddlers, • professional development focused on care for children with special needs, • accreditation assistance, and • assistance with licensing, regulation compliance, and program expansion. In order to focus on training and technical assistance, the services provided by LOCATE: Child Care are now centralized at Maryland Family Network. Parents from anywhere in the state can now access LOCATE through a toll-free telephone number, 1-877-261-0060 and receive referrals to regulated child care and educational information on quality child care. The LOCATE Community Line provides both individualized telephone counseling and online self-search capabilities. Providers will continue to receive the annual LOCATE questionnaire which is used to update information about their programs in the LOCATE database. Providers will be able to update their fees, vacancy information, email addresses and telephone numbers on the website, www.mdchildcare.org. In addition, there is now a Provider Support Line, 1-866-752-1614, which providers can use if they want to make changes to their information, or report vacancies. If providers have questions about Child Care Subsidy, they must call 1-866-243-8796.
