Skill & Competencies Training MethodologyISS International may develop the whole skill set and assess trainees’ GAP analysis definition.

The ISS International Skills & Competencies Methodology is as follows:

Identifying the Required Competencies

ISS International uses job descriptions as a tool to assign the competencies of each professional profile. Each positionof the client’s organization chart will have competencies detailed and differentiated according to practical tasks, inaccordance with safety rules and behaviour aptitudes. Each competence has a code allowing easy identification. For aunique description of each competence, elements of competence will be defined. In the following diagram, we haveoutlined the procedure followed for the identification of elements of competence, on the basis of defined competencesand job descriptions.

Each element of competence is then further defined bythree fundamental aspects:

Performance Criteria: Identify correct modality ofexecution of designated activity. Identify correctstandard (observable and definable) for execution ofsingle task.

Cognitive Elements: Identify theoretical andexperimental know-how needed to obtain specificelement of competence.

Verifications: Indicate common methods and tools toevaluate the performance of each employee, about hisown duty and level of competence to be assessed.

Therefore three methods of verification can beindicated as follows:Direct observation of performanceVerification through direct questions to trainees (test)Verification through questions to their supervisors.

Evaluating Competencies and IdentifyingTraining Needs

Normally, it is necessary to determine thecorrespondence, or the gap, between requestedcompetencies for each individual job position andthose already obtained by personnel (confirmed by theinitial verification procedures outlined in the precedingparagraph), in order to define training needs.

One of the most commonly used procedures to identifyand predict when a subject is able to perform a specificjob task is the Critical Incident Method. This methodallows actions performed within the context of aspecific work activity, during a pre-defined period, tobe recorded. These actions are then evaluated on thebasis of specific criteria of quality, productivity,availability, etc. In other cases, tests or interviews couldbe used to define performances.

For each verification methodology, results are comparedwith a standard fixed exclusively for each competence.

As training needs have been defined, training materialscan be issued together with other tools in order tocomplete the training program and achieve finaltargets.

Planning Activities and Preparation of Training Materials

For the planning and development of trainingmaterials it is fundamental to consider an exactcorrelation among objectives, competencies to gainand the content of each course. Depending on theknowledge gap to be filled, didactic material, requiredto cover every expected competence, will be developed.There is always a correspondence between the trainingmodule and its relative competence.

Trainee Evaluation

The evaluation of a training program is initiallydelegated to instructors and coordinated by ISSInternational who will be responsible for:Planning activitiesExplaining the objectives of each course to traineesMonitoring learning capabilitiesMonitoring motivational, technical and theoreticalaspects.

At the end of each course, trainees are assessed aseither Competent or Not Competent.When one or more trainees have not reached thedesired goals, corrective actions will be taken. ISSInternational assesses whether it is appropriate tosuggest a repetition of the course or deem sufficient toadopt other solutions.Theoretical competencies are evaluated using writtenor oral tests.

Identification of who is “Competent”

At the end of the training project, each traineeundergoes a final verification, allowing thoseconsidered competent to perform ordinary andextraordinary work connected to their specific role tobe identified.The examination is carried out on each element ofcompetency, which can be evaluated and certified, inorder to proceed step by step with the definition ofevery competency.These results are gathered for each element ofcompetency, indicating procedures and tools used forthe verification of the evidence:Direct Observation (D)Simulation (S)Test (T)Questionnaires (Q).

ISS International Specific Training Tools

In order to optimize the various training projects, ISSInternational uses different advanced tools, which aresummarized in two main typologies:

Training Management Tools;Training Technical Tools.

For example, two common tools used are: TMS® (Training Management Systems)O&MTS (Operation and Maintenance Training Simulator).

TMS®

(Training Management Systems)

ISS International manages training services with adedicated and proprietary Software package calledTraining Management System (TMS®), which is an in-house package purposely developed for themanagement and monitoring of training.

The Training Management System (TMS®) aids themanagement of trainees and training activities such asregistration/tracking of entry test results andassessment performed during and after training.

The input data will be loaded manually, but thesoftware manages and filters data according to criteria.

In addition, the TMS enables optimization of instructoremployment and supports proper project management.The architecture of the TMS® also provides trainingactivity monitoring and reports on the individualtrainee or training activity.

Other important characteristics enable remote accessto the database of specific projects with different levelsof protected access. It can therefore be accessed directlyvia the Internet at the following address:

The O&MTS is a training tool suitable for building up atraining/learning environment and developing a soundknowledge of the process.

It is a tool that enables the improvement of trainingplan performance and the significant reduction oftimes needed to achieve final targets.

ISS International has a Training Center located in thecenter of Rome (Italy); it can host up to 100 traineeswith five (5) multimedia classrooms, two (2) ITCclassrooms equipped with most advanced simulationtools and a briefing/assessment room.

ISS International has the availability of training centersworldwide through its partnership network and itsown facilities: Abu Dhabi (UAE): two (2) classrooms (40 traineeseach) with most advanced simulation tools Ancona (Italy): one classroom (53 trainees) Cameri / Novara (Italy): one classroom (10 trainees).

Moreover, ISS International has a strong partnershipwith Emirates Simulation Academy in Abu Dhabi(UAE) where there are four (4) ITC training classrooms(60 trainees each).
